Space is not reducing after running log shrinking job

SQL Server 2019 Unable to install SQL server setup Error code 2068052293

I tried installing SQL server 2019 on my windows 10 laptop and it keep getting this
error There is a problem with this windows Installer package. A DLL is required for this
