Valerie F. Leonard
Few candidates for any office can match Valerie Leonard's academic and professional
background and record of achievement in private industry, government, and non-
profit organizations. She has worked as a financial analyst, development
coordinator, journalist, and grass-roots activist, and is one of the most
knowledgeable sources on TIFs in the city. Leonard wants to increase resident
participation in local government by involving them in the budgeting process,
creating TIF advisory councils, and establishing an education facilities task force. She
proposes to attract businesses and create jobs through public/private partnerships,
tax incentives and job training for high growth industries such as green construction
