SUMMARY
The article analyzes the ideas, principles and tasks of the Organization for
Security and Cooperation in Europe (OSCE), which evolved from the Confer
ence on Security and Cooperation in Europe (CSCE). Previously, it was a dia
logue between two ideologically-hostile blocks, which culminated in the 1975
Helsinki Final Act. The OSCE became the biggest regional arrangement under
Chapter У III of the f.W Charter. Lespite the fact that it encompasses 56 states
from Vancouver to Vladivostok, OSCE does not have a legal treaty and continues
to remain a political consultative instrument. Nevertheless, the Organization has
built different consultative and emergency response mechanisms for safeguard
ing the common security. Furthermore, considering the newly emerging security
environment, it assumed new tasks and robs: democratization assistance, pre
ventive diplomacy, conflict management, and post-conflict security building. How
ever, the main goal of the OSCE, to become a truly pan-European collective
security organization, has not been achieved due to Me weakest point of the Or
