Description of the Project
“Panadura is the most populated city of the “Kaluthara District” the population amount
is 163,492. – (Population by D.S. Division and sex, Census 2001) this city is closed to
Colombo and many people live in here and this commercial area. The city has been
spread out within 44 sq km.
The Panadura Base Hospital is the main hospital of the area and one day more than
1500 patients are coming to get the treatments. The total patients more than1000 come
to hospital. In last few years this hospital has been facing a huge problem that is the
waste problem. The total waste generation is nearly 520 KG per day. They can’t manage
this kind of waste and many massive problems were begun from this waste problem.
Some times local authority carries this waste but that is not enough to solve this
problem. Even they expended much money to LP Gas. Early times they expend more
than Rs.28, 000 for LP Gas.
On that time HELP-O & ASIA ONLUS organizations were involved to solve this matter
through implementing a proper waste management program. As a first step we
conducted a field survey and able to finalize to construct the biogas unit inside of the
Panadura Hospital. The capacity of the biogas unit is 22m³ that can dump 500 KG
organic waste per day including conducting many awareness programs which is related
to biogas unit.
Under this project we expected to distribute the Dustbins and Mobile carts to carry the
waste also we printed some awareness materials like hand bills and posters. Most of
important thing is conducted experience exchange program. Through this program
Panadura Hospital staff could able to realize the important of this program in own eyes.
After that exchange program they have involved to this program in active way.
This program is a joint work and this is a result of a team work at this moment they are
not giving the organic waste to carry to local authority. The hospital could able to make
waste as a useful resource and they are getting benefits. This is the success story of the
Panadura Hospital.

This program was funded by the Regione Lazio in collaboration


with OICS. I want to say this is a result of a good partnership
with the all stakeholders. We were needed to find a sustainable
solution for the Panadura Hospital Waste problem and HELP-O
with other stakeholders could able to find a sustain solution to
that problem. And hospital has a responsibility to implement
this program continually. During this period many things able to
achieved.

“First of all I want to say we are the first organization that
implemented biogas unit in Hospital at Karapitiya Hospital in 2004.
This program is still running without any problem and waste
problem has been minimized.
In this hospital we didn’t constructed a biogas unit and we
implemented a program in this hospital and it has several steps. We
expect to monitor this program continually. I think this program is
very valuable for the environment as well as for the city. Through this program we
want to give a strong message to the outside world about we can implement successful
waste management plan in everywhere even in hospital.

During the past few months we had a big problem about waste then
hopefully we could able to implement this program. The other thing
through this program we could able to reorganized the hospital
because through this program every person has been changed and
they tried to waste separation in their homes and they feel the
benefits of the program also most of people start cultivation. As a
hospital we expend much money for the energy but last month we
earned Rs.45, 000 from one burner and we got another burner. I
thing this program is suitable for every hospital because many
hospitals are suffering from this and we want to expand our benefits.

Executive Summery
This report has been summarizes the program which has been implemented in
“Panadura Base Hospital” with the support of AISA ONLUS Organization and HELP-O
joint work. This program is been funded from the Regione Lazio in collaboration with
OICS. The objective was this program “Provide a sustainable solution for the waste
problem of Hospital and protect the Environment”. Under this program obtain the
great achievements one is we could able to solve the waste problem and able to
segregate the waste 100% before dump the biogas unit.
Reduce the LP Gas usage from 50% with in month and get a profit Rs.40, 000 only from
the LP Gas usage. Early time they didn’t think the waste will become a resource and
they just dump it away. But not it because a very valuable thing to them and they
getting more benefits from the organic waste as well as polythene and plastics. Under
this program we provide a sustain solution for all waste and at this moment they could
find the buyers for the polythene and plastic waste.
While this program implementing we could able to increase the team work of hospital
through the awareness. This waste management program been effective for the patients
of the hospital because they learn the important of waste segregate through this
program and other staff waste segregation started on their own home and they have
minimize the polythene and plastic usage as much they can.
As a result of this program many people and private sector is requesting to biogas unit
as a sustainable solution of the waste problem. Even Western Province Council has been
agreed to introduce this program to every hospital of the province because they are
suffering this problem.
The hospital expects to establish a fund to maintain this biogas unit continually. During
this program implement we could able to increase the links between Karapitiya
Hospital and Panadura Hospital through an experience exchange program. This
strategy was very effective when we implement this program on ground level because
they could able to realize the results of the biogas in their own eyes.
Finally we implemented one of success program with the full of support of our all
stakeholders. But we expect to introduce this solution to every place because through
this program we can achieve many byproducts and it’s very effective to environment as
well as for the attitudes. We believe that construction a biogas is not a sustainable
solution to solve this massive problem and we have to aware them about this and how
to maintain this also this should become a property of them then they will protect it and
implement continually.

Basic Discussion & Site Visit
In beginning of the May 2009 HELP-O staff, ASIA
ONLUS staff and Panadura Hospital staff conducted a
basic discussion and site visit before start this
program. During this meeting we collected the basic
date and we analyzed those data. Then we could able
to make some decisions about this program and about
how to implement this program.
During this meeting
able to finalize the contribution of each stake holder and
made a plan for the rest of other activities. On that time
we realize what are the activities should we implement in
future. On that time we aware the Hospital management
and key persons of the propose program. The objective of
this discussion explains the future program and activities
to the Hospital and gets their maximum corporation for
this program.

Experience Exchange Program


The one of most important activity of this program
is this experience exchange program between
Panadura and Karapitiaya Hospital. They didn’t
know what is a biogas unit and how its function and
what are the benefits of the biogas unit. During this
visit they could able to see the benefits of the biogas
unit in their own eyes. During this program also
they went to see some community biogas units. One
of the main
aspects of the program was aware the beneficiaries
about this program and benefits.
This program became one of focal point for success
the program during this visit they realize the ground
level challenges and biogas function process. Even
they could able to know about the important of waste
separation. For this program Doctors, Nurses and
other staff were participated with the officers of ASIA ONLUS Organization.

Biogas Unit Construction
HELP-O and ASIA ONLUS Organization has
been decided to construct a biogas unit as one of
solution for the organic waste problem of the
Panadura Base Hospital. The capacity of the
biogas unit is 22m3 that can dump 500 KG
organic waste per day. Early time they
expended much money for the LP Gas and they
used 36KG 07 LP Gas cylinders only for the
month but now they can use this 07 LP Gas
cylinder for two months that means they can
earn 07 LP Gas cylinders for one month also they able to save more than Rs.40,000
money within a month. Now they are doing good waste sorting system in beginning
level and every ward wise also we provided mobile waste collection carts to carry the
waste in easy way. They can get the maximum
efficiency because waste sorting is high in every
ward and all staff has been aware about this
system and they monitor about the waste
separation process. That is another reason for
success this program. Now Hospital expects to
give up the LP Gas usage and now they try to
do that. In those days they have cultivated many
vegetables with using the organic fertilizer
which gets from the biogas unit.

Awareness Programs
 Effecitve and Benefits of the Biogas units
This is the first
awareness program
for the Hospital
Staff. Topic is
Effective and the
Benefits of the
biogas unit. Under
this program we
discussed about
what is a biogas unit and what the direct benefits are and what are the indirect benefits.
Under this section we aware what are the direct benefits as mention below
 Can decrease the Global Warming and Climate Change
 Prevent the Environment Pollution
 Alternative Energy for the energy problem
 Solve the Waste problem and waste become a valuable thing
 Minimize the water pollution
Are some of few main topics were discussed on that time also we discussed about the
important of the waste separation.

 Waste Sorting Important and non organic waste management


The second program was waste sorting and non organic
waste management. This program is very essential for
them because they didn’t have a proper non organic
waste management process and waste sorting. Under
this program we explained them about the international
standard of the waste sorting and what is the important
of the waste sorting.
Also we explained about what
are waste recycling and its benefits and bad benefits of
without waste recycling under this topic especially we
explained about the non organic wastes and its bad effects.
Also we have made a place to store the polythene and plastic
then to sell the whole lot. Also they agreed to implement this
and this is other income for the Hospital.

 Organic Fertilizer ,New Cultivation system and Organic agriculture
This is the third awareness program that has
been organized by the HELP-O to aware the
hospital staff. On the other hand this program
is special because thorough this program we
expected to start the Organic cultivation inside
of the Hospital with using the Organic
Fertilizer which gets from the biogas unit.
Under this program we explain about the
benefits and effective of this organic manure of
the biogas unit and we explained them about
what are the types that we can use also aware about this manure can use as a fertilizer
and as a hormone and as a insecticide and the best thing is this manure doesn’t heart to
environment.
Also during this program they could able to
learn about the new cultivation techniques and
urban agriculture strategies. Because this
hospital has limited space and they have agreed
to cultivate in near places of the biogas unit with
using this manure. This program was a technical
training about aware new techniques of the
cultivation.

 Evaluation and Challenges discussion workshop


When we design this program we expected to conduct an evaluation workshop and
challenges discussion workshop. Because when they implement by their way they face
some problems and challenges and we have to conduct a program and discussion to
solve this problem otherwise this program will not function well. Through this program
we provided much technical assistance for the hospital staff and that knowledge much
helpful them to carry this program well.
At this moment we didn’t conducted this program and in beginning the December
expect to conduct because on that time they have enough experience and faced some
challenges while implement this program. This is not an Evaluation workshop and we
provide technical advices and develop the current plans like waste collection and
disposal plan and this happen with their support and from this program they can
realize that the current situation. Anyway this kind of program is very essential for a
success waste management program.

Dustbins and Mobile Carts
We have followed a latest strategies for implement this program. The colored dustbins
are for waste sorting and colored mobile carts to carry the waste. This system is very
accretive because it is very colorful and easy to understand about what is the process.
We conducted many programs and aware them about the important of the waste
sorting and now they equipments to sort the waste. At this moment the waste
separation is 100%. On the other hand this proper waste sorting is much help to
implement the biogas unit in a proper way.

This part is the main part of the biogas program because if waste doesn’t separate well
the biogas unit will not function well and the problem will never solve. We gave our all
strength to accomplish this work because this is the heart of the program. We could able
to complete 05 dustbins to waste segregation and establish a recycling centre for the
other polythene and plastics recycle.

Awareness Materials

 Color wise waste separation cards & Poster


With the support of ASIA ONLUS organization we could able to print a card for dump
the waste. This card is little different from others because we have draw some picture
then anyone can understand what it is and easy to dump the waste to correct place. We
have show this cards and dustbins in every ward then everybody can easily understand
about what is the correct dustbin and we could realize that this system is working
without any problem and it is success.
Also we have printed a poster which includes all pictures through this way anyone can
easily understand the whole picture in a minute. Through this poster we expected to
give an instant whole picture for the person who sees this.

 Leaflet about Biogas and Common rules
Under this program we have planned to start newly thing that is print a leaflet which is
say about our biogas program waste sorting system including what are the common
rules inside of the Panadura Hospital. Because we think this is very essential to visitors
who come to the Hospital every day. When some patient arrives to the Hospital as a
resident patient we provide this leaflet. Through this document they can learn about the
situation of the hospital and what are the rules inside of the hospital. We think this
program is much easier to waste segregation because everybody know the process and
this activity we introduce to hospital in first time but it is success.

Opening Ceremony – Biogas Program


On 17th November is the most important day of the whole program because we
expected to open this program on that day with the participation of many distinguished
guests. The chief gust was Hon. Governor of Western Province also Hon. Jagath Angage
– Minister of Health of Western Province. Mr. Shelton Perera Divisional Director and
Mr.Amal Harsha Provincial Director Health were participated to this ceremony. Even
officers of ASIA ONLUS and HELP-O were participated with Hospital Officers.
In beginning speech conducted by the MS of
Hospital and she warmly welcome all distinguish
guests then she explained about why they needed
this solution and what are the benefits they getting
from this biogas unit. Even she explained she said
within testing time they could able to earn from
this biogas program more than Rs.45, 000 from LP
Gas.
Also she explained that they have started the
cultivation and that is only from organic fertilizer and expect to get a good income from
that and selling the polythene and plastics too.

Then Mr. Chathura Welivitiya - Chairman and Chief
Executive of HELP-O explained about the program and why
we implemented this program and what the goal of this
program is. Also he explained that the benefits of the program
and why this is important for hospital also he told about the
challenges while this implementing and also he proposed to
establish a fund for maintain this program proper. If this could
not able to establish this program will fail because we can’t
support forever to implement this and explained about the
important of the keep monitoring.
During his speech he explained what the goal of the organization goal of this program
because we help to reduce the methane gas emission to air that is why we implement
this program also we help others to sustainable waste management program.

After that Mr. Maro Baldi – Country


Representative ASIA ONLUS explained why they
involved to this program and their role of the
program. He said this program is so valuable for
the hospital and he said through this program they
could able to give a strong message to community
as well as for the government also he expect to
introduce this system to many hospital in the area.
They expect to get good profit from this program
and implement this process continue and he said my expectation is to carry this
program continue and protect the environment for our tomorrow.

Dr. Shelton Perera – Regional Direcotr Kaluthra


District (WP) was expressed his ideas about this
program and he said I could able to join this in
Karapitiya Hospital and on that time I was MS of
the hospital and I know about the benefits of a
Biogas unit and through this we can solve this
problem and achieve great achievements. And we
want to implement this in sustain way because it is
easy to start but difficult thing is to carry this
sustain way. Also he said that he expect to introduce this program in every hospital of
the province since next year because at this moment every hospital is facing this
problem and need a sustain solution. Because I know about the value of this program
and through this we can reduce the cost and earn more money from the waste.

On that time the Mr. Jagath Angage Minister of
Health of Western Province has been explained
about the important of this program and how the
municipality getting benefit and also proposed to
establish a fund for maintains of the biogas unit
also he expect to introduce this programs to other
hospitals of the western province. I came to start
this program and I am very happy that I could
able to participate to opening ceremony of the
biogas unit and I saw in my own eyes the benefits and how they cultivated in here and I
am remember the before situation and I expect to introduce this to all hospitals of the
province because this is a good system.

Finally speech was conducted by the Western


Province Governor Secretary Mr. A.W
Gunarathne and he explained that he could able
to identify the value of this process and he told
that he expect to introduce this system to all
hospitals of the province because this province is
the well populated province of the country and
waste problem is high in here and we need a
sustainable solution for it. In here I could able to
see how they cultivated and see the flame of
Biogas and waste became a resource in here and this is a very good program for
introduce to all hospitals. I think modern world is facing a big problem that is climate
change and we have to find this kind solution for solve our mother nature and I really
appreciate this great effort to solve the waste problem in Panadura Hospital.

Monitoring and Evaluation Process
HELP-O implemented this program with a great goal and that is for implement proper
waste management program in Panadura Hospital with providing other facilities to
them including equipments and knowledge. From the beginning level we believe that
we need a strong monitoring and evaluation process from our side as well as from
Hospital side. While this program implement we conducted monthly monitoring
programs also we followed new strategies to monitor this program.

We have formed a co group in Hospital to monitor this program and they get the
responsible to monitor the program. Through the programs we made a competition
between the hospital ward and all staff got the responsible for monitor this program in
lowest level. From the AISA ONLUS Organization’s side they also monitor about this
program also they helped to monitor those all activities.

From the HELP-O side we expect to monitor


this program in every month and conduct a
meeting with the co group and discuss about
the current situation. From the beginning
stage we conduct technical visit in every
month to monitor the program and we
provide the necessary technical assistance to
the officers. During those visits our officers
helped them to overcome some challenges.
Also this strategy was much important to
implement good and correct waste
management program. Sometimes we visit to
some hospital wards to check about the
waste separation process and it related
works. Through those visits we could able to
stop some wrong methods of the minor staff
and we had to step by step to develop and
increase the knowledge of them. Now they
do final waste segregation before dump the
waste to biogas unit and early they didn’t do
that and after the awareness they do that and
that is good for the biogas unit.

Followed Strategies
When we implement this program we have followed our own strategies to overcome
the challenges and implement the program. The main strategy was the conducted
awareness programs. When we design the program we have consider about what are
the suitable subjects and what are the areas will be a problem when they implement this
program. On beginning level we have design very suitable subjects for the awareness
program
 Value and the benefits of the biogas
 Waste sorting and non organic waste management
 Technical side of the biogas unit
 Organic fertilizer & Modern Cultivation process and benefits
 Evaluation workshops to discuss about the faced difficulties
Those programs has been linked to others because this goes step by step from the
beginning program they can understand about the value and benefits of the biogas and
second we explain what is the suitable steps and process to run this program in proper
way by waste sorting and non organic waste management. Third program is about
Organic fertilizer and Modern Cultivation process and its benefits through this way
they start the organic cultivation. Finally we discuss about the challenges and
difficulties they have been faced during this program implementing.
Second strategy we have followed for success this program make a competition
between staff and wards. This is very good strategy because everybody expects to
become first and implement this program properly and through this way everybody
monitor this program. And from a co group to monitor the program because this is one
of good process to monitor program and it is the sustainable thing to run this long time.
HELP-O implemented another strategy that is inserting the pictures to the waste
separation cards other wise it won’t to easy to understand. Those cards are colorful and
everybody would like to see this card twice because they didn’t see this kind of thing
and through this dustbins people and others become to dump the waste to correct
dustbin. Even through pictures draw can easily understand about program and dump
correctly and in 03 languages. This process is much easier to implement correct waste
program. Providing the mobile carts were one of best strategy to implement this
program in sustain way because those carts can carry in every ward and easy to collect
the waste and those are color wise. And at this moment they established a waste
collection store and other polythene, plastic and cardboard can easy to carry.

In here we have followed a new strategy that print little strange leaflet about this biogas
program and include abut common rules and regulations for a resident patients. When
patient comes to hospital gave this leaflet and when they leave the hospital they have to
hand over this leaflet. This activity was very effective to aware the resident patient
because they can’t aware by conducting a meeting and this is the best solution to aware
them and they know about what is the rules and regulations and through this we could
able to make every ward to best waste separation even all nurses can monitor the waste
separation of the ward. And every resident patient dumps the waste to correct bin
because when they arrive to hospital they have been well aware.
The key strategy was conducing an Experience Exchange program between Galle
Karapitiya Hospital and Panadura Hospital before implement this program. Hospital
staff of Panadura didn’t see a biogas unit and its process and they didn’t believe this
story when they visited to the Karapitiaya Hospital they could able to see this story in
their own eyes and then they believed this can do in their hospital in better way than
Karapitiya Hospital. In this program they saw the effective of the biogas and benefits
and how Karapitiya Hospital could able to decrease the LP Gas usage and earn money
and their separation process and non organic waste management. Then everybody
think we can implement this kind of program.
When we implement this program we have followed many strategies to implement this
program in sustain and success way. We had various strategies for every activity and
through this way we could able to implement one of success program. Especially
experience exchange program were much helped us to implement this program and
that was the foundation of the program.

Sustainability of the Program


HELP-O expected to implement this program in sustain way and we have formed a co
group for monitor this program and they keep monitor this program also Hospital
management have planned to establish a fund for maintains and for sustainability for
this program. Now they could able to reduce the LP Gas usage and that earned money
will expect to use to this fund too. When there is a repair that fund will use to repair the
biogas unit and other related things.
From the organization side we expect to provide the technical support when they need
and because this component is one of main thing for sustain and this is one of part of
our partnership program. At this moment hospital management appointed separate
team for this biogas unit and they maintain this biogas unit and cultivate also they have
good knowledge about this process and they well trained.

Through our awareness and other activities all staff aware about our program and they
know about the correct process and there is a good monitoring team and when all those
things be together the program implement in sustain way. Even they finally separate
the all waste before dump the biogas unit and that is one of main thing for long lasting
success.

Challenges of the Program

01 The first challenge was we conducted an Experience Exchange program between


Karapitiya Hospital and Panadura Hospital before begin the program but unfortunately
we had to start the program after several months. From that reason their positive
attitudes were goes down and we had to improve that from beginning level. Because
they saw the success and they needed to start this program as soon as possible but the
process were slow and it took much time to approve the program. For overcome this
challenges we conducted a basic discussion with the hospital staff and able to
encourage them to start this program.

02 The second main challenge was about how to


aware the resident patients about the waste separation
and this program. Because patients are change
everyday by day and those is the key person of waste
generation and their visitors. If we can’t aware them
about this program the whole effort will be goes down.
We have followed a good and strong strategy for this
that is print a leaflet for every resident patient. When
new patients come to hospital as a resident patient this
leaflet issues to patient or patient relative. And patient leave the hospital they should
hand over this leaflet to hospital and we include the normal regulations and rules of the
hospital and through this leaflet we could able to aware
the key person and they know about how to dump the
waste and its process. Now patient knows about the
normal procedure and usually they don’t go to dump
the waste to wrong dustbin. And that leaflet much
easier for the hospital to implement good service
because every person knows about the systems and
procedures. Through this leaflet waste sorting quality
was increased in every ward and patients could able to understand about the value of
the waste sorting. This leaflet process was very successful and this system has started in
first time in hospital.

03 The other challenge was gather the all staff for trainings and for overcome that
we conducted more programs and second thing is the trained staff aware the others
about the process. On the other hand this is an experience exchange program and this
process is much easier to overcome the challenge because we can’t gather them in same
time and all staff should be aware about the whole system and if we could not able to
solve this we are failing. But following that strategy we could able to overcome that.

04 When we implement this program we had to work with the Western Province
Waste Management Authority the challenge was their goals and our project goals didn’t
same and match and they had separate program for this but before implement this we
both should have a one goals. For overcome this challenge we conducted some
meetings with all stakeholders and we have expressed about our ideas and goals and
share both parties ideas and became one solution for implement this program.

05 The other challenge we expect there is no fund for the maintains because after
one and two years later the all equipments will be broke down and the hospital has to
find new donations to carry this program continue and we expect to guide the hospital
to establish a fund and we expect to get the income from the earned money from
decrease LP Gas and the other way is selling the polythene plastics.

Lesion and Leaned things of Program


From this program we realize many things one is we can implement good waste
management program inside of the Hospital because many people are saying that
nobody can’t implement waste management program inside of the hospital but it is not
true in here because at this moment it happens and past one month they could able earn
more than Rs.45, 000 from waste. Also we knew that we can provide a sustain solution
to waste problem through the biogas program and for the environment pollution as
well as Global Warming and Climate Change. The other learned thing was that
Hospital can do a waste management in correct way because every time all staff and
patients can be change and it is hard thing to gather and aware they but we could able
to change that.
The second thing we could learned is the team work and listen to others ideas and
discussion because when we implement all activities we didn’t try to push our idea to
them and we conducted a discussion about the need and gather the all participants
ideas and able final solution. We prepared the waste management plan with them and
they decided the places put the dustbins that can easily monitor and that thing was very
successful because they get the responsible for monitor and implement this in success
way. We could able to realize the important of teamwork because without their team

work the system will not work and we believe that teamwork is much need to
implement the program. Sometimes we have changed our ideas and plans after discuss
with them because they know the correct need. For an example the leaflet in beginning
time we tried to print a leaflet about biogas program and then they informed us that it
should be include about common rules and regulations and they expect to issue this
when patient arrive to hospital as a resident patient. Through this the all staff and
patients aware the system and this was much easy to waste sorting and implement this
program in success way.
The other learned thing is we have a good example to show other hospital because in
here the all activities much helpful for the implement. And we have a pack of waste
management program that can introduce to other places and all distinguish guests were
expect to introduce this to other places because through this they saw the result and
benefits.
The other thing is the important of the Partnership because we had a strong partnership
of ASIA ONLUS, Panadura Hospital, HELP-O because those are the key players of the
game. Before implement everything we discuss and then implement and we didn’t
create anything without others permission and information sharing is 100% and we had
a good mutual understanding about each others responsibilities and role.

Achievements of the Program


When we implement we could able to achieve many things during the implementing
period and after implement. The main thing is we could able to expand our program to
many hospitals after implement this minister of health of western province has been
requested from us to implement this biogas program in every hospital of the area. After
that Padiyathalawa Hospital, Udugama Hospital, Mathale Hospital and Trinco Naval
Camp and Hospital were requested the biogas program and at this moment Udugama
and Mathale and Trinco Naval Camp and Hospital we could able to start this in success
way.
Second achievement is make new requests from the Private sector because many small
hotels and restaurants were requested from us to construct biogas units in their places.
Because they are expend much money for the LP Gas and they have a big problem of
waste. Through this HELP-O could able to expand our waste management program to
many places and expects to reduce the methane gas emission to air. Because others can
see the benefits of this and they would like to have a one in their places.

Even through this experience we could able to make a waste management package. We
have our own training modules and strategies process to aware the beneficiaries and we

have our own biogas unit with we modified because we construct china model and we
have modified it. Also we have posters and leaflets and dustbins for this package and
HELP-O expects to introduce this many places in future.
When we implement this program HELP-O could form new and well trained
professional construction team with the labors. Through this team we started to
construct more biogas units in various places because we had little professional
construction team members but from this biogas unit we formed more members and we
could able to expand the capacity of our technical side.
The Main achievement is Hospital could earn more than Rs.45, 000 from the decreasing
the LP Gas usage during the last month and they earned 07 LP Gas cylinders which has
40 KG in one cylinder. Before they used this 07 cylinder in one month but when this
biogas unit established they could able to use this for two months that means they
earned 07 cylinders. Also they have started the organic cultivation in the hospital then
they expect to sell the organic fertilizer which gets from the biogas unit. For the non
organic waste management they constructed storage in the hospital and expect to get
another additional income from selling that.

Future Plans and Expansion of Program


HELP-O expects to expand this program to many hospitals of the area and introduce
this program to many hospitals especially for Horana Hospital, Kaluthara Hospital
including the other hospitals of western province. Many local authorities in Kaluthara
and other district were requesting the biogas units at this moment including the Army,
Navy camps. We have many requests from the every hospital of the Kaluthara and
other western province hospital and the minister has agreed to implement this kind of
program in hospital and he gave the permission to it while he was conducting his
speech on opening ceremony.
Even we got request from the eastern province hospitals and Sabaragamuwa Province
Hospitals because those all places could able to see the result from their own eyes.
HELP-O expects to implement and introduce this system to other place because we
have enough experience above this filed and we introduced a good model to Panadura
Hospital. Even the secretary of the western province governor has been agreed to
provide the necessary permission to establish the biogas unit in every hospital of the
province because this province is suffering waste problem and many people are coming
to those areas everyday and waste collection can’t manage to local authorities.

We expect to introduce this model to private sector because we have thousands of


requests from private sector to construct biogas units for their hotels and small

restaurants. HELP-O hopes to start this program as a loan basis to private sector that
can pay monthly installments to HELP-O. Private sector expends much money to the LP
Gas and for manages the waste they can’t find big money at one time and that is why
we expect to establish a revolving fund for construct more biogas units.
At this moment we have many requests from private sector and they need this biogas
unit for their places but they can’t find a big money in one time and they ask from us to
implement this program as a loan basis and during the past time we consider about this
request. Then we have planned to establish a revolving fund and construct biogas unit
and introduce other waste management package to private sector. The beneficiary
should pay monthly installment to our organization and we sign a MOU between them
and that thing we have tested in OASIS Hotel Hambantota. That process is ongoing
now. This is our final goal because from this fund we can implement biogas and waste
management programs in all over the country.

Effective of the Biogas program


The effective of the program is high because many things were fixed because of the
program one thing there is a good and pleasant situation of the hospital. The main
reason is there is no bad waste smell in hospital land and they have a good waste
management program. While this program implement whole staff’s attitudes were
changed in beginning time they didn’t think this will workout but very soon they
changed the way of thinking because they could able to see the results in their own
eyes.
The other main effective is people realize that waste management program can
implement in hospital and other hospitals were requests from us to implement this kind
of program in their places. The other thing is people started the waste segregation
because they never done this before and this strong message spread to their houses and
many doctors, nurses and minor staff started the waste separation in their home and
some are carry the waste to hospital biogas unit and they don’t dump the waste to road
and irregular way. Now even the resident patients realize the important of waste
segregation and they do that work in correct way and they also help to hospital
management to monitor this waste management program.
The other effective of the program is local authority and government realize that this
program is good for waste management and decrease the methane gas emission to air
and for stop the irregular waste dumping. Also they knew that through this program
decrease the LP Gas usage too. Now it becomes a provincial policy to introduce this.

Associazione di Solidarietà Internazionale in Asia - ASIA ONLUS
Organization

This is a leading organization which implements many programs in Sri Lanka since
many years. Since 2005 ASIA has been working with on Post Tsunami Projects in Sri
Lanka. ASIA is a registered NGO in Sri Lanka and has partnerships with with public
intuitions and local NGO at national level and local level. In the frame of Post Tsunami
interventions, ASIA has developed projects in the South West Coast (Kaluthara, Galle,
and Matara Districts) and in the east coast (Batticaloa District)
During the past time they helped the grass root level community in various types like to
develop their lost livelihood and housing including the environmental protection
programs.
ASIA ONLUS implement many programs to help to grass root level community and
their living standards too. This organization has been working with Sir Lanka since
Tsunami time.

Panadura Base Hospital

Panadura Hospital is one of main hospital of the district and many people are coming to
every day for getting treatment. For one day more than 1000 patients are coming for this
hospital and this is a base hospital and the government expects to expand this program
with the facilities.
