What is ‘self-reliance’ and ‘planned development’ which India is aiming since the
independence and has not been able to achieve in 72 years? Why do these two
words pop up in every report of the NITI Aayog and Five Year Plan?

Self-reliance and planned development are interdependent. It is a known fact that a


concrete plan makes the economy and the society strong. By 2030, I want to see
India striking out the goal of self-reliance from its to-do list by developing and
implementing a systematic development plan of all its major cities.

Today, India has only a handful of developed cities which nearly all were
established before independence by the Britishers. Chandigarh and Gandhi Nagar
are the only two cities planned cities of India that are built post-independence. The
question that provokes our minds is ‘why can’t we develop our cities?’

Each city in ancient India had a unique contribution to the development of the
Indian subcontinent. For example, Nalanda University established in Magadha
(Modern Day Bihar) was known for its world-class education. Zawar, in Rajasthan,
was the first city to be industrialized and was the sole city in the world to export
Zinc. The Jaigarh cannon factory was one of India’s best and Asia’s largest cannon
factory. Brahmanic hospitals, now in Sri Lanka were a group of hospitals where all
ancient societies cherished and admired the skills of the medical practitioners.

I put forward a plan to revive the prominence of ancient Indian cities by forming
teams of trained people consisting of city planners, engineers, administrators,
teachers, researchers, traders and the entire workforce required to set up a city from
scratch. The prime focus is on regaining supremacy in the field that the city was
specialized in.
All the virtues and potential shall be analysed by the researchers in the team. As
soon as the research and groundwork complete, a city planner with the workforce
will start the construction. In the meanwhile, the workforce for the emerging jobs
shall be trained preferably with residents of that city. After setting up the city,
administrators and other leaders will be in charge for 3-4 years. The selected
residents shall work under them to get a firsthand experience. After acquiring the
skills they shall takeover. At the same time, the commodity that the city has
expertise in shall be advertised and a market all over India shall be developed. This
will migration problem of labour and will generate a job-based skilled workforce.
After completing the project, the whole unit shall move to a new location.

Special teams will be available for establishing SEZs and corporate setups as per
the requirement of foreign investors.

As mentioned earlier, this plan shall de-congest our prevailing unplanned cities and
develop the whole country holistically.
