OPEN PUBLIC MEETING STATEMENT:

This meeting is being held in conformity to the Open Public Meetings Act N.J.S.A. 10:4-6 et. seq. Proper
public notice of the meeting was published in the local papers on February 5 and February 6, 2011.

If any Board member or member of the public in attendance believes that the meeting is in violation of
the Open Public Meetings Act, the Hoboken Board of Education requests that they make a statement at
this time.

The Board wishes to make those in attendance aware that this meeting is being recorded on video and will
be broadcast by the Board at a later date on CATV Channel 77.

The Hoboken Board of Education is committed to preserving the decorum of the public process and is
mindful that we live in the electronic age of computers, cell phones and other electronic communications
devices. Nevertheless, we respectfully request that all meeting participants kindly silence their electronic
devices during the course of the meeting, and if use of the device is necessary, we ask that you please

III. ANNUAL SCHOOL BOARD ELECTION

The necessary preparations for the Annual School Election to be held on Wednesday, April 27,
2011. Each item to be approved separately and to have effect immediately and or as directed by
legislative statute and is subject to change by legislative statute and to be governed in accordance
with N.J.S. A.: Title 19.

a. Establish that the Annual School Election shall be held on Wednesday, April 27, 2011,
for the election of three (3) Board Members for a term of three (3) years and (1) Board
Member for a term of one (1) year and to submit to the electorate the amount of local
taxes to be raised to support the 2011-2012 school district budget.

b. Establish that the polling districts be open continuously between the hours of 6:00 am and
9:00 pm and as long as may be necessary to permit all the legal voters then present to
vote.

c. Establish that pursuant to Title 19, voting machines shall be used at all polling districts.

d. Establish that the nominating petitions may be obtained from the office of the Secretary
of the Board between the hours of 9:00 am and 4:00 pm, commencing February 9, 2011
and ending Tuesday, March 8, 2011.

e. Establish that pursuant to Title 19 that the closing time for filing of nominating petitions
is Tuesday, March 8, 2011 at 4:00 pm.

f. Establish that pursuant to Title 19 that challenges to a nominating petition must be filed
in writing with the Secretary of the Board by 4:00 pm on Friday, March 11, 2011. In
such cases, the Board shall immediately notify the challenged candidate, and make a
determination of the challenged petition no later than Tuesday, March 15, 2011.

g. Establish that pursuant to Title 19, the last day a candidate may withdraw from the
election, or amend a defective petition, is Monday, March 14, 2011 at 4:00 pm.

h. Establish that pursuant to Title 19, the drawing of names for ballot for positions of
candidates on the voting machines be set for Thursday, March 17, 2011 at 5:30 pm in the
meeting room of the Board of Education located at 1115 Clinton Street. Such drawing
shall be performed by the Secretary of the Board and the results of said drawing shall be
certified by the Secretary of the Board, to the County Clerk, no later than Friday, March
18, 2011.

i. Establish that the Secretary of the Board and/or the County Board of Elections is hereby
authorized to supervise the Annual School Election in accordance with the Laws and
Statutes of the State of New Jersey, Title 19.

j. Granting the Secretary permission to lease polling places where necessary for the Annual
School Election on April 27, 2011 and to pay appropriate rental fees to each of the
owners.

k. Granting the Secretary permission to provide a list of election officers for each polling
district. Election of officers for each polling district will consist of the following:

1. Judge of elections

2. Inspector of elections

3. Two clerks of election if the respective election district contains more than 900
registered voters and with the possibility that additional Spanish speaking clerks
may be needed.

l. Establish the rate of compensation for election officers for the following dates at $100.00
plus an amount not to exceed $25.00 for any worker who will be responsible for the
transporting of election registry books.

m. Grant the Secretary and/or the County Board of Elections the authority to publish in
various newspapers all notices required by law to be published pertaining to the Annual
School Election and to issue purchase orders for printing materials and supplies to be
used in the Annual School Election.

n. Granting the Secretary permission to request that the City Clerk of Hoboken keep their
offices open until 9:00 pm on the weekday evenings of April 4, 5, and 6, 2011 and the
County Superintendent of Elections on April 6, 2011 from 6:00 am to 9:00 pm, for voter
registration and transfers.

o. Establishing the date, time and location of annual public hearings on the
2011-2012 school budget.

0. Submitting for review and approval: I hereby recommend the approval of the following
resolution regarding the contract extension of Walter Rusak as Interim Assistant
Superintendent of Schools.

CONTRACT EXTENSION
FOR WALTER RUSAK AS
INTERIM ASSISTANT SUPERINTENDENT OF SCHOOLS

RESOLVED: that, in consultation with outgoing Interim Superintendent of Schools,


Peter E. Carter, Acting Superintendent of Schools, Walter Rusak, and incoming
Superintendent of Schools, Mark Toback, the Hoboken Board of Education hereby
amends its resolution of January 11, 2011, to continue Mr. Rusak as Acting
Superintendent of Schools continuing through March 21, 2011 or the first date of active
employment of Dr. Toback, whichever date is sooner, with a continuation of the $125 per
day stipend, while retaining his responsibilities, salary and contractual language as
Interim Assistant Superintendent of Schools. Mr. Rusak will revert to his
responsibilities, salary and contract as Interim Assistant Superintendent of Schools on Dr.
Toback’s first day of active employment and his contract to serve as same be and hereby
is extended through July 31, 2011 at the same terms and conditions reflected therein,
consistent with his first extension as approved by the Board on November 23, 2010.

1. Submitting for review and approval, I hereby recommend the appointment of


Felix Rosa to part time pool bus driver, effective February 9, 2011 through June
30, 2011. Salary will be in the amount of $16.54 for 29 ½ hours per week as
needed. Mr. Rosa meets all the requirements for a bus driver.

2. Submitting for review and approval, based on communication from Clarissa


Gasca (Personal Aide Calabro School) and her physician a maternity leave of
absence as of February 4, 2011. (Expected date of return: September 1, 2011.)

3. Submitting for review and approval, I hereby recommend the transfer of Iris
Marrero, Special Education Teacher Aide from Brandt School to Personal Aide
Calabro School effective February 1, 2011. (Replacement for Clarisa Gasca).
From AID.FL.1CAP.15 to AID.FL.SEAP.01.

4. Submitting for review and approval, I hereby recommend the appointment of


Anthony Dellafave to part time pool bus driver, effective February 9, 2011
through June 30, 2011. Salary will be in the amount of $16.54 for 29 ½ hours per
week as needed. Mr. Dellafave meets all the requirements for a bus driver.

5. Submitting for review and approval, I hereby recommend that Mrs. Michele
LaGrasta be added to the NJASK/NJPASS Tutoring Pool at the Wallace School
for the 2010-2011 School Year with funding from line item #15-401-100-100-06-
1903-000. Stipend is $34.00 per hour (as needed) not to exceed $2,720.00 per
teacher or a total of $46,240.00. (Minimum 5 pupils per teacher) Replacing Ms.
Rosangela Perez.

6. Submitting for review and approval, after examination by the Equivalency


Committee, I hereby recommend the Helene Flood to be placed on her new
payroll level effective February 15, 2011 as per Article X Salary Provision 10.6.

7. Submitting for review and approval, I hereby recommend the appointment of Ms.
Jennifer Schader to Resource Teacher at Connors School for the 2010-2011
School Year effective March 1, 2011. Salary Step 2 MA/BA60 $53,401 as per
HEA contract for the 2010-2011 School Year. This appointment is needed for
maternity replacement (Adela Sanchez). TCH.HS.RES.14

8. Submitting for review and approval, based on communication from Giselle


Rodriguez-Flora (Master Teacher in the Early Childhood Education Program) a
maternity leave of absence beginning on April 11, 2011, using accumulated sick
days and then per the New Jersey Family Leave Act a four week child rearing
leave. (Expected date of return: September 1, 2011). No substitute necessary.

9. Submitting for review and approval, per Policy #5111, the admission of A.C., the
child of an employee, to kindergarten in September 2011.

15. Submitting for review and approval, I hereby recommend granting permission for
Helen DeRose Science teacher at Hoboken High School to take an un-paid leave
of absence on February 22, 23, 24, and 25, 2011 due to family matters.

16. Submitting for review and approval, I hereby recommend the board accept the
resignation of Tasha Leggard-Austin as the African American Club Advisor for
the 2010-2011 School Year.

17. Submitting for review and approval, I hereby recommend teacher, Chanta Blue,
for the African American Club Advisor position for the 2010-2011 School Year.
As per the HEA contract the stipend is $794, prorated. Charge to line item #15-
401-100-100-07-1903.

18. Submitting for review and approval, I hereby recommend that Hoboken High
School have a delayed opening for grades 9th, 10th, and 12th on Tuesday, March
1, 2011, Wednesday March 2, 2011 and Thursday, March 3, 2011 for the HSPA
test that will be administered. The students will come in at 10:30 a.m.

19. Submitting for review and approval, I hereby request to change the date due to
inclement weather for the Harlem Wizards game. This game was approved at the
December 7, 2010 Board Meeting for Wednesday, January 26, 2011. The new
date for the game is Thursday, March 10, 2011.

20. Submitting for review and approval, I hereby request that the board grant
permission for Hoboken High School to enter into a partnership with the Hoboken
Police Department to offer our students internships in the field of Juvenile Justice.
There is no cost to the district.

21. Submitting for review and approval, I hereby recommend teacher Sharon
Malenda for the 8th Grade (middle school) Yearbook Advisor at Hoboken High
School for the 2010-2011 School Year only. Stipend as per the HEA contract
$1,305, prorated. Please charge to line item #15-401-100-100-07-1903-000.
(This one time only position is being recommended to afford this specific group
of students the joy of having an 8th Grade Yearbook.)

22. Submitting for review and approval, I hereby recommend the addition of the
following mentor and mentee to the mentoring program at Salvatore E. Calabro
Elementary School: Ms. Kleopatra Kontogiannis (Grade 2) is being mentored by
Ms. Sharlette Cullen (Grade 1).

23. Submitting for review and approval, I hereby recommend the appointment of
Rosa Rizzi as 1st grade teacher at Wallace School effective February 9, 2011 for
the 2010-2011 School Year, Step 1, BA $46,410 as per the HEA contract.
(Replacement for Mrs. Veronica Scappatori). Ms. Rizzi will be terminated upon

ACKNOWLEDGEMENT OF RECEIPT OF
TRANSPORTATION PROGRAM EFFICIENCY ANALYSIS
AND
RECEIPT OF FOLLOW-UP IMPROVEMENT ANALYSIS

WHEREAS, the Hoboken Board of Education contracted with the firm of Earth Spec
LLC for an “Efficiency Analysis” which related to a review of the district’s
transportation system and its cost effectiveness, and

WHEREAS, the initial review was conducted during the 2008-09 school year with a
preliminary draft report submitted to the administration in April 2009, and

WHEREAS , the district initiated changes in the system as recommended in the


preliminary draft report during the 2009-10 school year, and

WHEREAS, Earth Spec LLC issued a follow-up “Improvement Analysis” in July 2010
which has been reviewed by the current administration,

NOW THEREFOR BE IT RESOLVED, that the Hoboken Board of Education hereby


acknowledges receipt of the final, formal report referred to as the “Improvement
Analysis”, and

BE IT FURTHER RESOLVED, that the appropriate committees of the board review


the observations and analysis of the Interim Business Administrator and the Fiscal
Analyst with respect to the findings, conclusions and recommendations of said
professionally prepared report, and

BE IT FINALLY RESOLVED, that this resolution shall take effect immediately.

SETTLEMENT OF
SPECIAL EDUCATION MEDIATION DISPUTE

WHEREAS, the general counsel for the Hoboken Board of Education has recommended
a settlement of a special education mediation dispute, and

WHEREAS, said settlement involves the retention of a consultant to be jointly funded


by the district and the parents of the student,

NOW THEREFORE BE IT RESOLVED, that the Hoboken Board of Education


hereby approves the Consultant Agreement and the Agreement with the parents as
prepared by board counsel, and

BE IT FINALLY RESOLVED, that said agreements shall be effective immediately.

resolution regarding renewal of rental agreement with the Elysian Charter School for the
2011-2012 school year.

RESOLUTION

RENEWAL OF RENTAL AGREEMENT


WITH THE ELYSIAN CHARTER SCHOOL
FOR THE 2011-2012 SCHOOL YEAR

WHEREAS, the Hoboken Board of Education has a rental agreement with the Elysian
Charter School for the rental of space for four (4) classrooms in the Demarest School for
the 2010-11 school year, and

WHEREAS, Elysian Charter School has expressed an interest in renting space for six (6)
classrooms for the 2011-12 school year, and

WHEREAS, the administration has discussed the terms and conditions of a proposed
renewal of said rental agreement for the next school year,

NOW THEREFOR BE IT RESOLVED, that the Hoboken Board of Education hereby


approves the renewal of the rental current agreement with the Elysian Charter School for
the 2011-12 school year, and

BE IT FURTHER RESOLVED, that the terms and conditions of said renewal remain
the same as in the current agreement with two (2) exceptions as follows:

1st) The number of classrooms rented shall increase from four (4) to six (6), and
2nd) The rental rate shall increase by 3%, from $11/square foot to $11.33/square foot

BE IT FINALLY RESOLVED, that this resolution shall take effect immediately.

APPROVAL OF THE 2010-2011


PRESCHOOL EDUCATION AID BUDGET

RESOLVED: Hoboken Board of Education hereby approves the modified 2010- 2011
Preschool Education Aid Budget, which includes an increase to the 2009-2010 carryover
funds in the amount of $370,558. This increase is from Providers 2009-2010 enrollment
and expenditure adjustments. The budget includes $7,065,959 State Aid, $870,558
carryover funds, and $319,400 for students with disabilities in general education
classrooms. The new budget amount is $8,255,917. This budget may be
amended/modified to meet the changing needs of the preschool population, but the State
Aid portion of the budget may not exceed $7,065,959.
