Introduction
• DVB-RCS is mandated by the Russian government for government
applications.
• Advantech has four networks deployed in Russian Federation with:
– Gascom
– Morsviasputnik (Marsat)
– USTTelecom
– GEO Telecom
• Russian VSAT deployments have slowed recently due to a scarcity of
space segment.
• New satellites being launched by Gascom will alleviate that problem
and revitalize VSAT activity.
• Russia and its government action is a good example of the rapid
progress of DVB-RCS acceptance in countries other than Western
Europe and North America.
• This together with the progress of DVB-RCS with the US DOD are the
two best kept DVB-RCS secrets.

Advantech DVB-RCS Deployments
• Advantech has deployed approximately 80 Hubs
worldwide.
• 20 of those hubs are now operating DVB-RCS/DVB-S2.
• Many hubs have small numbers of terminals <100.
• Some have larger numbers with the largest being 2,500
terminals.
• Regions of greatest activity have been North Africa,
Russia, Eastern Europe (Former CIS), Middle East and
Mediterranean.
• Applications have ranged from Banking, Education, Rural
Telephony (VoIP) to Enterprise and Defence.

• Started in 2005 by Contract with EMS SatNet (Hub+100
SIT).
• Put into operation in 2006.
• Space segment – Express-AM2 satellite (80E) 12 MHz Ku
band.
• Q3-2007 more than 50 customers (mainly Banks,
Government, Transport & Shipping companies).
• Planned modernization – Q4-2007 (MESH& DVB-S2).

Central Bank Trials on Marsat Networks
• Fulfilled during 2006-beginning 2007.
• To verify and approve of DVB-RCS utilization for the
planned to use new banking processing technology
(RTGS – Real-Time Gross Settlement) including security
procedures.
• Successfully completed in Q3 2007.

Current Central Bank Satellite Network
• In operation since 1997.
• Based on NEC (Japan) & Visat-Tel (Russia) VSAT
technology.
• Includes 3 Satellite networks – “Banker-1”, “Banker-2”,
“Banker-3” contains 758 VSATs installed in 66 regions of
Russian Federation (11 time zones).
• Leased 193,7 MHz space segment (Intelsat, Express,
Yamal satellite networks).
• Needs to be modified due to forthcoming changing in
banking processing technology – start of utilization of
Real-Time Gross Settlement (RTGS).

Central Bank (CB) Upgrade
• To be based on DVB-RCS/DVB-S2.
• Needed to upgrade for new application and replace obsolete
NEC equipment.
• Conversion planned in Phases:
• Trial Phase- Prove banking application on Marsat system –
completed.
• Phase 1 – Establish Mesh connection between the two CB
processing centers using an overlay to the Marsat Hub in
Moscow.
• Phase 2 – Establish two DVB-RCS hubs in CB processing
locations and expand to a second satellite.
• Phase 3 – Full replacement of all CB locations utilizing an
integrated CD/Marsat network and up to four satellites. Also
integrate with Marsats L Band mobile network.
• Team of Central Bank/Vsat-Tel/Marsat and Advantech to
implement the network solution.

• DVB-RCS/DVB-S2 is being widely deployed in the Russian
Federation.

• Marsat, a traditional L-Band company, is now integrating KU
Band DVB-RCS with L-Band BGAN.
