ONLINE PROCUREMENT MANGEMENT

SYSTEM
PROBLEM STATEMENT
ONLINE PROCUREMENT MANAGEMENT SYSTEM (OPMS) is an electronic
platform where an organization/institution/body can publish their
Procurement requirements and registered bidders can submit their bids
electronically and make the necessary payments thru online. This shall
reduce the procurement cycle time, increase the transparency, availability,
feasibility, and revenue.

AIM
The main aim of ONLINE PROCUREMENT MANAGEMNT SYSTEM is to
develop a web- based procurement solution that shall support the
organization procurement needs in an efficient and effective manner.

OBJECTIVES & GOALS


The following are the objectives of the proposed ONLINE PROCUREMENT
MANAGEMENT SYSTEM:

 To design and develop a web-based application that shall provide the


required information about the procurement activities of the
organization.
 To provide a transparent, feasible, and auditable application that shall
support the vendors and procurement users.
 To reduce the procurement cost and cycle time by improving the
procuring efficiency and availability.
 To ensure the commercial are encrypted and secured using Digital
Keys.
 To ensure procurement reports and results are archived for future
purpose.
 To develop a user-friendly, simple and secured application that shall
support various procurement activities.

SCOPE OF WORK
The scope of the OPMS is to develop a secured web based application
that shall support the organizations irrespective of size, geographical
location and time to perform the procurement activity around the clock.

PROJECT METHODOLOGY
The proposed web application Online Procurement Management System
is developed using the Agile Project Management process framework
SCRUM. One of the major factors to consider the Scrum frameworks
includes:

 A light weight process that shall ensure that the project is developed
efficiently and effectively.
 The Sprint based approach shall be much suitable for the proposed
web apps as the application is to be delivered in regular intervals.

The Scrum process model to develop the proposed model is illustrated in
the figure above. As per the confined sprint duration, an increment for the
proposed web application is visually observed and can be evaluated using
the Product Backlog and Sprint Backlog. The sprint ceremonies such as
Sprint Planning, Daily Scrum, Sprint Review and Sprint Retrospective are
used to inspect and monitor the progress of the application development.
Sprint framework shall accommodate the change requests as per the project
sponsor in the upcoming sprints.
