Corruption is defined as the act of dishonest or fraudulent conduct by those


who has power. It has many forms such as alteration, falsification, and manipulation
whereas Philippines is part of those countries who are widely-known for. The most
common reasons for this are the political and economic environment, customs,
tradition, professional ethics and morality. With this, the Filipino people are suffering
most relevant through this trying times of pandemic.

In as far as the corruption index is concerned, Philippines ranked 113rd least


corrupt country out of 180 in 2019 as reported by Transparency International. Thus, a
to the Risk and Compliance Portal, the Philippines Corruption Report as of May 2020
heightens its level severely restricting the efficacy of business operation, extensive
bribery within the public administration and elusive and complex laws that makes the
foreign companies susceptible to extortion and manipulation by those who are in
power. Corruption resides in the courts in the form of favouritism and influence
resulting to unfair dispute resolution. It waves into the customs of import and export
documentation. The legislative body that imposes anti-graft and corrupt practices act
that was made for fighting corruption is scattered and is not effectively enforced by
weak and non-cooperative law enforcement agencies Thus, the corruption in the
Philippines is prevalent and can be found at all levels of the state apparatus. In the
outbreak of the COVID-19 crisis corruption still afflicted the country, an alleged
corruption in the PhilHealth exemplifies as a systemic corruption for massive
fraudulent schemes on medical claims of ghost patients that was uncovered. The
rampant misconducts of PhilHealth also consists of fake and bloated health benefit
claims. President Rodrigo Roa Duterte on the other hand, formed a task force to
investigate the issues plaguing the state insurer.

The administration should strengthen and heighten its political will and
governance wherein it is vital to control the issues on corruption amid the pandemic.
Instead, those in power should look into how they can solidify the freedom of
information that goes to the public accountability. Hence, there is a much need to know
the factors that drives corruption practices in order to holder cultural and structural
‘blind spots’, so that corruption would not grow and foster.
