Unit -2 key Elements and Tools of Gender Mainstreaming

1.Policy dialogue: Policy and policy dialogue are the basis of international cooperation. Dialogue on
effective cooperation should be rooted in the global Sustainable Development Agenda and it's targets at
country level,in particular those related to SDG 5 on achieving gender equality and employment all woman
and girls. Dialogue should enhance mutual trust and stimulate "shared understanding of country-specific
issues,perspective and approaches to the effective promotion of gender equality and women's rights ."

Steps Involved in policy analysis and policy choice:

I. Start-up: issues focusing and convening

* evaluating the conflict for possibilities

*organizing leadership , sponsorship,and willingness to convene

II. Management: information exchange and discussion

* organizing productive and respectful exchanges of information

*pushing the parties to understand the positions and underlying interest of all stakeholders

III. Closure: solution seeking and consensus building

*Assisting the parties in making informed choice.

2. Institutionalization and capacity development for gender mainstreaming

Woman have over the past couple of decades entered the work place making their presence felt. But the
increased and continued participation of woman would only be possible if the workplace has a conductive
and enabling environment founded on principles of equality and equity. For both men and women to work
together the workplace needs to have rules which favour both. Gender Mainstreaming in workplace is a
process which tries to eliminate discriminations done on the basis of gender,provides both woman and men
equal opportunities recognise the present burden of reproduction roles that woman have and provides them
privileges which helps them adjust. Smoothly at workplace generally it is easier to integrate gender within
programmes directed towards others. When it comes to internal gender mainstreaming those organisative
which are working towards transformation of gender relations find it hard to internalise the concept. The
effort at institutionalization of gender mainstreaming are fraught with many obstacles. The
institutionalization of gender at work place needs to be addressed at make it more effective. The
commitment from within the organization has to be evident and clear for this to make headway within the
organization. This is largely due to the fact that gender mainstreaming of minds etc and cultures
.Institutionalization of gender mainstreaming is not a prime concern for organization. Gender Mainstreaming
in organization need that external pressure from the other stakeholders likethe government, donor agencies
and leading non-governmental organization.

3.Key Tools of Gender Mainstreaming


Social research : According to C.A. Moser:"social research is a systematized investigation to gain new
knowledge about social phenomenon and problems."

Objectives of social research

* it facilitate the understanding of human behaviour

*it helps to acquire knowledge about social phenomenon events, issues,problems etc.

*it helps to identify functional relationship existing in the social phenomenon

* it helps to find out the national laws that regulate or directs phenomenon

Gender analysis : It is an intrinsic dimension of policy analysis. It demonstrates that policy and
implementation cannot be gender neutral in gendered societies. It is concerned with the underlying cause
change for woman. It aim to achieve strategies necessary to achieve equitable outcomes for woman and men
and different group of woman.
