FOREWORD
The 2020/2021 presidential election is at hand. It’s a selfless government whose mandate is to be

In order to reduce government expenditure, the reckless loss of public funds,
and to have sufficient funds allocated to the implementation of policies that will
spur socio-economic transformation, I intend to:
a) Eliminate presidential advisors and rely on ministry and / or
departmental technical personnel. When deemed necessary, I shall
engage a third party for an opinion on a relevant or particular issue to
promote citizen participation in governance.

b) Establish an efficient and effective cabinet of 21 ministers and seven


ministers of state.

c) Introduce reforms that will reduce districts and constituencies to 62


(sixty-two). Hence cutting down significantly on administrative and
representative expenditure.

d) Regulate and control government expenditure so as to reduce the burden


on the tax payer. For example, I plan to prohibit non-essential travel for
public servants, to emphasize value for money in procurement, eliminate
wasteful expenditure and to encourage the application of modern
technology in conducting government business.

e) Promote prudent and diligent handling of public affairs to curb reckless


loss of public funds, for instance through court awards that deplete
government resources and pose a heavy burden on the tax payer.

to the detriment of the tax payer.

f) Eliminate institutional mandate overlap. This will be achieved by


eliminating the undertaking of similar or complimentary services by
government institutions

FIGHT AGAINST CORRUPTION
Transparency International has repeatedly and consistently rated Uganda’s
public sector as one of the most corrupt in the world. Corruption has
undermined the realization of the country’s potential since resources allocated
for development and prosperity end up in the hands of a few people, leaving the
majority of Ugandans in an appalling state. My government will be committed
to tackling corruption and making it insignificant in Uganda through:

a) Implementation of the anti-corruption legal frame work. Uganda is well


endowed with rich legislation, which, if implemented, can thoroughly
deal with the prevalent corruption problem. This legal framework
includes, among others, the Penal Code and the Anti-Corruption Act, the
Leadership Code of Conduct, Code of Conduct and Ethics of Uganda’s
Public Service, the Whistle Blowers’ Protection Act (2010), and the Access
to Information Act (2005).

b) Enforce and act upon the findings and recommendations of instituted


commissions of inquiry.

c) Empower and organize government institutions to carry out their


mandate of promoting good governance and accountability in order to
pave way for equitable resource allocation and access to services:
These institutions include the following.
i. Inspectorate of Government
ii. Directorate of Public Prosecutions
iii. Auditor General
iv. Judiciary
v. Police

manifesto will largely depend on adherence to the principles of good
governance. Given the opportunity, I will formulate a government that will be
committed to implementation of:

I undertake to establish a value and ethics-based government that will in turn
inspire citizens’ adoption and adherence of and to the same. This is geared at
promoting service above self. I intend to promote values that will influence
efficiency in service delivery. These include, but not limited to;

SOCIO-ECONOMIC TRANSFORMATION
Based on the growth and development of the middle class
According to the 2014 National Population and Housing Census, six categories of poor and
vulnerable people were identified in Uganda. The majority composition of this group were
orphans, street children, Persons with Disabilities, female-headed households / widows,
older people and their dependents, landless peasants and residents in the northern region.
In addition to these, there is a large number of youths who are either unemployed or
employed but earning meagre pay that is not sufficient to enable them meet their basic
need. Such people are generally associated with small land holding, large families, female
or child-headed households, illiteracy, malnourishment, limited or no access to credit due
to lack of collateral, limited access to basic needs and unemployment. These constitute
more than 90% of the population.
My government will seek to provide solutions that will enhance socio-economic
transformation through enacting practical policies stipulated below in the following sectors.

a) AGRICULTURAL DEVELOPMENT
i. Allocate 15% of the national budget to the agriculture sector from the current 3.75%
which cannot spur agricultural development.
ii. Establish an agricultural focused National Television channel to sensitize and inform
the public about the best agricultural practices.
iii. Provide free and safe fertilizers and pesticides, seed varieties and animal breeds.
iv. Re-introduce and promote co-operative unions.
v. Establish a co-operative bank to provide low interest loans to farmers through their
unions.
vi. Promote commercial and mechanized irrigation to reduce dependence on rain-based
agriculture. This will in turn boost agro production because farming will not depend on
the weather seasons.
vii. Establish and maintain government silos in every district to promote food security and
quality storage.
viii. Regulate prices of agricultural products through quantity and quality control
mechanisms in the market.
ix. Sensitize farmers through seminars, workshops, and fairs on best agricultural
practices.
x. Promote commercialization, industrialization and mechanization of agriculture.
xi. Develop economic infrastructure, especially roads, to increase access to markets. At a
minimum, all marram roads will be well maintained.
xii. Establish treaties with countries like Israel, Denmark, to mention but a few, in order to
promote modernized agriculture and increased access to international markets for our
agricultural exports.

b) EDUCATION AND SPORTS
i. Make the study of agriculture compulsory at Ordinary and Advanced levels of secondary
education. Schools should have enough land to make agricultural studies practical.
ii. Emphasize the teaching and learning of science subjects through the establishment,
renovation and equiping of science and computer laboratories and practical skills
learning centers in all government owned or aided schools.
iii. Improve the quality of the free Primary education through ensuring that all schools are
well facilitated with academic materials, good learning environment, sufficient nutrition
and adequately motivated staff.
iv. Undertake policies that will ensure that primary education is compulsory for all citizens
of Uganda.
v. Increase primary and secondary school teachers’ salaries in Public Schools to a
minimum of Ugx 800,000 and Ugx 1,000,000 respectively.
vi. Build or rehabilitate Public schools’ infrastructures such as classrooms, dormitories,
lavatories, laboratories, libraries and play grounds countrywide.
vii. Promote competitive sports within schools, regions and at a national level by providing
incentives and rewards that encourage investment in sports.

c) HEALTH
i. Renovate, maintain and equip regional and district hospitals as well as community
health centers with basic equipment and drugs.
ii. Provide free medical support for diseases like malaria, pneumonia, typhoid, diarrhea,
tuberculosis, cholera and dysentery.
iii. Ensure access to clean and safe water by digging boreholes, water wells and availing
piped water in every village.
iv. Review the salary structure of medical personnel.
v. Enact polices focused on promoting basic sanitary practices, disease preventive
measures and maintenance of adequate health standards.
vi. Build public latrine facilities in every village to promote good sanitation and lower
transmissible diseases. This will be coupled with health and sanitation related
awareness and sensitization activities that will help our people to maintain cleanness,
wash hands consistently, and manage human excreta.
vii. Re-energize the fight against HIV/AIDS in partnership with religious and cultural
leaders and de-campaign stigma and discrimination of HIV-infected people.

d) JOB CREATION
I. Offer free entrepreneurial courses to the youth in every district geared at promoting
self-employment.
II. Develop policies to promote local investors and increased citizens’ participation
in infrastructure development. Our nation has the necessary human capital to
undertake infrastructure development. Instead of encouraging profit and foreign
exchange repatriation, we need to encourage and support our investors to develop
capacity to undertake the infrastructural development work.
III. Allocate more funding to infrastructure development such as roads and bridges in
every district in each financial year, which will result in job-creation and a better
standard of living.
IV. Facilitate the establishment of over five million agricultural and agro-processing
industries through provision of government incentives such as tax abatements, tax
revenue sharing, grants, infrastructure assistance, low or no interest financing, free
land, tax credit and direct financial investments to companies employing more than
75 Ugandans earning a minimum take home wage of Ugx 800,000.
V. Develop policies aimed at providing agricultural production related incentives such
as availing public land, seeds, animal feeds and loans through cooperatives to the
youth which will encourage them to engage in Agriculture.

e) INDUSTRIALISATION
i. Propagate policies that will promote import substitution through providing industrial
development related resources and tax incentives to Ugandan entrepreneurs
undertaking establishment of industries associated with the use of our raw
materials.
ii. Promote agro-processing mechanisms through technology- sharing, adoption and
development.

f) INFRASTRUCTURE DEVELOPMENT
i. Develop a well-designed and timely road maintenance program to ensure that all
road networks are in good usable conditions. At a minimum, a full road heavy duty
equipment unit comprising of a roller, water bowser, wheel loader and grader will
be availed to every district to facilitate this.
ii. Construct 1,200 km of asphalt roads per annum with a road service life of 20 years.
iii. Undertake policy reforms to ensure reasonable cost-effective expenditure on
infrastructure development. The unit cost per kilometer of an average road in
Uganda is between 2.5 - 3 billion Uganda shillings, which is excessive compared
to Kenya’s 1 billion and Rwanda’s 1.1 billion. The excessive expenditure is an
unjustifiable burden on the tax payer.

g) SECURITY
i. Increase the salaries of police officers and soldiers to ensure that their welfare
and livelihoods are much better than they are now. The lowest take home salary
proposed will be Ugx 500,000 for the lowest rank.

ii. Improve the living standards of service men and women by renovating or
constructing barracks and living quarters through private-public partnerships.

iii. Train and strengthen the Criminal Investigation Department with sufficient skills
necessary for them to fulfil their mandate of providing free timely professional
services in respect to investigating and preventing crime.

iv. Enforce legislation and seek reforms that prohibit humans from being sacrificed
or their organs trafficked.

v. Encourage religious leaders to promote love and motivate adherence to


values and ethics, coupled with emphasis on moral rehabilitation among their
followers.

vi. Enforce the protection and rewarding of whistle blowers.

vii. Continue the development of a professional and well-equipped, disciplined army.

viii. Adopt and acquire improved technology for defense and security through
international cooperation.

ix. Improve and strengthen regional cooperation through targeted improvement


of our relationships with boarder countries and fast tracking the East African
Federation development process.

x. Encourage forgiveness, reconciliation and unity in the nation.

h) REALISATION OF HUMAN RIGHTS
As envisaged in our constitution, my government will promote human rights for all
citizens. These rights have to be zealously respected and promoted for the benefit of,
among others, the under-privileged. My government will be a voice for the voiceless,
by:
i. Empowering the disabled and vulnerable to have access to public services through
cooperation with Non-Government Organizations and civil societies associated with
the same to eliminate discrimination and inequality based on age, sex, race, color,
religion and disability and promote of tolerance and national unity.
ii. Establishing a policy to cater for the health and nutrition needs of persons above
65 years. These constitute 1.96% of the population according to the Uganda
Demographic Profile, 2019.
iii. Strengthening and improving national campaigns against gender-based violence
and violence against children. The 2016 Uganda Demographic Health Survey Report
gender-based violence indicator national figure was 39.6%, which is still too high.
This will partly be achieved in collaboration with traditional leaders, community-
based organizations, religious bodies, and community radios, among others.
iv. Emphasizing regional balance by ensuring that major services and infrastructure
such as tarmacked roads, cellular networks, among others are evenly available in
every region.
v. Improving service delivery in local governments by developing policies that will
encourage a comprehensive needs assessment in the planning process for financing
local governments so that allocation of resources supports development.

i) TAXES REFORMS
My government will:
i. Undertake legal reforms to increase the minimum resident individual income
tax threshold to Ugx 550,000.

ii. Ensure certainty in the taxation of imports by availing the applicable custom
values to importers.

iii. Undertake reforms that will establish a tax credit administration department
in customs to provide tax credit facilities to exporters and importers. This will
be achieved through accepting tax payment guarantees issued by insurance
companies and banks.

j) FREEDOM FROM DEBT
i. Reduce the national debt by allocating the balance of the petroleum revenues
not needed in financing a maximum deficit of 3 per cent of the national GDP to
external debt principal payment. Instead of investing the petroleum revenue in
the sovereign wealth fund, it will be utilized to free Uganda from the external debt
burden. Upon achieving freedom from the external debt, the funds will either be
invested in a sovereign wealth fund or used to finance a maximum fiscal deficit of
3 percent of the non-oil GDP as originally intended.

ii. Eliminate budget deficits through development of a self-sustainable budget based


on national projected revenues and focused elimination of wasteful expenditure.

iii. Adhere to the budget for the financial year and where necessary, minimized
supplementary budget requests for only vital programs.

k) PROMOTE REGIONAL AND INTERNATIONAL TRADE


i. Negotiate and enact policies that will drive positive trade balance with countries
from which Uganda imports goods.

ii. Revive co-operative unions through which the government will encourage
and support industrialization spearheaded by Ugandans to promote import
substitution.

iii. Ensure that Ugandan diplomatic missions develop commercial and economic
relations with host countries to open them up to Ugandan goods and services.

iv. Create expanded markets through the realization and promotion of the East
African Federation.

v. Undertake reforms for quick adjudication of cases because justice delayed is


justice denied and delay in justice administration affects the social economic
transformation of the nation.

l) ENERGY
Upon completion of Karuma dam, Uganda’s national electricity grid will have 1,782
megawatts against an average demand of 500 megawatts. It’s absurd that only 28%
of the population has access to electricity. To promote equitable distribution of the
much-needed energy resource countrywide, my government will:

i. Ensure that 70% of the population has access to electricity by the year
2026.

ii. Reduce the cost of electricity through government subsidies so that the
rural people can also access and benefit from it.

iii. Invest heavily in the development and installation of solar energy as an


alternative to hydro-electricity.

m) ENVIROMENTAL CONSERVATION
Environmental conservation is vital for Ugandans to attain middle-class status
because the environment is a source of livelihood for many of them. As a
country largely dependent on agriculture, we need to not only preserve the
environment, but also ensure that we improve it. My government will:

i. Stop the encroachment on wetlands and natural forests by effectively


enforcing policies and legislation relating to environmental conservation.

ii. Enact policy and legislative reforms that promote afforestation.

The objectives of my government are summarized below:


a) Transform Uganda into an independent and Self-Sustainable Nation.

b) Work towards reducing the national debt burden.

c) Develop a strong middle class with access to basic needs like food, shelter, water,
clothing, sanitation, health care, education, electricity and unwavering hope
for a better future through enacting policies that emphasize regional balanced
development.

d) Develop efficient and effective institutions to serve the Nation with the nation’s best
interests at heart.
