FACILITIES ENGINEER

DEFINITION

Under general direction, coordinates and supervises the facilities engineering program for the
District; conducts specialized and complex facilities engineering work in support of water utility
operations and maintenance activities; and performs related work as required.

DISTINGUISHING CHARACTERISTICS

This single position class is distinguished by its responsibility for supervising and performing
specialized facilities engineering work. Areas of responsibility may include, but are not limited
to, activities related to the maintenance, repair and modification of equipment
controls/communications, electrical/electronic systems, or mechanical devices and equipment.

This class reports to the Operations Department Manager.

TYPICAL TASKS - Positions in this class may perform any or all of the below listed duties.
These should be interpreted as examples of the work, and are not necessarily all-inclusive.

1. Oversees the development of predictive, preventive, and reliability centered maintenance


programs, including maintenance check sheets, maintenance logic decision trees,
predictive maintenance techniques and related engineering analyses.

2. Provides advice and consultation to other District personnel as regards facilities


engineering matters, including compliance with federal/state laws and regulations;
coordinates facilities engineering project activities with other District departments and
divisions.

3. Prepares, negotiates and administers contracts for specialized facilities maintenance work
such as sealing sludge pits and oil sampling; performs engineering project management
work to include preparing budgets for maintenance projects, overseeing project
execution, resolving complex work problems, recommending contract change orders,
preparing progress reports, and reviewing invoices and authorizing payments.

4. Oversees the maintenance and modification of computerized process control systems,


maintenance management systems, and the facilities change notice procedure; manages
minor capital projects, such as the maintenance of submersible wells, and recommends
teams of trades and operators needed.

5. Reviews and comments upon engineering project work plans prepared by outside
consultants for conformance to District standards and specifications; prepares a variety of
technical facilities engineering reports and analyses for presentation to management.

6. Recommends work equipment and maintenance standards, procedures and performance


criteria for ongoing planned activities; helps define training needs for maintenance and

operations personnel, such as trade skills enhancement, related to maintenance standards
and procedures.

7. Drives a vehicle to field sites to inspect equipment and facilities or observe maintenance
activities; assists with the development and implementation of annual shutdowns for
facilities maintenance purposes

8. Prepares the annual budget request for the work unit; estimates staffing and capital
equipment needs based upon recent trends and planned activities; monitors expenditures
after budget adoption; approves requisitions for purchase of materials or supplies.

9. Participates in the interviewing and hiring of new staff; prioritizes, assigns and reviews
work, approves time off for payroll purposes, and prepares employee performance
evaluations.

10. Performs other related work as required.

DESIRABLE QUALIFICATIONS - Any combination of education and experience that would


likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain
the knowledge, skills, and abilities would be the equivalent of:

Education and Experience: Possession of a Baccalaureate degree from an accredited


college or university with a major in mechanical or electrical engineering which is accredited by
the Engineers Council for Professional Development, and five years of full time experience in
mechanical or electrical engineering at least two of which are equivalent to an Engineer 3 at the
District.

Knowledge, Skills, and Abilities

Knowledge of: - Engineering principles, practices, theories and technologies related to


equipment controls, mechanical or electrical/electronic systems and processes; the techniques
and procedures of engineering project management; accepted methods and procedures for testing
and maintaining a variety of mechanical and/or electrical/electronic equipment and systems;
federal and state laws and regulations relating to maintenance of equipment at a water utility;
OSHA regulations and safe work practices; the principles of human resource management,
supervision, and budgeting. Skill in: using a personal computer. Ability to: coordinate and
supervise an effective facilities engineering program; apply engineering principles and
techniques to the solution of equipment controls, mechanical and/or electrical/electronic
engineering problems of substantial difficulty; prepare engineering specifications and estimates;
plan, assign and supervise the work of subordinate staff; communicate effectively, both orally
and in writing; maintain detailed and accurate records; prepare clear and concise written reports;
establish and maintain good working relationships with those contacted in the course of the
work.
Working Conditions/Physical Requirements: On an intermittent basis, sit at a desk for periods of
time in front of a computer screen; intermittently twist to reach equipment or supplies
surrounding desk; perform simple grasping and fine manipulation; use telephone and computer
keyboard on a daily basis; intermittently crawl into confined spaces or climb a ladder to reach

high places; reach above or below shoulder height; hear, speak and see sufficiently to perform
essential job functions.

Other Requirements: - Possession of a valid Class C California driver=s license and a satisfactory
driving record.
