1 Introduction

Introduction
Back in June 2005, when the European Defence Agency (EDA) was less than a year old, the topic
of standards applicable to Armoured Fighting Vehicles (AFVs) was put forward as a possible
Expert Group topic for CEN Workshop 10. This was consistent with the then EDA's Armoured
Fighting Vehicles "Flagship Project" which was aimed at reducing fragmentation and moving
towards a common European AFV programme. However, the EDA found little real interest from its
participating Member States to cooperate on platform systems in the near-term. Instead the focus
was shifted to cooperation in sub-systems and components where more potential existed.
Cooperation has started in these areas, specifically in Unmanned Ground Tactical Vehicle,
Network Enable AFVs and Active Protection. The aim is to provide the future components,
technologies, personal networks and stakeholder confidence to commence whole-system
collaborations for the next generation of vehicle. Similarly, Expert Group 9 was to provide a
common set of standards to enhance the possibilities for whole-system cooperation in the future.

3 Scope

The title of the Expert Group 9 is "Armoured land vehicle technology,” which implied a potentially
unmanageable scope of work to be complete within the required timescales. Expert Group 9
agreed to limit the scope to locate, evaluate and propose best practice standards, as well as
identify gaps in the standards, primarily related to the test and evaluation of future Armoured
Fighting Vehicles (tracked and wheeled). Expert Group 9 would then be able build on the work
initiated by NATO in 2003, taken on by ITESC in 2005 and continued by Germany in 2006 to
update the AVTPs and ITOPs.

4 Selection of standards

Approximately 500 standards have been identified that comprise:


- NATO STANAGs and Allied Publications
- Existing Armoured Vehicle Test Procedures (AVTPs)
- Existing International Test Operations Procedures (ITOPs)
- Civil Standards
- National Defence Standards
- US Military Standards

5 Reduction process

Expert Group 9 was unable to obtain permission to review the most up-to-date AVTPs and ITOPs
and therefore unable to progress the agreed scope of work. Nonetheless standards from 9
different AFVs programmes were collected, together with AVTP listings, ITOP listings, and EU
Type Approval Directives. These standards and standard-like documents provide a baseline for
future work and are contained in the spreadsheet at Reference.

6 Recommendations

The scope of Expert Group 9 should be resurrected when the most up-to-date AVTPs and ITOPs
are available for review.

The spreadsheet at the Reference should be made available to Governments and Industry as a
listing of possible standards applicable to AFVs.

Requirements are based on European Union frame directive 70/156/EEC*2001/116/EC Type-approval of motor vehicles and
their trailers, special purposed N3G and M3G vehicle class; Armoured vehicles (cross-country truck and bus) COUNCIL
DIRECTIVE of the 6th February 1970 on the approximation of the laws of the Member States relating to the type-approval of
motor vehicles and their trailers (70/156/EEC). As amended by directives 92/53/EEC, 93/81/EEC, 95/54/EC, 96/27/EC, 96/79/EC,
