As Lt Governor, I will create a community led taskforce on healthy aging ‘who will keep me updated on issues facing senior residents Voting: Voting is the defining action of our democracy and this election will test our ability to exercise our civic duty while staying safe from COVID-19. Residents have told me that they want more options for casting their ballot that will keep them and their neighbors safe. I support Secretary of State Nellie’s Gorbea’s efforts to expand mail-in-voting in Rhode Island while safeguarding the integrity of our elections. Once elected, I will work with the Secretary of State’s Office and our local board of canvassers to make voting easy, accessible and secure for all Rhode Island residents. Affordable Housing: Every Rhode Island resident deserves a safe, affordable and private space that they can call home. Our State is experiencing housing crisis, I will work with the General Assembly and the office of the Governor to develop more safe and affordable homes for working families. Working together with landlords, tenants and advocacy groups we can draft long-term solutions to keep residents and attract new families to our diverse state. CARLEVALE, SENIOR PERSONAL/CAREER NARRATIVE 2021 JOHN M. CARLEVALE, Senior of West Greenwich was born in 1943 in Providence, a son of John B. and Amelia Carlevale. His siblings are brother, Ronald B. Carlevale and sister, Dawn M. Carlevale (both deceased). He has two adult children Veronica and John M., Junior; and four grandchildren. Jobn graduated from Mt. Pleasant High School and was a recipient of the Anthony Medal. He earned his undergraduate and graduate degrees from URI. While an undergraduate at URI, he worked at Brown & Sharpe as a machinist. Upon earning his BS in 1967, he was offered a management training position at Brown & Sharpe, which he declined in order to begin his thirty-three year career in human services first as a Social Case Worker in the department of Social and Rehabilitative Services. In 1968 he helped lead the first successful Social Worker strike in Rhode Island and subsequently helped found the RI Chapter of the Social Service Employees Union International. Following his orientation as a beginning social worker, John was selected to participate in a pilot project separating eligibility services from social case work services. The successful completion of this project resulted in a reorganization of social services for Elderly, Blind and Disabled clients with eligibility determinations made in a separate and distinct unit from social case work services. John was subsequently selected for a similar pilot project for services to Families with Dependent Children (AFDC). He played a prominent role in this project by not only demonstrating how social casework services were to be delivered but also by helping to develop and drawing the new organizational chart, which the Department used in its entirety in the reorganization of services to AFDC recipients. After receiving his graduate degree in Child Development and Family Relations in 1971, John moved to the Division of Child Welfare Services to become the agency's first Child Development Specialist, a position essentially created with him in mind. This position was both a regulatory administration position and a consultation position. John was responsible for the promulgation and enforcement of laws pertaining to child care, the lice ies; and served as a consultant to existing programs and applicants for licensure. While in this position, he received a Federal Grant (the first of its kind for the Division) to study and revise existing child care laws by engaging existing programs; child care professionals and other interested parties in a statewide licensing conference. This led to the first major revision of child care standards since the law was passed in 1926. While in this position, John became a leading member of the child care and early childhood education community. During this phase of his career, John began teaching college courses at the University Without Walls at Roger Williams College; the University of RI; and RI Junior College where he helped develop the Child Development Certificate Program. In 1974 John accepted a teaching position in the Department of Educational and Social Services (later to become Department of Human Services) at RI Junior College (later to become Community College of RI). During his thirty-one year tenure at CCRI, John authored a dozen books and was elected an unprecedented two times to Who’s Who Among America’s College Teachers. During his professional career John co-founded and became sole owner of Tot-Lot Child Care Products and founded and owned Consortium Publishing, under which he edited and published many college text books in different subject matter areas by various authors. Prompted by the closing of the credit unions in 1991, John began the exercise of his political citizenship and government reform activism. John was a plaintiff in Gill vs. the State of Ri, a case which challenged the constitutionality of 155 RI Election laws. This case went to the US Supreme Court, which eventually decided not to hear it; however, this case has been cited many times in subsequent election law and ballot access challenges throughout the USA. John was a founding member of Reform 92, under which he managed two nonpartisan political conventions in 1992 and 1994 for all candidates regardless of affiliation or lack of affiliation with participation approaching nearly two thousand individuals each time. Additionally, any breaks the state offers must also have significant punitive claw back provisions in the event of non-performance by recipients as it seems that Rhode Isiand has been subjected to a string of half-empty promises by major businesses seeking better terms with some of our neighbors. The government must simultaneously make direct investments in the expansion of businesses in this state that are already here and doing well. We owe it to our people. = While repeating the regressive car tax was ultimately the right decision for the state. the state must find new sources of revenue to offset required increased investment in public school infrastructure at all levels. Massachusetts legalized marijuana and now reaps significant tax revenue for its public education system: millions of dollars are leaving the state every year because a significant portion of that increased revenue comes from Rhode Islanders who otherwise have no way to obtain a substance that 44 states and the District of Columbia have otherwise legalized or decriminalized. Additionally. Rhode Island should take the lead where the federal government has not by increasing the gas tax and by joining 48 other states in instituting a tax on both aviation and jet fuel, {you're looking for a suit tofilla role, | am not your best choice. | have limited interest in suits and zero interest in standing around. My experience working within large institutions to drive progress is considerable but. to be fair. 1 lack political experience and the baggage that comes with it. A report by the Johns Hopkins Institute for Education Policy revealed “miserable conditions and governance issues in the schools that have helped create an environment in which the vast majority of students don’t learn at or even near grade level, and adults and kids feel unsafe in their schools”. Notably, the report also said that teachers do not have training to help support special-education students or provide help for students suffering from trauma, As an appointed government official, this is something I would ‘work on passionately so that we afford every student the right to a quality education, My proposals would include: implementing a school choice program so that no child’s future is, decided by their zip code; supporting charter schools; investing in our public schools; encouraging innovation; and most importantly, recognizing and recommending additional free non-government educational resources like Khan Academy to further help our diverse student population, Khan Academy is a completely free, no sign up required online organization that provides entire courses from pre-K through 12+ grade with some college level courses as well. 1 think recommending this as an additional tool would do wonders for our educational system. Salvaged key performance metrics for the year making up ground lost in the wake of the COVID-19 pandemic and impacts to airport operations. As we enter into our second year of the largest pandemic since that of the 1918-1919 Flu, businesses, workers, citizens, neighbors continue to struggle and strive to maintain their livelihoods. It will take creative solutions, bridge building between different industries and communities, as well as strong leadership informed by expert analysis. I hear a lot of buzz from my friends in the health industry, environmental groups, as well as those who are small business ‘owners as to what changes are in store with them now that Dan McKee will be taking the helm. We have an ‘opportunity to improve upon what Governor Raimondo had established. As Lt Governor, I hope to work alongside Gov. McKee in appointing members of the community who will bring their strengths to councils involving small business and healthcare as well as other areas that fall under the responsibilities of Lt.
