A novel coronavirus was first detected in Wuhan City, Hubei Province, China in December 2019.
On February 11, 2020, the World Health Organization named the disease Coronavirus Disease 2019
(COVID-19). This virus is causing an outbreak of respiratory disease in countries around the world.
Though this outbreak was originally linked to a seafood and animal market (suggesting animal-to-
person spread), person-to-person transmission was confirmed as the outbreak spread to individuals
without exposure to the animal market. The US reported the first case of person-to-person
transmission on January 30, 2020.

then the World bank sold COVID 19 test kits in 2017 [now scrubbed from the internet but i screen

how did congress introduce the CARES ACT 13 months before covid got in the USA?

Remember that ALL agencies are MANDATED to publish in the FEDERAL REGISTER and then
you have to check in EACH document in the Federal Register to see if they have the “force and effect of
law” being in compliance with 5 U.S.C. 553(b)(c)(d) and Chrysler v. Brown, 441 U.S. 281 (1979) holding.
The ONLY perceived authority for ALL Agencies is ONLY to publish in the Federal
Register and if not published - then there is NOTHING - no even Perceived Authority. Congress
did not make it clear in the Administrative Procedure Act of 1946 all of the options to be easily
figured out and you have to understand now to the READ the compilations of the Federal
Register publications to see if they have the “force and effect of law.” I have never seen one yet.

The mask Regulations DO NOT have the “force and effect of law” and have no application to you
and me. They are only for “citizens of the United States” that have no idea that is - still nothing to
do YOU and ME.
