Nota Informativa Privind NR Revizuit Al Pop

Unde:
P0 – Populația la începutul anului
P1 – Populația la sfârșitul anului
N – Numărul nașterilor pentru perioada de un an
D – Numărul deceselor pentru perioada de un an
MN – Migrația netă pentru perioada de un an (diferența dintre numărul imigranților și numărul
emigranților).
O ecuație similară se aplică la nivelul fiecărei grupe de vârste și pe sexe.
Reședință obișnuită este definită ca locul în care persoana a trăit preponderent în ultimele 12 luni indiferent de
absenţele temporare (în scopul recreării, vacanţei, vizitelor la rude şi prieteni, afacerilor, tratamentului medical,
pelerinajelor religioase etc.). Pentru implementarea definiției ”preponderent în ultimele 12 luni” a fost transpusă
în ”cel puțin 9 luni” în ultimul an, respectiv:
Nașterile și decesele au fost recalculate în baza datei evenimentului (și nu în baza datei de înregistrare).
Suplimentar nașterile conțin acum și actele de naștere transcrise, (oferite de Agenția Servicii Publice), a
nou-născuților pe teritoriul Republicii Moldova, raportate de femeile care locuiesc în Republica Moldova, dar care
au perfectat mai întâi un certificat de naștere într-o ambasadă străină.
Numărul migranților a fost estimat în baza traversărilor frontierei de stat de către persoanele fizice, la nivel
individual, utilizând următoarele definiții:
Imigrant – persoana care a intrat în RM și a locuit în țară cel puțin 9 luni cumulativ în următoarele 12 luni
după ce a locuit în străinătate cel puțin 9 luni în precedentele 12 luni.
Emigrant – persoana care a ieșit din țară, a locuit în străinătate cel puțin 9 luni cumulativ în următoarele
12 luni, trăind în RM cel puțin 9 luni în precedentele 12 luni.
Aceste definiții se bazează pe timpul aflat în țară sau peste hotarele țării ale persoanei și sunt în conformitate cu
definiția internațională a reședinței obișnuite. Conform acestei definiții statutul de imigrant/emigrant pentru anul
de referință poate fi determinat doar peste un an de la încheierea anului de referință. (Ex: numărul de imigranți și
emigranți pentru anul 2018 poate fi estimat după încheierea anului 2019).

Information note
about the revised number of population of the Republic of Moldova
and data on international migration
This Note contains information on revised population estimates size for the Republic of Moldova calculated
according to “place of usual residence” internationally recommended definition for the period 2014-2019 (2019
provisional data), together with key demographic indicators recalculated for the period of 2014-2018 (2018
preliminary data).
Methodological aspect
Population estimates for 2014-2019 (2019 – provisional data) start with the corrected estimates from the Population and
Housing Census conducted in 2014 to which there are added the births, subtracted the deaths, and added the migratory
balance, according to the population balancing equation:

Where:
NM – Net migration during one year (the difference between the numbers of immigrants and emigrants
Place of usual residence is defined as "the place at which the person has lived continuously for most of the last 12 months, not
including temporary absences for holidays or work assignments". In the implementation of the definition "most of the last 12
months" was translated into "at least 9 months" during the last year
Births and deaths were recalculated based on the date of occurrence (and not on the basis of the registration date as
previously done). In addition the births count includes now transcripted birth certificates (supplied by the Public Services
Agency) of births that took place on the territory of the Republic of Moldova, reported by women living in Republic of
Moldova who issued the original certificate of birth in a foreign embassy.
Migration estimates are based on border crossing data at the individual level, using the following definitions:
Immigrant - a person who entered in Republic of Moldova and stayed in the country for at least 9 months during the
upcoming year after living abroad for at least 9 months in the previous year.
Emigrant - a person who exited the country and lived abroad for at least 9 months during the previous year, living in
Republic of Moldova for at least 9 months the year after.
These definitions are solidly based on the time spent abroad or in the country according to the international agreed definition
of place of usual residence. According to the definition the personal status of immigrant/emigrant in a given year can be
determined only a year after the end of the given year. (Ex: the number of immigrants and emigrants for the 2018 year could
be estimated only after 2019 ends).

The shrinking in the number of children may be also explained in the context of negative migration of the cohorts
of their parents: some children emigrated with their parents, others have not been born in the Republic of
Moldova because the emigration of young adults (who are at their main fertility ages).
Large cohorts of post WWII baby boomers have been entering in the last years into retirement ages rapidly
increasing the proportion at old ages (see about ageing in last graphs).

Migration rates show impressive

24 when more than 50 men per thousand immigrated to the Republic of Moldova and more than 100 men per
thousand emigrated leaving a negative migratory balance of about 60 per thousand. Also, children have relatively
high migration rates meaning that also whole families may be involved in migration.

grupa de vârstă de 65 ani și peste, dar persoanelor ”tinere” în vârstă vor trece în grupa de vârstă de 75 ani și
peste.

Because the above mentioned characteristics of the ageing process, old persons in the Republic of Moldova show
a kind of “rejuvenation” trend - among those over the age of 65 the main increase in the last five years has been
registered for people aged 65-69, when the older age groups decreased in number. That means the increase at the
65 ages and over group was, in practice, an increase in “young” elderly persons. This may have an impact on
population policies intended to support this vulnerable group since the needs of persons 65-69 years old are
different from the needs of older persons. It should be expected that the accelerated ageing process will end when
smaller post-baby-boom cohorts will get to the age group 65 age and above, but then the rejuvenation will
change when the baby boom cohorts will enter the eldest age groups (75 and over).
