Davos meet
Internationally renowned
music composer A R Rahman was
honoured with the Crystal Award of
the World Economic Forum at
opening ceremony of its annual
meet in Davos, Switzerland on
Wednesday being attended by 2500
global leaders from business,
government, art, culture and
religion.
Rahman, 44, clad in
embroidered black kurta, received
the award which is given annually
by the WEF to outstanding artists
who use their talent not only for their

and charitable work. While the WEF
recognised Rahman for his music in
Slumdog Millionaire and Bombay
Dream, it took note of his
association and work in welfare of
children. Accepting the award, the
famous music composer, who has
won several national and
international awards, including the
Gramy's, said he gets "motivation"
from the social work.
Jose Carreras, an opera
artist from Barcelona, was also
given the Crystal Award for his social
work for the patients of leukemia.
The award function was attended by
several heads of governments,
including Russian President Dmitry
Medvedev, top CEOs, religious
leaders and academicians.

to get National
Communal Harmony
Award 2010
For the year 2010, Acharya
Lokesh Muni of Delhi has been
selected for the National Communal
Harmony Award by the Jury headed
by the Hon’ble Vice-President of
India in the individual category. The
award carries a citation and Rs. 2.00
lakh for the individual. The Jury did
not find any organization suitable for

49, Acharya Lokesh Muni is a writer,
orator and social worker. He is the
chief functionary of Ahimsa Vishwa
Bharati, a Delhi based voluntary
organisation which aims at
promoting non-violence, peace,
communal harmony, working
against female foeticide & drug
addiction, providing help during
natural calamities, etc. Acharya
Lokesh Muni worked to de-escalate
Hindu Muslim strife after the Jama
Masjid explosion in 2006-07 and
tension between Dera Sacha Sauda
and the Sikh community in 2007.
He participated in a 1500 km
walk from Haryana to Gujarat to
promote communal harmony. Shri
Muni studied Jainism, Buddhism
and Vedic philosophy and has 12
books to his credit on subjects like
female foeticide, terrorism,
principles of peace and
brotherhood. For his academic
pursuits, the Indian Board of
Alternative Medicines awarded him
the Doctor of Philosophy. He has
also been honoured with the Naitik
Samman by the Gulzarilal Nanda
Foundation and Bhaskar Puraskar
by Bharat Nirman Sangathan for his
contribution in restoring human
values of peace and brotherhood.
The National Communal
Harmony Awards were instituted in
1996 by the National Foundation for
Communal Harmony (NFCH), an
autonomous organisation set up by
the Government of India, Ministry of
Home Affairs, for promoting
communal harmony and national
integration. The award has been
instituted with a view to
demonstrating due appreciation and
recognition of the efforts of
individuals and organisations for
promotion of communal harmony
and national integration in a
sustained manner over a sufficiently
long period of time.

ropeway project in
Gir sanctuary
Environment Minister Jairam
Ramesh on Monday granted "in-
principle" approval for a ropeway
project in Girnar wildlife sanctuary,
famous for its lions.
The Girnar Ropeway project
was hanging fire since September
1995 and was facing opposition
from environmentalists who
apprehended adverse impact on the
habitat of endangered vultures.
It was pending with the
Environment Ministry for over a year.
The project would "minimise man-
animal conflict" in the sanctuary and
it would also provide a "convenient
way of transporting" thousands of
pilgrims daily to the holy spots on
Mount Girnar, Ramesh said while
giving in-principle nod to the
ropeway that will connect Bhavnath
Taleti and Ambaji temple in
Junagarh district.
"It would also put an end to
socially unacceptable modes of
transportation (the dolis) that are
being used presently," Ramesh, who
visited the site on 27th January, said
but added that the clearance was
subject to six specific conditions.
Dismissing concerns of
environmentalists, Ramesh said, "I
have seen for myself the strong
reasons to build the ropeway.
"The Girnari Giddh (vulture)
population that is going to be
affected by the ropeway project is
between 20 to 25 percent of the total
population of long-billed vultures in
Gujarat but less than 10 percent of
the population of vultures in the
state," the Minister said.
The six conditions include
minimum disturbance for long-billed
vulture i.e. Girnari Giddh habitat,

The Ministry, in its
conditions, has asked the Gujarat
Government to submit a report
within two months about its study to
consider alternate alignment of the
ropeway project, preferably along

to ensure that it does not cut across
the prime vulture habitat and
minimises disturbance to the
nesting, roosting and ranging sites
of long-billed vultures and other
wildlife species.
According to the conditions,
a camera of high resolution will be
placed on the ninth tower to monitor
movement of vultures, a cafeteria for
vultures will be constructed at an
appropriate location and a technical
monitoring group will be set up to
advice on safety protocols and to
monitor the implementation of the
conditions.
It is only after the declaration
of the Girnar Reserve Forest as the
Grinar Wildlife Sanctuary in May
2008, that Central Government
approval has been necessitated.
A population of 20-25 lions
is now resident in the Girnar Wildlife
Sanctuary which covers about 180
sq kms.
Ban on use of plastic
for packaging
tobacco products
The Environment Ministry
has issued a notification banning the
use of plastic for packaging gutka
and other tobacco products. The
ban comes after it was pulled up by
the Supreme Court for not
implementing the law regulating the
use of the environmentally harmful
polymers.

Nature Forever
Society to launch
project to save the
sparrow
As the countdown to the
World Sparrow Day (WSD) on
March 20 — a celebration of the
much-cherished but fast-disappear-
ing sparrow — begins, the Nature
Forever Society (NFS) has decided
to launch Project SOS: Save Our
Sparrows by distributing 52,000 bird
feeders to interested citizens, insti-
tutions and organisations across the
country.
'Unique programme':
Describing it as a unique
functional conservation programme
involving common people, India's
well-known sparrow man
Mohammed E. Dilawar of the NFS
says the feeders, to be distributed
free-of-cost in association with
Burhani Foundation (India), could be
installed in homes, open yards, bal-
conies and even office premises.
The programme will be initi-
ated on March 6. Feeders have
proved to be the best medium of
saving the diminutive bird, whose
dwindling population, especially in
cities, has become a cause of worry.
Wetlands Regulatory
Authority of India
The Union government has
finally shaped a legal framework by
constituting a Central Wetland
Regulatory Authority (CWRA) to
ensure better conservation and
management and to prevent
degradation of existing wetlands.
The Wetlands (Conservation
and Management) Rules, 2010,
were notified in November 2010 by
the Ministry of Environment and
Forests that prohibits aquaculture,
industrialisation, construction
activities, dumping of untreated
waste and reclamation of wetlands.
Other activities, such as
harvesting, dredging, etc, may be
carried out in the wetlands, but only
with prior permission from the
authorities concerned.
India is party to the Ramsar
Convention held in Iran in 1971,
under which 25 wetlands from India,
including 10 from north India, are
included in the list of wetlands of
international importance. Over
exploitation of fish resources,
discharge of industrial effluents,
fertilisers and pesticides, and
uncontrolled siltation and weed
infestation, among other reasons,
have wiped out or severely
damaged over one-third of India's
wetlands.
The CWRA, which will be
headed by Secretary, Ministry of
Environment and Forests, will have
a team of experts, including
hydrologist, ornithologist, ecologists,
besides representatives from
various Union Ministries and the
Central Pollution Control Board.
Besides identification of new
wetlands, the authority will be
empowered to direct the State
governments to ensure preservation
of existing marshlands and their
wise use.
First nuclear research
centre to be set-up in
Haryana
The US has joined hands
with India to set up a Global Centre
for Nuclear Energy Partnership for
research and development of
secure and proliferation resistant
reactor systems. India
announced at the Nuclear Security
Summit in April 2010,
Washington, to set up the Centre as
part of its efforts to promote non-
proliferation.
It will consist of four schools
dealing with Advanced Nuclear
Energy System Studies, Nuclear
Security, Radiation Safety and
application of Radioisotopes and
Radiation Technology in areas of
healthcare, agriculture and food.
The Centre will come up at
Kheri Jassaur village
Bahadurgarh in Haryana. It is
visualised to be a state-of-the-art
facility based on international
participation from IAEA and other
interested foreign partners.
It will conduct research and
development of design systems that
are intrinsically safe, secure,
proliferation resistant
sustainable.
The objective of the School
of Advanced Nuclear Energy
Systems Studies would be to pursue
design studies and analysis of
advanced nuclear energy systems
with features to achieve intrinsically
enhanced safety, security,
proliferation resistance
sustainability.
The programme modules will
encompass reactor systems and
applications, fuel cycle studies,
accelerator driven systems, risk
assessment studies, emergency
planning and management and
sustainability parameters
assessment.
India’s largest solar
plant commissioned
Moser Baer Clean Energy
Ltd, an arm of Moser Baer Projects
had Pvt Ltd (MBPPL), has commi
ssioned India’s largest solar plant in
in Tamil Nadu. The 5-MW plant is
estimated to have cost Rs 70-75
crore.
The solar farm has been
commissioned using amorphous
silicon Thin Film technology, best
suited to the Indian climatic
conditions, and is connected to the
110-kilovolt-ampere local grid. The
project had been awarded by the
Tamil Nadu Energy Development
Agency and implemented under the
near Generation Based Incentive
scheme of the Ministry of New &
Renewable Energy. The project is
the first of its kind in the solar farm
category to be commissioned in
India under the first phase of the
National Solar Mission.

The second advance
estimates of crop production for
2010-11 have been released
February 09.
Likely to produce 232.07
million tonnes of foodgrains during
2010-11 compared to 218.11 million
tonnes last year. This is only
marginally below the record
production of 234.47 million tonnes
of foodgrains in 2008-09. We are
likely to achieve record production
of wheat (81.47 million tonnes),
pulses (16.51 million tonnes) and
cotton (339.27 lakh bales of 170 kg.
each) this year.
Central Statistics Office
(CSO) has estimated that the
agriculture, forestry and fishery
sector is likely to show a growth of
5.4% in its GDP during 2010-11, as
against the previous year’s growth
of 0.4%. The second advance
estimates of crop production for
2010-11 confirm the findings of
CSO. It may be noted that such a
high level of production will be
achieved despite significant crop
damage due to widespread drought
in Bihar, Jharkhand, Orissa and

West Bengal and the effects of
cyclones, unseasonal & heavy rains,
and severe cold wave & frost
conditions in several parts of the
country.
The major credit for this
second highest ever production
goes to the resilience shown by our
farmers. The Central Government
has supported these efforts through
several policy initiatives. There has
been huge increase in investment
in recent years – Gross Capital
Formation in Agriculture as a
proportion of agricultural GDP has
gone up from 14.1% in 2004-05 to
21.3% in 2008-09. Flow of
agriculture credit in 2010-11 is likely
to reach Rs.4 lakh crore from the
level of Rs.86,981 crore in 2003-04.
MSPs of major crops such as paddy,
wheat and pulses have increased by
between 75% to 125% between
2004-05 and 2010-11. Adequate
and timely supply of agricultural
inputs including seeds and fertilizers
has been ensured. Focused
interventions under several
schemes including Rashtriya Krishi
Vikas Yojana, National Food
Security Mission, Accelerated
Pulses Production Programme have
helped the farmers in achieving
bumper crop production.

Economy to grow at
8.6 %
Pumped by a strong agricul-
ture growth and allied activities, the
Central Government on February
07, declared that the economy
would grow at an estimated 8.6 per
cent during the current financial year
as against 8 per cent a year ago.
The gross domestic product
(GDP) estimates released by the
Central Statistical Organisation
(CSO) are higher than the predic-
tions made by the Reserve Bank of
India (RBI) and the Finance Minis-
try but are also an indication of the
fact that the economy had slowed
down somewhat in the second-half
of the current financial year.
The Advance Estimates re-
leased by CSO on Monday revealed
that agriculture and allied activities
are likely to grow at 5.4 per cent in
2010-11 as compared to just 0.4 per
cent in 2009-10 making a huge
stride.
Earlier, Finance Minister
Pranab Mukherjee had exuded con-
fidence that the economy would
grow by 8.5 per cent despite rising
inflation. The RBI had also projected
that the economy would expand by
8.5 per cent in its quarterly monetary
policy review last month.

The latest GDP growth esti-
mate of 8.6 per cent for the entire
fiscal implies that the pace of eco-
nomic expansion slowed in the sec-
ond-half of 2010-11, given that GDP
growth in the April-September 2010,
period stood at 8.9 per cent. Accord-
ing to data released, agriculture and
allied activities are projected to grow
by 5.4 per cent this fiscal, as against
0.4 per cent a year ago.
The official figures said
growth this fiscal is likely to be driven
by an 8.8 per cent expansion in the
manufacturing sector, the same as
in the year-ago period. According to
the advance estimates, mining and
quarrying is likely to grow by 6.2 per
cent as compared to 6.9 per cent a
year ago, while electricity, gas and
water production will grow by 5.1 per
cent as against 6.4 per cent.
“The growth rate of 8.6 per
cent during 2010-11 has been due
to the growth rate of over 8 per cent
in sectors of manufacturing, con-
struction, trade, hotels, transport
and communication, financing, in-
surance, real estate and business
services,” an official statement said.
During the current fiscal, the trade,
hotel, transport and communication
sectors are projected to grow by 11
per cent as against 9.7 per cent last
fiscal and construction by 8 per cent

as compared to 7 per cent in 2009-
10. Furthermore, the finance, insur-
ance, real estate and business ser-
vices sectors are likely to grow by
10.6 per cent this fiscal as against
9.2 per cent last fiscal.
However, community social
and personal services are likely to
witness a slowdown in growth and
register just 5.7 per cent expansion
as compared to 11.8 per cent in the
year-ago period.
The global financial crisis
pulled down the growth of the Indian
economy to 6.8 per cent in the 2008-
09 fiscal from over 9 per cent in the
preceding three years. The advance
GDP estimates are released before
the end of a financial year to enable
the government to formulate various
estimates for inclusion in the Budget.
Per capita income:
The CSO said India's per
capita income was projected to grow
by 17.3 per cent to Rs.54,527 in
2010-11 from Rs.46,492 in the year-
ago period.
Per capita income is
calculated by evenly dividing the
national income among the
country's population. However, the
increase in per capita income would
be only 6.7 per cent in 2010-11 if it
is calculated on the basis of 2004-
05 prices.
Per capita income (at 2004-
05 prices) stood at Rs.36,003 in
2010-11 against Rs.33,731 in the
previous fiscal, according to the
latest data on national income. The
size of the economy at current prices
is projected to rise to Rs.72,56,571
crore at the end of the current fiscal,
up 18.3 per cent from Rs.61,33,230
crore in 2009-10. Based on 2004-
05 prices, the Indian economy is
projected to expand by 8.6 per cent
in the current fiscal ending March
2011. This is higher than 8 per cent
growth recorded in fiscal 2009-10.
The country's population is expected
to increase to 118.6 crore at the end
of March 2011, from 117 crore in
fiscal 2009-10.

 IndiaPay
IndiaPay is India’s first
indigenous payment gateway and is
scheduled to be launched in mid-
2011. The National Payments
Corporation of India (NPCI) is the
owner of IndiaPay and will make its
first move by cutting charges levied
to merchant establishments by half,
compared with what MasterCard
and Visa charge. IndiaPay’s
shareholders consist of 10 banks,
six of which are PSU banks, and is
promoted by the Reserve Bank of
India.
Rs 40,000 cr raised
via disinvestment in
2010
Having begun 2010 with a
wide gap between its income and
expenditure, the union government
diluted its stake in nine State-owned
companies, including Coal India, to
raise Rs 40,000 crore that helped
cut borrowings.
The amount is the most
raised in a year since the
government began the programme
of diluting minority stake or
privatising vast swathes of public
sector companies in 1991-92.
The year started with the
follow-on public offer (FPO) of
NTPC, in which the government
diluted its 5 per cent stake and
mopped up Rs 8,480 crore. This was
followed by the FPO of Rural
Electrification Corporation in the
month of March. The government
offloaded 5 per cent of its stake in
the company and raised Rs 882
crore, while REC issued fresh equity
of 15 per cent.
In the same month, the
government diluted 8.38 per cent of
its stake in NMDC through FPO and
mopped up Rs 9,930 crore.
The fiscal year 2010-11
started with the initial public offer of
Satluj Jal Vidyut Nigam (SJVN) in
the month of May.

IMF Report on World
Economy
A package of U.S. tax cuts
should give a lift to a global
economic recovery that had already
begun to gain speed late in 2010,
according to the IMF.
In an updated World
Economic Outlook report, the
International Monetary Fund said
the global economy would likely
expand 4.4 percent in 2011, a touch
higher than the 4.2 percent it
forecast in October 2010. It said it
expected growth of 4.5 percent in
2012.
Advanced economies have
been a drag on global growth since
the financial crisis erupted in 2007.
While they are beginning to offer a
bigger contribution, the IMF said
those economies still pose the
biggest risk to the world recovery.
In particular, it warned of downside
risks from the debt crisis in Europe
and the high debt levels in many
other advanced economies.
It said "comprehensive,
rapid, and decisive policy actions"
were needed to tackle troubles in the
euro zone. In a separate report on
Tuesday, the IMF called for an
increase in the effective size of
Europe's financial rescue fund and
rigorous stress-testing of the
region's banks.
The IMF said rich nations
needed to keep in place loose
monetary policies to support growth.
"As long as inflation expectations
remain anchored and
unemployment stays higher, this is
the right policy from a domestic
perspective," it said.
The Fund said the U.S.
economy would likely grow 3.0
percent in 2011, a sharp upward

revision from its 2.3 percent October
2010 forecast. The IMF expects
growth in the world's largest
economy to ease slightly to 2.7
percent in 2012.
For Japan, the IMF said
growth was now expected to reach
1.6 percent in 2011, an upward
revision from October, and 1.8
percent in 2012.
It maintained its October
forecast for the euro zone at 1.5
percent and estimated growth would
accelerate to 1.7 percent in 2012. It
upgraded its 2011 growth forecast
for Germany to 2.2 percent from 2.0
percent due to stronger domestic
demand.
The IMF said it expects
emerging and developing
economies, which include China,
India, Brazil and Russia, to keep up
their brisk pace of growth, although
it noted that inflation pressures were
rising in these countries.
It revised up its 2011 growth
figure for emerging economies to
6.5 percent from an October 2010
projection of 6.4 percent, and said it
sees similar growth in 2012. For
China, the IMF maintained its 2011
growth forecast at 9.6 percent and
said growth in 2012 would slow
slightly to 9.5 percent. The Fund
revised up its 2011 forecast for
Brazilian growth to 4.5 percent
versus a previous projection of 4.1
percent. It said Brazil would likely
grow 4.1 percent in 2012.
The IMF said the surge in
private investment flows into
emerging market economies would
likely remain strong, buoyed by low
interest rates in mature markets and
a strong investor appetite.
It cited inflation as the key
risk for emerging economies, and
said tighter monetary policies were
needed.
With emerging economies
accounting for almost 40 percent of
global consumption, a slowdown in
these economies “would deal a
serious blow to the global recovery,”
the IMF warned.

all patients seen by primary health
care doctors have one or more
mental disorders.
One in four families is likely
to have at least one member with a
behavioural or mental disorder.
Together these disorders accounted
for 10.5% of the global burden of
disease in 1990. This burden
increased to 12% in 2000 and an
analysis of trends in the World
Health Report – 2001 indicates this
burden will increase to 15% by 2020.
It is thus felt that the Community
Mental Health requires global
solutions and worldwide efforts to
develop partnership for the same.

Regional Aviation

India is set to host the
Regional Aviation Security
Conference at New Delhi from 14-
18 February, 2011 under the aegis
of International Civil Aviation

compliance of Security Declaration

Acknowledging that at
present there is no permanent

some of the member countries

forum be established with the
commonwealth Secretariat or
possibly other regional/international
organizations so that conference on
such important issues could be held
more frequently than the current
frequency of once in five years.
At the end of the conference,
a working group of ten countries
namely Australia, Belize, Cameroon,
Canada, Ghana, Guyana, India,
South Africa, Tonga and UK was
constituted to guide for continuity of
the network of Commonwealth
Statistics and for evolving future
framework.

billion) in fiscal 2009-10.
While the EU is keen on
gaining bigger market for its
products in India, Prime Minister
Manmohan Singh allayed
apprehensions about its impact on
the small farmers in India. He further
said the two sides should take lead
in avoiding protectionist trends,

movement of people.

Nandan Nilekani to
head task force on
kerosene, LPG,
fertilisers subsidy
The government February
14th constituted an inter-ministerial
task force under the Unique Identi-
fication Authority of India,UIDAI,
chairman Nandan Nilekani for evolv-
ing mechanisms to provide direct
subsidies on kerosene, LPG and
fertilisers to intended beneficiaries.
The Finance Ministry said in a re-
lease, the task force has been con-
stituted in light of the overwhelming
evidence that the present policy of
giving subsidy on kerosene is result-

ing in waste, leakage,adulteration
and inefficiency. The Task Force
would submit its interim report within
four months of its constitution. The
recommendations of the report
would be implemented on a pilot
basis by the concerned ministries
under the supervision of the Task
Force in the following six months.
Besides, the Task Force
would evolve a model of direct trans-
fer of subsidies on these items by
re-engineering existing systems,
processes and procedures in the
implementation process.
The panel has also been
asked to design appropriate IT sys-
tems and bringing about changes in
the administration and supply chain
management.
Besides the UIDAI chairman,
the team will consist of secretaries
from finance, chemicals & fertilizers,
agriculture, food & public distribu-
tion, petroleum & natural Gas and
rural development along with DG
UID Authority.
SAARC to have first
woman Secretary-
General
SAARC will get its first
woman Secretary-General in its sil-
ver jubilee year — the former
Maldivian Attorney-General,
Fathimath Dhiyana Saeed, is all set
to succeed Indian diplomat Sheel
Kant Sharma, who will complete his
tenure of three years by the end of
February. Maldives will host the next
SAARC summit in November this
year.

that barring a major hitch, Ms.
Saeed is all set to take over at a time

72-year-old Paravati
Mohanty on a
mission to eradicate
illiteracy
In an exemplary show of
community service, a 72-year-old
woman on a mission to eradicate il-
literacy has donned the mantle of an
honorary teacher for almost five
decades tutoring tiny-tots in remote
village school of Orissa's
Kendrapara district.
For septuagenarian,
Paravati Mohanty, educating small
children is a passion. Since 1964,
she is pursuing her mission with a
zeal at Patapur village under Aul
block headquarters.
Free services rendered by
her come in handy as the school is
often hit by shortage of teachers.
Many of her students are estab-
lished in life and that includes
Pitambar Das, now officiating as the
headmaster of the village school.
She is loved and respected
by all in the village. She is an excel-
lent teacher and expert in handling
children. She arrives on time and
teaches standard-1 and 2 students,
said Pitambar Das, Headmaster of
Patapur primary school.In fact, she
taught me. I learnt Oriya alphabets
and grammar from her. That was in
1968, he said. As per school and
mass education department rules,
no outsider is allowed to teach in
government-run schools. But we
had sought permission. The depart-
ment was impressed with her act of
benevolence and promptly accorded
permission, he said.
I have read up to class 6th.
Early marriage stopped my study.
Despite discontinuing, I read at
home. As my study was discontin-
ued, I had resolved to teach children
who are deprived of education.

aerostat system to
capture
communications in

The Defence Research and
Development Organisation (DRDO)
has launched its indigenously de-
signed and developed aerostat sys-
tem, capable of picking up commu-
nication signals for surveillance. The
aerostat is like a balloon that car-
ries intercepting equipment.
The system has been de-
signed, developed and integrated by
the Aerial Delivery Research & De-
velopment Establishment (ADRDE),
Agra, a laboratory under the DRDO.
The aerostat offers a 360-
degree movement and visual free-
dom. It also carries a thermal cam-
era for surveillance during night and

tronic intelligence payload carries a
communication system for capturing
and analysing all types of signals in

The amount of the brightness
reduction tells scientists how big the
planet is in terms of its radius. The
time between transits tells them its
orbital period. To determine the
planets' masses, Fabrycky analyzed
slight variations in the orbital periods
caused by gravitational interactions
among the planets.
Using powerful ground-
based telescopes to confirm the
planet and determine its mass using
Doppler spectroscopy is not
possible with Kepler-11 as the
planets are too small and the star
far away — 2,000 light-years away.
The Kepler-11 system is
remarkable in terms of the number
of planets, their small sizes, and
their closely packed orbits. Before
this, astronomers had determined
both size and mass for only three
exoplanets smaller than Neptune.
Now, a single planetary system has
added five more. The sixth planet in
Kepler-11 is separated enough from
the others that the orbital
perturbation method can't be used
to determine its mass, Fabrycky
said.
In the same plane:
As is the case in our solar
system, all of the Kepler-11 planets
orbit in more or less the same plane.
This finding reinforces the idea that
planets form in flattened disks of gas
and dust spinning around a star, and
the disk pattern is conserved after
the planets have formed, Fabrycky
said. “The coplanar orbits in our
solar system inspired this theory in
the first place, and now we have
another good example. But that and
the Sun-like star are the only parts
of Kepler-11 that are like the solar
system,” he said.
Planets' composition:
The densities of the planets
(derived from mass and radius)
provide clues to their compositions.

All six planets have densities lower
than Earth's. “It looks like the inner
two could be mostly water, with
possibly a thin skin of hydrogen-
helium gas on top, like mini-
Neptunes,” Fortney said. “The ones
farther out have densities less than
water, which seems to indicate
significant hydrogen-helium
atmospheres.”
That's surprising, because a
small, hot planet should have a hard
time holding onto a lightweight
atmosphere. “These planets are
pretty hot because of their close
orbits, and the hotter it is the more
gravity you need to keep the
atmosphere,” Fortney said. “My
students and I are still working on
this, but our thoughts are that all
these planets probably started with
more massive hydrogen-helium
atmospheres, and we see the
remnants of those atmospheres on
the ones farther out. The ones closer
in have probably lost most of it.”
Better understanding:
One reason a six-planet
system is so exciting is that it allows
scientists to make these kinds of
comparisons among planets within
the same system. Comparative
planetary science allows in
understanding our solar system
better. For example, the presence
of small planets with hydrogen-
helium atmospheres suggests that
this system formed relatively quickly,
he said. Studies indicate that stellar
disks lose their hydrogen and helium
gas within about 5 million years. “So
it tells us how quickly planets can
form,” Fortney said.
The inner planets are so
close together that it seems unlikely
they formed where they are now, he
added. At least some must have
formed farther out and migrated
inward.

NASA 'captures
runaway star'
Astronomers at NASA have
captured the shockwave caused by
a runaway star that's racing at
54,000 miles per hour through a
cloud of dust and gas. A NASA team
used an orbiting observatory called
WISE -- that sees the sky in infrared
light -- to capture the star; it recorded
the yellow arc as its powerful stellar
winds push the gas and dust out of
the way.
According to the astro
nomers, the star, labelled Zeta in the
constellation of Ophiuchus the
snake charmer, once revolved
around another star. But its
companion exploded as a violent
supernova, flinging Zeta out into
deep space.
Zeta Ophiuchi, as it is known,
is a very massive hot blue star that
is 65,000 times brighter than our
own Sun and 20 times its size. It lies
458 light years away and appear
brighter in the night sky if it not
shrouded by gas and dust.
But its expected eight million
year lifespan is far shorter than that
of our sun, which is expected to burn
for 10 billion years. Like its long-lost
companion, it will then blow itself to
pieces in a supernova blast too,say
the astronomers.

A British renewable energy
major is providing photovoltaic so-
lar panels and other equipment as
part of the Indian government’s plan
to provide free shelter in the slums
of Kolkata and other parts of the
country.

the equipment for ‘housing pods’
being developed by the Indian gov-
ernment to provide sustainable
housing for the poor. The pods will
be used in poverty-stricken parts of

Calcutta, and could also be used to
provide emergency accommodation
in the aftermath of natural disasters.
Scientists close to
re-defining kilogram
Scientists say they are close
to achieving a 200-year-old goal of
creating a universal system of
measurements based on stable
quantities, as they progress towards
changing how the kilogram is
defined.
The kilogram is the only base
unit in the International System of
Units (SI) that is still defined by a
physical object—a prototype of
platinum-iridium kept in the vaults of
the International Bureau of
Measurements (BIPM) in France.
The stability of the kilogram
is crucial as it forms the basis from
which many other units are derived.
But measurements made
over more than 100 years suggest
that the mass of the international
prototype may have changed by
about 50 micrograms—the size of a
small grain of sand—prompting the
BIPM to try to develop a new
definition based on a fundamental
physical property. Scientists are now
working on redefining the kilogram
according to something called "the
Planck constant", a fundamental
constant of quantum physics.
Researchers have been
conducting experiments that
establish a link between mass and
the Planck constant by comparing
measurements of electrical and
mechanical power.
But the new definition of the
kilogram can't take place until the

promote Census 2011

Tendulkar and Bollywood star
Priyanka Chopra will encourage
people to be counted in Census
2011 when they appear in television
spots.
The television
advertisements are part of a wider
campaign that started on February
2 and will go upto February 28, the
dates when the Population
Enumeration Phase of the 15th
Census will be held. "Sachin is an

icon and is very popular as far as
young persons are concerned, and
if he is spreading a message then
everybody would like to follow. He's
a star in himself, so is Priyanka,"
Chinmoy Chakravorty, Consultant to
Registrar General of India, said. The
two icons are not brand
ambassadors in the traditional
sense, but they will spread the
message that everyone should
make themselves counted and
cooperate with enumerators or the
foot soldiers who will ask questions
and collect data from households,
he added.
The publicity campaign will
be in 12 languages and has been
built up with an approximate cost of
Rs 38 crore for the second phase,
Chakravorty said.
"Priyanka and Sachin both
will be requesting the people that
they have been part of the exercise
and requesting them (viewers) to
participate," Suman Prashar,
Consultant to RGI, said on the ads
that will be telecast.
Chopra will also be seen
engaging female viewers to talk
about what work they do and that in
addition to other details will be used
to gather genders details in the
Census' result, something which is
often "masked" by "biases", she
added.
"The enumerator should be
given due importance and the
questions they ask should be duly
answered because Tendulkar has
answered all the questions,"
Chakravorty said on what the
purpose of the TV commercials is.
"When one sees repeatedly
on TV, or hear them on the radio or
even in the print ads then they get
sensitised. People think that 'Yes,
these are important issues I should
correctly answer the questions,'" he
added.
The national campaign is
being complemented by local
campaigns by state Census
Directorates which are using local
mediums like wall paintings and
regional languages and dialects to
spread the message.

Country's first ICTT
The country's first Interna
tional Container Tranship ment
Terminal was dedicated to the nation
by Prime Minister Dr Manmohan
Singh at Vallarpadom in Kochi on
Feb 11, 2011. The terminal is the
largest of its kind in the country and
the first to operate in a Special
Economic Zone.
Cochin has a unique geo
strategic advantage compared to
other ports in India. The all-weather
port is strategically located on the
East-West Trade route, just 10
nautical miles away from the direct
sea-route to Australia and the Far
East from Europe. No other port in
the country enjoys this proximity to
the maritime highway. Besides, it is
a gateway to the vast industrial and
agricultural produce markets of the
southern and western parts of the
country.
The new terminal at
Vallarpadam has been built by the
Dubai Port World with an investment
of nearly 1600 crore rupees. As per,
the concession agreement signed
between the Cochin Port Trust and
Dubai Port World for the
construction, Dubai Port World will
build the terminal, operate it for a
period of 30 years and then transfer
the assets back to the Cochin Port.
The Port on its part has provided rail
and road connectivity besides the
dredging for widening and
deepening of approach channels to
provide 14.5 meter draft. This will
ensure handling of the largest
container ships afloat. Capital
dredging of berth basin is in

progress now and is expected to be
completed by April. The Port has
also set up Roll on and Roll Off
facilities to help movement of
containers on barges. The union
government has invested 1617
crore rupees for providing
connectivity and allied infrastructure
for the project.
The foundation stone for the
terminal was also laid by Prime
Minister Dr Manmohan Singh in
2005. In the first phase of the project
which is being inaugurated
tomorrow, the terminal will have a
quay length of 600 meters and a
capacity to handle ten lakh twenty
foot equivalent units [TEU] of
containers a year. The terminal has
state of art cargo handling facilites,
including four Quay Cranes, 11
Rubber Tyred Gantry Cranes, two
Reach Stackers and a stacking area
which can accommodate about
10,000 containers. In the second
phase, the quay length will be
increased to 1800 meters and the
handling capacity raised to 30 lakh
containers annually. All vessel
related income will accrue to the
port, while cargo related income will
be collected by the Dubai Port
World, which will share one third of
its gross revenue with the port.
A substantial portion of the
country's container traffic today is
transshipped through Colombo,
Dubai and Singapore. This has
resulted in additional costs and time
delays to the extent of seven to ten
days. The Vallarpadam terminal will
provide facilities for handling mother
ships, thereby obviating the need for
transshipment of containers through
other countries, resulting in a saving
of about 300 US $ per container.
With reduced transportation cost,
produce from the country will
become more competitive in the
international markets which
consequently increase the foreign
trade volume.

potential for allied industries in the
region, which includes new
container freight stations, inland
container depots, transportation of
cargo through inland waterways,
logistics and warehousing centers,
thus generating substantial
employment opportunities. The new
terminal will make Cochin a key
centre in the shipping world and will
help accelerate economic
development of Kerala as well as the
whole country.

Guidance System CARINGS in New
Delhi February 14. It is a web based
management information system
that offers a child centric approach
for the child, parents and agencies.

Addressing on the
occassion, Mrs Tirath said that it
facilitates the expeditious and
smooth adoption along with
transparency in the adoption
process. she added that CARINGS
will increase the accountability of
implementing agencies and will
create a network of stakeholders
towards improved synergy that will
subsequently help in maintaining a
National Database to enable
effective policy making and
research.
Representation of
People
(Amendment) Act,
2010
The Representation of the
People (Amendment) Act, 2010 (36
of 2010) which seeks to amend the
February 2011, Volume: 02
Representation of the People Act,
1950 (43 of 1950) was enacted and
published in the Gazette of India on
the 22nd September, 2010. The
amending Act confer voting rights to
citizens of India who are absenting
from their place or ordinary
residence in India owing to their
employment, education or otherwise
outside India (whether temporarily
or not). Vide the amending Act, they
shall be entitled to have their names
registered in the electoral roll in the
Assembly/Parliamentary
constituency in which their place of
residence in India as mentioned in
their passport is located.
The Central Government, in
consultation with the Election
Commission prepared and
published the Registration of
Electors (Amendment) Rules, 2011
on 3rd February, 2011 {S.O 244 (E)}
dt. 03.02.2011} {S.O. 306 (E) dt
09.02.2011}. The Central Govern
ment has issued necessary
notification bringing the Act into force
on the 10th day of February, 2011.
Accordingly, the rules have also
come into force on the 10th day of
February, 2011. The overseas
Indians can now furnish the
documents self attested by them.
Press and
Registration of
Books and
Publications Bill
2010
The Union Cabinet has
decided to amend the Press and
Registration of Books Act, 1867 to
streamline the age-old processes
and to address certain issues
governed by the Print Media Policy
and the guidelines/rules.
The main features of the
proposed Bill are as under-
(a) The new title would be Press and
Registration of Books and
Publications (PRBP) Act, 2010;

(b) Many new definitions such as
'publications', 'newspapers',
'magazines', 'journals',
'newsletter', etc. would be
inserted;
(c) Internet edition of newspapers to
be covered under the Act;
(d) Those convicted of terrorist acts
or anything done against the
security of the State would be
prevented from bringing out a
publication;
(e) Detailed provisions for
verification of a title;
(f) Provisions to prevent blocking of
titles to discourage non-serious
publishers;
(g) Making statutory provision for
circulation verification;
(h) Provisions with respect to limits
on foreign news content
(syndication) and foreign
investments;
(i) Filing of annual statements by
publishers to be made
compulsory.
Amendments to the
coinage Bill 2009
approved
The Union Cabinet today
approved the proposal of Ministry of
Finance to move the necessary
amendments in the Coinage Bill
2009, which is pending in the Lok
Sabha with such consequential and
drafting changes as may be consid-
ered necessary. A Bill to this effect
will be introduced in the Parliament.
Background:
The Cabinet in its meeting
held in July 2009 had approved the
introduction of Coinage Bill 2009 in
the Parliament to amalgamate four
existing Acts relating to coinage,
namely (i) The Indian Coinage Act,
1906; (it) The Small Coins (Of-
fences) Act, 1971; (iii) The Metal
Token Act, 1889 and the Bronze
Coin (Legal Tender) Act, 1918, apart
from revision of the provisions of
these Acts keeping in view the
present realities,

The Bill was introduced in
the Lok Sabha on December 17,
2009 and was referred to the Stand-
ing Committee of Finance for exami-
nation. The Committee submitted its
report to the Lok Sabha on August
31, 2010. In the Report there were
many recommendations for amend-
ment to the Coinage Bill 2009. The
main recommendations related to
quantum of punishment for melting
or destruction of coins; broadening
of the definition of 'coin' to include
one rupee note and consequent re-
pealing of the Currency Ordinance
1940; to specify sums upto which
coins of different denominations can
be legal tender and doing away with
restriction for removal of difficulties.
Govt grants
conditional clearance
to POSCO steel plant
in Odisha
South Korean steel giant
Posco has been granted clearance
by the Environment Ministry for it
52000 crore rupees plant in Odisha.
The clearance is, however, been
granted with some conditions
involving environment and forests.
Environment Minister, Mr Jairam
Ramesh has, however, sought an
assurance from the Naveen Patnaik
government in Orissa that there
would be no Forest Violation Act in
the state while acquiring over 1200
hectares of forest land for Posco.
According to a study, the
project is estimated to generate 8.7
lakh jobs and contribute 11.5 per
cent to state's economy by 2017.
With 12 million tonne annual
capacity, Posco is expected to
contribute one-tenth of central
government's annual steel
production target of 120 million
tonnes per annum by next year.
Posco is the single biggest foreign
direct investment project in India.

Southern Sudan
votes 98.83 per cent
to secede
Southern Sudan was well on
track to become the world's newest
state after final results of its historic
independence referendum showed
that 98.83 per cent of its people had
voted for succession.
The results -- displayed at an
announcement ceremony in
Khartoum -- revealed that, out of
3,837,406 valid ballots cast, only
44,888 votes, or 1.17 per cent,
favoured the status quo of unity with
the north.
"The referendum was
correct, accurate and transparent
and we have no objection to the
results," Mohamed Ibrahim Khalil,
the chairman of the Southern Sudan
Referendum Commission's
chairman, said.
The definitive outcome of the
January 9-15 referendum emerged
soon after Sudan's President Omar
al-Bashir said Khartoum accepted
the south's widely anticipated
landslide vote for sovereignty.
"We respect the people of
south Sudan's choice and we accept
the result of the referendum
according to what the commission
announces," the Sudanese
leadership said in a statement
broadcast on state television.
"South Sudan has chosen
secession. But we are committed to
the links between the north and the
south, and we are committed to
good relations based on
cooperation," Bashir himself said
earlier in a speech at the
headquarters of his ruling National
Congress Party. The final results
ceremony was something of a

formality after preliminary results a
week earlier showed the same
overwhelming majority of south
Sudanese choosing to split with the
north.
One woman at the ceremony
briefly disrupted proceedings by
bursting into tears and shouting "We
miss Sudan!" before being escorted
out by police.
The referendum defied
expectations by taking place on time
and largely without incident, despite
the major logistical challenges
facing the organisers and fears that
the Khartoum government might try
to block a process certain to split
Africa's largest nation in two.
UN welcomes results of
South Sudan vote:
United Nations chief Ban Ki-
moon on Tuesday welcomed a
historic referendum granting
independence to southern Sudan
and asked both sides to to reach an
agreement on post-referendum
arrangements.
Ban also commended
Sudanese President Omar Hassan
Al Bashir and his government as well
as President Salva Kiir Mayardit and
the Government of Southern Sudan,
for facilitating a largely peaceful
referendum in January.
"The results, which showed
that 98.83% of all voters chose
independence are reflective of the
will of the people of Southern
Sudan," Ban said in a statement.
"The peaceful and credible
conduct of the referendum is a great
achievement for all Sudanese."
Last month, the people of
South Sudan completed a week-
long referendum to decide whether
they wanted independence from
North Sudan.
The North is majority Muslim
which the South is Christian. The
referendum is a key element of the
2005 Comprehensive Peace
Agreement (CPA), which ended two

decades of civil war, fought for
religious and political reasons.
Sixty per cent of the nearly
four million registered voters
participated in the referendum,
which makes the outcome valid.
The oil-rich district, which
remains a flash point between the
parties, has still not voted and there
have been violent clashes between
Arab nomadic cattle-herders, known
as Misseriya, who have allegiances
with the North, and the Ngok Dinka,
who have loyalties with the South.
The North want the
Misseriya who come in and out of
Abyei to be included in the
referendum but the South only want
the Dinka to participate.
Ban called on the CPA
partners to "to build on the
momentum generated by the
successful conduct of the
referendum to reach an agreement
on post-referendum arrangements,
including Abyei, expeditiously and in
the same spirit of cooperation."
Greenland ice melts
set record in 2010
Greenland’s ice sheet
melted at a record rate in 2010, and
this could be a major contributor to
sea level rise in coming decades.
The ice in Greenland melted so
much in 2010 that it formed rivers
and lakes on top of the vast series
of glaciers that cover much of the
big Arctic island.
Summer 2010 temperatures
in Greenland were up to 3 degrees
C above average, and there was
reduced snowfall. Greenland’s
capital had the warmest spring and
summer since records began there
in 1873. Average summer
temperatures vary widely, but in
coastal areas hover around freezing.
This is in tune with studies
released by the U.S. National
Oceanic and Atmospheric
Administration and the World
Meteorological Organization finding

that 2010 was tied with 2005 and
1998 for the warmest year since
modern global temperature record-
keeping began in 1880.
With less snow cover, more
bare ice was exposed to the sun,
and because bare ice is darker than
snow, it absorbs more solar
radiation. So the more ice is
uncovered, the more warming
sunlight it absorbs and the more
vulnerable it is to melting.
The study was sponsored by
World Wildlife Fund, NASA and the
National Science Foundation.
“Sea level rise is expected to
top 3 feet by 2100, largely due to
melting from ice sheets,” according
to World Wildlife Fund climate
specialist Martin Sommerkorn.

Exhibition “Treasures
of Ancient China”
begins in New Delhi

Kumari Selja here today inaugu-
rated an exhibition “Treasures of
Ancient China” in the presence of
H.E. Zhang Yan, Chinese Ambas-
sador to India and the senior offi-
cials and members of State Admin-
istration of Cultural Heritage of
China and Art Exhibitions China.
Speaking on the occasion Kumari
Selja said the Cultural exchanges
between the two nations, so rooted
in history, now fructifies through the
art exhibitions. She said such joint
ventures help strengthen and grow
the bond of affection between
people of our countries. She said,
we are readying with the second
exhibition on Tagore paintings and
Secretary Culture, Govt. of India and
Ambassador of China to India will
work out details in this regard.
The year 2006 was declared
“Indo-China Friendship Year”. As a
significant component of the year-
long celebration in this context, an
exhibition on “Treasures of Ancient
India” was organized in 2006-07 at

four venues in China-Beijing,
Zhengzhou, Chongqing and
Guangzhou. One hundred exquis-
ite Indian art objects ranging from
3rd century BC to 18th Century AD,
representing Hindu, Buddhist and
Jain pantheons and made in stone,
metal, ceramics etc. were mounted
on display to present a microcosmic
view of Indian art and culture.
In reciprocation thereof, an
exhibition on “Treasures of Ancient
China” is being organized in 2011
in India.
The exhibition has been or-
ganized by Archaeological Survey of
India in collaboration with the State
Administration of Cultural Heritage
of China and Art Exhibitions China
as its executing agency. Ninety-five
Chinese artefacts will be showcased
representing Chinese culture from
the Neolithic period (about 10,000
BC) to the Qing dynastic period and
made in different art media like
stone, metal, jade, porcelain, ceram-
ics, etc. A catalogue on the exhibits
with their photograph and short de-
scription in three languages (En-
glish, Hindi and Chinese) has been
published. In addition a brochure on
the exhibition has also been brought
out delineating history of Indo-China
cultural interaction and the signifi-
cance of major categories of Chi-
nese antiquities. Chief attractions of
the exhibition are the bronzes, jade
objects, sculptures, porcelain, gold
objects, etc. The terracotta warriors
and the tri-coloured pottery, which
are distinguishing objects of Chi-
nese art, add special charm to this
exhibition.
Since last two millenniums,
India and China, located across the
towering Himalayas, have interacted
mutually and together have influ-
enced Asia and even the world mak-
ing outstanding contribution in the
field of art and culture. The ancient
silk route and the introduction of
Buddhism from India to China were
some important connections trigger-

ing landmark development in mutu-
alism. The traders and monks of one
country have always moved to the
other country. Fa-Hien (4th century
AD), Hiuen Tsang (7th century AD)
and I-Tsang (10th century AD) are
some important Chinese travellers

Indian history. Indian monks
Kasyapa Matanga and
Dharmaraksha went to China in 68
AD on white horses carrying Bud-
dhist scriptures and established the
first Buddhist temple in China
namely the White Horse Temple at

Conference to Begin
at Hyderabad
A two-day “Overseas Em-
ployers’ Conference” will be held at
Hyderabad February 21, to under-
stand the concerns of the Foreign
Employers in the Middle East and
South-East Asia employing Indian
workers. The conference will provide
a forum for the overseas employers
to interact with the Government of
India and the State Government rep-
resentatives and put forward their
point of view and raise issues related
to recruitment of Indian workers for
overseas employment.
The broad objectives of the
conference are:
• To discuss with leading foreign
employers from GCC countries
and South East Asian countries
about the availability of trained
manpower in various sectors,
such as construction, hospitality
and health care, etc. as well as
to interact with States from
where large number of workers
migrate to these countries.
• To showcase the schemes and
initiatives taken by the Ministry
of Overseas Indian Affairs and
respective State Governments
for skill upgradation and pre-

Terror to be India’s
focus at UNSC
Even as India re-enters the
United Nations Security Council or
UNSC in January 2011, it will use
its seat on the apex body to focus
attention and apply pressure on ter-
rorist groups that have targeted the
country in the past. Indian officials
have described this as a “high pri-
ority” area for the country as it com-
mences its two-year term as an
elected non-permanent member of
the Council from the Asia region.
India will “vigorously pursue”
addition to the sanctions list of enti-
ties, individuals and outfits involved
in acts of terrorism affecting the
country. Obviously, this includes
frontal organisations of Pakistan-
based groups like the Laskar-e-
Tayyeba and Jaish-e-Mohammed
that have carried out attacks against
India and Indian interests.
This would involve focusing
on listing of such entities through the
Al Qaeda and Taliban Sanctions
Committee, which falls under the
auspices of the UNSC. At present,
some individuals and groups black-

listed by the United States Treasury
and State Departments have not
faced similar action from the UN.
The UN effort is focused on cutting
off funding for the entities and plac-
ing travel restrictions upon them.
At the same time, this will
also involve future decisions regard-
ing possible delisting of those asso-
ciated with the Taliban as part of the
political process in Afghanistan that
some, like the Pakistan establish-
ment, have preferred. However, In-
dia has objected to the Taliban in the
past and this could play a role in how
India addresses the Afghanistan is-
sue on the Council.
In fact, India’s presence on
the Council will also mean that In-
dia will have formal leverage to play
a role in Afghanistan—a change
from the last one year when, due to
pressure from Pakistan, there had
been efforts to reduce India’s role in
that critical region. Afghanistan, of
course, remains a major matter be-
fore the UNSC, although significant
decision-making is undertaken by
the US-led coalition forces in that
country.
India will also be engaged in
dealing with other global matters
while on the Council, including
flashpoints like Iran, North Korea
and the Middle East.
China, Pak ink trade
deals
Pakistan and China signed
economic deals worth billions dur-
ing the visit of Chinese Premier Wen
Jiabao to this impoverished, conflict-
ridden nation in December 2010.
The two nations also stressed the
importance of cultural exchange by
inaugurating a new centre dedicated
to what Islamabad calls their “all-
weather” friendship. China is
Pakistan’s closest friend in Asia, giv-
ing Islamabad military aid and tech-
nical assistance, including nuclear
technology.
