o One of the major points asked, was that we demonstrate worth to entire campus
o How many of the current student groups have graduate student members?
o Are open to entire campus
o Ask that they are held to the same standard
o Do you have proof that committee is treating GWO differently?
 Someone said something about 40% being undergraduate in the last meeting
 In the complaint letter, it claimed that Senate was discriminating against GWO,
do you have proof that that is the case?
• The proposal for 40% representation of undergraduates would be my
proof
• No one is asking another student focused group to provide 40%
membership of a particular group
o Have undergraduates that meet with their organization
o What do you have planned in the future to reach out to undergraduate organizations?
 Helped advertise for the Vagina Monologues
 Participated in Take back the Night
 Collaborate with many undergraduates
o Thinks there is a lot of misconception about the money
 58% is undergraduate, 32% graduate students, 10% Professional
 3,544 students currently on campus as graduate students
 Everyone spends the same amount of money for one credit hour
 Have been asked why do you go back to your school?
• All of that money goes to research
• Cannot qualify for money through school because are not doing research

o One concern was about advertising
 Question of whether we could get chartered elsewhere?

• Dedman assembly does not charter student organizations
• Dedman funds are earmarked for research (not for professional
development)
• The women’s center cannot charter organizations themselves
oDo a lot of advocating work. In order to do that, need to be
recognized as a SMU organization
o Is it more of a strategic thing to be chartered through SMU?

o Graduate Women’s Organization
 One of recent projects – last spring someone came to talk to her about a
sensitive issue, someone had been sexually assaulted and didn’t know what to
do, came to Jennifer for advice – explained that students are afraid to address
authority figures about such matters
 Now work with Dallas area Rape Crisis Center
 Have begun to collaborate with Take Back the Night
 Hope to work toward problem and information available on campus
 Hope with Senate funding will expand work with undergraduates
 Hope this demonstrates advocacy for undergraduate students
 Hope to nourish relationship between graduate and undergraduates
o Question – Did you try to contact the committee to share how you felt about GWO?

o Reason they gave recommendation – saw potential, but didn’t feel that they were an
organization
o When they came in, he sat down, and was basically like, what do you want to know?
o You have to sell yourself to us, not the other way around
o Trying to help organizations that are already established
o When guitar club came in, they pretty much had nothing
o Said they were going to start doing things, after this happened
o We specifically asked if they had an exec board and he said it was just him
o Question – Have you told them that they could be chartered through Meadows?
 Did suggest going to Meadows
 Think they don’t want to confined to just Meadows
o Question - Have you communicated to them that they can re-apply?
 Sent recommendations to club, and told them they could re-apply at any time
o Question - Does the guitar club meet all requirements?
 Can’t go off of potential, need concrete foundation
o Question - to your knowledge is there a difference between by-laws and the way the
committee operates?
 We go off of the by-laws of organizations committee
 Committee interprets rules as eight active members
o Question – Where does it say that the organization has to impress the commmitee?
 It doesn’t say that, but we need to see a plan
 Gave no proposal as to what the club was
 Said there were 6 people who regularly “jam”
 No foundation, nowhere to start
 Not about impressing, about showing us something

o How many active members are undergraduates?
 There is one, there is no threshold value for undergraduate students
o Do you think receiving chartered status would allow you to advertise to undergraduates?
 Yes, I think it’s important that students be able to look on the website, or list of
chartered organizations and see Graduate Women’s Organization
o Do you think you expressed passion in committee meeting the same way you have hear?
 There’s something about being in crisis that allows for passion to come through
 Proving love wasn’t one of the requirements when we were applying
o How many members do you have
 44 members
 Do you know how many per school?
• Do have representatives from Lyle, Dedman, and Perkins
o Do you realize that you have to provide services for undergraduates?
 I think we do provide services to undergraduate students
 I would challenge you that that is the requirement
 Do you plan on putting something in place for undergraduate women?
• Will welcome them the same way we welcome graduate students
o Current Chair of Graduate Women’s Organization
 Graduate school is completely unlike college
 Prepared for countless hours of work, academic side
 Not prepared for how lonely a place graduate school can be
 Graduate school is countless hours of reading, writing, writing proofs alone
 Could count on one hand the number of students she knew from other
departments
 Met with the Graduate Women’s Organization
 Realized that Chartered Status would let them reach out to other graduate
students
 Announced organization at TA seminar
 Actively cultivate relationships in departments that are not represented in
organization
 Programming includes navigating job market, etc. No one else offers this
information on campus
 No check box for graduate students at the Career Center
 Working for graduate students
 Advocated for better access to health care for all students
 Statistics for women in academia are “not good”
 13% percent of professors at SMU are tenured
 Recently spoke with President Turner about ABD students
 No question that GWO has not met requirements for chartership
 Recommends that Senate approve Chartered Status

• Rules
o Remember for point of information, you have to be recognized by the speaker

Texas students

o Ask around and see how many students you think would be interested in taking a bus to

o Student Body President from 1948 was concerned with school spirit issues
o Will invite him to come speak to Senate

o Brought a lot of concerns about cheerleaders – how they don’t lead “yells”
o Wants to go back to the way things happened in the 50’s when they had yell leaders

Debate:
Senator Esau: Has met requirements, hope they can continue with their mission
Senator Ishmael: Thinks organization is important to campus, please vote for
them
Chair Carr: Once we give them chartered status it seems they will be able to
reach out to undergraduate students more
Senator Fox: They had polos on, so have some unity. In favor of them being
chartered. Thinks we should give them the benefit of the doubt when they have
so much passion.

• New Business
o Election Code Revisions
 Section – cannot campaign close to polling areas, polling places are
wherever there is internet access

 Added dollar amount for steak signs
 Section 4.08 – candidates cannot send out mass e-mails (undergraduate
or graduate mailing lists)
 Section 1.05 – says it is mandatory for the membership chair to take the
candidates to go to Fraternity and Sorority Houses
1. Want to make it up to the discretion of the Membership Chair
 When you run for office, vote totals have to be public for student body
positions but not for any other positions. If you want to know you can
ask Katherine for your totals.

 Question: Chair Ladner, is visiting the Greek houses in your plans?
1. Yes
 Question: It seems the rule is made to be broken and up to the
discretion of the chair. Would you accept a friendly amendment that says

 Question: Friendly amendment to add “preparing to, or in the act of”
 Question: How do you respond to the fact that phones can be used as a
polling place?
1. If you were passing your phone around that’s against the rules,
but you’ll have to use common sense.

2. Just to be fair, there’s no reason to isolate the Greek community

VIII. New Business


• S-11-02-14 – Resolution Supporting LGBT
o Harvey Luna
 Does not mandate or require anything
 Piece that sets the tone
 Some people asked if this would mandate senators to take allies
training. It does not.
 Would encourage someone to suspend the rules and vote on it
today
 Senator Torres – Has anyone submitted any complaints?
• No, but someone wasn’t sure if it would mandate senators
to do Allies training
 Senator Davidson – What is Allies training?
• Training for supporters of the LGBT community to be able
to better support LGBT individuals, gives them more incite
into what it means to be an Ally. Gives a lot of information
• Follow up – After this are you certified as an Ally?
o Yes, afterward you get a tag or a placard to identify
you as an Ally

Motion to suspend the rules and see the piece as old business – PASSED

Debate: It’s pretty straightforward. With this resolution will set tone for legislation that
will be coming up.

Senator Ishmael: No issues have taken place on this campus. Have had no hate crimes reported.
Don’t think Senate is going against this community.
Senator Trespalacios: Does not understand what this legislation does.
President Torres: This legislation is not asking too much of the training. Have not any instances,
does not mean you cannot take proactive measures.
Senator Ehmke: This legislation does change something. It changes an attitude. This legislation
is an opportunity to have solidarity with a community, to show we support a community.
Senator Fox: Definitely in support of legislation. Not something that a person wants to make
known. People aren’t “out” to Greek community, there have been problems there.
Senator Blue: Stand in support of this. Have to be conscious of our context and our conscience.
Perkins wants to be an inclusive community. Should send message that we are inclusive. Pray
and ask that you make a decision based on your conscience.
Senator Essig: Thinks this bill should be seen as something separate. Think this is a good way to
reach out to LGBT constituents.
Chief of Staff Mace: Feel the point is to put out that we do care. Would advocate a friendly
amendment to change language to make sure it does not seem that Senate is just now starting to
support community. Should be seen independent of other piece. Saying we want to be there for
them, not in creating position, but saying we are here, we are doing our job, and are following
through with commitment to community.

Motion to end debate: Motion Fails

Vice President Prentice: Is it two thirds? Just want to make sure it was done correctly. Would
like to friendly amend line 22: “officially continue extending their support”

Senator Morgan: Line 21: “officially extend their continued support”
Senator Luna: There are reports of LGBT harassment on campus. Although they do not have
statistics, there are reports coming in. There is no department that puts reports into SMU PD’s
reports. Thank you to all the senators who support this. This is something that should be
separate. The LGBT community feels estranged, and thank you for those that are speaking out.
Senator Ishmael: Did you know that the Clary report is something that everyone has to report to?

Point of Parliamentary Inquiry: Under what grounds is Harvey Speaking?


Point of information is directed to the author, Harvey should have just said yes or no.

• S-11-03-15 – Texas Equalization Grant


o President Torres
 Senators are going down to advocate for grant. Thought it would
be cool to write piece and bring it down with us. Not very
controversial. Give statistics on how it affects SMU students. Talks
about fiscal crisis. Says we don’t want this grant to go away.
Really straightforward.

Legislation PASSES

• S-11-03-16 – Use of Campus Grounds


o Parliamentarian Esau
 Concern brought to Esau from chair Mackingtee. Organizations
need access to campus grounds to be able to hold events. Currently
they need a SAMSA staff member to sign for them.
 The SAMSA would like the Organizations Chair to take over role.
 Pretty straight forward. If senate decides to approve organization
for status, doesn’t see a problem with letting the organization sign
off for the SAMSA staff.
 Senator Trespalacios: Friendly Ammendment to change Bill
Number
• Accepted
 Question: Senator Luna: Would you consider changing language
to make it more inclusive?
• I will change it to “At the discresion of the Organization
Committee chair, the Organization Committee chair can”
• S-11-03-17 – Establishing Endowment Committee
o VP Prentice
 There are two main parts of committee: standing committee was a
former committee in the 70’s and 80’s. The two main points are
that SMU tuition is increasing, therefore SMU scholarships need to
increase with the tuition increase. Our endowment is not increasing
outside of the fluctuation of the economy. Are not receiving funds
into the endowment. Want to increase endowment size. Second
purpose is to keep track of Senate Alumni, to gather information in
a database, to ask for donations. Having that information would
allow the endowment to increase
 Chief of Staff Mace: The way things are currently, scholarship
committee is in charge of both awarding scholarships and
managing the endowment.
 Chair Badarak: Takes a lot of work and time and effort to maintain
scholarship process. There isn’t enough time to work on the
endowment. Talked to Arlene Manthey – there hasn’t been a lot of
work on the endowment. This would allow us to work on the
endowment and keep track of past senators.

Spectrum will be holding gathering on Monday in the commons between 1 and 2:30
Premiere of LGBT documentary will be at that time
