Corbett Issues Budget Proposal
Some among us found it hard to believe that a promise of no new taxes or fee increases in a difficult
financial climate would be an easy promise to keep, but Governor Corbett kept his pledge and proposed
what truly is a budget for the taxpayers of Pennsylvania.
In his own words, “We must tax no more, because the people have no more to give.” The total general
fund spending proposal is $27.34 billion, a reduction of 3.1 percent in spending over the current fiscal
year. This is in contrast to the Rendell years, when spending easily exceeded inflation, depleting revenue
sources such as the Rainy Day Fund was common practice, and gimmicks were used to balance the books.
The governor’s proposal holds basic education funding
at the same level it occupied before the federal stimulus,
and entirely eliminates WAMs, commonly known as Walking
Around Money. The governor has also called upon public
school and state union employees to accept a one-year freeze
on pay increases. This is not an unrealistic request, given the
circumstances in other work environments.
In summary, this budget proposes to reduce the size and
cost of state government. It does what our constituents do
when the money is tight and difficult financial decisions must be
made. Gone are the days of, figuratively speaking, purchasing
an expensive vehicle or planning an exorbitant vacation while
banking on winning the lottery as a way to pay for it.

House Bill 361-- Establishes English as the official language of the Commonwealth
House Bill 363 -- Reduced vehicle registration fees for retirees

House Bill 367 -- Changes the eligibility criteria for a person to receive a State blind
pension as well as changes the amounts of the pension benefit
House Bill 369 – Places restrictions on age of individuals using indoor tanning
devices
House bills 705 and 707 – Empower county governments to do away with

House Bill 787 – Establishes Volunteer Quick Response Service Grant Program
House Bill 1040 – Provides for a citizens’ constitutional convention
House Resolution 49 – Reaffirms Tenth Amendment of the U.S. Constitution
