Dear Councilmember Wells,

In response to your letter dated March 9, 20 11 , the Department of Employment Services (DOES)
is responding as follows :

1. Please provide a copy of the agency's written policy on managing the use of vehicles
for authorized government business, pursuant to the Mayor's Order 2009-210
"Government and Personal Vehicle Operators Accountability Policy." 57 D.C. Reg.
6852

An updated policy, issued on March 14, 20 11 is also attached . Please see (Exhibit A).

2. Please provide the name, title, mail, and telephone number of the agency's
designated Fleet Certifying or Fleet Coordinating Official (FCO), including the date
of their designation and a description of their duties.

The DOES Fleet Coordinating Official (FCO) is Ernest Stewart. Mr. Stewart received
this designation on March IS , 2011 and is responsible for overseeing all use of fleet and
compliance with the Distlict's government vehicle operator's accountability policy. He
can be reached at (202) 698 -S720. Prior to Mr. Stewart, FCO, Ms. Kristin Yochum was
DOES ' FCO from January, 20 10 through March 4, 2011 as part of her managerial
responsibilities of the Offi ce of Admini strative Services (OAS) . Ms . Yochum no longer
works for DOES.

3. Pursuant to Mayor's Order 2009-210, please p rovide a copy of the agency's fleet
registry of all vehicles assigned to the agency. I n addition to the registry, please
include the indeed use of the vehicle, and the department and/or employee assigned
to the vehicle.

4. For each vehicles assigned to a department and/or em ployee, please provide the
followin g:
a. Reason for vehicle assign ment to the department or emp loyee

b. Whether the vehicle has ever been used to transport an official, executive, or
employee from residence to workplace or workplace to residence
c. Whether another employee is or has been utilized as a driver or chauffeur
for the vehicle during the weekday; if yes, the name of the employee, title,
and description of duties
d. If an employee has been utilized as a driver, please provide a dated copy of
the written authorization for such utilization and corresponding quarterly
reports, as required by D.C. Official Code 50-204(b)

For both questions 3 and 4, please see enclosed for a copy of DOES' fleet registry of all
vehicles assigned to the agency, including the intended use of the vehicle and the
employee assigned to the vehicle, if applicable (Exhibit B). This listing explains reason
for vehicle assignments to employees. Only DOES's OAS employees are assigned to
vehicles as part of their larger responsibilities including providing deliveries, transporting
materials, and equipment, and providing support as drivers of executives and staff of
DOES as required and pre-approved by Department leadership. Since January, 2011, only
one vehicle has been used to transport the executive.
Mr. Vernon Lindsay, Support Services Specialist has transported the Department Director
to and from temporary residence and to attend all meetings using DC 5896, a 2007 Chevy
Impala. As part of his overall duties, Mr. Lindsay also serves as the primary driver for the
Director. This practice was done from January 2011 to February 2011. The Director is no
longer being transported from or to place of residence. Please see Mr. Lindsay's job
description enclosed (Exhibit C).

A quarterly report has not yet been issued.

5. Please provide a copy of the monthly report listing tickets issued to agency vehicles
submitted to the FCO by the Office of Risk Management for the last six months,
along with the FCO's response to DMV for each report.
We are unable to locate any such monthly reports . We are reviewing agency fleet
operations to ensure that monthly reports are submitted timely. Please see Exhibit D for
copies of outstanding tickets we could locate.

6. Please provide a list of all outstanding citations issued to agency vehicles, listing for
each, the type of citation, vehicle, and the person responsible for the ticket.
Our initial review produced two outstanding tickets (Exhibit D).

Day to Day Duties:

Transportation: Provide the Director with transportation to all officia l meetings in a government vehicle

(valid driver's license required)

Meeting Assi stance: Ensure that the D irector has all necessary materials for each meeting throughout the

day.

Scheduling: Coordinate the Director' s moment by moment schedule with the Executive Assistant,

ensuring that she stays on schedule and knows where she needs to be throughout the day.

General Administrative Support: Provide general admi nistrative support to the Director while away from

the office.
