CHAPTER I: PREAMBLE
1.1 Introduction
Model Engineering College is located in the District of Ernakulam in the state of Kerala, located in
the South-Western part of the Indian Peninsula under the Union Republic of India. Geographical
boundaries of Kerala are Western Ghats in the East and Arabian Sea in the West. Tamilnadu and
Karnataka are the neighboring states.
One of the most important locational advantages of Model Engineering College is that it is closely
situated to VSNL gate which is the landing point of two important fibre optic networks: SAE-ME-
WE-3 and SAFE. Because of this reason the Internet port charges are 30% less than that in other
cities.
Over the years, Kerala has had the most scientific and well-defined educational and social
development systems. This has resulted in making Kerala the only 100% literate state in India and
offering world at large highly educated and trained manpower in abundance. Another significant
factor regarding Kerala is the female literacy, which is 87.86% as per 2001 census against the
national average of 54.16%. Also more than 10% of Kerala’s population is outside the state,
working in other states or abroad. This exemplifies the pertinent characteristics of the people and
also the scarcity of job opportunities within the state.Technical education is the most sought-after
sector in Kerala by the people at large , for it ensures a secure profession.
But all is not well with Kerala’s education scenario. Eventhough there are 140 postgraduate
Colleges, 7 Universities 96 Engineering Colleges, one NIT along with a long list of R&D
organizations, there is a dearth of quality, infrastructure and human resources uniformly across the
state. There is an urgent need for more investment in the education sector so that Kerala continues
to be in the forefront of social reformation and the quality is internationally acceptable.
CHAPTER II: THE PROMOTING BODY
Model Engineering College was started in 1989 under the aegis of Institute of Human Resources
Development (IHRD), Government of Kerala Establishment.
IHRD is an autonomous Educational Institution established by the Govt. of Kerala during 1987.The
institute is registered under The Travancore –Cochin Literary, scientific and charitable society’s
registrations Act 12 of 1995.
Starting in 1987, with the institutional centre at Thiruvananthapuram and Model polytechnics in
1988 at Vadakara, IHRD has grown within a short period into a network of more than 50
institutions. In addition to regular courses of study in academic establishments, IHRD also runs
short and long term employment oriented and continuing education programmes.
The Institute's Memorandum of Association and its rules and regulations have been judiciously
framed with built-in growth provisions. The management of the Institute is vested with a
Governing Body composed of ex-officio members only with the Hon’ble Minister of Education,
Kerala State, as its Chairman and the Chief Secretary to the Government of Kerala as the Vice-
Chairman.
2.3 Activities of the Promoting Body including a listing of major educational promotion
activities undertaken till now
The Objectives for the establishment of the Institute of Human Resources Development is to
develop manpower in the filed of Electronics, computer and allied areas in the state. In order to
meet the objectives, the following categories of educational Institutions have been established and
run by the Institute.

In addition to the Regular courses, IHRD Courses such as PGDCA, DCA and Computer related
short-term training programmes are also conducted in IHRD Institutions.

Globally and Act Locally", so that compulsions the nation's welfare are firmly entwined with and
embedded in the worldwide goals of society.

To provide education and training of consistently high standards through innovative and versatile
programmes that are responsible to the current and emerging needs of the community.
To ensure that the aim of education is realized not only in the acquisition of new knowledge and
skills, but also in the attainment of wisdom and judgment indispensable to their proper application.
To provide leadership and support in ensuring life long learning, which promotes the total
development of the individual and society in which the person functions.
To pursue optimal and flexible systems management concepts and techniques for fulfillment of
institutional objects and aspirations.
To empower those interested to benefit, by making use of the knowledge, experience and expertise
gained by the institute.

CHAPTER III: OBJECTIVES AND SCOPE OF THE PROPOSED PROGRAMME
Model Engineering College was established in 1989 by the IHRD to provide quality-engineering
education in the industrial centre of Kerala. It was established as a Government self-financing
college with a fair degree of autonomy. The college started functioning in August 1989 with three
degree courses offered in Biomedical, Computer and Electronics Engineering. On its inception,
Model Engineering College was the first self-financing college under the Government of Kerala
and was the first college affiliated to CUSAT. Now the college offers 4 B.Tech programmes and
one M.Tech programme.
Currently, MEC is one of the most sought after destinations among engineering colleges in Kerala.
Our fame has spread throughout the country and students from different parts of the country have
MEC as their preferred destination. The college has been constantly ranked at the very top in
various surveys of Engineering colleges in Kerala. Our students have constantly proven their mettle
in varied areas winning acclaim from different quarters of the society.
Kerala's achievements in social development and quality of life are, no doubt, inspiring and
encouraging. The state has achieved a human development index comparable to the developed
countries of the World. Prof. Amartya Sen has attributed these achievements largely to the priority,
which the state has accorded to high literacy among all Indian states and education for a long time.
The society attaches so much importance to education that the school in Kerala is really the nucleus
of the social microcosm. Better education kindles the aspirations of the people and the main
concern is on how to improve the quality of education.
The General education in the state is handled by the Department of Collegiate Education. Under
this department there are 46 Government Colleges including the Music, Training and Physical
Education Colleges and 176 Private Colleges and about 20,000 personnel –teaching and non-
teaching. Special schemes for scheduled Castes, Scheduled Tribes are also being implemented by
the department.
The Technical Education System in the State functions directly under the Higher Education
Department of Government of Kerala. The policy decisions of the Government in the Technical
Education sector are carried out with the supervision of the Minister for Education. The Principal
Secretary Higher Education, through necessary executive orders implements the scheme in the
sector. The Directorate of Technical Education is the Administrative Department facilitating the
Government orders. Engineering Colleges, Polytechnics, College of Fine Arts, technical High
School, Commercial Institute, Food Craft Institutes etc are the functional units coming under the
purview of the Technical Education System in the State. In addition to these, there are also other
collaborating units like Industry Institute Interaction Cell, Supervisory Development Centre, State
Board of Technical Education and Centre for Curriculum Development.

3.3 Status at Entry Level
Eventhough there are many Colleges/Universities the state are offering M.Tech programmes in
Computer Science with specializations in Software Engineering,Computer and Information
Sciences,Computer Science and Information Security,Computer Science & Information System and
Digital Image Computing there is no College/University in the state is offering M.Tech
programmes in Digital Image Processing .

The industrial scenario of Kerala has been changing rapidly in the past couple of years. The
economy has also been getting huge benefits from its blossoming industrial sector. The state’s
opportunities in its cottage industries have provided millions with their livelihood. The strategic
location of this coastal state had attracted foreign traders in past centuries for setting up their trade
centres. In recent time also, owing to its rich mineral resources, Kerala have attracted many
corporate giants to establish their units here. Kerala is also a preferred destination for travel and

tourism. The breathtaking views of the lakes, the celebration of various festivals are all its sources
of attractions.
The state is gaining tremendous success in electronic and IT industrial sectors. There are two IT
parks in Kerala one at Kochi (Info Park) and the other Techno Park at Thiruvananthapuram.
3.6 Scope of the College vis-à-vis the Industrial Scenario and Educational Facilities
already available in the State and in this institute.
Model Engineering College, Thrikkakara is a premier institute of engineering that has carved a
niche for itself in the field of technical education in a very short span of time. Since its inception in
1989, under the aegis of the Institute of Human Resource Development for Electronics, IHRDE
(now IHRD, Government of Kerala undertaking), the college has made its presence felt in the
technical horizon of the state.
The college offers engineering courses in Computer Science & Engineering, Electronics &
Communication Engineering and Electronics & Biomedical Engineering. Unique in its structure,
methods and goals, the college is strongly rooted in a philosophy of training and research that
emphasizes the intimate relationships between knowledge and its application and seeks to promote
the creation of an ideal society.
Situated at Thrikkakara, an idyllic spot in the fringes of Kochi, the location offers an advantage as
it is just a stone's throw away from industrial centres including Aluva, the industrial capital of the
state, The proposed Smart City and Cochin Export Processing Zone(CEPZ) yet sufficiently far
enough from the hustle of Kochi city, providing a congenial atmosphere for diligent academic
pursuit. All the eligible courses offered by the college Vis. B.Tech in Electronics &
Communication Engineering, Computer Science and Engineering, Electronics & Biomedical
Engineering are accredited by National Board of Accreditation (NBA).
The college has been selected for financial assistance by TEQIP (Technical Education Quality
Improvement Programme), a World Bank Project.
The college is affiliated to the Cochin University of Science and Technology, which confers the
degree of Bachelor of Technology (B. Tech) in various disciplines. The College has got all the
infrastructural facilities and well- qualified faculty so that world class education in the knowledge
based fields can be imparted to students.
The college offers premier professional training with an eye on the modern developments in
electronics and information technology. It has proved to be unsurpassed within the state. Teamed
with an excellent infrastructure, competitive faculty and active students' associations, it offers an
outstanding opportunity for budding professional to polish their skills and outperform their
competitors.

The college offers B.Tech in Computer Science & Engineering, Electronics & Communication
Engineering , Electronics & Biomedical Engineering, and Electrical & Electronics Engineering and
M.Tech programmes in VLSI & Embedded Systems,Optoelectronics & Communication and Signal
Processing under the Department of Electronics Engineering.
1.The proposed M.Tech programme has an intake of 18 in the coming academic year.
2.B.Tech Programme has an increase intake of 30 in the coming academic year.

The college is affiliated to the Cochin University of Science and Technology, Cochin.
The foremost objective of the Computer Science and Engineering programme is to hone technical
skills demanded by today's engineering professionals by providing a sound technical platform and
the required knowledge base. It prepares them to meet the challenges faced by today's IT
professional by exposing them to a wide array of cutting-edge technologies. Model Engineering

college is the first college in Kerala which uses LINUX as the working platform for experiments as
well as projects . The servers and systems are powered by Debian.

The Under Graduate Computer Science and Engineering programme of Model Engineering College
is ranked among the best technical programs in the country. The program imparts an outstanding
educational opportunity for those planning to pursue a career or to gain in-depth knowledge in
computing technology and research.

• Internet connectivity via 10 Mbps over optical fibre cable along with another leased line
and a 1Mpbs broadband connection from BSNL.
• Lab which contains the Dual Processor Industry Standard Blade Server ,containing 6 Sever
blades ,2 of which have Intel Xeon EM64T 3.2 GHz CPUs and 4 with AMD Opteron 2.4
GHz and higher CPUs and a Dual Processor Rack Mounted Server.
• Small Bewolf Cluster and a few Cs in the lab run open mosix clustering.
• Over 200 Wi Fi cards and 30 hot spots provide complete Wi-Fi support within the college
campus and hotel.
• We host our own Web Server ,FTP Server and Mail Server powered by Debian.
• Laptops with wireless LAn and Bluetooth provided by the college and many ohther laptops
are registered for Wi-Fi facility for students.
• The college offers world class Video Conferencing facility with which a discussion or a
conference can be held between people ,located at different parts of the world.
5.2 Faculty Requirement & Phase-wise Recruitment
Faculty will have to share the P.G. workload with U.G. load. The existing faculty is sufficient for
handling both P.G and U.G. classes. Additional faculty if required will be made available either by
promoting the existing faculty or by recruiting new members. There exists a list of candidates for
appointment as Lecturers under IHRD.

With the rapid growth in technology and environment continuous training and development has
become essential for staff and faculty. Instructional methods and practical sessions have to be
modified according to the new requirement. Curriculum development should also be in tune with
the demands and requirements. All this requires not only vast experience but also continuous
training and development. A variety of training needs have been identified as summarized below:
For staff:

• Industrial training
Postgraduate programs are of utmost necessity to promote research and related activities.
The PG programmes are proposed considering this aspect.

CHAPTER VII: LINKAGES IN TECHNICAL EDUCATION
7.1 Introduction
An active interaction with industry is a must for the rapid progress of any technical institution. This
is especially true when the surrounding environment is changing at a very fast rate. Along with
many other objectives industry-institute linkage is considered as one of the most important
objective of training and placement cell. The major focus here will be on industrial training, Expert
lectures by industrial personnel, access to specialized equipment, being a part of curriculum
development, Industry sponsored research and continuing education prorammes. To achieve these,
it is proposed to start a Technology Incubation Centre, Product development centre and
Entrepreneurship development centre and initial steps are already carried out to realize these.
The proximity of the college to the proposed smart city and Info park , Cochin is the greatest
advantage in building relationship with the industry. The WIPRO VLSI division is stones throw
away from the college. WIPRO has signed an MOU with the college with a 15 point tie up that
include providing expert lectures, doing student projects, sponsoring technical programs, providing
training to industry personnel in selected areas like DSP etc. They are providing monthly lectures
on VLSI and Embedded Systems, Project guidance and soft skill training programmes etc.
The College is a member of Infosys Campus Connect programme. They have provided training to 5
faculty members so far on technical subjects as well as soft skill development. Infosys has also
provided a library of 99 books to the college for carrying out these training programmes.
The college is having long term relationship with L&T . L&T Medical division has provided many
equipment to the college, provide expert lectures, involve in curriculum development and carry out
industrial visits.
The College also has many alumni in DSP firms like Texas Instruments, Analog Devices, ITTIAM
Systems etc who occupy key positions at their respective organizations. The college has greatly
benefited from the association with them by way of expert talks on recent developments in the area,
and technical advice on student projects and research.
Model Engineering College is extending service to the community through National Service
Scheme. College is having a limitation in the sense that it does not offer traditional branches like
Civil and , Mechanical through which the community can be served in several areas. The college
has started a B.Tech programme in Electrical Engineering in the current academic year. The
following are the areas where we have linkage with community:
Bridging the digital divide: There has always been a gap between those people and communities
who can make effective use of information technology and those who cannot.Now, more than ever ,
unequal adoption of technology excludes many from reaping the fruits of digital economy. The

term digital divide refers to this gap between those who can effectively use new information and
communication tools such as internet and those who can not.
The college is conducting regular Electronics Awareness programmes for High School students in
the vicinity of the college. The service of the final and pre-final year students are utilized for this
also.
The Model Amatuer Radio Club is conducting workshops for developing awareness of HAM
among the community members, which is very useful at the times of natural calamities. Setting up
of a HAM repeater station in the college is in progress.
Extending the service of the Biomedical Department: The department is providing consultancy
services regarding the purchase of Medical equipment for Government as well as non-government
institutions. It also undertakes AMC services to hospitals and repairs Bio-Medical equipment. The
Department also conducts training programmes for hospital paramedical staff.
The activities presented above require the total involvement of the faculty , staff and students.
Hence the implementation of these activities not only helps the community and economy but also
gives enough exposure to students and faculty to build up their character, reputation and quality.
The college is affiliated to Cochin University of Science and Technology, which is situated very
close to the college. This institution is selected by World Bank for the implementation of TEQIP
project. College of Enineering , Trivandrum, SCT College of Engineering, Tvm and College of
Engineering , Chengannur are network partners of Model Engineering College in implementing
TEQIP. Close association with these institutions exist.
The college has recently carried out discussions with VSSC to get enrolled in their RESPOND
programme. The college is having long standing relationship with Naval Physical and
Oceanographic Laboratory (NPOL)and has done one project for NPOL. Discussions are in progress
for implementing further projects.

CHAPTER IX: MASTER PLAN FOR MAIN CAMPUS DEVELOPMENT
The land and built up area now available is sufficient for the existing programmes as well as the
proposed new courses. Refurbishment of the existing buildings and landscaping are already done.
In addition to this , we are planning to build a PG block of area 3180m 2 and sanction has been
already obtained for the building of the ground floor of the above building having an area of 1029
sq.m at a total cost of 1crore 5 lakhs.

CHAPTER X: REQUIREMENT OF STAFF, SPACE & EQUIPMENT AND THEIR
COST
10.1 Introduction
Model Engineering College being an institution established by Government of Kerala, the fund
flow will be from Government of Kerala to the institution through IHRD.
The additional faculty and staff required has been determined and informed to the IHRD. IHRD has
invited applications for the appointment of Lecturers under different categories. The additional
requirement in different categories in the Department of Computer Science is as shown below:
The existing built up space is sufficient for the existing and proposed programmes. In addition to
this Rs. 1,05,00,000/- has been sanctioned for building the ground floor of the proposed PG block.

CHAPTER XI: ACTION PLAN FOR IMPLEMENTATION
Being a Government institution the fund flow is from Government through IHRD. Selection of
students for B.Tech programme is based on the Entrance test conducted by Controller for Common
Entrance Examination, Government of Kerala. Selection of students for M.Tech programme is
based on the gate score. Appointment of faculty / staff is as per government norms and AICTE /
UGC pay scale is applicable to faculty and State Government scale to Technical, non-technical and
managerial staff.

In the state M.Tech programmes in Electronics Engineering and Computer Science &
Engineering are offered by a few institutions only and there is no College/University offering
specialization in Digital Image Processing . Total intake in this area is very limited , compared
to the number of students getting B.Tech degree every year in the above areas..
(b) Justification for starting the proposed programme in view of (a) above
(minimum 100 words)
Image processing has revolutionized the fields of medicine, space exploration, geology,
and oceanography. Due to rapid advancements in integrated circuit technology, the rich
theoretical results that have been developed by the image and video processing research
community are now being increasingly applied in practical systems to solve real-world
image and video processing problems such as are mobile phones, digital still/video/cell-
phone cameras, portable media players, personal digital assistants, high-definition
television, video surveillance systems, industrial visual inspection systems, medical
imaging devices, vision-guided autonomous robots, spectral imaging systems, and many
other real-time embedded systems. Due to the diversity of application areas of Digital
Image Processing, there is a great scope for career in Image Processing in India as
well as abroad. In addition to this, the field offers immense research potential .The
institutions in the state offering post graduate studies in this field is very limited and the
demand exceeds supply.
The college is approved as a research centre of the Cochin University of Science and
Technology, and hence the introduction of these proposed programs is rightly justified.
