Entry into force of the law fires the rush for education financing
among private schools
Kindergartens and private schools could receive at least 10 million euros from the budget
state as a result of the new education law implementation, according to ZF assessments on the
number of the students enrolled in these institutions.
One of the new education law rider, issued yesterday in the Official Gazette, shows that
"the state provides basic funding for all children and for all students in primary, secondary,
vocational and secondary public and private accredited", which means that over 500 private
schools operating with provisional approval will try as quickly as possible, to obtain
accreditation to get money from the state.
During discussions about the new settlements, The Ministry of Education
representatives submitted that the state spends 680 a year per student enrolled in urban secondary
schools and 830 euro per ones enrolled in rural schools.
Nowadays, in particular pre-school, primary and secondary education are
over 17,400 students signed in the system, which means that if the funding per disciple is applied
for an average state rate about 600 euro a year per student, it will turn out that over 10 million
euros would go from the budget state to private schools.
Since yesterday, as a result of the fact that school funding will be based on
the number of students, not on the number of teachers (as it was until now), there would be a
fundamental change in the private education system. Student-centered learning rather than
teacher one, the key-stone followed by the education law initiators in their development, could
bring significant revenue to private schools, which thus may reduce their fees and bring them
into direct competition with public schools. Regarding the fact that nowadays the pulsory
education is about ten classes, in this area could also enter private high-schools, which could be
able to obtain financing for two of the four years of study.
