Business Manager’s Report

The Recall election has certainly caused quite a stir in California.
A No Recall bulletin was sent out to everyone a few days
ago, now the 9th District has put the election on hold. It's
anyone's guess what will happen next, things have gotten
so chaotic with this recall.

sites, organizing phone banks and generally running Local

332's Anti recall campaign. I'd like to extend my appreciation to the job foremen
and superintendents for assisting and cooperating with Jim when he's gone to
job sites. Thanks also to the members who have donated their time to assist
with phone banks. Jim is doing an outstanding job in recruiting volunteers.

California's New Paid Family Leave Law

Beginning in July 2004 most working Californians
will be eligible to receive up to six (6) weeks of
partial pay each year if they need time off to
bond with a new child or care for a seriously ill
family member.
Who qualifies for paid family leave?
Any working Californian who contributes to the
State Disability Insurance program (SDI) and
needs to bond with a new child (birth, adoption
or foster care) or care for a seriously ill family
member (parent, child, spouse, domestic partner)
qualifies for FTDI benefits.
What is the State Disability Insurance program
(SDI)?
The SDI program provides partial wage replacement
to workers who suffer a loss of wages when they
are unable to work due to non-work-related illness
o r i n j u r y. T h e F T D I p r o g r a m e x t e n d s t h e s a m e
benefits to eligible workers who are unable to
work because they are bonding or caring for a
new child or seriously ill family member.
How much will my FTDI benefits be?
A worker on paid family leave will receive approximately
55% of his/her wages through the SDI program,
up to a maximum of $728 per week in 2004.
The maximum benefit that a worker may receive
is tied to increases in the state's average weekly
wage and will change accordingly each year.
How is this different from other Family Leave
laws?
Other laws, such as the Family Medical Leave
Act (FMLA) and the California Family Rights
Act (CFRA) and Pregnancy Disability Leave (PDL)
provide additional protections for workers who
need time off for family needs. FMLA and CFRA
don't guarantee that you will have income during
your leave. The FTDI program ensures that you
will be receiving some income.
How do I apply for FTDI?
Starting in July 2004 claim forms will be available
on the Employment Development Department web
site or by phone.
What else should I know?
Businesses with fewer than fifty (50) employees
are not required to hold a job for a worker who
goes on paid family leave. Collective bargaining
agreements may offer different protections for
these workers.

APPLIES FOR S&C APPRENTICESHIP
On July 22, 2003 another group has applied for an apprenticeship
when existing apprenticeships are doing the same
Nor Cal - Instructor Seminar scope of work, i.e. NorCal Sound & Communication.
These non-union apprenticeships will destroy your Union
Wage and Benefits Package by competing with lower
paid people, lesser or untrained people and usually with
lower or no benefits. My office (NorCal) has responded
to each one of these non-union attacks on our way to
providing apprenticeship opportunities.

NorCal's 3rd Annual S&C Sub-JATC Retreat July
31, 2003 in Monterey, CA. was attended by 48 Sub-
JATC Trustees and other people involved in training
from all of the Nine NorCal S&C Local training centers.
NorCal's 14th Bi-Annual S&C Instructor/Training
Director Seminar September 6, 2003 in San Jose, CA
was attended by 24 Instructors/Training Directors plus
one Employer from seven of the nine Locals interested
in methods of vocational instruction and what's new in
the world of Electronic Systems Education. Remember,
all the NorCal S&C Instructors are the people you work
with every day.

About 100 people attended a retirement celebration Quiz

held for Pete Reyes on August 28 at the Local 332 Answers
Union Hall. It was a great party with many of Pete's
