Albany, NY (03/31/2011)(readMedia)-- The New York State
Public Service Commission (Commission) today announced
that April 2011, is “Dig Safely Month” in New York State as a
way to remind excavators and contractors that state law
requires them to call one of the state’s toll-free one-call centers
before starting any excavation or digging project.
“The Public Service Commission wants to raise awareness
of the state’s One-Call Notification System and the critical role
it plays in identifying the location of underground
infrastructure facilities,” said Commission Chairman Garry
Brown. “Damages to utility facilities caused during excavation
can result in loss of utility service, personal injury and
property damage. I urge all New Yorkers to do their part in
protecting our vital infrastructure by simply dialing 811 before
digging.”
New York State established the One-Call Notification
System as a fast, easy and comprehensive way to ensure
underground facilities are properly marked before a digging or
excavation project begins. The keys to preventing damage to
underground facilities are the two “One-Call Notification
Systems” that serve as communication links between
contractors/excavators and local utilities/municipalities.
Dig Safely New York and DigNet of New York City and
Long Island are New York’s nonprofit, one-call notification
systems that help the general public and professional
excavators obtain information on the location of underground
facilities by simply dialing 811.
Under the Commission’s “Call Before You Dig” regulations,
adopted to protect the public’s safety and general welfare, the
following procedures are required:
* Advance Notification Requirement. At least 2 to 10
working days prior to any mechanized work (does not include
the date of the call) notice must be provided to the One-Call
Notification System, which will transmit the project
information to involved underground facility operating
members so that they can mark the location of any facilities at
the excavation site.
* How is notification made? Notification for excavation
work anywhere in the state can be made by dialing 811.
Alternatively, for excavation on Long Island and the five
boroughs of New York City, DigNet of New York City and Long
Island must be called at 1-800-272-4480. For excavation
elsewhere in New York State, Dig Safely New York must be
called at 1-800-962-7962. Whether dialing the 1-800 number or
811, there is no charge for the call.
* What does excavation include? Excavation is defined in
state law as “...movement or removal of earth, rock or other
materials in or on the ground by use of mechanized equipment
or by blasting, and includes, but is not limited to auguring;
backfilling; drilling; grading; plowing in; pulling in; trenching
and tunneling. Tools manipulated only by human or animal
power and the tilling of soil for agricultural purposes shall not
be deemed excavation.”
* What is the excavator required to do if there are marked
underground facilities at the worksite? Before using powered
equipment near marked underground facilities, excavators are
required to verify the location, depth, and direction of run of
the facility by means of test holes dug by hand. After
verification, a clearance of at least 4 inches must be
maintained between powered equipment and the underground
facility.
* Who must join the One-Call System? All operators of
underground facilities, including municipal systems, are
required to be members of the One-Call Notification System
serving their area(s) and to mark the location of their facilities
in or near excavation work sites.

Pepper is a Canadian-born installation artist who has
exhibited in solo and group shows in international and
national venues since 1990. †She has been the recipient of
granted awards including NEH (National Endowment for the
Humanities), NYFA (New York Foundation for the Arts),
NYSCA (New York State Council on the Arts), Astraea
Foundation, and Saltonstall Foundation for the Arts (dedicated
to supporting the visual and literary artists of New York
State).
She has been an artist-in-residence to Art Colony
Galicnik, Macedonia (2006); Foundation Valparaiso, Spain
(2003), (which provides month-long residencies to artists of all
disciplines); The Virginia Center for the Creative Arts, (an
international working retreat for visual artists, writers, and
composers in Virginia’s Blue Ridge Mountains); Anam Cara

sanctuary for those who create); Yaddo, (2000), (an artists’
community in Saratoga Springs dedicated to nurturing the
creative process in a supportive environment); Sculpture

their residencies as working artists); and Millay Colony for the
Arts, (1995), (offers one-month residencies to visual artists,
composers in Austerlitz).
She holds a BFA from The Maryland Institute College of
Art and an MFA from The University of Connecticut at Storrs;

emotional environment. Language is as important a part of our
world as clouds, forests, and oceans and is as mutable. Words
and phrases become concrete building blocks of humankind
and our world. Found texts from everyday life, philosophy, and
art are made physical and brought into objecthood in my work,
exploring language’s impact on each individual. Using
fragmented sentences, language is presented elusively in my
work to suggest its transformative and buoyant qualities --
implying that language is under constant revolution;

vehicle, plus it helps avoid
costly repairs down the

“Chances are if you own a
car, it needs some work.

“Whether you do it yourself
or take your car to a
professional service tech-
nician, make sure your car
is ready for the spring and
summer travel season.”
The Car Care Council
recommends 10 basic
maintenance procedures
to keep your car operating
at its best:
* Check the oil, filters
and fluids. Oil should be
checked at every fill-up
and changed per the
owner’s manual recom-
mended intervals. Brake,
transmission, power steer-
ing, coolant and wind-
shield washer fluids should
also be checked regularly.
Your car’s filters, including
those for the transmission,
fuel system and interior
ventilation, need regular
inspection and replace-
ment.
* Inspect hoses at each
oil change and have them
replaced when leaking,
brittle, cracked, rusted,
swollen or restricted.
Check V-belts and
serpentine belts for
looseness and condition,
and have them replaced
when cracked, frayed,
glazed or showing signs of
excessive wear. Typically
replace the timing belt
between 60,000 and
90,000 miles or the
interval specified in the
owner’s manual to avoid a
breakdown or serious
engine damage.
* Check the engine
brake system every year
and have the brake linings,
rotors and drums
inspected at each oil
change.
* Check that the battery
connection is clean, tight
and corrosion-free. The
battery should be securely
mounted. If it is three
years old or more, the
battery should be tested
and replaced if necessary.
* Inspect the exhaust
system for leaks, damage
and broken supports or
hangers if there is an
unusual noise. Exhaust
leaks can be dangerous
and must be corrected
without delay.
* Schedule a tune-up
that will help the engine
deliver the best balance of
power and fuel economy
and produce the lowest
level of emissions.
* Check the car’s
heating, ventilating and air
conditioning (HVAC) sys-
tem as proper heating and
cooling performance is
critical for interior comfort
and for safety reasons,
such as defrosting.
* Inspect the steering
and suspension system
annually, including shock
absorbers and struts, and
chassis parts, such as ball
joints, tie rod ends and
other related components.
* Check the pressure of
all tires, including the
spare, at least once a
month. Check the tread for
uneven or irregular wear
and cuts and bruises along
the sidewalls. Have your
car’s alignment checked at
least annually to reduce
tire wear and improve fuel
economy and handling.
* Test exterior and
interior lights and have
bulbs that are not working
checked immediately.
Replace windshield wiper
blades every six months or
when cracked, cut, torn,
streaking or chattering for
optimum wiping perfor-
mance and safety.

food wrappers and other
stuff that accumulate in the
family car. This Mother’s
Day, May 8, surprise mom
with the simple gift of a
clean car that will not only
make her smile, but will
also lessen her driving
distractions, according to
the Car Care Council.
“Just about every mom
knows what it feels like to
have a water bottle rolling
dangerously close to the
brake or gas pedal.
Getting this stuff out of the
car and giving it a good
thorough cleaning will go a
long way toward elimina-
ting hazards that can be a
distraction to mom, making
for safer driving condi-
tions,” said Rich White,
executive director, Car
Care Council.
When cleaning the car,
approach the inside first
and follow with the
outside. Remove all trash,
including what
accumulated in the trunk,
has
vacuum the inside and
clean the windows.
When washing the
outside, include the tires
and wheels and the
underside and fenders to
eliminate any road salt or
grime. Wheels and tires
should be cleaned with a
mitt other than the one
used to wash the body.
This step will avoid
contaminating the vehicle’s
paint with debris from the
wheels and tires.
The vehicle should be
washed in the shade and
using a product sold
specifically for cars. The
council recommends
washing one section at a
time, thoroughly rinsing
away the soap as you go.
Clean the fenders and
bumpers last since they
will have the most dirt and
grime that can contam-
inate the wash mitt.
The car should get a final
rinse by letting water
cascade down the surfaces
of the vehicle. To avoid
water spots, use a chamois
or other product made for
drying to dry the car.
Time permitting, you
may also want to wax the
car according to the
manufacturer’s instructions
for application. Waxing
should always be done out
of direct sunlight and every
six months.
Any stone chips, rust or
other problem spots
identified while washing
your vehicle should be
taken care of immediately
to prevent further damage.
For an added touch after
the car is clean, consider
adding a liter bag or car
freshener, or accessorizing
mom’s car with new floor
mats.

normal and some are a
definite indication that
something is not function-
ing properly. Most people
have a good idea of which
sounds are normal and
which ones need to be
checked out. The impor-tant
thing is to be as accurate as
possible when describing
those abnormal noises to
your mechanic. Like
doctors, mechanics need to
have a reasonable and
thorough explanation of the
“patient’s” symptoms; they
will rely on you to give them
that information.

Saving Fuel, NASCAR Style

When crew chief Jeff Meendering was sitting on the
pit box every weekend during the NASCAR Sprint Cup
Series season and at least once a weekend he would
ask driver of the No. 43 Cheerios Dodge Bobby
Labonte to save fuel.
Not in the environmentally conscious, fiscally
necessary way that normal, everyday highway drivers
do, of course, but the philosophy is exactly the same.
"When we ask a driver to save fuel, we're trying to get
every drop out of the tank and into the engine,"
Meendering said. "We're racing, so it's a little different
than the things you do on the highway to save fuel."
The 32-year-old Meendering, a native of Grand
Rapids, Michigan, is a former driver himself who used
to compete at the same Concord, NC Motorsports short
track that Labonte once did. He says saving fuel on the
race track is essentially the driver making the most of
what he has in the tank.
"They back up the corners a little bit, get off the gas a
little sooner, roll the car through the center of the corner
before getting back on the gas," Meendering explained.
When driving on the highway, Meendering
recommends that everyday drivers do much the same.
"Don't get on the gas hard at stoplights, and get off
the gas earlier while approaching them," he said. "If
you run right up to the light, you're burning gas that isn't
doing you any good."
Other tips for helping your car save fuel:
• Check tire pressure: If your car's tires are not
inflated to the correct pressure, it can severely impact
fuel economy. If the tires are too soft, it takes more
power to overcome their drag. If the pressure's too
high, it can impact safety. Read your owner's manual
for correct tire pressure settings.
• Clean it out, part 1: Make sure your air filter is
clean. A clean filter improves fuel efficiency by as much

antifreeze and water mixture to bring it back within

year with a poor soft mast crop and high early season bear
harvest. Conversely, in years when beech nuts are abundant,
bear take tends to increase during the regular season. This
past fall was lacking for beechnut production, and bear take
during the regular season dropped about 25% from 2009.
Hunters play a pivotal role in bear management through
reporting their bear harvests. Hunters also are asked to
submit a tooth sample from their bear for DEC to determine
the age of harvested bears. To encourage participation, DEC
issues a New York State Black Bear Cooperator Patch to all
hunters who reported their harvest and submitted a tooth.
More than 550 patches will be distributed for the 2010 hunting
season. Eligible hunters will receive their patch in late
summer 2011 when all the age data has been processed. The
average age of bears harvested is typically 3-4 years old in the
Southeastern and Central-Western areas, while bears
harvested in the Adirondacks average about 5 years old.
In addition to harvest totals, DEC uses a variety of
indices to measure bear populations. Taxidermists and DEC
wildlife personnel collect age and sex information from
harvested bears, as well as movement data from tagged bears.
This information is used to help DEC biologists manage bear
populations and establish future hunting regulations to assure
the management of black bears in New York State is at a level
that is compatible with human interests.
