Specification for Coal Handling Plant

1x 600 MW KWPCL Raigarh Project

• Tolerances are within the specified limit.


• Material test certificate ( M. T. C. ) is in compliance with the applicable codes / standards.
• Bought out material is from the approved manufacturer / vendor.
• Bought out material is matching with the approved sample.

4.0 QA & I CO ORDINATION PROCEDURE

It will be discussed between owner and bidder and finalized during Pre- award discussion.

5.0 INSPECTION AND TESTING FOR COAL HANDLING

All equipments being supplied shall conform to type tests including additional type tests requirements
as per technical specification. The type test certificate conducted earlier on similar type and rating of
equipment not earlier than 5 (five) years from the date of bid opening shall be submitted to Purchaser
for review. In addition to the above all equipments being supplied shall be subject to routine tests in
accordance with requirements stipulated under respective sections in the specification.

The manufacturer shall conduct all tests on various components of Coal Handling Plant to ensure
that the equipments being supplied shall conform to the requirement of specification, and in
compliance with the requirements of the applicable codes and standards.

All materials shall be of tested quality. All the critical castings and forgings shall be examined by
suitable non-destructive testing to ensure freedom from harmful internal defects/flaws. Traceability of
material from Raw material to the final product shall be ensured by proper identification at every
stage of process of manufacturing /fabrication.

The Bidder shall prepare a detailed welding procedure for each combination of joint type and welding
process for each type of materials used in the performance of the contract. Welding procedure shall
be submitted to Owner for review.

The sub-vendors for all bought out items such as casting, forgings, Motor, Cables etc and fabrication
work will be subject to prior approval of the Owner.

All welders and welding procedures used shall be qualified as per relevant BIS.

NDT shall be carried out as per approved written procedures and by suitably qualified operators.

The detailed Quality Plans including all checks to be carried out at raw material stage, in-process
stage and final stage of each equipment are to be submitted by the supplier for Owner approval.
However, minimum requirements of checks & tests for some important equipment are given below,
which should necessarily be forming a part of the Quality Assurance Programme to be agreed with
the Owner.

5.1 Stacker – cum- Reclaimer and fabricated components.

i) All plates used for fabrication above 25 mm thickness should be normalized and
ultrasonically tested for freedom from lamination.
ii) Shaft forgings should be subjected to Ultrasonic testing and check for hardness and micro
structure in addition to chemical and mechanical properties.
iii) Rail wheels, gears, axle should be subjected to Ultrasonic testing and hardness check in
addition to chemical and mechanical properties. PT shall be carried out on wheel treads
after hardening
iv) Structure shall be fabricated meeting the requirement of AWS Structural Welding Code
D1.1 or equivalent as a minimum.
v) Following minimum NDT requirements to be followed for welds:-
