More than half of all the bribes were paid to get the work in time !
91% of reported bribe demands originate from government officials in India.
…and what kind of corruption are we
discussing about?
The kind that all of us indulge in - locally
every once in a while?
Paying small bribes to clerks, traffic cops,
asking that uncle or aunt for that sifarish
somewhere? Instant gratification of selfish
needs at both ends. Most of us are
responsible…

RTI
In the early 2000s, Anna Hazare led a movement in
Maharashtra, which forced the State Government to
pass a stronger Maharashtra RTI Act.
Learnt from Swami Vivekanand
ultimate motive of human life
should be service to humanity.
Striving for the betterment of
common people is equivalent to
offering a prayer to the God.
“Everyone ought to do whatever, and only
whatever, is in his/her own maximum interest.”

The Hong Kong Model
PRIOR to 1974, Hong Kong was one of
the most corrupt cities in the world.
ICAC formed after people’s protests to eradicate
corruption.
Three-pronged approach of law enforcement, prevention
and education. The ICAC was given powers of arrest,
detention and granting bail. Hong Kong was transformed
from a graft ridden city into one of the cleanest places in
the world.
The ICAC is independent of the Hong Kong Civil Service.
ICAC model adopted in New South Wales (Australia),
then Indonesia and South Korea. In all the places, ICAC
worked as an effective deterrent to corruption.

INDIA’S FUTURE

The common men

and women and not
the bureaucrats or
politicians are the
real instruments of
change

to a pliable bureaucrat or police officer to
help him in his (private) quest.”
Discretionary quota.
Extra constitutional powers.
Judicial Accountability
Growing corruption in the
judiciary system.
Judiciary must be brought out of

made accountable.

“The scope of the Lokpal Bill is different,
people’s problems are different. If you
want to give your children an education, it
has no relationship with the Lokpal Bill. If
you don’t get water, it has nothing to do
with the Lokpal Bill”.
People for their problems will come to the
representative of their constituency and
not go to Lokpal Bill!!!!
What can be done by the citizens…
Ambedkar’s Anarchy speech to Constituent
Assembly….one of the option…..
If we wish to maintain democracy not merely in form, but also in
fact, what must we do? The first thing in my judgment we must
do is to hold fast to constitutional methods of achieving our social
and economic objectives. It means we must abandon the bloody
methods of revolution. It means that we must abandon the
method of civil disobedience, non-cooperation and satyagraha.
When there was no way left for constitutional methods for
achieving economic and social objectives, there was a great deal
of justification for unconstitutional methods. But where
constitutional methods are open, there can be no justification for
these unconstitutional methods. These methods are nothing but
the Grammar of Anarchy and the sooner they are abandoned, the
better for us. -Bhim Rao Ambedkar
We need to strengthen and encourage…
a core, though tiny, of civil servants,
advocates, judges - who are role models;
of the young political generation which is
honest and more committed; of
enlightened groups in the private sector;
and of strong and vibrant civil society
groups.
