Council Minutes
September 13, 2010 – 7:00, PM
Council members and staff present – Jeffery Berger, Andrew Mook, Curtis Michael, Jillian Perry, James Savage,
Richard Smith, Mayor Walter Reed, Ryan Tira, Dale Cahn, Dolores Moyer and Chief Gill

The regular meeting of the Hughesville Borough Council was called to order by Council President Jeffery Berger
followed by the Pledge of Allegiance.

Guests and Visitors: Bob Simmons, Amanda Alexander (Sun-Gazette), Mike Palmeter

Approve Agenda: September 13, 2010 – Smith moved, seconded by Michael. Motion passed.

Approve Minutes: August 9, 2010 – Mook moved, seconded by Perry. Motion passed.

Solicitor’s Report: Ryan Tira has prepared a bank deed transfer from FNB (formally Bucktail Bank). The land was
formally a bank parking lot and was needed to do the road expansion of Route 118/405. The original request was made
by PennDot but the transfer was never recorded.

Police Report: Chief Gill – asked newspaper reporter to alert residents as to the many car break-ins and the need for
people to lock their cars. Gill said we’ve had 25 break-ins and some articles have been turned in; residents need to
contact the police department.
The Chief requested authorization from Council to the sale of #308 ammo purchased previously, to the South
Williamsport Police Department for $550.00M and to Chief Terry OConnell for $275.00 for 500 rounds. Michael
moved, seconded by Mook. Motion passed. The department no longer uses this type of ammo.
Monies realized from the sale of the ammo will be transferred to the Capital Fund to be used for future capital
equipment purchase. Perry moved, seconded by Savage. Motion passed.
Gill asked for Council to consider a switch from the current police reporting system to Visual Alert. The old system
continues to lock-up and is cumbersome. Smith moved to replace at a maximum of $6,000, seconded by Mook. Motion
passed.
Gill asked Council to consider hiring another fulltime officer and possibly a third fulltime with reduced part-time help.
He would also like to change the decaling on the cruisers. The last 2 items were tabled for the moment.

Mayor’s Report: Walter Reed – Would like to rehire former Officer Andrew Boyer at $15.55 hr. Mook moved,
Michael seconded. Motion passed.

Emergency Management Report: David Bressler

Public Works Report: Dale Cahn asked the police chief if he might have some people that needed to do community
service he could use for leaf clean up this fall.

Water Report: Richard Smith, approve August 5, 2010 minutes, Smith moved, seconded by Michael. Approve Cheryl
Young as permanent part-time. Michael moved, seconded by Mook. Motion passed.

Zoning Report: Code Inspections Inc. Letters of Violation were sent to Kepner, Hugar, Ream, Phillips & Waltman.
Updates were given on Beiler, Kepner, Russell and Nevel property owners.

Hughesville-Wolf Authority: Request copy of minutes

Treasurer’s Report: General Fund - Check# $ 23,670.35

Savage moved, seconded by Perry. Motion passed.

Borough Secretary: Dee Moyer stated that Bob Hall from RJ Hall would be here on September 22, 2010 to discuss
Act 44 and the Borough’s pension funds with the Finance Committee. T-Ross Brothers Construction is donating the
concrete slab for the flag pole in the proposed Rotary Clock Memorial Park; a dedication to Chad Michael is planned in
October.

Mook moved, seconded by Smith. Motion passed.
 Review Ordinance 1 of 2010 Amending Police Pension Plan – Act 51 Death Benefits Act. The
Commonwealth has assumed the responsibility. Tabled
 Approve 2011 MMO for pension plans. Smith moved seconded by Savage. Motion passed.
Police Pension - $16,915 and Non-uniform Pension - $64,708.
 Approve Annuity Contracts for Police & Non-uniform Pension Plans – Principal Financial Group.
Smith moved seconded by Michael. Motion passed.

 Ray Berger was nominated to the Code Appeals Board by Michael, seconded by Smith. Motion
passed. Other Board members are Jeffrey Berger, Steven Hess and Robert Carichner.
 The following contractors were asked for quotes for a handicap at the intersections of Broadway &
4th Sts and Railroad & Walnut Sts.; Remsnyder, Lambert and Booth. Jeff Booth is the only one that
submitted an amount $4,500.00. Mook moved to accept, seconded by Smith. Motion passed.
 Halloween Parade will be Saturday, October 30, 2010 at 5:30 PM and Trick or Treating from 6:00-
8:00 PM.
