NATIONAL EDUCATIONAL TEST (NET), DECEMBER, 2001


UGC TEST FOR JUNIOR RESEARCH FELLOWSHIP AND ELIGIBILITY FOR LECTURESHIP
CLOSING DATE : 22-10-2001 NOTIFICATION EXAM. DATE : 23-12-2001

Last date for receipt of application forms duly completed is 22-10-2001. Candidates should
submit their application form only to the Registrar of the University where they wish to appear in
the test as indicated in item 10 below.
Application sent directly to the UGC Office will be rejected.

1) i) The University Grants Commission will hold a National Level Test (NET) on Sunday, the
23rd December, 2001 for determining the eligibility of Indian National Candidates for the award of
Junior Research Fellowships (JRF) and for determining eligibility for recruitment of Lecturers in
Universities and Colleges in the subjects falling in the Faculties of Humanities (including
languages), Social Sciences and others listed in item No.9. The UGC has decided to hold
examination in the subjects mentioned in item no. 9 including Science subjects for Indian Nationals
staying abroad at the centres mentioned in item No. 11. The award may be made to the candidates
who qualify this test by the Universities/IITs in accordance with the procedure prescribed by them
within the quota allocated to them or under various quality programmes such as Centre of
Advanced Study, Department of Special Assistance, Departmental Research Support, Major
Research Projects, and Area Studies etc. Similarly recruitment to the post of Lecturer may be made
from the qualified candidates by the Universities/Colleges as per their prescribed procedure.
Candidates appearing in the above test should clearly specify in item (1) of the application form
whether they are candidates for JRF & Lectureship eligibility OR for lectureship eligibility alone.
For both the options, Selection Criterion is the same. Award of JRF will depend on the performance
in the test. Candidates qualifying for JRF will also be eligible for lectureship. However, candidates
qualifying exclusively for eligibility for Lectureship will not be considered for award of JRF.
SC/ST applicants may be given such special consideration as may be decided by the Commission.

ii) Candidates who qualify for Junior Research Fellowship award are eligible to do interdisciplinary
research in the related subject of their Post-Graduation and they will be eligible for Lectureship in
the specialised interdisciplinary field after obtaining Ph.D. in it.

The UGC Test for Junior Research Fellowship and eligibility for Lectureship is being held
twice a year. The result of the last examination held on 24th June, 2001 will be declared some
time around 3rd week of October, 2001 and will also be available on UGC Website :
www.ugc.ac.in

2) JUNIOR RESEARCH FELLOWSHIP :


Candidates qualifying for the award of Junior Research Fellowships will be eligible to receive
fellowships of the UGC under various schemes subject to finding their placement in the
Universities/IITs.

The validity of the offer is one year w.e.f. the date of issue of JRF award letter. However, in
case the candidates have already joined M.Phil/Ph.D., the date of commencement of
fellowship will be from the date of declaration of NET examination result.

The amount of the fellowship is Rs. 5,000/- per month at present. The progress of the research
work done by a JRF on the completion of two years of the award may be assessed as per the
procedure laid down by the Commission. The fellowship may be withdrawn if the work is not
considered satisfactory. The fellowship for the third and subsequent years will be Rs. 5,600/- per
month. Candidates who will qualify the test for eligibility for Lectureship will be governed by the
rules and regulations for recruitment of Lecturers of the concerned Universities/Colleges/State
Governments etc. Candidates qualifying JRF shall avail the award within one year from the date of
issue of the award letter.
3) CONDITION OF ELIGIBILITY :
(a) Candidates other than SC/ST category who have secured atleast 55% marks (without
grace) in Master’s Degree (or) equivalent examination in Humanities (including
languages) and Social Sciences, Computer Science & Applications, Electronic Science etc.
are eligible for this test. For SC/ST category candidates those who have secured atleast
50% marks (without grace) in Master’s degree are eligible for this test.

(b) Those candidates who have even secured 54.99% marks and below (even 49.99% marks
and below for SC/ST candidates) in Master’s Degree Examination are NOT eligible for
this Test. THERE IS NO PROVISION OF ROUNDING UP OF MARKS TO MAKE IT
55% (50% FOR SC/ST).

(c) Candidates who have appeared (or) will be appearing at the qualifying Master’s Degree
examination and whose result is still awaited (or) candidates whose examinations have been
delayed may also apply for this test. However, such candidates will be admitted provisionally
and shall be considered eligible for award of JRF/Lectureship eligibility only after they
have passed the Master’s Degree examination (or) equivalent with at least 55% marks (50% in
case of SC/ST category candidates). These candidates must submit their P.G. Marksheet
within two years of the declaration of the result of NET Exam.

(d) The Ph.D. degree holder candidates whose Master’s level examination were completed by 19th
September, 1991 (irrespective of date of declaration o result) shall be eligible for relaxation of
5% of marks from 55% to 50% to appear in NET Examination.

(e) Candidates have to appear in the subject of their Post Graduation only. The candidates
whose Post Graduation Subject is not covered in the list of subjects at item No. 9, he/she may
appear in the subject related to the one he/she had at Post Graduation.

(f) CANDIDATES SHOULD NOTE THAT THEIR CANDIDATURE IS PROVISIONAL. THE


MERE FACT THAT AN ADMISSION CARD HAS BEEN ISSUED TO A CANDIDATE
WILL NOT IMPLY THAT THE COMMISSION HAS FINALLY ACCEPTED HIS/HER
CANDIDATURE. CANDIDATE MAY NOTE THAT THEIR CANDIDATURE WILL BE
DEEMED FINAL UPON VERIFICATION OF ELIGIBILITY CONDITIONS.

4) AGE LIMIT & RELAXATION :


(a) Junior Research Fellowship : Not more than 28 years as on 01.12.2001. A relaxation upto 5
years is given in case of candidates belonging to SC/ST/OBC categories, Physically
handicapped and women applicants. Relaxation will also be applicable to the candidates having
research/training at P.G. Level limited to the period spent on research/training in the
related/relevant subject of Post Graducation, subject to the maximum of 5 years supported by a
certificate from appropriate authority. 3 years relaxation in age will be permissible to the
candidates possessing L.L.M. Degree.

(b) Lectureship : No upper age limit.

5) EXEMPTION (ELIGIBILITY FOR LECTURESHIP) :


Candidates who have passed their M.Phil degree or submitted their Ph.D. thesis on or before 31st
December, 1993 or passed the UGC/CSIR JRF examination prior to 1989 or those who have
cleared the State Level Eligibility Test (SLET) accredited by the UGC for Lectureship are
exempted.

6) EXAMINATION FEE AND MODE OF PAYMENT :


For General candidates the test fee is Rs.400/-; for Other Backward Classes, fee is Rs. 200/- and for
SC/ST/Physically Handicapped/Blind candidates, it is Rs. 100/-. The fee should be paid in the form
of a single crossed bank demand draft with six months validity in favour of the Secretary,
University Grants Commission, New Delhi drawn on State Bank of India, Service Branch
(Code 7687) New Delhi only. Fee once paid will not be refunded.

7) SCHEME AND DATE OF TEST :


(a) The test will consist of three papers. All the three papers will be held on 23rd December, 2001
in two separate sessions as under :

III 200 2½ Hours (1.30 P.M. to 4.00 P.M.)

Paper-I will be of general nature intended to assess the teaching/research aptitude of the
candidate. It will primarily be designed to test reasoning ability, comprehension and divergent
thinking. Paper-II will consist of short questions based on the subject selected by the candidate.
These papers will consist of a test booklet containing 50 objective type items (questions). The
candidates will have to mark their response for each item on the answer sheet attached at the end
of the test booklet.

At the start of the first session, Paper I will be distributed and the answer sheets will be
collected after the allotted time. Paper-II will be distributed fifteen minutes after the end of Paper-
I in the same session. Paper-III will consist of only descriptive type of questions from the
syllabus of the subject selected by the candidates. The candidates will be required to attempt
questions in the space provided in the answer booklet.

A candidate who does not appear in Paper I will not be permitted to appear in paper-
II/paper-III.

For Visually disabled candidates, thirty minutes extra time will be given for both paper-I and
Paper-II. In paper-III, forty five minutes extra time will be given. They will also be provided with
a writer who is a graduate from the same faculty, but in a discipline other than that of the
candidate.

Paper-III will be evaluated only for those candidates who are able to secure a minimum of such
aggregate marks in Paper I and II as fixed by the Commission.

b) Syllabus of Test: The necessary information regarding syllabus for all the papers will be
provided by the respective test centres. The revised syllabus are available on UGC Website i.e.
www.ugc.ac.in and also available in the libraries of all Indian Universities.
In Paper III candidates have the option to answer either in Hindi or in English in all subjects
except languages. In case of Computer Science & Applications, Electronic Science and
Environmental Science the question papers will be in English only. In case of any discrepancy
found in English & Hindi version the questions in Paper I,II & III, the English version should be
taken as final.

8) IMPORTANT :
The National level test for determining the eligibility of candidates for the award of Junior
Research Fellowship/Lectureship in all Science subjects falling under the Faculties of Science
(Physical, Biological and Applied) is being conducted jointly with the Council of Scientific and
Industrial Research (CSIR), New Delhi. The candidates desirous of availing UGC-JRF or
obtaining eligibility for Lectureship are advised to appear in the UGC-CSIR national level test
conducted by the CSIR. However, the Indian National candidates staying abroad willing to obtain
eligibility for lectureship are advised to appear in UGC NET Examination including Science
subjects.

The UGC Test for JRF/eligibility for Lectureship will be held at the University Test Centres
specified in the list under item No. 10. PLEASE NOTE THAT CHANGE OF CENTRE WILL
NOT BE ALLOWED UNDER ANY CIRCUMSTANCES.

11. NET CENTRES (ABROAD FOR INDIAN NATIONALS


The UGC has decided to conduct NET Examination (only for Lectureship) in
subjects mentioned in item No. 9 and also in Science subjects only for Indian
National candidates staying abroad {Chemical Sciences (94); Earth Atmospheric
Ocean & Planetary Sciences (95); Life Sciences (96); Mathematical Sciences (97)
and Physical Sciences (98)}. The test will be held in UK (91), USA (92), Australia
(93), China (94), UAE (95) and Eygpt (96). All desirous students are requested to
contact Indian Embassies/Missions in above mentioned respective countries for
necessary information.

(i) U.K., U.S.A., Australia and U.A.E. : $ 100
(ii) China and Egypt : $ 50
Mailing of Application Form
The candidates are advised to submit the application form (two copies) duly filled in
with all necessary enclosures to the Indian Embassy/High Commission of the
respective countries mentioned above.

12. GUIDELINES FOR FILLING UP THE APPLICATION

1. Candidates seeking Admission to the test must apply in the prescribed


application form in DUPLICATE as given in the Advertisement. Application form
may either be Xeroxed from the Employment News, or neatly typed on white paper
(A-6 size) in double space and on one side of the paper only. There is no objection to
candidates using printed Application Form, if available from private agencies. In
cases where the candidates use the typewritten application forms or application forms
printed by private agencies, they should ensure that its format is exactly the same as
published by the Commission in its advertisement. The application not in the
prescribed format will be rejected. Request for application form to UGC will not be
entertained.
2. The Candidate should fill the application form legibly and carefully, in their
own handwriting by ballpoint pen. TWO COPIES OF THE APPLICATION
FORM ALONGWITH ADMISSION CARD, ATTENDANCE SLIP AND
DEMAND DRAFT SHOULD BE SENT TO RESPECTIVE TEST CENTRES
ADDRESSED TO THE REGISTRAR OF THE UNIVERSITY/INSTITUTE
WHERE CANDIDATE OPTED TO APPEAR FOR THE TEST,
APPLICATIONS ADDRESSED TO UGC OFFICE WILL BE REJECTED.
It should be clearly specified on the envelope that the application is for “UGC TEST
FOR JUNIOR RESEARCH FELLOWSHIP AND ELIGIBILITY FOR
LECTURESHIP, DECEMBER, 2001”
3. The candidates must affix their recent passport size Photograph (all
photographs must be from the same negative) at the place indicated in application
form and should sign across the photograph at the top after it is affixed so that part of
the signature spreads over the application form beyond the photograph otherwise it
will be rejected. Besides, it should be duly attested by the Head of the Department
(or) Class-I Gazetted Officer.
4. Leave a blank space between words.
5. In Column-7 Write M for Male and F for Female.
6. In Column-8 (i) Write GEN for General, SC for Scheduled Caste, ST for
Scheduled Tribe and OBC for Other Backward Classes.
7. In column 9, write BL for Blind and PH for Physically Handicapped.
8. Candidates who have appeared or will be appearing in their Master’s degree
examination should fill up the attestation form given at the bottom of the
application format and the Head of the Institution should duly attest it.

13. ELIGIBILITY CONDITIONS (IN BRIEF)

(a) Candidates other than SC/ST category who have secured atleast 55% marks
(without grace) in Master’s Degree (or) equivalent examination in Humanities
(including languages) and Social Sciences, Computer Science & Applications,
Electronic Sciences etc. are eligible for this test. For SC/ST category candidates
those who have secured atleast 50% marks (without grace) in Master’s degree are
eligible for this test.
(b) Those candidate who have even secured 54.99% marks and below even
(49.99% marks and below for SC/ST candidates) in Master Degree Examination are
NOT eligible for this test. THERE IS NO PROVISION OF ROUNDING UP OF
MARKS TO MAKE IT 55% (50% FOR SC/ST).
AGE LIMIT :-
(i) FOR LECTURESHIP : There is no upper age limit. The candidates can appear
any number of times.
(ii) FOR JUNIOR RESEARCH FELLOWSHIP : (i) Candidates should not be more
than 28 years of age as on 01.12.2001 for General Category. (ii) in the case of
Women, Physically Handicapped and candidates belonging to SC/ST/OBC
categories, a relaxation up to a maximum of five years is provided. (iii) Candidates
having research/training at P.G. level would be eligible for relaxation limited to the
period spent on research/training in the subject (subject to maximum of five years).
This would strictly be subject to production of the certificate from the appropriate
authority. (iv) Candidates having qualified their LLM examination would be eligible
for a maximum of three years relaxation.

14. ENCLOSURES TO BE SENT WITH THE APPLICATION

Candidates should send the following documents with their application:-


i) A crossed Bank Draft towards examination fee payable to Secretary,
University Grants Commission, New Delhi drawn in SBI, Service Branch, New
Delhi (7687). Candidates should mention their name, subject code and Centre code
on the backside of the Demand Draft.
ii) Duly attested certificate for SC/ST/Blind/Physically Handicapped/ OBC as the
case may be.
iii) Duly attested Marksheet/Certificate of High School or evuivalent examination
showing date of birth.
iv) Duly attested M.A./M.Sc. Marksheet/Certificate.
v) Two self addressed unstamped envelopes of 11” X 9” size.

15. GENERAL INSTRUCTIONS.

1. Candidates will be issued an Admission Card and other necessary information


regarding syllabus and sample questions etc. by the respective test centres.
Candidates should note that their candidature is provisional. The mere fact that an
admission card has been issued to a candidate will not imply that the Commission
has finally accepted his/her candidature. Candidates may note that their candidature
will be deemed final upon verification of eligibility conditions.
2. The UGC may change the centres or date of test without assigning any reason.
3. Applications received after the last date will not be entertained. Candidates
are therefore advised to apply early enough to ensure timely receipt of their
application by the University Test Centres.
4. No TA will be paid to candidates.
5. Canvassing in any form will disqualify the candidate.
6. In all matters the decision of the Commission shall be final.
7. All disputes pertaining to this test shall fall within the jurisdiction of Delhi
only.
8. Candidates should correspond only with their respective test centres for details
of application form, syllabi, admission card for examination or any other such
relevant information. The UGC NET Division will not entertain any request in this
regard.
9. The last date for filling up the application for the remote areas of the country
i.e. Ladakh Region (J&K), Andaman & Nicobar, Dadra & Nagar Haveli and North
Eastern States including Sikkim is mentioned at the top left corner of the application
form.
10. The use of calculators & Log Tables is not permitted. Cellular phone, pager
etc. are not allowed in Examination Hall.
11. A candidate who does not appear in paper-I will not be permitted to appear in
paper-II and paper-III.
12. Candidates will not be allowed to write any question from testbooklet on
admission card etc.

16. CHECK LIST

VERIFY THE FOLLOWING BEFORE MAILING THE APPLICATION

Before submission of application, the following points must be checked carefully:-


1. Whether you fulfill the eligibility conditions for the test as prescribed under
the Headings ‘CONDITION OF ELIGIBILITY’ AND ‘AGE LIMIT’.
2. Whether you have filled in all the columns of the application form correctly
and no column has been left blank.
3. Whether you have filled in the name of the Subject and Centre as well as the
respective codes in columns 3 and 4 respectively.
4. Whether you have filled in your COMMUNITY STATUS correctly in Column
8(i) in words, viz. GEN./SC/ST/OBC.
5. Don’t forget to sign the application form, Admission Card and attendance slip.
