following Standard.

The Standard presented here has been prepared within the framework
of the ATV committee work, taking into account the ATV Standard A
400 "Principles for the Preparation of Rules and Standards" in the
Rules and Standards Wastewater/Wastes, in the January. 1994
.version. With regard to the application of the Rules and Standards,
Para. 1 of Point 5 of A 400 includes the following statement: "The
Rules and Standards are freely available to everyone. An obligation to
apply them can result for reasons of legal regulations, contracts or
other legal grounds. Whosoever applies them is responsible for the
correct application in specific cases. Through the application of the
Rules and Standards no one avoids responsibility for his own actions.
However, for the user, prima facie evidence shows that he has taken
the necessary care.

Preliminary Remarks
The activities of sewer operation are summarised and described in ATV Standard A 147
"Operating Expenditure for the Sewer System, Part 1, Operating Tasks and Intervals".
Normal intervals are given for the implementation of individual tasks.

In the here presented Part 2 "personnel, Vehicles and Equipment" the individual tasks
given in Part 1 are respectively allotted the manpower, the vehicle and equipment
requirement. In addition further initial details are given for the determination of the
operating resources. The given daily performances are to be seen as average values from
practice. With the figures given it is assumed that the tasks are completed by own staff.
With the involvement of outside firms the figures given must be reduced according to the
still remaining in-house component.

All resource values are given in tabular form in accordance with the task descriptions in
line with Part 1. The descriptions of the activities and the frequencies from Part 1 are
repeated here in brief. The control figures in Part 2 correspond with those of Part 1.

Attention is drawn to ATV Standard A 148 "Service and Operating Instructions for
Personnel of Wastewater Pumping Stations, Wastewater Pressure Pipelines and
Stormwater Tanks" for mechanical and electrotechnical plants, measurement, control and
regulation technology.

5 Works Depot
Manpower resources and operating costs must be determined by individual case
depending on the size, organisation and scope of the tasks of the sewer operation. It is
recommended that the manpower requirement for Para. 6.3 is calculated (see also
Examples 1-3 for Para. 6.3).

6 Manpower Assessment
The assessment of manpower requires the determination of
- the actual daily working times on site,
- the actual operational days per year.

The manpower requirement for management functions, administrative activities and


central tasks are not contained in Sections 1 - 4. This manpower requirement is to be
determined separately.

6.1 Daily Working Time on Site


With the details on daily performances in Sections 1 - 4, a daily working time of six hours
on site is laid down as reference quantity. With deviations from this, the daily
performances are to recalculated accordingly. The actual available daily working time can,
in individual cases, be determined as follows:

The actual available employment days per year can be determined as follows:

6.3 Manpower Requirement for Management Services, Administrative Activities


and Central Tasks
The requirement for personnel and the necessary qualification of the staff depend
essentially on the size, organisation and the scope of tasks of the sewer operation. The
manpower requirement can be calculated using Table 5. Examples for various sizes of
operation and tasks are given in
Tables 6 - 8.

6.4 Manpower Requirement for Workmen


The requirement for workmen for inspection, cleaning, damage repair and other services
can be determined using Table 9.

7 Vehicle and Equipment Scaling


The vehicles and equipment suitable and required for the individual activities are given in
the tables in Sections 1 - 4. Further information on this are contained in, for example:

7.1 Availability of Vehicles and Equipment


The actual availability for the scaling of vehicles and equipment can be determined
according to the following scheme. As a result each type of vehicle and equipment is to be
covered individually:
