EXECUTIVE ORDER NO. 2

APPOINTING PETER PAUL PARAS AS AMBASSADOR

OF THE ATENEO DE DAVAO UNIVERSITY
TO THE BUKLOD ATENISTA NATIONAL CONGRESS

Whereas, the Buklod Atenista envisions itself as an organization of all student governments of
Jesuit tertiary education institutions committed to the service and formation of students rooted
in Ignatian ideals or respect for humanity, dignity, freedom, justice, and service which are vital
for their development as catalysts of the nation;

Whereas, under Article 3, Section 2 of the Buklod Atenista Constitution, the member councils
shall have the following duties:

a. To send representatives to regular conferences, colloquia and annual national

assemblies;

b. To deliberate and agree upon the creation of resolutions and/or projects to be

implemented in their respective campuses;

c. To support and uphold the Constitution and By-Laws of Buklod Atenista;

d. To maintain regular correspondence with other members of Buklod Atenista;

e. To present reports to the administration and work collaboratively with them according
to what had transpired in the Buklod Atenista Leaders Summit.

Whereas, under Article 4, Section 1 of the Buklod Atenista Constitution, the member councils
shall:

a. Send at least three delegates to the annual Buklod Atenista Leaders Summit;

b. Include in their delegation the Outgoing Ambassador, the Incoming Ambassador, and
the President of each member council.

Whereas, under the Buklod Atenista Code of Internal Procedures, the Presidents of the
member councils must appoint their respective ambassadors;

Whereas, during the Buklod Atenista Leaders Summit, a formal document must be signed
collectively by the Presidents to recognize the appointments of the five (5) ambassadors.

NOW, THEREFORE, I, ALDWIN CHESTER YAP DUMAGO, President of the SAMAHAN Central
Board, by virtue of the powers vested upon me, do hereby order the following:

Section 1. Appointment— Peter Paul Paras, a bona fide student of the Ateneo de Davao
University taking up Bachelor of Science in Accountancy, shall be appointed the Ambassador of
the Ateneo de Davao University to the Buklod Atenista National Congress.

Section 2. Powers and Functions— The following are the powers, functions, duties and
responsibilities of the Ambassador:

a. Shall be the official representative of the Ateneo de Davao University to the Buklod
Atenista National Congress, regular conferences, and colloquia;

b. Shall be allowed one (1) vote in matters that needs to be decided upon by the body;

c. Upon meetings, shall correspond to Ambassadors of other member councils:

1. The Ambassadors are required to have an e-mail address and be a part of the
permanent online groups of the Buklod Atenista Permanent Secretariat;

2. The Ambassadors shall have an online meeting to update each other every last
Saturday of the month;

3. The updates shall include everything that transpired in their respective

consulates for the previous month the progress and updates of all their
respective departments and all the necessary file attachments (i.e. passed
resolutions, stands, etc.) and other pertinent issues significant to the Buklod
Atenista National Congress;

4. The Ambassadors can e-mail as frequently as they deem necessary;

5. The Secretary- General shall monitor the submission of updates.

d. Upon passing rebellions and stands:

1. Shall e-mail to other ambassadors a letter that will include attached files of the
pertinent resolutions or stands;

2. If the resolution or stand concerned is for deliberation, the Ambassadors shall

schedule a chat day wherein the Ambassadors and the student government
Presidents will deliberate on the pending resolutions and/or stands.

e. Upon project proposal and approval:

1. Shall submit a project proposal to the Ambassadors of other member councils via
e-mail or post;

2. The project proposal shall include:

i. Theme relevant to the Mission and Vision of Buklod Atenista
ii. Rationale
iii. Objective
iv. Time Frame
v. Mechanics
vi. Budget

f. Upon project evaluation:

1. Shall submit a written evaluation with supporting documents not later than one
(1) month after the activity;

2. Include in tis written evaluation the following:

i. Results vs. Objectives
ii. Facilitating Factors
iii. Hindering Factors
iv. Recommendations

3. Attach supporting documents such as:

i. Photographs
ii. Program

Section 3. Term of Office—The Ambassador shall serve upon appointment of the President of
the member council until his/her replacement is appointed by the President of the incoming
year. The Outgoing Ambassador may be re-appointed by the President of the incoming year
depending upon the latter’s discretion.

Section 4. Transition— Upon transition, the Ambassador shall turn over the compiled
documents to the next Ambassador. The transition will be safeguarded by a declaration of
transition, signed by the Outgoing and Incoming Ambassadors.

Section 5. Accountability—The Ambassador is mandated by the National Assembly to comply

with the provisions stipulated in the Buklod Atenista Constitution and its by-laws. In the event
that the Ambassador violated any provision of the Constitution and its by-laws, public
reprimand and/or impeachment will be enforced upon the discretion of the Buklod Atenista
Permanent Secretariat and ambassadors of the member schools. In the event that the
President does not file a case against the delinquent Ambassador, the case may be filed by any
of all Ambassadors. Impeachment proceedings will be formulated by the National Congress in
the Code of Internal Procedures.

Section 6. Severability Clause— If any provision of this Order is declared unconstitutional, the
same shall not affect the validity and effectivity of the other provisions hereof.

Section 7. Effectivity—This Executive Order shall take effect immediately.
