1 SEC. 3. JUDICIAL BRANCH.

1 of Commerce for fiscal year 2011 are reduced on a pro
2 rata basis by the amount required to bring total reduction
3 to $5,322,000,000.
4 (b) REDUCTION.—Amounts made available to the
5 National Oceanic And Atmospheric Administration for fis-
6 cal year 2011 are reduced by $857,000,000.
7 SEC. 6. DEFENSE.
8 (a) REDUCTION.—
9 (1) MILITARY PERSONNEL.—Amounts made
10 available to military personnel for fiscal year 2011
11 are reduced by $14,000,000,000.
12 (2) PROCUREMENT.—Amounts made available
13 for procurement for fiscal year 2011 are reduced by
14 $13,300,000,000.
15 (3) OPERATIONS AND MAINTENANCE.—

1 (1) Transfer all Department of Energy ac-
2 counts to the Department of Defense (DOE capped
3 at $17,120,000,000).
4 (2) Transfer the United States Coast Guard ac-
5 counts from the Department of Homeland Security
6 to the Department of Defense.
7 SEC. 7. EDUCATION.
