Jotham Napat’s legal claim
for damage for illegal dis-
missal by former Acting Prime
Minister Ham Lini still stands,
even though he confirmed his
reinstatement to his former
post by the newly appointed
Prime Minister Serge Vohor
this week.
Newly appointed Depu-
ty Prime Minister and Min-
ister for Public Utilities and
Infrastructure, Joshua Kal-
sakau, recommended to the
Prime Minister for Jotham
Napat to be reinstated to his
post two days ago and the
Acting DG confirmed having
already received his “instru-
mental order” from the State
Law Office.
The Public Utilities Minis-
ter criticised the decision of
the former Acting Prime Min-
ister, Ham Lini to terminate
him as illegal as it did not
follow procedures under the
Public Service Act.
Mr Napat stated: “I want
the court to make a ruling on
the issue of damage because
there are established proce-
dures in place and politicians
cannot abuse their political
power to transfer or termi-
nate public servants as they
wish.”
Napat said he was removed
by the Acting Prime Minister
on the request of the Minister
of Public Utilities at the time,
Harry Iauko. But the present
Deputy Prime Minister and
Minister of Public Utilities
and Infrastructure criticized
the decision to terminate the
Acting DG saying it was “ille-
gal”. He pointed out that the
potential risks involved are

can prove costly for the Gov-

Midwives hone in on MDGs 4 and 5 Kilman explains

P reparations are under -
way with six days countdown
to celebrate the internation-
al Midwives Day at the Vila
Central Hospital next Thurs-
ousted Natapei
day.
On this important day the
midwives will be celebrat-
ing with the help of medi-
cal staff their achievements,
highlighted education wise
by midwives furthering their
education and representing
Vanuatu at conferences and
what they hoped to achieve
in the upcoming 12 months.
Reviving the 2011’s theme
“The world needs midwives
now more than ever” the
hardworking midwives at the
Vila Central Hospital are hon-
ing in on Millennium Devel-
opment Goals (MDGs) 4 and
5.
On Goal 4(Reduce Child
Mortality) to reduce by two
thirds the mortality rate
why Alliance
among children under five
and the Infant mortality rate
and Goal 5 (improve mater-
nal health-indicators)reduce
by three quarters the mater-
nal mortality ratio and the
proportion of births attended
by skilled health personnel.
According to the UN’s
“Why do the MDGs matter?”
midwives can help reduce
child mortality-nearly 11
million children under the
age of five die in the world
every day, most from easi-
ly preventable or treatable
causes.
And Midwives can help
to improve maternal health-
only 28 in 100 women giving
birth are attended by trained
health personnel in the least
developed countries (Action
Aid).
According to the Interna-
tional Federation of Gynae-
cology and Obstetrics
(FIGO- the only global organ-
isation representing gynaecol-
ogists and obstetricians, with
member associations in 124
countries/territories) there
is an urgent, critical need to
recruit skilled health workers,
notably midwives, in devel-
oping countries. More than
half a million women die in
pregnancy and childbirth
every year - one death every
minute. Of these deaths, 99
per cent are in developing
countries.
Celebrating May 5 as the
International Midwives’ Day
was originally launched by
the International Confeder-
ation of Midwives (ICM) in
1992 as a day on which to
celebrate midwifery and to
highlight the importance of
midwives’ work worldwide.
The basic services mid-
wives routinely provide to
protect the health of the
mother and baby include:  and treatment of common ill-
•Caring for women during
pregnancy, childbirth and the
postnatal period
•Treating complications
due to miscarriages and/or
unsafe abortions
•Providing newborn care
•Providing pre-pregnancy
advice and health education
•Recognising and address-
ing problems in women and
newborns before, during and
after childbirth
•Offering general health
information, including repro-
ductive health care and fami-
ly planning
•Assisting women to suc-
cessfully breastfeed
•Referring women and
newborns for higher level
care when complications
arise during and after preg-
nancy and childbirth
•Providing additional

The unity of the Alliance
was at the verge of crashing so
Alliance Leader Sato Kilman
was forced to remove the reins
of power from former Prime
Minister Edward Natapei in last
December's is motion of no con-
fidence.
Prime Minister Sato Kilman
made the revelations on Sunday
morning in Parliament before he
was ousted later that morning
by Natapei’s Vanua’aku Pati, the
Union of Moderate Parties, the
Labour Party and the Vanuatu
Republican Party.
The leader of the Alliance and
President of the People’s Progres-
sive Party said he made “several
attempts” to the then Prime Min-
ister Natapei requesting that he
allocate an extra ministerial port-
folio to the Alliance.
But the VP- led-government
at that time did not listen to
the grievances of the Alliance
and Kilman toppled Natapei in
a motion of no trust which the
media was barred from cover-
ing.
Deposed PM Kilman told Par-
liament that he even briefed
Natapei in the morning at the
Port Vila International Airport
on December 2 last year about
the imminent threat of a motion
of no confidence.
Kilman told Parliament he
made attempts to contact Nata-
pei “until the last minute” but he
could not get his contact over-
seas before Natapei was ousted
in the floors of Parliament.

Exporter says Vanuatu

not yet ready for WTO

T he exporter of T amanu oil
to the United States of America
and Noni juice to China, Joseph
Jacobe, has said Vanuatu is not
yet ready to join the World Trade
Organisation (WTO).
He said if Vanuatu joins WTO it
would lead to certain downfall for
the local industries.
Jacobe said the local industry
does not have the technology and
resources to export its product at
this stage that would meet highest
international standards.
The long-time local produc-
er made this comment in sup-
port of a recent article by the
Vanuatu Association of Non Gov-
ernment Organisation (VANGO)
on Vanuatu and WTO.
“As former chairman of the
Vanuatu Chamber of Commerce
for 13 years, I am one of those
who strongly oppose Vanuatu’s
accession into the WTO.
“We do not have the capacity
and technique to compete with
others like the European Union
and other countries.
“We only have our root crops
and other local products that we
can export.
“I export Tamanu and Noni to
America and China but the quan-
tity is small.
“The products also do not meet
the quality of a finished product
because I am sending raw mate-
rial.
“By joining WTO at this stage
will only lead to the country’s
demise,” he said.
Jacobe who lives on his farm
says the best way forward is for
experts to be brought in to carry
out a feasibility study to find the
country’s capability for export to
countries in Europe for example.
If there is potential then a com-
pany from Europe should set up in
every province that will then buy
local produce and process Van-
uatu’s products such as root crops
and kava in a standard that meets
that of Europe for export because
at this stage Vanuatu does not
have that capability, he said.
Mr Jacobe has 8,000 Noni trees
but that is not enough for export,
he says, and he is planting anoth-
er 20,000. He is also planting
1,500 to 2,000 Tamanu trees to
assist his supply from Malekula.
But that is still not enough for
export, he said.

Eleven Force members end career

The Vanuatu Police Force
(VPF) saw the departure of
11 long time servicing offic-
ers who finally retired from
their national duty as mem-
bers of the force Tuesday this
week.
The retirees made their
last march at the Independ-
ence Park, an historic venue
where most of them first
marched in to join the force
decades ago.
In their honor in the pres-
ence of the newly appointed
Minister for Internal Affairs,
Patrick Crowby, a colorful
parade was staged by the
paramilitary branch of the
Vanuatu Police Force and the
Maritime Wing.
After years serving under
different commands and
administrations the outgoing
officers marched-out with
a lot of life experiences in
policing and security of the
nation, regional and interna-
tional peacekeeping deploy-
ments.
In confirming that all sus-
pects will be appearing for
plea on that date the office of
the Police Prosecution advised
that MP Harry Iauko could not
appear in Court on April 21,
Thursday as it clashed with the
Parliament sitting to debate the
motion of no confidence against
the now leader of Opposition.

the Vanua’aku Pati (VP) trial.
Day two of the VP trial has
seen Supreme Court judge,
Justice (CJ)Vincent Luna-
bek adjourning the case to
9am today for the Claimant’s
lawyer to reassess the impli-
cations of two withdrawn
statements after advising that
“the legal implications of the
withdrawal can be considered
separately”.
The request for more time
came from the claimant’s
lawyer E.Nalyal in the wake
of the withdrawal of sworn
statements from 2nd defend-
ants in the case-MP for Ton-
goa Constituency and now
current minister for Health
Willie Rueben Abel and his
wife Merilyn Abel when the
VP trial kicked off on Tues-
day.

Road Safety To Be Reconsidered

ON THURSDAY 21ST OF APRIL,
as everybody were getting

weekend Lukie Kal a nine
year old boy with mixed
parentage of Epi and Ambae
was on his way home, he
went into one of the shop
close to his school and
bought some elastics, as he
came out of the shop one of
his friends was standing on
the other side of the road
called him, when he started
crossing the road he dropped
some of the elastics, as he
was leaning to pick them up,
a bus coming from the
opposite direction hit him.
He was then rushed to the
hospital by a couple of
teachers, the doctors who
were on call that evening
assured the teachers that
everything would be okay.
Things did not turn out as it
was expected, as on the
early hours of easter Monday
Lukie passed away at the
Vila Central hospital, the
teachers of Vila North School
were shocked to hear the sad
news. The school
management decided that
the classes will be postponed
to Wednesday as the teachers
and the students pay their
tribute to the boy’s family.

and was told that the school
would take strict measures
to try as much as possible to
eliminate such accidents.

trying its best to address

US gives $25m aid to Libyan rebels
The US President, Barack
Obama, has officially ordered
$US25 million in aid be given
to rebel groups in Libya.
The aid will be handed over
to the Transitional National
Council based in the city of
Benghazi.
The Obama administra-
tion has also eased its sanc-
tions against Libya to allow for
the sale of oil controlled by the
rebels.
The move will allow Libya’s
opposition forces to use the
income from oil sales to buy
weapons and other supplies.
Emergency ship
The Australian Government
has paid for an emergency ship
to evacuate around 1,000 civil-
ians from the Libyan port city of
Misrata.
The Foreign Minister, Kevin
Rudd, says the ship was organ-
ised by the International
Organisation for Migration
and was able to leave port on
Tuesday.
Pro-government troops in
Libya have been shelling the
port and Mr Rudd says the
situation remains extremely
dangerous.

ian needs in Libya right now,”

Rebels’ progress

tions of war crimes during

try's civil war.
A new UN report claims

were killed in the last five
months of the war in 2009.
The report says Sri Lankan
government forces and Tamil
Tigers both committed atroc-
ities against civilians.
The AFP newsagency says
the UN had offered to let Sri
Lanka put its comments with
the published report but the
offer was rejected.
Before and after the report
was released, the Sri Lankan
government described it as
biased and fraudulent.
The panel called on Sri
Lanka to conduct a "genuine"
investigation and said the UN
should set up an internation-
al inquiry.

of Defence, Lakshman
Hulugalle, says they can't be
forced to set up an investi-
gation because the country
is in the process of develop-
ment, after three decades of
civil war.
"People of this country are

it," he said.
"So we don't want these
independent bodies to come
and harm that unity.

Speaking to an audience of

minerals was the bedrock of
its economic partnersip with
China.
Ms Gillard says no one
should fear China’s rapid
growth.
“There is no reason for
Chinese prosperity to detract
from properity in Australia,
the United States or any-
where in the world,” she
said.

looking for more opporuni-
ties in China.
“A more open investment
environment should be sup-
ported by stream-lined and

As mourning continues in India over the death of guru Sathya Sai Baba, critics remain sceptical about the
legitimacy of his powers.The Indian holy-man will be buried today in his home town of Puttaparthi.
But critics say his powers
were nothing more than sim-
ple magic tricks and unprov-
en allegations of sexual abuse
dogged his latter years.
Despite this, the Indian
Prime Minister Manmohan
Singh and legendary cricketer
Sachin Tendulkar, are just two
of many famous Indians to be
part of the public outpouring
of grief over the guru’s death.
Sai Baba declared himself
the re-incarnation of a Hindu
holy man at the age of 13 and
went on to build an empire of
ashrams, schools and hospitals
in 126 countries.
He was said to have had
10 million followers when he
died, at the age of 85.
A senior lecturer in South
Asian religions at Victoria Uni-
versity in Wellington, Rick
Weiss, told Radio Austral-
ia’s Asia Pacific program that
his powerful following were
enamoured by the mystical
powers he claimed to have.
“Among his followers, there
are a lot of Westerners for one
and the people in India who
follow him are tend to be very
powerful, very powerful peo-
ple,” he said.
“He would create a watch
out of thin air, vibhuti - which
is this sacred ash that he would
produce in huge volumes.”

Divided Opinions
But although he preached
a message of unity, Sai Baba
divided opinions.
Sceptics distributed videos
which they said showed the
so-called miracles to be mere-
ly sleight of hand.

Indian Rationalist Associations
Narendra Nayak says he believed
the guru was a fraud.
“He wouldn’t allow him-
self to be investigated and he
would produce things that
were concealed somewhere in
his palm or somewhere in his
body or somewhere nearby,”
he said.
“And when we saw the pro-
duction of his objects under
slow motion we could see
that they were concealed in
between his fingers.”
For decades, Nayak and
others challenged the guru to
perform his ‘miracles’ under
controlled conditions. But Sai
Baba always refused.
At the same time his pop-
ularity continued to spread
throughout the west and
among India’s growing mid-
dle class.
Professor Rick Weiss says
some of Sai Baba’s appeal
could lie in the fact that he
shunned western science and
technology.
“He has a lot of criticism in
the speeches that have been
published and can be found on
the web, there’s a lot of criti-
cism of science and he talks a
lot about the limitations of sci-
ence because he sees western
science as just materialistic,”
he said.
Scandals and controversy
As the Sathya Sai organi-
sation grew, it established a
network of schools and a pro-
gramme of moral education
was even exported to Euro-
peand the United States.
Within India, Sathya Sai
financed aid projects and sub-
sidised health care in villages
throughout India.
But scandals dogged the
organisation.
In 2004, former devo-
tees claimed in the western
media, to have been sexually
assaulted by Sai Baba.
The claims were denied
and Sai Baba was never
investigated, despite an inter-
national campaign calling for
his prosecution.
Narendra Nayak says Sai
Baba was helped by the fact
that he had influential fol-
lowers.
“So many instances of
pedophilia which were all
glossed over.
“There were so many ille-
gal things going on in his
place which were all hushed
up by his devotees in high
places.”
India in mourning
Despite the controversy,
Sai Baba’s profile remained
high.
On Monday, India’s Prime
Minister Manmohan Singh
said the nation would deep-
ly mourn the death of a man
who “was an inspiration to
people of all faiths”.
The guru or swami tradi-
tion has long been a part of
Indian culture and Sai Baba
predicted he would be re-
born in 2023.
Professor Rick Weiss says
despite India’s rapid devel-
opment, a thirst for the spir-
itual remains.
“So I think the message of
many of these charasmatic
figures changes in line with
the time,” he said.
“I think they always rec-
ognise questions and doubts
people have about technol-
ogy, so I think they will go
on.”

Brazilian legend Pele
claims his record as a player
is unrivalled compared to
anyone else’s in the history
of the game.
Pele, who was named FIFA
player of the century in 2000,
is regarded as one of the fin-
est talents of all time and
won three World Cups during
a 25-year career.
The 70-year-old believes
modern players do not
achieve the same heights as
their predecessors and insists
no-one has yet matched his
own success.
“Nobody did what Pele
did,” the former striker told
CNN. “Being champion of the
world at 17-years-old, won
three World Cups, scored
more than 1,208 goals, only
him.

An unidentified man has
thrown a shoe at Suresh Kal-
madi, the disgraced former
chief of the 2010 Common-
wealth Games, in the Indian
capital, Delhi.
Mr Kalmadi was being

Al Khalifa said all could
be fined for refusing to play
and possibly face other sanc-

“Some of the clubs during
the problems refrained from
participating,” Al Khalifa
said. “We haven’t suspended
anyone. They are just not par-
ticipating. There is a fine and
punishment, of course.”
A human right group,
however, says the clubs from
mostly Shiite villages were
suspended last week from
the league for two years and
fined $20,000. Along with
soccer teams, the clubs spon-
sor a range of sports in their
communities.
Mohammed al-Maskati,
president of the Bahrain
Youth Society for Human
Rights, said clubs had stopped
playing during the protests
partly because they felt it
was too dangerous and also
to acknowledge the deaths of
protesters.
But he said that when the
clubs announced they were
ready to resume playing, the
authorities imposed suspen-
sions and fines.
“They could not work
normally when protesters
are killed in their villages,”
Al-Maskati said.
“The authorities want to
tell them that you are sup-
porting the protests and
this is the punishment. It’s
not fair,” he added. “Just
because you are a sports-
man doesn’t mean it’s wrong
to be political. Everyone in
the world has ideas about
something. Everyone has
the right to get involved.”
Officials from three of the
clubs -- Al Malkiya, Al Itti-
had and Sitra -- confirmed
the six had been fined for
refusing to participate in
the league and that the top
two clubs, Al Malkiya and
Al Shabab, were relegated
and drew additional fines
for refusing to take part in
the GCC Club Champion-
ship.

open the XIV Pacific Games
in Noumea, New Caledonia,

Sarkozy made the com-
mittment at during his New

hurry
Manchester United soccer midfielder Darron Gibson’s social
networking experiment proved short-lived when he closed
his Twitter account just two hours after opening it following
a flood of abusive comments. Gibson, a bit-part player at
Old Trafford, followed United teammates Rio Ferdinand,
Wayne Rooney and Michael Owen in joining Twitter, and
Ferdinand encouraged his followers to “show him some
love” on Monday. But Gibson was instead greeted by some
less-than-welcoming remarks, many of which appeared to
be from United supporters. One of the posts said “nothing
would make me happier than if we sold you this summer.”
Sports stars and celebrities are often the target of abusive
comments on Twitter - but not usually from their own fans.

initiative. Little-known Kipkorir led the race in the opening
31km before giving up his lead to Butter toward the end. “It
was heavy going. The conditions were tough,” Butter said
of the race run in unseasonably warm weather. “I had a bit
of cramp at the end but I could keep going.”

Novak Djokovic out to end Rafael
Nadal’s clay dominance
In-form Novak Djokovic says he is confident he can
overcome Rafael Nadal on clay this summer. Spanish
world number one Nadal is the undisputed king on the
surface, with five French Open crowns to his name. But
Djokovic, unbeaten in 24 matches in 2011, said: “I am
playing with a lot more confidence against him these
days.”I now believe I can beat anyone on any surface,
although beating Nadal on clay remains a big ask and the
biggest challenge of all,” added the Serb. Djokovic, 23,
begins his clay court campaign this week at the Serbia
Open in his home city of Belgrade.

Mayweather trial postponed again
At this rate, Floyd Mayweather Jr. will not be active in 2011.
With two pending criminal cases in the Las Vegas courts,
Mayweather has stayed away from boxing and refused to
discuss opponents. Mayweather’s last fight took place
nearly a year ago, when he won a 12-round decision over
Shane Mosley on May 1. Mayweather’s bench trial, over
an alleged November incident where a security guard
claims the fighter assaulted him, has been kicked over to
September 1 in Las Vegas Justice Court. The guard claims
Mayweather poked him in the face after a verbal dispute
over a parking offense. According to the Las Vegas Sun,
the boxer’s attorney, Karen Winckler, appeared on his
behalf and asked Judge Charles Pane for a continuance.
The matter to be resumed on September 1 is a minor issue
compared to the more serious case, which is scheduled
for a hearing on Thursday in Clark County District Court. In
that case, Mayweather faces eight misdemeanor and felony
charges stemming from a September incident with former
girlfriend Josie Harris.

Solomon Islands book final
spot after penalty shootout
The Solomon Islands have
advanced to the final of the
OFC U-20 Championship by
posting a thrilling extra-time
penalty shoot-out win over
Vanuatu after the scores were
locked at 3-3 in today’s first
semi-final.
The Mamulas will now
meet the winner of the
other semi-final, which takes
place between favourites
New Zealand and Fiji this
afternoon.
Vanuatu, who were coming
off the back of three straight
victories in the group stages,
began with the confidence
expected of an undefeated
side and did not take long to
get their noses in front.
Indeed, there were only
eight minutes on the clock
when Silas Frank broke down
the right and whipped a cross
into a dangerous area inside
the Solomon Islands box.
Goalkeeper Silas Seda came
out to meet the ball but could
not gather it cleanly and fum-
bled into the path of Didier
Kalip, who was not about to
pass up such a gift-wrapped
opportunity to give his side
the lead.
Considering Vanuatu had
yet to lose in the tourna-
ment and had looked to be
one of the slickest sides on
show in Auckland this week,
it appeared that the Solomon
Islands would face a steep
uphill battle to get back into
the game.
But the Mamulas, as they
are known in their football-
mad nation, slowly began to
creep into the contest and
were very nearly awarded for
their increased tempo in the
23rd minute.

Seiloni Iaruel was forced
from his line to deal with
a piece of Solomons pres-
sure and was ruled to
have brought down strik-
er Tutizama Tanito. Fellow
forward Dennis Ifunaoa
stepped up to take the spot
kick and struck it clean-
ly but saw Iaruel get down
well low to his left and beat
the effort away to main-
tain his country’s one-goal
advantage.
The Mamulas may very
well have been made to pay
for spurning that opportunity
but instead had to wait until
only midway through the half
to draw level. Ifunaoa broke
down the left in the 25th
minute and squared for mid-
fielder Himson Teleda to con-
trol and turn before placing
a shot past Seda to restore
parity.
Coach Noel Wagapu then
had a moment of individual
flair to thank for his young
charges going ahead. The
magic was again provided
by Teleda, who dispossessed
Vanuatu defender Kevin
Shem near the byline in the
42nd minute and jinked his
way around another chal-
lenge before slipping the ball
home to make it 2-1 at the
break.
Vanuatu were now at risk
of going out of the tourna-
ment and came out strong-
ly in the second half as they
attempted to keep their hopes
alive. But much of the posses-
sion and chances went on to
be shared between the sides
in an evenly-matched second
spell.
When a goal finally did
arrive in the 78th minute,
it went to Vanuatu and the
identity of the scorer was no
surprise. Jean Kaltak has been
a constant menace to opposi-
tion defences throughout the
tournament and had another
strike to his name when he
latched onto a cross from
Kalip and beat goalkeeper
Seda with an accomplished
finish.
Despite some nervy
moments for both sides in
the dying minutes, there
was no further score and
an extra half an hour was
required to find out who
would advance through to
the final.
The Mamulas gave them-
selves a great chance of
being that team when they
went ahead just two min-
utes into the extra-time
period.
Substitute Larry Sae was
the hero when he nipped in
between goalkeeper Iaruel
and defender Brian Kaltak
as they both left a loose ball
to each other. Sae took full
advantage of the pair’s inde-
cision by sliding the ball
into the net left vacant by
Iaruel.
Football
Wagapu’s men now had
one foot in the final but,
having scored so early, had
most of the extra time still
to play out and hang onto
their lead. They nearly man-
aged to do so, reaching the
115th minute before Kevin
Shem scored a dramatic
leveller.
There appeared to be lit-
tle danger when Shem lined
up a free kick fully 35 yards
from the Solomon goal.
But the defender became
his team’s saviour when he
somehow curled the ball
