FORŢA DE MUNCĂ

¾ Cercetări statistice:
Cercetarea statistică privind costul forţei de muncă
în unităţile economico-sociale, pentru datele
referitoare la numărul salariaţilor;
Balanţa forţei de muncă, pentru datele privind
populaţia ocupată civilă pe activităţi ale economiei
naţionale, pe forme de proprietate.

Agenţia Municipală pentru Ocuparea Forţei de
Muncă Bucureşti, pentru datele privind şomajul
înregistrat.
Precizări metodologice:
Populaţia ocupată civilă cuprinde, potrivit
metodologiei balanţei forţei de muncă, toate
persoanele care, în anul de referinţă, au desfăşurat o
activitate economico-socială aducătoare de venit, cu
excepţia cadrelor militare şi a persoanelor asimilate
acestora (personalul din Ministerul Apărării
Naţionale, Ministerul Afacerilor Interne, Serviciul
Român de Informaţii), a salariaţilor organizaţiilor
politice, obşteşti şi a deţinuţilor.
Numărul mediu al salariaţilor reprezintă o
medie aritmetică simplă rezultată din suma
efectivelor zilnice ale salariaţilor. inclusiv din zilele
de repaus săptămânal, sărbători legale şi alte zile
nelucrătoare împărţită la numărul total al zilelor
calendaristice (365 zile). În efectivul zilnic al
salariţilor luat în calculul numărului mediu, nu se
cuprind salariaţii aflaţi în concedii fără plată, în
grevă, detaşaţi la lucru în străinătate. În zilele de
repaus săptămânal, sărbători legale şi alte zile
nelucrătoare se ia în calcul ca efectiv zilnic numărul
salariţilor din ziua precedentă, mai puţin cei al căror
contract/raport a încetat în această zi.Salariaţii care
nu au fost angajaţi cu normă întreagă s-au inclus în
numărul mediu proporţional cu timpul de lucru
prevăzut în contractul de muncă. În efectivul de
salariaţi luat în calculul numărului mediu se includ
numai persoanele care au fost plătite.
Începând cu anul 2003 din efectivele zilnice
luate în calculul numărului mediu au fost excluşi
salariaţii al căror contract de muncă / raport de
serviciu a fost suspendat, conform Legii nr. 53/2003
(republicată) Codul muncii, art. 49-54, privind
„Suspendarea contractului individual de muncă” şi
Legii nr. 161/2003 (cu completările şi modificările
ulterioare) referitor la suspendarea raportului de
serviciu (exemple: concediu de maternitate, concediu
pentru incapacitate temporară de muncă, exercitarea

Methodological notes:
Civil employment includes, according to the
methodology used for the labour force balance,
all persons who, during the reference year,
carried out a socio-economic lucrative activity,
excepting military staff and similar (Ministry of
National Defense, Ministry of Internal Affairs,
Romanian Intelligence Service staff), political
and community organizations employees and the
convicts.
Average number of employees represents a
simple arithmetic mean resulted from the sum of
daily employees number, including from the
weekly rest days, legal holidays and other non-
working days divided to the total calendar days
of the year (365 days). In daily number of
employees taken into calculation for average
number, there are not included: employees under
unpaid leave, on strike, detached to work
abroad. In weekends, legal holidays, other days
off it is taken into calculation as daily number of
employees from previous day, less that of those
whose labour contract ceased the same day.
Employees who were not employed in full time
are included in average number of employees,
proportionally with the working time from the
labour contract. Only persons paid are included
in the number of employees taken into the
calculation of average number.
Beginning with 2003 out of the daily total
number taken into account when computing the
average number excluded the employees whose
labour contract/agreement was suspended
according to the Law no. 53/2003 (republished) -
Labour Code, art. 49-54, regarding the
”Suspension of the individual labour contract”
and the Law no. 161/2003 (with subsequent
amendments) regarding suspension of the work
agreement (examples: maternity leave.

Şomerii înregistraţi reprezintă persoanele
care îndeplinesc cumulativ condiţiile prevăzute de
Legea nr.76/2002 privind sistemul asigurărilor
pentru şomaj şi stimularea ocupării forţei de muncă
şi care se înregistrează la agenţia pentru ocuparea
forţei de muncă în a cărei rază teritorială îşi au
domiciliul sau, după caz, reşedinţa, ori alt furnizor
de servicii de ocupare, care functionează în
condiţiile prevăzute de lege, în vederea obţinerii
unui loc de muncă.
Rata şomajului înregistrat reprezintã raportul
dintre numãrul şomerilor (înregistraţi la agenţiile
pentru ocuparea forţei de muncã) şi populaţia activã
civilã (şomeri + populaţie ocupatã civilã, definitã
conform metodologiei balanţei forţei de muncã).
Rata accidentelor de muncă reprezintă
frecvenţa de accidentare sau numărul accidentaţilor
ce revin la 1000 salariaţi.

Registered unemployed represents persons
who fulfill the cumulative conditions stipulated
by the Law no.76/2002 regarding the system of
unemployment insurance and employment
incentives and who register to the employment
agency in the territorial zone they have domicile,
or, by case, residence, or to another provider of
employment services, functioning according to
the law, in order to get a job.
Registered unemployment rate represents
the ratio between the number of unemployed
(registered at the agencies for employment) and
civil economically active population
(unemployed + civil employment, defined
according to the methodology of labour force
balance).
Rate of accidents at work represents
accident frequency or number of injured persons
per 1000 employees.
