South Africa South Africa’s overthrow of institutionalized racism and its attempt to build a
diverse democracy ought to speak more loudly than it currently does in world-
cosmopolitan historical debates. This, at a time when political interventions are promoted and
governance justified, using the language of cosmopolitanism and democratic humanitarian-
ism, on the grounds that ailing or incompetent national states have failed to
multi-culture
measure up to the levels of good practice that merit recognition as civilized. This
apartheid article takes up the challenge and argues that South Africa has the potential to
generate ‘an alternative sense of what our networked world might be and
empathy become, a new cosmopolitanism centred on the global south’. Yet, despite some
influence of the truth and reconciliation process, South Africa remains margin-
planetary
consciousness alized in international debates on humanitarian and cosmopolitan governance.
The challenge is to animate the meanings and significance of South Africa on a
worldly scale, a process which may depart from its local significations.

closed and finished cultural units which must be preserved at all costs.
Today’s brazen and complacent civilizationism is undermined by the
alternative figurations of culture, power, and ethnicity that are easily
deduced from the South African case. Your specific blend of diversity and
solidarity yields a special lesson for a world where we are increasingly told
that diversity and solidarity cannot mix. Culture becomes open, fluid, and
amenable to change. Then, the clash within civilizations is more important
than the supposed battle between them.
These difficult issues were echoing in my mind as I walked across the site
of the dazzling new Constitutional Court a couple of weeks ago. Turning
those cells and torture chambers into places of memory and hope that will
accommodate tourism while galvanizing democracy locally is part of a larger
shift which will determine how the history of apartheid can serve the re-
making of Johannesburg and the creation of a habitable public realm. I think
it has a wider, global significance as well. After all, the struggle to end
apartheid generated a worldly, trans-local movement which understood the
planetary dimensions of its hopes for a more substantial democracy that
could not operate in colour-coded forms. I hope that will be South Africa’s
gift to the future.
The terrible history of the prison complex adjacent to the court was
brought to life vividly by the young woman who guided our party through it.
Her understated eloquence drew us into the problems involved in engineer-
ing transitional justice so that it could reconstruct the corrosive legacies of
colonial governance. Between her words, I found myself troubled by the tales
of abuse and humiliation which connected that space to the digital glimpses
we had recently obtained of the carceral regime in US-occupied Iraq. Those
photographs from Abu Graib had just entered the media firmament. The
humbling stories of shock, humiliation, and gross violence recounted by our
young guide cast them in a different light. They were not just instances of
porn-soaked American contempt for the ‘sand-niggers’ and ‘towel-heads’,
but a small part of the routine functioning of colonial administration which
had significant precedents and analogues elsewhere / wherever colonial
wars were fought.
There were other disturbing connections to South African history. The
photographs from Iraq showed exactly how the individual bearers and
affiliates of those big civilizational collectives appear to us in strictly
racialized forms, ready-stamped with iconic badges of relative rank. The
images underscored that the racism which lubricates the functioning of
violent colonial projects is there because it makes the brutal tasks of the
torturer and the gaoler easier to complete. There are no bad apples. Nor are
these violations simply acts against the prisoners designed to solicit
information or dramatize overarching governmental authority.
