Intensitatea orara de calcul pentru strazi se poate stabili in cadrul studiilor de circulatie
din localitati si prin procedee analitice considerandu-se perioadele (momentele) caracteristice de
varf ale circulatiei, care se repeta (zilnic, saptamanal etc.)
Pentru circulatia urbana intensitatea traficului in ora de varf se determina prin:
-insumarea intensitatilor maxime din doua jumatati de ora successive care dau maximul
orar al zilei;
-insumarea intensitatilor maxime din patru sferturi de ora successive care dau maximul
orar al zilei, in cazul intersectiilor.
Caracterul circulatiei:
flux discontinuu (intermittent sau pulsatoriu) cu opriri la intersectii;
flux continuu, fara opriri la intersectii cand acestea sunt denivelate sau dirijarea traficului
se face in sistem coordonat (unda verde);
Caracteristicile traficului:
intensitatea si fregventa sosirilor de vehicule;
viteza medie de circulatie;
componenta traficului pe categorii de vehicule, inclusive caracteristicile lor constructive
si dinamice.

Principalii parametri care intervin in calculul capacitatii de circulatie a intersectiilor sunt:
a) Intensitatea fluxurilor in ora de varf pentru vehicule si pietoni, care se stabileste in
cadrul studiului general de circulatie comform STAS 7348-86 si reglementarilor legale in
vigoare. Pentru echivalarea vehiculelor care schimba directia de mers la stanga sau la dreapta,
coeficientii de echivalare din STAS 7348-86 se multiplica cu valorile:
- 1,6 pentru vehicule usoare (cu sarcina utila pana in 15 kN) si 2,6 pentru vehicule grele
(cu sarcina utila peste 15kN), in cazul efectuarii virajelor la stanga;
- 1,3 pentru vehicule usoare si 2,3 pentru vehicule grele, in cazul efectuarii virajelor la
dreapta.
In ultima vreme, datorita numarului tot mai mare de participanti la trafic, pentru o mai
buna dirijare si fluidizare a traficului in intersectiile retelei principale de strazi si nu numai, s-a
apelat la echiparea acestora cu semafoare comform STAS 1848/4-86.
In functie de capacitatea de circulatie necesara a intersectiei se determina succesiunea si
durata diferitelor semnmale emise de semafoare pentru preluarea si evacuarea fluxurilor
incidente de pietoni si vehicule, in conditii de siguranta si timp minim de traversare.

- ciclul de semaforizare, care cuprinde o segventa completa de schimbare a semnalelor
luminoase la toate semafoarele din intersectie, respective a fazelor de semaforizare;
- programul de functionare al semafoarelor, prin care se reprezinta graphic succesiunea si
durata fazelor de semaforizare si a segventelor pentru toate semafoarele.
Capacitatea unei benzi de circulatie se exprima prin numarul de vehicule etalon care pot
traversa intersectia pe emnalul verde pe durata unei ore de timp verde , fie pe durata unei
ore fizice Q.
Intre capacitatile Q si este relatia:

– durata unui ciclu de semaforizare.
Variatia solicitarii la o intrare in intersectie de catre vehiculele sosite se exprima prin
factorul de varf instantaneu , stabilit cu relatia :
= (numarul vehiculelor sosite in ora de varf)/(4x numarul maxim de vehicule sosite
in 15’)
Se considera :
=1 pentru debite cu sosire uniforma;
= 0,25 pentru debite concentrate in 15 minue.
Repartitia traficului pe retea si la intersectii este echilibrata cand ; in
caz contrar, se impune imbunatatirea organizarii circulatiei pe retea.
Gradul de saturatie , a unei intrari prevazuta cu semafoare exprima fluenta in
intersectie.
Intrarea in intersectie este saturata cand vehiculele sosite asteapta la stop mai mult de un
ciclu de semaforizare pana sa intre.
Durata maxima a ciclului de semaforizare nu trebuie sa fie mai mare de 120 s; peste
aceasta valoare este mai eficienta intersectia denivelata.
Pentru vehicule grele (cu sarcina peste 15 kN), inclusive pentru tramvaie (vagon motor
plus o remorca):
a=6 s si e=4,5 s
In cazul fluxurilor foarte intense, intervalul de succesiune e se poate reduce pana la 2,1 s
pentru vehicule usoare si 4 s pentru vehicule grele.
Perioada de libera intrare pentru pietoni se stabileste pentru sensul cel mai
solicitant, cu relatia:

In care:
P – numarul de pietoni adunati la traversare in timpul interzicerii traversarii;
b – numarul benzilor de pietoni pentru un sens, cu latimea de 0,75 m;
k – capacitatea de traversare a pietonilor pentru o banda, in numar de pietoni ce trec intr-
o secunda.
Perioada de libera trecere pentru pietoni trebuie corelata cu timpii necesari pentru
vehicule si, daca este cazul, se reconsidera numarul de benzi.
Perioada de evacuare a vehiculelor (timpul intermediari sau interverde) rezulta din
conditia de evitare a coliziunii in punctele de conflict, la schimbarea fazelor de semaforizare. In
calcul se considera ca ultimul vehicul intrat se deplaseaza inainte pana la punctual de conflict cu
viteza de 20 km/h (5,5 m/s), iar primul vehicul oponent din faza urmatoare se deplaseaza spre
acelasi punct cu viteza de 60 km/h (16,7 m/s).

ora, corespunzatoare fazei f.
Durata ciclului de semaforizare astfel determinate se definitiveaza numai dup ace se fac
verificarile pentru toate relatiile de traffic antagoniste si neantagoniste de vehicule si pietoni, in
ordinea desfasurarii curentilor conform fazelor de semaforizare.
In cazul intersectiilor foarte solicitate de pietoni, comparative cu solicitarea vehiculelor,
durata ciclului se stabileste in functie de timpul verde necesar pietonilor.
Incadrarea duratei ciclului in limitele precizate anterior se asigura prin masuri cum sunt:
- majorarea numarului de benzi de circulatie pentru reducerea numarului de vehicule pe
banda si respectiv a timpului de verde (evazarea intersectiei);
- reducerea duratei intervalului de succesiune la intrarea in intersectie in limitele
precizate anterior;
- comasarea in aceeasi durata a timpului intermediar pentru diferitele manevre de
evacuare a intersectiei;
- restrangerea spatiului intersectiei si a distantelor de parcurs;
- fragmentarea trecerilor de pietoni cu lungimi mari si prevederea de refugii centrale.
