OPL would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a lisl of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

I've been promised the latest on which offers we've accepted, but I don't want to hold you up. I will send it
as soon as I get my hands on it

1. This message summarizes all ES offerings received as of September 9 for the Hurricane
Task Force.

2. GOES has offered up to 200,000 pounds of ready-to-eat rations (7000 of which could be
airlifted by the ES military) and 150 military personnel to assist with logistics or
search and rescue. Post is aware that the USG is unable to accept the rations.

3. An ES Private sector source has offered up to 14,500 liters of water (15,000 half-
liter, and 7,000 one-liter bottles). The water is certified in a variety of states (MI,
NY, SC, FL, CT, PA, CA, NJ and AZ), and by several international organizations. A second
private sector source has tentatively offered several 1000 pairs of shoes.

-- The Salvadoran military are ofering up to 20,000 lbs. of canned meal rations (consisting of pre-cooked rice, beans.
ground beef, and plantains). They are willing to fly 7,000 Ibs. in a Salvadoran Air Force C-47. but the remaining 13,000
Ibs. would likely require US airlift. The C-47 is already packed and ready to go. I spoke with our I land B6

We have been advised that all of FEMA's needs have been met, but we have NOT/NOT yet
received the Secretary's approval to send an ALDAC to announce this. Countries (such as
El Salvador) whose offers of assistance "have not been matched with needs," but still wish
to contribute will be encouraged to donate cash·directly to the American Red Cross.

Paul, do you have any additional information on the issue of telemedicine recorded in the attachment? I was approached
here by a Salvadoran firm called Fonomed which is interested in offering medical consultations through an 800 number to
Spanish speakers. They operate in ES and have operated only a trial program in the U.S.; they say they have a legal
opinion outlining what kind of services they can offer using the medical staff here and given licensing requirements in the
u.S. They are looking for a contact in a central government authority (i.e. FEMA) that can tell them how to make their
service available. I don't think this would be a'QONATION of services, however.

1. This message summarizes all ES offerings received as of september 9 for the Hurricane
Task Force.

2. GOES has offered up to 200,000 pounds of ready-to-eat rations (7000 of which could be
airlifted by the ES military) and ISO military personnel to assist with logistics or
search and rescue. Post is aware that the USG is unable to accept the rations.

3. An ES Private sector source has offered up to 14,500 liters of water (15,000 half-
liter, and 7,000 one-liter bottles). The water is certified in a variety of states (MI,.
NY, SC, FL, CT, PA, CA, NJ and AZ), and by several international organizations. A second
private sector source has tentatively offered several 1000 pairs of shoes.

1. (U) This is an action request for embassy front

2. (U) This cable contains an oral message from Secretary


Rice conveying the official USG response to the
Government of El Salvador assistance offer in the wake

• Brazil: from electrical manufacturers via.GOB: power generators (GOB needs to know required specs)

• Bolivia: La paz 2748: 5 civil defense officers invited by Mississippi Nat'l Guard via SOUTHCOM,
offering 2 generators, medical supplies, flour, cots/sleeping. bags; private/university offers of doctors;
private offer of generators and water filters [5 civil defense being coordinated by SOUTHCOM, will be
in Jackson only, no StatefTaskForce role; SOUTHCOM has been told by FEMA/states that the other
materials/personnel offered are not needed at this time, but havegiven info for matrix] .
• Paraguay: ASUNCION 1139: Private cit I pffered to organize blood drive; Amcit in Bt
Paraguay I, loffered to donate 2000 shirts and 2000 pants.
• El Salvador: Charge Butler called to relay GOES offer of forensic police/prosecutor specialists.

Mexican Army in Texas served 3,000 lunches and 4,720 dinners to evacuees today (per NORTHCOM); FEMA
provided substitute food as necessary; we put concerned (sanitation/food) San Antonio and USG officials in
contact with NORTHCOM and 5 th Army onthis issue; Mexicans expected to stay -20 days.

EI Salvador may send troops for embedding with "sister" New Hampshire National Guard, which is currently
assisting with disaster relief. The Salvadoran troops' have trained with the NH Nat'l Guard before, have English
capability, and disaster relief experience. ~oD is currently assessing this possibility before offer formalized,

Cps Center received call from Consulate Guadalajara saying the governor of Jalisco may try to come to US on
Monday (no further info); we'd likely discourage/deny the trip if to/near affected areas.
