1. Finland: The Cash from the Government of Finland went to the Red Cross which has
confirmed receipt of $120,000. Executive Summary should have specified Red Cross.
2. Greece: We were offered and received 2000 towels, not 2500. Executive Summary should

We did a quick comparison of the cables below to the Department of State's 'Summary of
International Assistance Received or Expected to Date November 10, 2005 @ 1230. I noted
the following.
1. The Summary indicates Finland (1) made a cash donation and (2) 3 logisticians were
integrated with the Red Cross. However, the cable to Finland does not mention the cash
nor the 3 logisticians being accepted. Also, the Summary does not indicate the amount of
Finland's cash donation nor the recipient of Finland's cash donation. Are we to assume
that all financial donations listed on the State's Summary went to the U.S. Government
unless otherwise indicated?
2. The Summary indicates Greece donated 2,500 facial and body towels; however, State's
cable states only 2,000 facial and body towels were accepted.
3. The Summary indicates India donated $5 million to the Red Cross. Did State make it a
practice not to acknowledge a country's financial donation to a non-governmental

Julie, regarding the question of acknowled~ment of donations to the Red Cross here is a
response:
State did acknowledge some but not all country donations to the Red Cross. In some cases
there were cables instructing missions to thank a government, in one case this was done in
a letter from·the President, in another it was enfolded in a response by the Secretary to
an incoming letter of condolence.
The donations to the Red Cross often went directly to them.

UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. Travel in and around the disaster area is both

This is the information we received from our Siljaline contact, Tuomas Nylul:Jd. who is their corporate affairs and external
communications director. The charter agreement between Siljaline and LSU was approved by FEMA, but Siljaline does
not have a copy of that approval. We assume it was handled on the LSU side. Siljaline's lawyers have been working with
Mr. William Sylvia, vice president for finance and administration at the University, and Mr. P. Raymond Lamonica, General
Counsel of LSU. Siljaline said that these two gentlemen would have a copy of the FEMA approval.

We have passed this on to the task force but have run into a fairly typical problem. The task force contacted FEMA
headquarters who said that they were not aware of this offer and that FEMA has not accepted this offer. Can you ask

Section is now processing visas for 22 Finnish crew members. While this is a contractual arrangement, it is a

We just received word from the MFA that the Finnish ferry line, Siljeline, has been
approved by FEMA to send a ferry to Baton Rouge to house the students and staff of LSU's
Health and Science,Center. Apparently the company is in the process of signing a contract
with LSU and the ferry will depart for Baton Rouge early next week. Our Consular Section
is now processing visas for 22 Finnish crew members. While this is a contractual
arrangement, it is a reflection of continued cooperation and assistance from Finland in
the wake of Katrina.

covers, per John Bass, Operartions Center Director, 1000 091005. While FEMA appreciates
the offer of additional items, there are no identified needs for them at this time.

• Confirmed Hurricane Katrina fatalities rose to 792 (source BBC). This number
continues to increase as detailed search and rescue operations are undertaken.
• Recovery operations are continuing. The overall situation steadily improves. Military
forces in the region are starting to be reduced.
• It is estimated that water levels in the New Orleans area will return to normal by mid-
October, water is currently being pumped out at a rate of about 44 billion Iitres a day
(46 Million tonnes a day). Concern remains over dangerous levels of sewage-related,
bacteria and toxic chemicals.
• Ophelia, at present, is not expected to make landfall.
• President Bush made his fourth trip to the affected area on' Sept 15 and announced
rebuilding plans for the region in a televised address from New Or1eans.
• Local response arrangements have not been changed. (See MIC Message 15)

Several Member States (Malta, Cyprus) have provided financial support to the Hurricane
Katrina relief fund. In order to enable the MIC to maintain a correct overview, Member
States are kindly asked to notify any changes In the offers, acceptances or delivery'
of assistance.
Following acceptance of offers of assistance by the State Department there remains the
opportunity to utilize NATO strategic lift to transport commodities to the US (through the
EADRCC), Additional airlift is being provided by Canada (1 x Airbus A-310) and the
Ukraine (1x AN-124) to help complete this mission. It is anticipated that NATO flights will
take place every other day from 15th Sept through to 23 rd Sept.

The US military airbase at Little Rock, Arkansas (LRAFB) is the primary point of entry for
international assistance by air. LRAFB has a logistics unit in place for the reception and

The commodities are being called forward by FEMA field elements including JFOs. To
date 86 trucks have been sent out from LRAFB (19 to Mississippi, 61 to Louisiana, 4 to
Arkansas and 2 to Texas), including commodities received from the Czech Republic,
France, Italy, Spain, Sweden and the UK.
FEMA have highlighted the Swedish Ericsson equipment as particularly useful.

MREs
o Foreign MREs donated in response to Katrina remain under FEMA and Office of

o Current plans call for storing the non-usable MREs in the OFDA/UK warehouse in
Florida for future use by the UK in other potential disaster' areas. The NSC is working
with FEMA to secure the official turnover of the MREs to the UK AID organization.

the remaining accepted NATO country goods being consolidated at Ramstein (anticipated at about 220 MT with
some volume restrictions; that is some of the goods like blankets will volume out the aircraft before weight does).
• N003 & NOOS are 707 NATO flights (limited cargo capacity of about 20 MT per flight).
• N004 is a Canadian military aircraft (probably limited to about 33 MT of cargo).

The Air Force has been contacted by Antonov Company (a civil company) concerning the possibility of
their company being chartered to bring Hurricane relief supplies.: The representative mentioned a
possible landing at Ramstein AB, Germany in conjunction with this relief flight. We normally deal with
the lawyers for this company and he had few details about the flight, but felt they were going to land at
New Orleans rather than Little Rock. Though previous foreign government charters did not require a
civil aircraft landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that the landing is
for OfficiaJ Government Business (rather than just for convenience...i.e, gas, etc). We need information
about this flight (and possibly the A-310 listed below) before we will allow it to land at any Air Force
base besides Little R o c k . · ,

My recollection. backed by some emails I have. is that:
A) Greece offered 2.000 "facial" towels and 2.000 "body" towels. (From a USAID-OFDA

arriving in Little Rock on 9/20.*) Could it be the 2,500 figure was a mistake on the Exec
Summary? Could it be we received slightly more than 2.000. and that represented a mix of

(I do recall that. originally. OFDA thought the towels were from a country other than
Greece. and we had to get that changed ... )
B) Finland offered many things, and NATO Sit Rep (#12) indicates that included a search &
rescue team (of 30 persons. declined by FEMA), as well as commodities such as sheets,
first aid kits, tarps & pillow cases (accepted by FEMAJ. (Other items were declined in
STATE 167044. I believe) In addition. it seems 3 "logisticians R went to help the Am. Red
Cross (STATE 069097). From a late version of the matrix. it seems that the Finnish Red
Cross was supposed to donate to the Am Red Cross. NOT the USG. (I'm not sure sure why GAO
assumes it all goes to the USG; however. perhaps Roger can confirm whether Charlestown's
records suggest receipt of money from Finland.)

NATO Flight Approvals: The following flights were approved by OFDA and FEMA:
OFDAcontrol numbers on Flights N004 and N006 do not match up with NATO itinerary.
Waiting on OFDA to provide updated itinerary.
GOU agreed to provide an AN-124 aircraft at the GOU's expense to pick-up supplies at
Ramstein AFB, and then deliver them to Little Rock, AFB on September 19. ODFA
approved control # for mission pending. The aircraft is already at Ramstein. Plane will
carry a full load (up to 105 tons). Supplies include 15 tents, 2,000 blankets, 4,000
bedsheets, 2,000 pillows and pillowcases, 30,000 bandage packs.
EUR representative is sending out an updated thank you cable for clearance in regards to
Ukraine's offer of assistance. The Task Force Director would like to have all fmal cables
sent out for clearances by 5:00 p.m.

The truck from the Upper Austrian Fire Brigade Association will leave AUSTRIA

Transportation of 24,000 blankets and 210 camp beds will be sent this evening
the evening of 14 September by a NATO flight.

September 11. A tugboat (leaving from Brest) should be joining them with
supplementary equipment.
2 flights with a total of 40 tents, 400 tarps and 2000 MREs have been delivered
and planes came back.
The consular team in charge of localisation of French people in Baton Rouge
completed their mission and returned back on Wednesday.
LUXEMBOURG
The team has arrived in the New Orleans and is integrated in the German THW
team. They installed two pumps andon Thiursday they will be installing new
.pumps. The team is housed on US Naval vessel Shreveport.
NETHERLANDS
A Ukranian aircraft carrying Dutch waterpumps arrived at New Orleans Naval
Airbase 12 September. The team for the waterpump units had already flown to
New Orleans.
Miitary ships and helicopters containing Navy Vessel "HMS Van Amster will be integrated
in the US naval command of Iwo Jima. This vessel carries Lynx helicopters. potable water,
MREs, two doctors and three nuirses, divers and engineers, 100 life jackets.

ALCON: PM/ISO has issued dip flight clearances on 3 of the five intended NATO relief
flights.
TF: This is to underscore that ONE of two things needs to happen for PM/ISO to process
the other two:
l)OFDA changes OFDA Control #'s 09-16-N004 NATO CA F A310 and 09-16-N006 NATO AN 124 to
correspond to the updated flight itineraries NATO provided us this morning, which have
relief flights arriving Little Rock on 9/23 and 9/25, and involve NATO cargo aircraft
(TCA/E3's) vice A310 and AN 124.
OR
2)NATO submits new itineraries which correspond to the OFDA control- number dates in
question: 9/17 and 9/20-21.
A final caveat: although we (PM) have no indication from NATO that they intend to use
civilian charter aircraft for these two flights, SHOULD this be the case, Tim is correct
that DOS wouldn't issue dip clearances. HOWEVER, they would still need to provide_
justification to USAF and obtain USAF permission to fly into Ramstein and/or Little Rock
AFB (POC: Tim Bennett, cc'd).

The Air Force has been contacted by Antonov Company (a civil company) concerning the
possibility of their company being chartered to bring Hurricane relief supplies. The
representative mentioned a possible landing at Ramstein AB, Germany in conjunction with
this relief flight. We normally deal with the lawyers for this company and he had few
details about the flight, but felt they were going to land at New Orleans rather than
Little Rock. Though previous foreign government charters did not require a civil aircraft
landing permit issued by the Air Force to land at Little Rock AFB because it was for
emergency relief, a landing at Ramstein would require such a permit and verification that
the landing is for Official Government Business (rather than just for convenience ... i.e,

gas, etc). We need information about this fl~ght (and possibly the A-310 listed below)
before we will allow it to land at any Air Force bas~ besides Little Rock.

itineraries be faxed to PM/ISO flight operations as soon as possible at 202-647-4117.

(particularly all US ports to be used), not just arrival/dept times at Ramstein and Little
Rock.
It's our understanding that all 5 NATO Flights, given their humanitarian nature, are to go
to the AFB side of Little Rock., pIs advise should this not be the case.
Finally, please note we're processing the dip flight clearances for the other three
flights referenced below, and will have those out to ALCON shortly.

There is a cargo bottleneck with the designated NATO 707 flights-limited cargo capacity of about 20 MT/f1ight thus
