During this shift, we've had two cases (Senegal and Georgia) where the WashOC-based Ambassadors offered Immediate
cash donations to aid the Katrina relief effort. .

If these offers had originated from the field, we'd ask Posts to get the offers in writing, and would then generate cabled
responses, cleared by the TF and RM.

Using the Senegal and Georgia cases as precedents, should regional bureaus or TF action officers be contacted by a DC-
based embassy offering a cash donation, the first step is to request the embassy to put its offer in writing,via diplomatic
note. State's response (from the appropriate regional bureau representative) similarly should be in writing, via diplomatic
note. Ideally, both dip notes should be transmitted prior to receipt of the donation. Naturally, desks should ensure that
their Posts also are informed. As with "acceptance cables", all diplomatic notes responding to donation offers should be
cleared by the TF (Coordinator and Director) and RM -- as well as other clearances (e.g., L) as appropriate.

1. As foreign governments, individuals and organizations continue to provide assistance


in the wake of Hurricane Katrina, we must ensure that our appreciation for their
generosity and support continues to be expressed clearly and publicly. As delivery of
assistance from specific countries is confirmed, embassies are to make public statements
.to the government, in the media and in other appropriate venu~s thanking donors for their
help at this critical time. Statements should be coordinated with host governments to
avoid possible misunderstandings or preemption of donor country announcement.

2. Posts should keep the Task Force advised of actions taken in response to this cable.
For Post's information only, please see the attached list (para. 5) of foreign government
offers that have been accepted as of this date.

3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.

4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina. the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance.· Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

Based on the information we have, 75,000 MREs would require approximately 11 x 40'
containers.

Each skid holds approximately 340 Meals and you should be able to stow 20 skids (or
pallets) on 1 x 40' container.

Each skid measures approximately 48" x 40" x 80".

Each skid weighs approximately 930 kilograms.

74,800 meals. Please note that every skid/pallet isn't uniform so these numbers could
vary a bit, but they should be pretty close.

The transport shouldn't cost more than $ 50,000. We called a few carriers last week
and the average price we received fell in the $ 4,000 to $ 4,500 range per 40' container.
This included pickup in Little Rock, Arkansas, container drayage to.East Cost USA and
ocean freight to Poti, Georgia. Please note that this doesn't include customs clearance
in Georgia or any inland freight fiom Poti.

1. Pending cable declining the Swiss offer of help. The Switzerland desk is clearing it,
and then it must go through the rest of the clearances. Draft cable is a modification of
STATE 169094. The Switzerland desk has cleared. Sent to PA, EUR/PGI, OFDA'for clearance.
PENDING CLEARANCES.

2. Pending: modification of cable accepting Danish donation. FEMA now wants Denmark to
arrange for the shipment of the blankets they plan to donate. NATO transport aircraft are
too swamped to transport the blankets. Also, FEMA wants Denmark to reduce the number of
blankets from 40K to 10K. Cable 166970 needs to be modified. Spoke with backup Denmark
Desk officer, but he didn't want to take action. Said Task Force should draft cable.
AWAITING ACTION.

3. Ukraine: very much wants to be of help. Want tO,send in-kind donations via airplane,
but FEMA does not want the stuff_. They do, however, need the airplane to transport NATO-
countries donations currently on the tarmac in Ramstien afir force base. The Deputy in
OMB is going to work with the Embassy in Kiev to see if we can maybe push the Ukrainians
to send their airplane, empty, to pick up the NATO material. Follow up with OMB Deputy

6. John Cockrell at US NATO is very interested in following the status of transportation


for the NATO countries donations. Please copy him when relevant.

7. Germany: David Chin (240) 476-4914 is the State, Department Detail to the National
Communications System. He needs to find out more information about 2 Germany telecom
offers -- one a private donation from New Skies and the other a containerized cell phone
equipment offer. He needs technical details and dollar amount of~the New Skies offer of
help. NO ACTION TAKEN YET.

e. Captian Dave Gordner, Liaison to State Dept from U.S. Coast Guard (x6-eSS4) wants to
follow up with Malta's offer of help. (Listed in Matrix) He will check what materiel
Malta was offering, and OFDA rep needs to check with FEMA. Please contact OFDA rep and
Dave Gordner to check status.

DEVELOPMENfS

1) Greek offers of ships: DoD has in principle accepted offer of2 cruise ships. No USG acceptance on further offer of
cargo ship, yet it appears ship departed for U.S. on/around 9/8.

2) Ukraine: Have accepted offer for Antonov-planes to send pumps from the Netherlands. No acceptance of other offers.
Would be ready to accept more transport capacities.

3) Luxembourg: DCM Dan Piccuta reports Luxembourg offer of 1000 camp beds and 2000 blankets, fonnallyaccepted
by STATE 166971, will be shipped on Wed 9/14 to Huntsville via Cargolux as coordinated with USAID/OFDA and
NATO logistics. No action necessary.

4)Georgia has given a check of 550,000: Georgian embassy supposed to hand it over today. Desk Officer has prepared a
draft dip note to thank Georgians. Will clear with Task Force.

OUTSTANDING ISSUES

I)Norway: Prepared cable to decline additional offer (first offer already accepted); check on clearance

2) Swiss offer of assistance: FEMA and TFapparently approved some items wlo the knowledge of OFDA. The original
list ofapproved items has now changed. As a result, OIDA has removed themselves from the approval process (see
email from Tony Stitt 9:02PM 9/12). FEMA and TF must collaborate to confirm commodities.

Need to find closure on comfort kits. Open question: is the writing in English (ifnot, must be translated)? Desk
will find out and urges that we should then accept without delay! Got confirmation that there are no food items, but
did not get info on other aspects.

Obtain CMS, OFDA and FEMA agreement on what to accept - circumstances have changed since last agreement
on 9/8. Current OFDA "green light" matrix shows "plastic sheets, bedding and comfort kits (no food)."
OFDA OPS thought that agreement covered tarps, not plastic sheeting (Swiss offered both). Do we need tarps over
plastic sheeting? Should we accept the tents too? As Swiss have alread packed everything it would be advisable not
to separate further.

Other offers: pumps and appox. 100 people to operate them - FEMA said "yes" to offer, but it is outstanding, no
action; forensic experts - this is on "standby."

FOREIGN ASSISTANCE

1. (U) A total of 119 countries and 11 international organizations


have generously offered assistance to the Hurricane Katrina relief
effort. The following new offers of assistance have been made:
-- The Senegalese Ambassador has offered a cash donation of $100,000
-- The Georgian Ambassador has offered a cash donation of $50,000
-- The Dalai Lama is donating $100,000 to the Bush-Clinton fund for
disaster assistance
-- Nigeria has offered a cash donation of $1 million

Pakistan's in-kind assistance offer ($200,000 in goods already


purchased) was declined by FEMA. Red Cross may accept once asked, but
commercial shipping costs may exceed value of goods. (Task Force)

FIRST FOREIGN NATIONAL CONFIRMED DEAD

2. (U) Mrs. Lydia Johns (reportedly 83), a UK citizen resident in New


Orleans, is the first foreign national confirmed dead. Mrs. Johns'
son, Jimmy Guerrieri, found his mother dead in the· attic of her
flooded home. CA reps in Baton Rouge are working closely with UK
consular officers, who plan to visit the son on Tuesday, 9/13. (Task
Force, CA)

UNITED NATIONS UPDATE

3. (U) A United Nations team completed its initial assessment of how UN


expertise can help, proposing that a small team remain in the affected
area for two weeks to work with U.s. officials on health issues,
logistics, a~d longer-term planning. UN logisticians will remain in
Little Rock to assist with forward movement of international
humanitarian relief supplies ~ntil international flights cease. The
UN team reported the current U.S. federal and local response
pz-of e'aa i ona La are fully mobilized and more than adequate to manage

DEVELOPMENTS

1) Russian offer of bandages: OFDA has issued control # 09-10-M028. USAID/OFDA Logistics working with PM to
secure diplomatic flight clearance for Russian aircraft carrying bandage donation (ref: STATE 167121).

2) Luxembourg: DCM Dan Piccuta reports Luxembourg offer of 1000 camp beds and 2000 blankets, formally accepted
by STATE 166971, will be shipped on Wed 9/14 to Huntsville via Cargolux as coordinated with USAID/OFDA and
NATO logistics. No action necessary.

OUTSTANDING ISSUES

1) Ukraine: Embassy Kiev (Malg~ta Bula-Duane) should clarify amount of cash donation from Ukraine.

2) Swiss offer of assistance: FEMA and TF apparently approved some items w/ci the knowledge of OFDA. The original
list of approved items has now changed. As a result, OFDA has removed themselves from the approval process (see
email from Tony Stitt 9:02PM 9/12). FEMA and TF must collaborate to confirm commodities.

1) Need to find closure on comfort kits. For example, are there any medicines in the kit, is the writing in English
(if not, must be translated) and are the items easily identified? Desk confirmed that there are no food items,
but did not get info on other aspects. Desk should clarify. See OFDA specifications for kit contents.

2) Obtain CMS, OFDA and FEMA agreement on what to accept - circumstances have changed since last
agreement on 9/8. Current OFDA "green light" matrix shows "plastic sheets, bedding and comfort kits (no
food)." OFDA OPS thought that agreement covered tarps, not plastic sheeting (Swiss offered both). Do we need
tarps over plastic sheeting? Should we accept the tents too?

See below. for draft acceptance cable language.

Other offers: pumps and appox. 100 people. to operate them - FEMA said "yes" to offer, but it is outstanding, no
action; forensic experts - this is on "standby."

3) Georgia offer of $50,000: This morning Desk Officer will draft dip note to accept their offer.
Georgian embassy wants to hand-deliver a dip note and check today (Govt declined to give to Red Cross, or to a wire
transfer to RC or USG). Desk Officer will draft a dip note accepting the offer, and will confirm with RM that check
can be written to "U.S. Department of State."

4) Greek offers of ships: Today need to confirm with FEMA that cruise ship no longer needed (also, tum back cargo
ship which USG has not accepted).
Offer and acceptance of cruise ship .- Greek govt waiting on word of waivers of mooring fees, taxes before
sending ship. No need for ship (apparently two other ships are already available, and have been found to be
unattractive options). There's another offer outstanding from the Greek govt - a cargo ship - no USG
acceptance, yet it appears' ship departed for U.S. on/around 9/8.

1. pending cable declining the Swiss offer of help. The Switzerland desk is clearing it,
and then it must go through the rest of the clearances. Draft cable is a modification of
STATE 169094. The Switzerland desk has cleared. Sent to PA, EUR/PGI, OFDA'for clearance.
PENDING CLEARANCES.

2. Pending: modification of cable accepting Danish donation. FEMA now wants Denmark to
arrange for the shipment of the blankets they plan to donate. NATO transport aircraft are
too swamped to transport the blankets. Also; FEMA wants Denmark to reduce the number of
blankets from 40K to 10K. Cable 166970 needs to be modified. Spoke with backup Denmark
Desk officer, but he didn't want to take action. Said Task Force should draft cable.
AWAITING ACTION.

3. Ukraine: very much wants to be of help. Want to ,send in-kind donations via airplane,
but FEMA does not want the stuff_. They do, however, need the airplane to transport NATO-
countries donations currently on the 'tarmac inRamstien,~af~ir--force-base.-'I'he---Deputy~in---,-­
UMB is going to work with the Embassy in Kiev to see if we can maybe push the Ukrainians
to send their airplane, empty, to pick up the NATO material. Follow up with UMB Deputy
Marcus Micheli x7-9049 .

. 4. . Georgia: Donated $50K directly to the Red Cross .iThe' Georgia desk is working on a
cable to thank the GOG.

5. Greece: Desk is drafting a cable declining the Greek offer of 'a cruise ship. The
offer had been accepted previously, but FEMA re-assessed the needs and no longer need the
ship. We are waiting final word from FEMA, but Greece desk is already working on a cable
to decline offer. Call Jqe Parente when we have final word from OFDA representative.

6. John Cockrell at US NATO is very interested in following the status of transportation


for the NATO countries donations. Please copy him when relevant.

7. Germany: David Chin (240) 476-4914 is the State· Department Detail to the National
Communications System. He needs to find out more information about 2 Germany telecom
offers -- one a private donation from New Skies and the other a containerized cell phone
equipment offer. He needs technical details and dollar amount of the New Skies offer of
help. NO ACTION-TAKEN YET.

8. Captian Dave Gordner, Liaison to State Dept from U.S. Coast Guard (x6-8554) wants to
follow up with Malta's offer of help. (Listed in Matrix) He will check what materiel
Malta was offering, and OFDA rep needs to check with FEMA. Please contact OFDA rep and
Dave Gordner to check status.
