1. (U) Summary: Assistant Foreign Minister Nguyen Duc Hung
told the Ambassador that the GVN will donate USD 100,000 to
the victims of Hurricane Katrina and has a team of 10-15
doctors and medical personnel standing by to travel to the
united States to assist as needed. He also said the
Vietnamese Red Cross will coordinate a campaign to collect
donations from Vietnamese citizens and mass organizations
and then channel those donation. to the victims. The GVN

2. (SBU) AFM Rung called the Ambassador on the morning of


September 8 and asked him to come to the Ministry for a
meeting. He discussed the issue of Vietnam's representation
at UNGA (reporte~ septel) and then informed the Ambassador
that Vietnam intends to provide USD 100,000 to the victims
of Hurricane Katrina. The "humble contribu~ion" is a
"concrete ex~ression of the sympathy and solidarity of the
Vietnamese people,' Rung said. Vietnam is willing to
provide the donation in cash or in kind, Hung said. Vietnam
has a team of doctors and medical personnel standing by and
ready eo go to the United States to assist with treating
victims of ~he hurricane, Hung added. Supplementing this
official assistance, the Vietnamese Red"CroBs wi,il "con~ider
the appropriate way to assist American victims." The first
step in the Vietnamese Red Cross' effort would be to
coordinate a drive to collect donations from Vietnamese
citizens and ma;s organizations, he said.

3. (U) The Ambassador told AFH Hung that Vietnam's offer is


generous and "far from humble." He recommended that the GVN
consider a charitable donation to a relief organization such
as the American Red Cross as the fastest and most effective
way to reach the disaster victims. The Ambassador asked AFH
Hung to be patient while disaster relief agencies in the
United States determine how and if it will be possible to
take advantage of Vietnam's offer of a medical t~sm.

September 8. 2005

Dear Ambassador Hung:

I was deeply toucned to be informed by you that the


Government and people of Vietnam plan to make a donation to
help Americans devastated by Hurricane Katrina and to
contribute a medical team to the recovery effort. Vietnam's
generous offer will mean a great deal to the American
people.

Currently, U.S. response agencies are trying t~ match the


offers the United States has received from donors around the
world with the needs in affected areas and to ensure that
proper assistance reaches the site wh~re it will do the most
good. It may take some time to make these assessments and
we ask for your Government's patience in allowing us the
time to accomplish this. To facilitate this process, it
will be helpful if your government can identify an English
speaking technical level expert to serve as a point of
contact for our experts as we consider Vietnam's offer of a
medical team,

The outpouring of domestic asuistance and existing


international offers appear sufficient to meet our immediate
critical, te6hnical needs. Having said that, we recognize
tha~ the long-term reconstruction needs may well require
additional international assistance and we will keep your
Government advised as these specific needs are clarified.

At the S4me time, we all recognize that the burden of caring


for displaced persons will fall to a large extent upon non-
governmental relief oTganizations. As a result, we believe
that the best recipient for Vietnam's otfer of $100,000
would be a non-governmental organization of your choosing

rather than the United States Government. In our meeting


this morning, you mentioned the American Red Cross as a
possible recipient of Vietnam's donation. This would be an
excellent solution. Other alternative organizations
identified by the U.S. Federal Emergency Management Agency
include:

- The Bush-Clinton Katrina Fund, established by former


Presidents Bush and Clinton to receive donations to assist
victims of Hurricane Katrina;
- The Alabama Governor's Emergency Relief Fund, set up to
as~ist the residents of Alabama in recovering from the
Hurricane;
- The Louisiana Disaster Recovery Foundation, which targets
assistance to victims in Louisiana;
- The Mississippi Hurricane Recovery Fund, which focuses on
recovery operations in Mis~issippi; and.
- The Salvation Army.

In addition to this list. other organizations active in the


disaster relief effort who are in need of donations can be
found through the Network for Good (www.networkforgood.org)

As we discussed yesterday, EAP has already responded to many of the countries listed as Pending by the Task Force.
These responses were included in Secretarial Reply's to condolence letters tasked 9/12-9/23 by the Correspondence Unit.
These responses were not tracked in the same way as the USG acceptance messages were, and it's taken a bit to
uncover what was sent out via Correspondence unit, which don't normally show up in our CX queue. I've attached the
folloWing spreadsheet to go over where EAP currently stands.

appreciation for.

Outstanding Issues:

Brunei: Still waiting for an exact figure for its donalion.

Korea: Outcome of Wednesday evening inter-agency meeting on resolution of assistance from Korea, among
other countries, is inconclusive. Another meeting will convene on Thursday. This information passed on to
Andrew Hyde (EAPIK) and Dan Larsen (Embassy Seoul).

(U) JAPAN ASSISTANCE: Embassy Tokyo has received confirmation that the Japanese offer of assistance will go to the
American Red Cross. On top of $200K in cash, the offer will entail: .
• A $300K package of supplies, which are currently based in Florida. Supplies are ready to be deployed, dependent on
'arranging a charter flight and a final destination with the ARC.
• $500K in supplies based in Narita. These include:
o Bedding, tents, portable toilets - Y2 day to pack + charter flight.
o Baby formula, 1st aid kits, diapers - need to be purchased & packed (2-3 days).

(SBU) JAPAN PRESS STRATEGY: The GOJEmbassy in Washington will be talking with the Red Cross -OOB EST;
shortly thereafter, they plan to touch base with EAP/J and EAPIRSP before releasing a press statement regarding their
assistance. PA should be prepared for potential questions on the Japanese contribution, will be desirable to have Spokesman
McConnack mention the offer during his briefing. Embassy Tokyo is coordinating with MOFA to plan a meeting with VFM
Yachi or DG Kawai and joint statement by the Ambassador in conjunction with MOFA on Friday.

(U) VIETNAM OFFER OF ASSISTANCE: Embassy has received word ~t the GOV is prepared to offer $ lOOK, plus a
medical team of 10-15. Ambassador has expressed our appreciation; Embassy will be following up with a front channel
cable with further details.

(U) INDONESIA OFFER OF ASSISTANCE: Embassy has received a letter from Coordinating Minister for People's
Welfare Alwi Shihab expressing a general Indonesian offer ofassistance. Indonesia is ready to mobilize resources if their
assistance is needed, and Dr. Shihab has specifically ordered organization of medical teams. Embassy will be contacting
State and FEMA to coordinate approach. (JAKARTA 11997)

(U) THAI PM UPDATE: Embassy Bangkok has re-confirmed that PM will deplane in New York. MFA will have one
working-level official on the flight carrying Thai donations; cargo list includes blankets, 15 tons of rice, and 3 tons of "ready
to eat rice".

FOREIGN ASSISTANCE

1. (U) Three flights from the.UK, and one each from Spain
and Russia landed relief supplies at Little Rock today.
An additional Russian aircraft. as well as one flight from
France and two from Egypt are scheduled to land at Little
Rock later today. Tunisian and Israeli aircraft are
scheduled for tomorrow. (Task Force)

2. (U) The Mexican 45-truck convoy cleared the border at

3. (U) A total of lOS foreign countries and 11


international organizations have generously Offered
assistance to the Hurricane Katrina relief effort. New or
increased offers of assistance have been made by: portugal
-- two percent of its oil reserves (500,000 barrels);
Vietnam -- offered $100,000; Armenia -- increased its
offer to $200,000 from $100,000; Sao Tome -- offered
$18,000, and Guyana -- offered plywood. (Task Force)

4. (U) Foreign consular officials have located 549

5. (U) USDA is deploying personnel to Little Rock AFB and
other locations to inspect MREs and other food aid. (Task

6. (U) Department of State-South has worked out a process


by which consular officials from the nine permanent
consulates in New Orleans may visit their offices. 005-
South will communicate those procedures tomorrow morning.
Procedures will also be provided to allow other missions
to visit New Orleans accompanied by DOS-South personnel
and Louisiana State Police. British Ambassador David
Manning is scheduled to visit Baton Rouge tomorrow. (Task
