Dr Zernik has gained substantial experience over the past decade in examination of computerized records in
large corporate and government systems. His opinions in such matters have been supported by those of
highly reputed fraud and computer science experts. Papers he authored on the subject were peer-reviewed and
published in a computer-science journal and presented in international computer-science and criminology
conferences.
Report, authored by Dr Zernik, and based in part on analysis of computerized court records, was incorporated
into the official 2010 Staff Report of the United Nations Human Rights Council, as part of the Universal
Periodic Review of Human Rights in the United States, with a reference note stating:
Corruption of the courts and the legal profession and discrimination by law enforcement in California.

a. As previously shown in other cases, the PACER dockets of the US District Court, in
themselves, are no guarantee of valid litigation. [v ]
b. It should be noted that the authority of the Clerk of the US District Court Nancy Mayer-
Whittington, is never invoked in the PACER docket per se.
c. The only record, where the authority of Clerk of the Court is invoked in this case, is the
Summons (Dkt #15), see below, and that record is opined as an invalid Summons, since it fails
to show the Seal of the Court.

b. FOIA request was filed with the Federal Election Commission for the record, in order to
exclude the possibility that the Seal of the Court was missing as a result of photocopying or

c. Since the Summons record is the only record in the docket that could possibly be deemed as
the record of Assignment of the case to Judge Lambert, there is no valid Assignment to a
judge, either.
