Therefore, in exercise of the powers granted under section 6.2.(v) read with
section 45 of the LDA Act 1975, the Lahore Development Authority is pleased to
amend the LDA Building Regulations notified on 27th February 2008 by adding
the following new section:
The Review Committee shall prepare a list of all such buildings constructed /
under construction prior to the 27th Febuary2008 and notify the same for record.
12.13.3 One Time Composition
The composition of violations of the sanctioned building plans shall be a one time
exercise only for the multi-storey buildings including double storey commercial
buildings, constructed prior to the notifications of the LDA Building Regulations
notified on 27th February 2008;
The penalty rates / regularization fee for composition of the violations shall be as
determined and notified by the Review Committee.
The Review Committee shall submit its recommendations for each building for
approval by the District Planning and Design Committee constituted under the
LDA Land Use (classification, reclassification and redevelopment) Rules 2009.
Where a builder has constructed / added additional covered area and or there is
shortage of car parking requirements as per the Building Regulations applicable
at the time of sanction of building plans, the Review Committee may fix a special
composition rate per car parking space and regularize the violations. The
Authority shall use such funds for the construction of car parking plazas in the
city.
After composition of the violations the builder shall get the sanction of the
completion building plans
Where violations in a building are not compounded the Authority may require the
builder to alter the works so as to bring it into conformity with the Building
Regulations in a specified period of time. Or
The builder and or Authority shall demolish the whole building or part thereof ,as
the case may be.
The Review Committee may prepare further guidelines and procedure for
undertaking the work.
This Section shall remain in force for a period of two years from the date of
commencement of the Notification and thereafter the same shall seize to exist
