Project Management, Project Engineering, and Civil Engineering Experience


Senior Project Manager, Wink Companies, Baton Rouge, LA. Spring 2008 to Winter
2009. Was in charge of a Marathon Oil design project sub-contracted from Fluor
-Daniels Engineering consisting of the detailed design required to convert a pro
duction unit from kerosene production to diesel production and storage. Complet
ed the project on schedule and 12% under budget. Marathon then shelved all gaso
line-related projects.
Senior Engineering Manager, G. C. Wallace Engineering, Las Vegas, NV. Spring 2
004 to Spring 2008. Was responsible for the detailed design of as many as 22 re
sidential land development projects simultaneously in the Las Vegas area for D.R
. Horton, the nation's largest homebuilder. Completed all projects on schedule
and on or under budget until the housing downturn starting in 2006 finally shut
D.R. Horton down in Las Vegas.
Project Manager, Ford, Bacon & Davis, Baton Rouge, LA. Summer 2002. Accepted
high challenge, limited duration assignment at Shell Chemical Yabucoa, Inc. in Y
abucoa, Puerto Rico, to supervise the design of a large fuel-truck loading facil
ity (total installed cost estimated at $11 Million) designed to load out over 1.
25 million gallons/day of gasoline, as well as 0.5 million gallons/day total of
kerosene, diesel, #6 fuel oil, and jet fuel. Over 200 tanker trucks/day were ex
pected. Managed and oversaw the production of all designs and drawings. Projec
t was put on hold when design was about 50% complete, because of funding problem
s of client.
Project Engineer, Process Services, Inc. (now Ford, Bacon & Davi
s), Baton Rouge, LA. Winter 1994 through Summer 1996. Was responsible for the
design of many projects under an Evergreen contract with Shell Chemical, Geismar
, LA. Later, was one of two Project Engineers under a Project Manager responsib
le for the design of the K-5 Project (a 120,000 engineering man-hour project) fo
r Shell Chemical, Geismar, LA. Managed and oversaw the work of about 40 enginee
rs, designers, and AutoCAD drafters of all disciplines. Project was put on hol
d when design was about 35% complete, when the new CEO of Shell wanted to move t
he project site to South Africa, his home country.
Senior Civil/Structural Engineer and Project Manager, Process Services, Inc., B
aton Rouge, LA. Summer 1991 through Winter 1994. Was contracted out to NPC Ser
vices, a non-profit company charged by court order to clean up the two environme
ntal Superfund sites north of Baton Rouge. Was responsible for the management o
f all civil design and production of drawings (included boundary surveys, topogr
aphic surveys and maps, contaminated area maps, site layout design, site drainag
e design, excavation work, structural earth cover design for contaminated pits,
foundation designs, electrical switch rack designs, etc.) and the management of
their construction. Managed about 7 people in design and 25 during constructio
n. Also supervised the 4-man surveying crew.
Senior Civil/Structural Engineer, Process Services, Inc., Baton Rouge, LA. Fal
l 1990 through Summer 1991. Designed the concrete mat foundation and structural
steel for the two-story CPMO Electrical Substation in Exxon Chemical. Analyzed
several overloaded pipe racks and designed solutions for them. Designed new pi
pe racks in several locations there. Designed many pump foundations.

Land Development and Due Diligence Experience


Self-employed Land Developer and Planner and Construction Manager. Fall 1972 t
hrough Spring 2004. Intermittently, for many years have planned, designed the l
ayout of, estimated the cost of, obtained Corps of Engineering and Louisiana Dep
artment of Environmental Quality permits for, scheduled and managed the construc
tion of, and managed the sale of lots in residential and commercial subdivisions
, from 25 acres to 511 acres. Have many years experience putting together Due D
iligence studies evaluating prospective projects for my own account and for othe
rs, on tracts ranging in size from 4 acres to over 900 acres. For each project
these efforts resulted in a report outlining the project. The report typically
included a detailed preliminary layout, the assumptions of the evaluation, a det
ailed cost and sales estimate both overall and by phase, and a detailed cash flo
w analysis estimate made monthly over the life of the project.

Street Construction and Home Building Experience


Self-employed Homebuilder, Atlanta, GA. Spring 1987 through Summer 1990. Desi
gned and supervised the construction of many up-scale custom homes around Atlant

Owner/Manager, Antietam Constructors, Inc. (non-union) and Terraco, Inc. (union
), Baton Rouge, LA. 1976 - 1981. Owned and managed these two companies that di
d road construction, industrial site work, foundations, and other types of civil
site work.
Self-employed Homebuilder, Baton Rouge, LA. Fall 1974 through Summer 1978. Ow
ned and supervised the design and construction of the first zero-lot-line garden
homes in Baton Rouge. Also, supervised the construction of many up-scale custo
m homes in the Baton Rouge area.

Teaching Experience
