single module to contain all hardware requirement specifications, from client re
quirements down to subcomponent specifications, to control multiple specificatio
n uses for each object. To implement that, created several trigger functions (1
) to control the data integrity of all specifications including those that are t
o be modified only via the DOORS Change Proposal System (CPS), (2) to detect cha

nated the creation of the project level acronym list.

Modified all major life cycle documents (including requirements, architecture, c
onceptual database design, high level design, and requirements traceability matr
ix) from one IRS project to define another project for investigating taxpayer co
mpliance. Presented the project final technical review to the IRS. Created an
Access database to relate data descriptions within and across several of the lif
e cycle documents.
* 3/1997 - 6/1998: Developer and Tester of DOED Loan Consolidation Subsystem:
Defined and performed System Integration Tests of major changes to the Loan Cons
olidation Subsystem. Led the requirements definition, with the Department of Edu
cation (DOED) director of Loan Consolidation, of a new set of reports; designed
and coded the reports in C and Informix. Reviewed programs and coded in COBOL.
Created and modified shell scripts for image transmissions; designed program mo
difications to replace the scripts; and created new reports (running on a Unix p
latform and printed using HP Printer Control Language).
* 12/1996 - 3/1997: High Level Designer for DLSS:
Identified the need for a high level physical design and directed its creation f
rom the high level logical design - a data flow diagram of the processes and the
data flows needed to implement the functional view of the Direct Loan Servicing
System (DLSS). Designed the Interfaces process.
* 3/1996 - 11/1996: Test Engineer on the FAA's NSTB (National Satellite Test Be

Led a team of three people who created the Tools Test Specification for the tool
s qualification as required for the FAA's safety development standard RTCA 178-B
. Defined the NSTB operational requirements for all tools. Developed the C Comp
iler test cases, scripts, and data; executed and documented the traceability and
correctness of DEC Alpha machine code created by the C Compiler. Also, develop
ed the integration test sequence of code and integration sets of software high l
evel requirements; designed test cases for integration. This project refined th
e initial effort to track aircraft using Global Positioning System (GPS) signals
instead of ground based radar.
* 12/1995 - 2/1996: Proposal Manager on DEIS II:
Integrated the proposal master schedule on Microsoft Project for the Defense Ent
erprise Integration Services (DEIS) II contract; planned proposal production; im
plemented additional requirements for proposal support in facilities, document s
tandards, teaming partner orientation, and overall proposal communication.

and defined the host architecture for the Tower Control Computer Complex, prese
nting it at the Critical Design Review.
* 9/1990 - 6/1992: IBM Voice Management Facility/2 (VMF/2) Proposal Manager:
Managed and authored several successful, customized VMF/2 systems integration pr
oposals. VMF/2 was a voice transcription system on a platform of PS/2 and OS/2,
in a LAN client-server environment with a standardized host-connection capabili
ty. The major use was for creating health related documents from physician tran
scripts. Automated the proposal creation for use of the IBM sales force through
out the country via IBM's Proposal Factory.
* 9/1988 - 9/1990: TERESE Requirements Analyst, Standards Specialist (in Denmar
k):
Analyzed customer services requirements for the Scandinavian Airlines Systems (S
AS) Travel Reservation System (TERESE), working with many client authors of requ
irements. The major purpose was to identify to the authors any need for additio
nal details. Co-authored the training section and authored other requirements s
pecifications; performed data modeling. Also created standards for the document
ation of the system, based upon an adaptation of IBM's stringent development met
hodologies.
* 9/1986 - 8/1988: IBM Information Systems Integration (ISI) Systems Integrator
, Technical Proposal Manager, Deputy Program Manager:
Sized telephone billing system software in a proposal to CONTEL. Served as tech
nical proposal manager, leading a team of three people, for a winning proposal t
o NYC Board of Education for systems engineering consultant services. Built a o
ne billion dollar cost model for an option of another major proposal effort. M
anaged a team responsible for implementing the Postal Standard Field Computer (S
FC) project. Identified the need for and convinced managers from both sides of
the US Postal contract to exchange system development functional responsibility.
* 6/1983 - 9/1986: MDSS Architect for Financial Subsystems:
Finished the requirements and led a team of two people who created the high leve
l design for the IBM Federal Systems Division (FSD) Management Decision Support
Systems (MDSS) Ledger Source Maintenance (LSM) accounting subsystem as an IMS ap
plication using DL/1. Compiled the requirements for the RACS and Journals subsy
stem working with the representative accounting user. Led a team of three peopl
e who created and presented a simulated system for review by FSD accountants. R
educed LSM high-level design sizing from 70K to 50K source lines of code.
Represented the architect department in the MDSS weekly review of existing proce
sses.
* 7/1982 - 6/1983: IBM Software Development Labs Performance Specialist:
Led the performance measurements team of three people on a proposal to replace t
he FAA's existing National Air Space Enroute host 9020 computers with IBM 3083's
. Also documented the classification of measurement data.
* 2/1981 - 6/1982: Software Designer for subsystems common to the DoD Data Syst
em Modernization and the Global Positioning System:
Led a team of three people for the development of command processing for the Con
trol and Display (C&D) computer subsystems (designing with Ada, coding in JOVIAL
J73). Created an interactive test capability using the real-time executive (RT
X).
* 1/1980 - 2/1981: IBM Advanced Administration System (AAS) Systems Analyst:
Created external design requirements and data models for some purchase/rental bu
siness processes of Administrative System II (ASII), a DL/I - based, enhanced ve
rsion of AAS.
* 3/1976 - 1/1980: Satellite Business Systems (SBS) System Maintenance Facility
(SMF) Systems Analyst, Team Leader:
Developed major portions of the central host system that controlled the satellit
e communications network: Led the development of the final program specification
s for System Support Programs 1 (SSP1), the configuration data, by participating
in work sessions with client personnel.
Led a team of two people in the high-level design for SSP2, call record processi
ng.
Designed and coded (in PL/I) the operator command translation of the On-Line Sys
tem Control (OLSC). Solved testing problems for OLSC, one of the first real-tim
e PL/I message switching systems running under MVS.
Suggested and implemented use of an existing syntax analyzer for all three subsy
stems. Suggested the use of a real time debugging aid to eliminate batch test r
uns.
Implemented OLSC command translation, creating a methodology that directly compi
led 80% of low-level design statements.
