Experienced in hands-on decision making and problem-solving for a wide variety o
f engineering technologies ranging from millimeter wave and integrated circuit d
esign to large national systems development, most recently the new GPS OCX groun
d station. I am a motivated self starter with a broad spectrum of experience:
* National Systems Development and Support: Extensive experience in the developm
ent, deployment, and support of systems including large ground systems, UAV syst
ems, on site operational support, and smaller special purpose receiver systems a
nd manpacks.
* Proposal Experience: Over 25 proposals ranging in values from 4 million to ove
r 500 million. Experience includes all aspects of business and product developme
nt, target identification, capture management, and proposal development cost and
technical. Proposal experience includes: Capture Management - for several 4 to
20 million dollar business opportunities; Proposal Management - for ground and
avionic production systems; Cost volume - experienced in Basis-of-Estimate and B
ill-of-Material development; Technical Writing,; and Volume Captain on larger pr
oposals.
* Product Focused System Engineering & Integrated Logistics Support: Extensive
experience in addressing system level issues for HW and SW developments in the a
reas of system requirements definition, development, integration, deployment, an
d integrated logistics support including training and maintenance of the systems

* Program Management: Extensive experience in all areas of program management fr
om startup through deployment and system upgrades. Managed 4 million to 125 mil
lion dollar hardware and software systems development contracts for both ground
and avionic efforts.
* Functional Staff Management: Experienced in functional staff management, team
building, the hiring process and developing mentoring programs.
Accomplishments: Turned around troubled programs, taking them from a loss to a p
rofit by addressing process improvement in the areas of design, production, and
test. Managed program teams from start to finish taking products from a conceptu
al stage through development, I&T, and deployment. Reduced recurring costs of

POSITION HISTORY
December 2009 - Present: DKK Contracting (SDB). Providing contract services for
proposal development, program/project management, and system engineering support
.
June 1975 - December 2009: TRW/Northrop Grumman. Experienced in high technology
development, production, test, national systems deployment and operations, recei
ver subsystems, UAV systems, and components for ground, avionics systems, and sp
ace communications.
GPS OCX Phase-A Level-1 Sustainment IPT Lead for integrated logistics support, t
echnical documentation, training development, and sustainment planning. As a me
mber of the program management team responsibilities included system requirement
s analysis, development and implementation of program activities, establishing s
uccessful customer relations, and proposal support.
Deployment APM for an Information Storage and Management System. Member of captu
re team, Volume Captain during proposal phase, program startup, built deployment
team responsible for integrated logistics, technical documentation, training, s
ystem deployment, and maintenance.
Program Manager and ILS Lead for the EUREKA program effort. Subcontract with Ra
ytheon Corporation. Responsible for Northrop Grumman's portion of the program pl
an and execution of the EUREKA SW development effort. Lead ILS key personnel. D

Business Development Manager for the Integrated Logistics Support Business area
at Northrop Grumman Mission System's Denver Systems Operation. Responsible for i

Department/Staff Manager for the Engineering Resources Center. Responsible for a
staff of 70+ people. Develop a hiring process to support a 150 person hiring ef
fort. Developed a mentoring program for college hires. Provided proposal support
for capture activities.
Senior Systems Engineer supporting a large O&M Site contract. Responsibilities i
ncluded coordination of an extensive national system modification and re-deploym
ent. Mentor for key project personnel at site. Provide support and management
for several proposals across Northrop: ROSS, COYOTE, PARAGON, and DIAMOND ECP4 B
OM. Denver operations manager and system engineering support to the Pioneer Pro
gram development addressing mission management upgrades.
System engineering support for avionics efforts involving a power supply require
ments study for the F18 CNI suite upgrade. Responsible hiring manager for the F-
22 Program. Program manager for U2 O&M support contract.
Program manager, deputy program manager, and lead system engineer for a variety
of subprogram efforts on the Joint Tactical Unmanned Aerial Vehicle (JTUAV) syst
em. Involved the following: functional team management, proposal development,
program startup and the development of an automatic landing subsystem for JTUAV.
Project manager of a systems capabilities demonstration off the deck of USS ES
SEX LHD-2 and the development of the Navy's JTUAV-S system requirements for ship
deployment. Deputy program manager for the Maritime JTUAV proposal development

Business area manager for special ground systems in the Defense Systems and Surv
eillance Group. Responsible for all business area programs, customer interface a
nd new business development. Responsibilities include system development and de
ployment, marketing, program management, and customer interface for special purp
ose receivers, data processing systems, and software control subsystems. Program
Manager for multiple receiver system development programs. Manager and Lead Sys
tems Engineer for a ground system upgrade of a Target Development & Tracking Sys
tem. Program Manager and Chief Engineer of a special purpose man pack FM recei
ver development contract.
Member of the R&D technical staff addressed the state-of-the-art development in
millimeter wave technology analyzing IMAPT diodes, developing and demonstrated m
onolithic integrated circuit designs in GaAs Transverse Electron Device (TED) ap
plications, and implementing 10 watt solid state amplifier design utilizing powe
r combining techniques.
