Professional Experience
Program Management
- As the Deputy Program Manager for a Major Army Acquisition Program, led the
System Safety Integrated Product Team (IPT) for a major Army acquisition program
(Crusader Advanced Field Artillery System) ensuring that the system was safe to
operate and maintain.
- Senior member of the Crusader Test and Evaluation IPT, integrating the effor
ts of Army, Department of Defense and contractor technical and operational test
efforts.
- As Deputy System Manager, led a team of U.S. Army and Department of Defense a
nalysts, developing and refining of operational requirements, tactics, technique
s, procedures, and key performance parameters for the Crusader Advanced Field Ar
tillery System.
- Authored the Lockheed Martin technical proposal for the High Mobility Artille
ry Rocket System (HIMARS) Advanced Concept Technology Demonstrator (ACTD).
- Developed performance specification for HIMARS system and sub-systems and neg
otiated scope of work and performance requirements with subcontractors.
- Employed Cost as an Independent Variable (CAIV), Modeling and Simulation and
other tools to ensure weapons systems were both affordable and lethal.
- Provided program management consulting services to the logistics program mana
ger for the Chemical-Biological Protective System (CBPS) designed to protect war
fighters while being treated in deployed areas.
- Supervised the activities of subject matter experts in the field of power gen
eration in support of the CBPS design effort.

mical-Biological Protective Shelter (CBPS) in preparation for prototype testing.

hase agreement requests for proposal issued by the U.S. Army Aviation and Missil

Force Modernization
- Served as the focal point for integration and fielding activities across the s
pectrum of Program Executive Offices supporting the conversion of the 172d Separ
ate Infantry Brigade (Light) to a Stryker Brigade Combat Team (SBCT) and formati
on of the 4/25 (Airborne) Brigade Combat Team (BCT).
- Coordinated activities among garrison staff and functions for classrooms, mai
ntenance and maintenance facilities, and facility upgrades to support Total Pack
age Fielding (TPF) of command, control, communications, intelligence, surveillan
ce and reconnaissance (C4ISR) platforms.
- Advised U.S. Army Alaska and the U.S. Army G-8 on fielding strategies to maxi
mize New Equipment Training (NET) participation.

Research and Development

en individual and collective Aviation and Maneuver simulators and simulations in
a distributed environment.
- Managed a $7M test budget for the Modular Artillery Charge System (MACS) and
Multi-Purpose Fuse Artillery (MOFA).
- Coordinated test planning, execution and data collection efforts between the
Program Managers Office, Systems Manager, Army Developmental and Operational Tes
t Commands, Deputy Undersecretary of the Army for Operations Research (DUSA-OR),
Defense Operational Test and Evaluation, TRADOC Headquarters, and the Army Mate
riel Systems Analysis Agency (AMSAA).
- Lead project engineer (PE) for the Army Tactical Missile System (TACMS) Joint
Precision Strike effort and Block I Pre-Planned Product Improvement (P3I) Progr
am test program, managing a $6M test budget.
- Coordinated integrated tests utilizing assets from the Army Aviation School,
Field Artillery School and special operations in the evaluation of deep attack
concepts.
International Security Assistance
- Department of Defense in-country Army Programs Manager responsible for U.S. b
ilateral programs and agreements within the Republic of Korea.
- Identified, initiated and coordinated bilateral research, development, test a
nd evaluation (RDT&E) activities of advanced technologies and defense materiel w
ith the Republic of Korea.
- Facilitated government and industry business development activities in order
to develop Foreign Military Sales (FMS) or Direct Commercial Sales (DCS).
- Managed Data Exchange Agreements (DEA) and Project Agreements (PA) between th
e Army Materiel Command (AMC) and Korean Research and Development activities.
- Responsible for direct liaison with senior representatives of the Republic of
Korea Ministry of Defense (MOD) in support of national objectives.
Combat Developments
- Participated in the Future Aviation Simulation Study to address shortcomings
and gaps in aviation simulation.
- Determined Doctrine, Organization Training, Materiel, Organization Leadership,
Personnel and Facility (DOTML-PF) impacts on developmental weapon systems.
- Led a team of field grade officers, NCOs and civilians responsible for develo
ping operational concepts and operational requirements for Crusader.
- Oversaw the preparation and presentation of force effectiveness analysis in s
upport of program reviews and decisions.
- Participated in trade-off analysis, ensuring that user requirements stayed in
the forefront.
- Prepared briefings presented to CG TRADOC, Army Acquisition Executive (AAE) a
nd Defense Acquisition Executive (DAE).
- Coordinated activities across the battlefield operating systems (BOS) in orde
r to field Force Twenty One (XXI) capabilities in the 4th Infantry and 1st Caval
ry Divisions.

Simulations
- Principal advisor to the Director of Simulation, U.S. Army Aviation Warfighti
ng Center (USAAWC), and author for the Future Army Aviation Simulation Strategy
(FASS) defining U.S. Army Aviation Simulations requirements for the next twenty
years.
- Directed the effort of the FASS Study team, chartered to identify gaps in avi
ation simulation capabilities.
- Identified near and long term simulation requirements for inclusion in the Av
iation Concept Capability Plan (CCP).
- Prepared briefings on FASS which were presented to the Commanding General (CG
) USAAWC and the Vice Chief of Staff of the Army.
- Authored the Future Aviation Simulation Strategy, analyzing Doctrine, Trainin
g, Leadership, Materiel, Organization, Leader, Personnel and Facilities impacts
on Aviation Simulation.
Volunteerism
- Deputy Commander for the Texas Military Forces Standing Joint Interagency Tas
k Force (SJIATF) supporting hurricane relief operations for hurricanes Dolly and
Ike in 2008. Principal duties of controlling the flow and activities of the Te
xas State Guard, a volunteer organization under the Texas Adjutant General.
