LIEUTENANT, Second District, DC Metropolitan Police Department, Washington, DC,
January 2009 March 2010
Represented the Second District as Patrol Service Area (PSA) Lieutentant; estab
lished solid relationships with community organizations, residential and busines
s groups; organized crime prevention presentations.
Served as Second District Watch Commander in the absence of a superior officer;
conducted walkthroughs to check status of station house administrative procedur
es, arresting officers, and prisoners.
Prepared and presented crime presentations to the Chief of Police, Assistant Ch
ief of Police, Commanders, Inspectors, and Captains.
Supervised forty personnel; managed training and development of subordinate pol
ice officers; conducted periodic performance evaluations and planning sessions;
counseled personnel on job performance and disciplinary matters.
Supervised and engaged in investigation of crimes and other offenses against pe
rsons and property; assumed lead on difficult and sensitive situations.
Attended daily roll call with the officers and sergeants; monitored radio assig
nments and responded to critical incidents; assumed command at incident scenes;
directed sergeants and officers on procedures and provided updates.
Received and responded to citizens complaints; interviewed relevant parties, re
corded, and investigated complaints; also investigated any existing police compl
aints related to the matter; mediated issues when warranted.
Developed solutions to crime problems in my area of responsibility; met weekly
with the Commander, Captain, and fellow Lieutenants to discuss crime trends and

eighborhood Advisory commission, citizens from the community, and a representati

Stayed abreast of the criminal justice system as well as prescribed departmenta
l procedures and assignments; ensured patrol duties were performed in accordance
with policy.
Scheduled personnel according to workload and crime trends; followed through on
subordinate assignments to ensure successful execution of the departments missi

Tracked and managed postings on the internet about community concerns, recent c
rimes, and crime prevention tips in order to directly interact, inform, and educ
ate citizens of the Second District and neighboring communities.
Served as key point-of-contact and liaison between the police department and ot
her private and public sector organizations, including other law enforcement age

Supervised fifty personnel; investigated child abuse and criminal neglect cases
in the District of Columbia; investigated cases involving abandoned and critica
l missing persons, children in immediate danger, and parental kidnapping.
Worked collaboratively on joint investigations with Youth Court, Department of
Youth Rehabilitation Services, Court Social Services, and the Office of the Atto
rney General.
Served as Coordinator for the Gang Resistance Education and Training (GREAT) an
d Drug Abuse Resistance Education (DARE) Programs. Both DC School based program
s provided for police officer training of middle school students.
Developed and organized programs for youth; worked with government and communit
y organization representatives from the DC Probation Office, DC Superior Courts,
Department of Youth Rehabilitation Services, Child and Family Services, DC Publ
ic Schools, DC Employment Services, Peaceoholics, and the Alliance of Concerned
Men.
Researched best practices for working with at-risk youth; worked closely with t
he Outreach Unit to plan events for youth, e.g., workshops, seminars, and summer
camps; developed and implemented youth mentor programs.
Participated in monthly meetings to develop youth strategies and programs along
with the Deputy Mayor and representatives of government and community organizat
ions.
Reviewed grant options and wrote for grants on behalf of the GREAT, DARE, and o
ther youth programs sponsored by the District of Columbia Metropolitan Police De
partment; received over $100K in federal funds for youth programs; wrote to priv
ate foundations for funding for youth programs resulting in more than $75K in gr
ants.
Reviewed cases to divert eligible juveniles from the court system; conferred we
ekly with Youth Court, Department of Youth Rehabilitation Services, Court Social
Services, and the Office of the Attorney General on youth detention.
Attended monthly meetings with representatives of the Mayors office, Juvenile J
ustice Coalition, parents organizations, Youth Court, Department of Youth Rehabi
litation Services, Court Social Services, and the Office of the Attorney General
to discuss incarcerated and at-risk youth.
Managed the Absconders Unit; met with officers regarding outstanding juvenile w
arrants; occasionally accompanied officers attempting to locate juveniles.
Received and investigated citizen and personnel complaints; handled special pro
ject requests from Commanders, Inspectors, and Assistant Chiefs.
