Participated in several accident investigations. Accompanied inspectors from all
disciplines during routine inspections. Inspected locomotives and rail cars for
mechanical defects; performed inspections on signals, wayside detectors, and tr
ack; observed railroad employees and inspected records for compliance with opera
ting practices regulations; inspected tank cars, railroads, and hazardous materi
als shippers for compliance with hazardous materials regulations.
Became familiar with the federal regulations pertaining to each discipline over
which the FRA has jurisdiction. Personally identified non-compliance with these
regulations, decided whether the defect was serious enough to warrant a civil pe
nalty, reported findings back to the offending railroad or the shipper, wrote th
e inspection report, delivered the report to the railroad or the shipper, and an
swered any questions about the findings or the reporting process. Assisted with
writing violations and inspection reports in every discipline.
Analyzed data pertaining to 49CFR239 for a certain Class 1 railroad's employees
and found numerous discrepancies in the spreadsheets and database information. P
resented findings and made several suggestions for ways to improve the system an
d reporting practices to senior management at FRA and that railroad. Conducted s
everal follow up meetings with personnel to review data and resolve outstanding
issues. Made several suggestions on ways to restructure the reports submitted to
the FRA pertaining to 49CFR239 which were incorporated into subsequent reports.
Reported findings and wrote comprehensive memos detailing the content of those
meetings to senior personnel.
Compiled and analyzed accident/incident data and causal factors for another Clas
s 1 railroad. Created charts and tables and designed the PowerPoint presentation
s to be shown and distributed at the railroad's Senior Management Meeting (SMM)
and internally among senior FRA Management at the pre-briefing. These presentati
ons have been sent to the other Class I Railroads to use as a model to present t
heir data at their own SMMs. Identified several errors in slides sent from Headq
uarters that were used in two previous presentations for other railroads. Also a
nalyzed accident/incident data for that railroad by cause for each state whether
or not reportable to FRA and created graphic displays to show the results. Pres
ented both projects to the Railroad Safety Oversight Manager for that railroad a
nd to the RSOM Staff Director.
Built a database to compile information on Shortline Railroads for the Region. D
esigned the database to meet end-product needs; created forms, queries, and repo
rts to best utilize and manipulate the data and its output; made the database us
er friendly for those unfamiliar with Access. Conducted training for the project
manager and the data clerk to familiarize them with database and its' use.
