I bring a unique set of skills to a position such as this as a retired Army off
icer with a science background and considerable experience and success as a trai
ner, educator and teacher.
I have a hard science degree with numerous hours of biology, chemistry, physics
and astronomy with additional military training in CBRNE.
I am a retired Army Combat Arms officer and was the S3, Operations and Training
Officer, for three different battalions including two M1 equipped Armor Battalio
ns. One assignment was at the University of Florida as the Junior Cadet trainer
(MS III) where I was the sole trainer and wrote and executed the curriculum. My
cadets were ranked as the best in the nation during their Summer Camp training a
t FT Bragg. While at UF, I also taught three semesters of Chemistry 101. After I
retired, I entered the public education system and taught biology, AP chemistry
, physics and astronomy. I taught in the International Baccalaureate Programme i
n which my students were ranked in the upper 15% of the world in their written e
xams and upper 5% of the world in their laboratory work. My latest training expe
rience is my current position in which I am the Chief Trainer, Command and Contr
ol for the Saudi Arabia National Guard.

Chief Trainer, Command and Control
Assigned to Riyadh, Kingdom of Saudi Arabia. Assisted and trained the brigade a
nd battalion commanders, and the S3 operations personnel of the Saudi Arabia Nat
ional Guard (SANG) which has the responsibility to defend the king of Saudi Arab
ia and conduct internal security operations for the country. Trained and evalua
ted the SANG in the Military Decision Making Process, tactics, tactical operatio
ns center operations, analysis, orders, graphics and related subjects. Provided
training and assistance to SANG units participating in map exercises (Fire Comma
nd 2, Map Assistance Wargame etc.), CPXs, and FTXs. Taught and supervised the In
telligence Preparation of the Battlefield to the S3s and S2s and trained them on
how the two should coordinate. Trained the commanders and operations personnel
how the War fighter Functions are incorporated into the process of planning and
executing combat operations. The training was mostly geared towards field grade
and general officers.

Principal Senior analyst assigned to a two-member watch team in support of the
Commander First Army Division West. Compiled data and information from higher, a
djacent and subordinate commands throughout the United States. Produce executive
summaries of classified reports, information books for senior leaders. Drafted
message traffic and produce briefing slides. Provided advice and recommendations
to the Commander, Chief of Staff and other principal staffs. Maintain logs and
records and prepare report as directed by the G3 and Chief of Operations. Assist

ational orders, fragmentary orders, and warning orders. Tracked taskings, reques

e training brigades. It was a fast paced, high pressure job with exacting standa
rds for each 12.5 hour shift.

Deputy Program Manager, Emergency Preparedness Operations
I wrote the five year all-hazard homeland security strategic plan for the south
central region of Colorado. The region included the City of Colorado Springs, a
nd five local counties. It involved creating a risk analysis tool, analysis of t
he data obtained, jurisdictional capability assessments by ESF, gap analysis, pr
ioritization of efforts, a five year spending plan and memorandums of agreement.
The plan included appropriate exercises, a mutual assistance agreement, equipme
nt inventory and training plan for all initial responder disciplines. The plan f
ocused on maximizing interoperabiltiy between the regional jurisdictions, with a
focus on compromises due to the competition for limited resources. The plan the
n expanded to cooperation efforts with the surrounding regions and was tied to t
he State of Colorado Department of Homeland Security and appropriate federal age
ncies.

Strike Team Leader Division Manager for Demolition and Debris Operations
2004: I was responsible for directing, resourcing, and coordinating a Strike T
eam of almost 100 personnel, including GS personnel (GS9 to 15 level), engineers
, construction managers, HUD personnel and various contractors. Our mission was
to devise, execute and refine a new organizational system to accomplish the emer
gency housing program in the aftermath of four hurricanes in Polk Country, Flori
da. This including the discovery and sequestering of explosives and HAZMAT mater
ials. During my tenure, I designed an entirely new workflow process for the requ
isitioning, transport, setting, and accounting for temporary housing for Florida
which was supported by all the other Strike Teams. Later, I was given responsib
ility for operations in a second county, and ran both simultaneously. On 17 Dece
mber, the disaster relief operation was declared a success by FEMA, and all depl
oyed Strike Teams disbanded.
2005-2006: All efforts were in the public assistance arena in support of FEMA op
erations in Louisiana after Hurricanes Katrina and Rita. Initially I researched
and wrote Project Worksheets which entailed damage assessment, developing the sc
ope of work and cost estimates for projects ranging from $10,000 to $700 million
, totaling approximately $.8 billion. I worked closely with parish governmental
applicants identifying all the work activities, equipment use and materials cons
umption associated with the numerous projects of rebuilding. I coordinate activi
ties with hazardous materials as well as historically significant structures in
the southern half of Louisiana, New Orleans and St. Bernard Parish. In St. Berna
rd Parish I was responsible for the leadership and management of approximately 6
0 FEMA and local hire personnel charged with monitoring all debris removal and d
emolition operations, We also removed approximately 1.5 tons of ammunition, weap
ons, explosives and HAZMAT materials. I worked with the Parish in formulating pl
ans for evacuation, recovery and mitigation for the upcoming hurricane season.

I was a Regular Army Combat Arms (armor) officer serving in a multitude of posi

executed tactical operations orders, war plans, and training programs. I was the
operations/training officer (S-3) for three battalions (approximately 600 Soldi
ers per battalion). I am a resident graduate of the United States Army Command a
nd General Staff College, Europe (USAREUR) Chemical, Biological and Radiological
school and was the NBC/CBRNE officer for two companies and two battalions. In t
hose positions I planned and conducted training for numerous tactical exercises
