USE OF THESE CONDITIONS OF MEMBERSHIP


These Conditions (adopted 25 October, 2002 with annual review amendments 2003, 2004, 2005, 2006, 2007, 2008):

. Conform with the Articles of Association and By Laws (adopted 25 October, 2002)
. Serve as the single source of detailed membership eligibility as determined by the Institute

1. GENERAL CONDITIONS
1.1 Definitions
The following definitions shall apply throughout the Conditions of Membership:

1.1.1 AIQS means the Australian Institute of Quantity Surveyors

1.1.2 Allied Discipline shall mean Architecture, Building, Engineering, Cost Engineering,
Economics, Land Economy, Management or similar discipline.

1.1.3 Approved Academic Qualifications (unless otherwise noted) shall mean:


• degrees from tertiary education institutes for accredited courses recognised by the
Institute and listed in the Tertiary Course Guide.

• degrees from tertiary education institutes for accredited courses approved by


Recognised Institutes of Quantity Surveyors.

1.1.4 Approved Employment (unless otherwise noted) shall mean full time salaried employment
for at least two years whilst obtaining recognised practical experience as necessary to
complete the Assessment of Professional Competence. Approved employment shall take
place under Approved Supervision.
1.1.5 Approved Supervision (unless otherwise noted) shall mean direct supervision within an
organisation by a corporate member of the Institute or a corporate member of a
Recognised Institute of Quantity Surveyors.

1.1.6 Assessment of Professional Competence (APC) means a period of recognised practical


experience additional to time spent in gaining Approved Academic Qualifications (unless
otherwise noted) during which a diary and logbook of work experience is kept leading to a
panel interview to discuss the work experience gained.

1.1.7 Competencies or Competency Standards mean Competency Standards for Quantity


Surveyors, Construction Economists and Cost Engineers published by the Institute.

1.1.8 Corporate Grades of membership having the right to vote in Institute affairs shall comprise:
• Associate
• Fellow
• Life Fellow

Non-Corporate Grades of membership who do not have voting rights or have limited rights
comprise:
• Student
• Technician
• Probationer
• Affiliate
• Retired Fellow, Retired Associate or Retired Affiliate
• Honorary Fellow

Council means the Councillors of the Institute elected or appointed pursuant to the Articles
of Association

Chapter Council means the Council for the time being of a Chapter or the Overseas
Section Committee.

1.1.9 Degree means having undertaken theoretical study and been awarded a degree by an
accepted educational body having undertaken the equivalent of a three year full time
course.

1.1.10 Diploma and Diploma course level means having undertaken theoretical study and been
awarded a diploma in Quantity Surveying or in an allied discipline by an accepted
educational body having completed the equivalent of a two year full time course.

1.1.11 Good standing as applied to a member of the AIQS, or any other Institute of quantity
surveyors/construction economists, means the member is currently financial and not
subject to any disciplinary action or penalty eg suspension or expulsion.
1.1.12 Institute means the Australian Institute of Quantity Surveyors.

1.1.13 Lapsed Member means a member who has failed to pay the annual subscription by the
due date and who has been advised in writing that their institute membership has lapsed.

1.1.14 Management Responsibility (unless otherwise noted) shall mean leadership and direct
supervision of staff members within a project team, setting up systems for the effective
management of activities, managing all Quantity Surveying activities on smaller projects,
controlling project outcomes, liaising with clients and the like.

1.1.15 Mentor means a person appointed to act as a supervisor to an APC candidate from outside
the candidates normal workplace environment when there is not an appropriately qualified
person in that workplace.

1.1.16 National Membership Officer means the person appointed to the office of National
Membership Officer for the Australian Institute of Quantity Surveyors.

1.1.17 Non-Quantity Surveying Graduate shall mean a graduate in an Allied Discipline or a


graduate of a Quantity Surveying course which is not accredited.

1.1.18 Overseas Section (OSS) means the body of members residing outside Australia and
represented by the Overseas Section Committee.

1.1.19 Quantity Surveying means the science or profession concerned with:

• building and engineering economics


• financial, resource and contractual management
• dispute resolution
• quantification of material and labour inputs.

for all types of building, construction and industrial projects.

Quantity Surveyor(s) includes but is not limited to the designations:

• Building or Construction: Economist, Cost Consultant, Cost Manager or Arbitrator.


• Cost or Budget: Analyst, Consultant, Controller, Engineer, Manager or Planner.
• Estimator.
• Project Manager or Planner.

1.1.20 Recognised Practical Experience unless otherwise noted means the gaining of experience
of required Competencies or Competency groups during a period of Approved Employment
under Approved Supervision.

1.1.21 Reasonably Balanced Experience means the gaining of a broad range of experience in the
Competencies and specific experience in two of the three competency/experience
groupings as set out and some knowledge of support competencies and specialist areas.

1.1.22 Recognised Institutes of Quantity Surveyors with Reciprocal Entry Agreements comprise:
• The Royal Institution of Chartered Surveyors (Construction faculty – QS
designation) (RICS)
• Institution of Surveyors, Malaysia (QS Division) (ISM)
• The New Zealand Institute of Quantity Surveyors (NZIQS)
• The Association of South African Quantity Surveyors (+ Registration) (ASAQS)
• The Singapore Institute of Surveyors and Valuers (SISV)
• The Hong Kong Institute of Surveyors (QS Division) (HKIS)
• The Canadian Institute of Quantity Surveyors (CIQS)
• The Institute of Quantity Surveyors, Sri Lanka (IQSSL)

1.1.23 Reinstatement Fee means a fee payable in addition to backdated subscription payable by
lapsed members who apply for re-instatement of membership.

1.1.24 Supervisor (unless otherwise noted) shall mean a Quantity Surveyor who is a corporate
member of the Institute or a corporate member of a Recognised Institute of Quantity
Surveyors who directly supervises a candidate within the same organisation.

1.1.25 Tertiary Course Guide means the Tertiary Course Guide published annually by the Institute
setting out details of University and TAFE Courses accredited or recognised by the
Institute.

1.1.26 Working Experience means working as a Quantity Surveyor in Quantity Surveying.

1.2 Corporate Membership


Admission to Corporate Membership of the Institute is open to any person who has the
required level of academic qualifications and recognised practical experience and has
been actively engaged in any branch of the profession of Quantity Surveying, however
called, and whose attainments and qualifications are recognised by Council as falling
within those prescribed for Fellows and Associates.

Active engagement includes:


• Private practice as a Quantity Surveyor, or
• The principal or a partner or member of a firm or working director of a corporation
practising as Quantity Surveyors, or
• The employee of a partnership or firm or individual or corporation practising as
Quantity Surveyors, or
• In the employment as a Quantity Surveyor of any Government or municipal or local
or other authority or public body, or
• In the employment as a Quantity Surveyor of a firm actively engaged in the design,
construction or development of building or engineering structures or projects, or
• A qualified Quantity Surveyor engaged as a tertiary academic.

Candidates for election to Associate membership are required to pass the Assessment of
Professional Competence to demonstrate the required recognised practical experience. All
corporate members are required to undertake a Continuing Professional Development
program by continuously updating their practical experience.

1.3 Non-Corporate Membership


Student and Probationer membership is provided to enable the Institute to advise and
guide candidates for Corporate Membership during their study and/or training.

Student members shall be engaged in study to obtain Approved Academic Qualifications


whilst Probationer members shall have completed their degrees and intend completing the
APC requirements.

The Affiliate stream of membership is provided for those with Quantity Surveying
experience without the Approved Academic Qualifications or those in disciplines allied to
Quantity Surveying who have demonstrated Quantity Surveying experience. Students
from technical courses may join the Institute as Student members, proceed to Technician
membership on gaining their diploma and to Affiliate membership after a period of Practical
Experience.
Retired membership is provided for Fellows, Associates and Affiliates who have reached
the end of their working careers in Quantity Surveying.

1.4 Compliance with Articles of Association, By Laws, Regulations and Code of


Professional Conduct
All persons who are members of the Institute are bound to comply with the Articles of
Association, By Laws and Code of Professional Conduct of the Institute. The Articles of
Association contain compliance rules. Only persons who agree to comply with these
matters should seek to obtain or maintain their membership.

1.5 Applications For Membership and Advancement
Applications shall be made in writing to the National Membership Officer using the
Institutes form and accompanied by the information required by the relevant Guidelines.

On the recommendation of the National Membership Officer for Students, Technicians and
Probationers and a Chapter Council or Overseas Section for Affiliates and Corporate
grades, the Council will consider and approve or reject such applications.

The Institute may reject any application for any class of membership which, in its opinion,
is inappropriate to the applicant's qualifications, or may alter and accept the application in
the appropriate class.

Rejected applicants will be advised of the reason for rejection and shall have the right of
appeal in accordance with the Institute’s Appeal Processes. Applicants who make an
appeal shall be responsible for all of their own costs involved in the appeal.

1.6 Confirmation of Membership


Persons admitted or elected to membership in any class shall be advised in writing by
National Office.

Admission to membership by Council shall not be effective until entered in the Register of
Members by the National Membership Officer of the Institute who may refuse to do so only
if in his/her knowledge the applicant has been refused previously or has been expelled
from membership by the Institute.

1.7 Diplomas of Membership


The Institute shall have power to grant Diplomas of Membership in such manner as the
Council of the Institute may from time to time prescribe. Provided that every diploma on
the face of it shall show that it is a diploma granted by the Institute in accordance with the
Articles of Association. Diplomas shall not take effect under any statutory or public power.

Every Corporate member and such other members as the Institute shall determine shall be
entitled to obtain a Diploma of Membership, subject to such conditions and on payment of
such subscriptions or other sums as the Council may from time to time prescribe. All
diplomas issued shall be the property of the Institute and any person ceasing to be a
member shall deliver back to the Institute his or her Diploma of Membership.

1.8 Attachment to Chapter


Members of the Institute shall ipso facto be attached to the Chapter covering the area in
which they permanently reside. Members who reside outside Australia will be attached to
the Overseas Section (OSS). Persons elected to Corporate membership may elect to
remain attached to their initial Chapter even though they become permanently resident
beyond their Chapter boundaries.

1.9 Use of Post Nominals


Corporate members, Retired members, Affiliates and Honorary Fellows shall be allowed to
use the post-nominals appropriate to their membership classification.

Lapsed Members are no longer members of the Institute and are not entitled to use AIQS
post-nominals in any way or in any material. They may not claim to be members of the
Institute in CV’s, resumes, promotional materials, tender documents, fee proposals or any
other written works including business cards and letterhead.

Members who are CPD certified are in addition entitled to use the post nominals ICECA
following their AIQS nominals.

2. STUDENT MEMBERSHIP

2.1 MEMBERSHIP REQUIREMENTS

2.1.1 Definitions
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out in General Conditions Clause 1.01: Definitions

2.1.2 Prerequisites
• Be a Student who has been accepted for and has commenced an accredited
degree or recognised TAFE course listed in the Tertiary Course Guide OR
• Be a student in a degree course of Quantity Surveying that is not listed in the
Tertiary Course Guide.
• Be a student in a degree course of an Allied Discipline who intends making a
career in Quantity Surveying.

2.1.3 Nomination
Applicants for Student Membership shall be proposed by:
• A Corporate member in Good Standing of the Institute OR
• a Corporate member in good standing of a Recognised Institute of Quantity
Surveyors OR
• a member of academic staff of a course listed in the Tertiary Course Guide.

2.1.4 Benefits
• Students who have been accepted for and have commenced an accredited degree
or recognized TAFE course are eligible for concessional subscriptions. (This
concession is subject to annual certification and is not normally available for more
than five years or to students who commence an APC Diary/Logbook before
completing their course).
• May attend and speak at any meeting of the Institute
• May serve as a committee member (but not hold any office of the Institute or
Chapter).
• May enjoy all the other benefits of members e.g. discount schemes,
publications etc.

2.1.5 Restrictions
Student Members may not vote at Annual, Special, Ordinary or General Meetings of the
Institute or Chapter.

Student members are precluded from holding the offices of President, Vice President,
Treasurer, Secretary or Councillor of the Institute or a Chapter.

Student members may not nominate candidates for any grade.

2.1.6 Advancement
Students from accredited degree courses may advance to Associate (Corporate) grade
upon gaining Approved Academic Qualifications, entering and continuing Approved
Employment and passing the Assessment of Professional Competence requirements, i.e.,
candidates must be eligible for and pass through Probationer grade.

Students from recognised TAFE courses may advance to Technician grade membership
on obtaining a Diploma on completion of their course and then to Affiliate following five
years of QS work experience.

2.2 APPLICATION GUIDELINES FOR STUDENT MEMBERSHIP

2.2.1 Generally
The Institute Council has set down the following guidelines for applicants for Student
membership. These guidelines amplify the requirement contained in the Membership
Requirements but do not supersede or take precedence over those requirements.

2.2.2 Application
Candidates shall complete the application form following commencement of an accredited
degree or recognised TAFE course as follows:-

• Applicants shall provide details of the course including full name of the course,
University and Campus, year of commencement etc.
• Application shall be signed by a proposer who shall be:

a Corporate Member in Good Standing of the Institute, or


a Corporate Member in Good Standing of a Recognised Institute of
Quantity Surveyors, or
a member of academic staff of the University or TAFE with responsibility
for the course (course co-ordinator).

2.2.3 Application Categories


Applications may be submitted under the following categories
a) Students of degree courses listed in the Tertiary Course Guide.
b) Students of degree courses that are not listed in the Tertiary Course Guide.
c) Students of TAFE courses listed in the Tertiary Course Guide.

2.2.4 Concessional Subscription


a) Students who apply under Clause 2.2.3 (a) or (c) are entitled to concessional
subscription (currently free). This concession is subject to annual certification and
is not normally available for more than 5 years. Students who complete a course
or leave before completion or who commence an APC Diary/Logbook before
completing their course are no longer entitled to concessional membership.
b) Students who apply under Clause 2.2.3 (b) and Students enrolled in Masters
Degrees are not entitled to concessional subscription and shall pay an entrance
fee and annual subscription.

2.2.5 Other
Applicants under Clause 2.2.3 (b) are advised to contact the National Membership Officer
to discuss their course content and identify any further areas of study that may be
necessary to proceed to Corporate Membership.

3. TECHNICIAN MEMBERSHIP
3.1 MEMBERSHIP REQUIREMENTS

3.1.1 Definitions
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out in General Conditions Clause 1.01: Definitions

3.1.2 General
Technician membership is provided for:
• Persons who have obtained TAFE diplomas from recognised courses who intend
making a career in Quantity Surveying.
• Persons with diplomas in Quantity Surveying and some practical experience.

3.1.3 Prerequisites
• Be engaged in the practice of Quantity Surveying AND
• Possess a diploma from a recognised TAFE course and on admission undertake
to commence and complete a minimum of five years Practical Experience in
Approved Employment as defined in 3.1.4 for advancement to Affiliate
membership OR
• Possess a diploma in Quantity Surveying or Allied Discipline involving two years
full time study and be in Approved Employment.

3.1.4 Approved Employment


Approved Employment for Technician Membership (unless otherwise noted) shall mean
employment in an enterprise engaged in quantity surveying, surveying, architecture,
engineering, building, valuation, project management or land economics where the
candidate is under the supervision of a Corporate Member of this Institute or a corporate
member of a Recognised Institute of Quantity Surveyors.

3.1.5 Practical Experience


Practical experience means a significant level of experience in one of the AIQS core
competencies and a broad range of experience over other core competencies.

Technician members need not be exclusively engaged in the following activities but should
gain a significant understanding of:

• Design cost advice, cost planning and cost engineering


• Contract documentation and procurement
• Post contract services

3.1.6 Nomination
Applicants for Technician Membership who are not already Student members shall be
proposed by:-
• a Corporate member in Good Standing of the Institute, or
• a Corporate member in good standing of a Recognised Institute of Quantity
Surveyors, or
• a member of academic staff of a recognised education institute listed in the
Tertiary Course Guide.

3.1.7 Admission
Applicants for Technician membership who are not Student members shall pay a non-
refundable application fee with their application. No application will be considered until the
application fee is received.

Upon acceptance of the application the applicant shall be advised and a notice issued for
the first annual subscription. Upon payment of the first annual subscription he/she shall
become a member.

3.1.8 Benefits
• may attend and speak at any meeting of the Institute
• may serve as committee member (but not hold any office of the Institute or
Chapter)
• may receive all other benefits eg discount schemes, publications etc.
• may advance to Affiliate membership after gaining minimum of five years Practical
Experience in Approved Employment.

3.1.9 Restrictions
Technician Members may not vote at Annual, Special, Ordinary or General Meetings of the
Institute or Chapter.

Technician Members are precluded from holding the office of President, Vice President,
Treasurer, Secretary or Councillor of the Institute or a Chapter.

Technician Members may not nominate candidates for any grade.

3.1.10 Reinstated Membership


Technician Members who become Lapsed Members due to failure to pay annual
subscription shall be entitled to apply for reinstatement. Immediate reinstatement with
continuity of membership shall apply on payment of a Reinstatement Fee and arrears of
membership fees of up to a maximum five years. Alternatively the member may submit a
new application for membership together with a non-refundable application fee and
become a new member from date of election. All applications shall be accompanied by a
brief personal statement giving details of employment, responsibilities, further qualifications
obtained etc.

3.2 APPLICATION GUIDELINES FOR TECHNICIAN MEMBERSHIP

3.2.1 Generally
The Institute Council has set down the following guidelines for applicants for Technician
membership. These guidelines amplify the requirement contained in the Membership
Requirements but do not supersede or take precedence over those requirements.

3.2.2 Application
Candidates who have obtained diplomas from recognised TAFE courses listed in the
Tertiary Course Guide shall complete the application form following completion of a course
of studies as follows:-

• Applicants shall provide details of the course including full name of the Course and
Campus, date of completion of course.
• Application shall be signed by a proposer who shall be:
a) a Corporate Member in Good Standing of the Institute, or
b) a Corporate Member in Good Standing of a Recognised Institute of Quantity
Surveyors, or
c) a member of academic staff of a recognised education institute listed in the
Tertiary Course Guide.

Candidates with diplomas from courses other than recognised TAFE courses should
contact the National Membership Officer and advise their particulars and details.
Applicants may be required to undertake further studies to make up course content.

3.2.3 Application Categories


Applications may be submitted under the following categories:

a) Student members who have obtained diplomas from recognised TAFE courses.
b) Non-members who have obtained diplomas from recognised TAFE courses.
c) Non-members with Diplomas in Quantity Surveying or Allied Disciplines who have
obtained some Recognised Practical Experience in Approved Employment.

4. PROBATIONER MEMBERSHIP
4.1 MEMBERSHIP REQUIREMENTS

4.1.1 Definitions
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out in General Conditions Clause 1.01: Definitions

4.1.2 General
Probationer membership is provided for:
• Graduates who have obtained Approved Academic Qualifications who intend
taking the Assessment of Professional Competence.
• Corporate members of Recognised Institutes of Quantity Surveyors obtaining
Recognised Practical Experience.

Student members who hold degrees that do not constitute Approved Academic
Qualifications may be required to undertake further studies to proceed to Probationer
Membership. Such studies may comprise additional subjects to make up course content or
additional recognised practical experience during Assessment of Professional
Competence.

Affiliate Members who have gained Approved Academic Qualifications shall have the same
rights as Probationer Members.

4.1.3 Prerequisites
• Be engaged in the practice or teaching of Quantity Surveying AND
• Possess Approved Academic Qualifications and on admission undertake to
commence and complete within a maximum of five years the necessary
Recognised Practical Experience for advancement to Corporate Membership.

4.1.4 Employment
Probationer Members shall enter into and maintain Approved Employment under Approved
Supervision.

4.1.5 Nomination
Applicants for Probationer Membership who have not previously been a Student Member
shall be proposed by:-
• a Corporate member in Good Standing of the Institute OR
• a Corporate member in Good Standing of a Recognised Institute of Quantity
Surveyors OR
• A member of academic staff of a recognised tertiary education institute listed in the
Tertiary Course Guide.

4.1.6 Admission
Applicants for Probationer membership who are not Student members shall pay a non-
refundable Application Fee with their application. No application will be considered until
the Application Fee is received.

Upon acceptance of the application it will be placed on the next Postal Ballot to the
National Council for formal admittance. The applicant shall then be advised and a notice
issued for their first annual subscription. Upon payment of the first annual subscription
he/she shall become a member.

4.1.7 Benefits
• may attend and speak at any meeting of the Institute
• may serve as committee member (but not hold any office of the Institute or
Chapter)
• may receive all other benefits eg discount schemes, publications etc.

4.1.8 Restrictions
Probationer Members may not vote at Annual, Special, Ordinary or General Meetings of
the Institute or Chapter.

Probationer Members are precluded from holding the office of President, Vice President,
Treasurer, Secretary or Councillor of the Institute or a Chapter.

Probationer Members may not nominate candidates for any grade.

A time limit of five years applies to this grade. Persons remaining as Probationers after
this time shall pay the subscription for Associate grade under 35 years but without any
rights to that grade.

4.1.9 Reinstated Membership


Probationer Members who become Lapsed Members due to failure to pay annual
subscription shall be entitled to apply for reinstatement. Immediate reinstatement with
continuity of membership shall apply on payment of a Reinstatement Fee and arrears of
membership fees of up to a maximum five years. Alternatively the member may submit a
new application for membership together with a non-refundable application fee and
become a new member from date of election and commence the Assessment of
Professional Competence from the new admittance date. All applications shall be
accompanied by a brief personal statement giving details of employment, responsibilities,
further qualifications obtained etc.

4.1.10 Advancement
May advance to Associate (Corporate) grade upon successfully completing the
Assessment of Professional Competence.

4.2 APPLICATION GUIDELINES FOR PROBATIONER MEMBERSHIP

4.2.1 Generally
The Institute Council has set down the following guidelines for applicants for Probationer
membership. These guidelines amplify the requirement contained in the Membership
Requirements but do not supersede or take precedence over those requirements.

4.2.2 Application
Candidates with Approved Academic Qualifications shall complete the application form
following completion of a course of studies as follows:-

• Applicants shall provide details of the course including full name of the course,
University and Campus, date of graduation etc.
• Application shall be signed by a proposer who shall be:
a Corporate Member in Good Standing of the Institute, or
a Corporate Member in Good Standing of a Recognised Institute of Quantity
Surveyors, or
a member of academic staff of the University with responsibility for the course
(course co-ordinator).

4.2.3 Application Categories


Application may be submitted under the following categories:
a) Degrees from tertiary education institutes for accredited courses approved by the
Institute in accordance with standards and procedures published from time to time
and listed in the Tertiary Course Guide published by the Institute.

b) Degrees from tertiary education institutes for accredited courses approved by


Recognised Institutes of Quantity Surveyors (RICS, SISV, ASAQS, ISM, HKIS,
IQSSL, CIQS or NZIQS).

c) Degrees from tertiary education institutes for courses in Quantity Surveying that
are not listed in the Tertiary Course Guide supplemented with any required further
studies or experience to make up course content.

d) Degrees from tertiary education institutes for courses in Allied Disciplines


(Architecture, Building, Engineering, Cost Engineering, Economics, Land
Economy, Management or similar) together with any required further studies or
recognized practical experience to make up course content.

5. AFFILIATE MEMBERSHIP
5.1 MEMBERSHIP REQUIREMENTS

5.1.1 Definitions
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out in General Conditions Clause 1.01: Definitions

5.1.2 General
Affiliate membership is intended for:
• Technician members who have gained the required Practical Experience defined
in 5.1.5.
• persons with Approved Academic Qualifications currently unable to complete the
Assessment of Professional Competence (no time limit applies in this grade)
• Non-Quantity Surveying Graduates working as Quantity Surveyors.
• persons with diploma level qualifications and with significant Practical Experience
and Approved Employment as defined hereafter.

Candidates under the age of 26 will not normally be considered for this grade of
membership but exceptions may be made if the Chapter Council considers that a level of
Practical Experience over the basic requirement can be demonstrated.

5.1.3 Prerequisites
• Be a Technician member with not less than five years Practical Experience in
Approved Employment.
• Be engaged in the practice of Quantity Surveying AND
• Be a Non-Quantity Surveying degree holder with not less than three years
Practical Experience in Approved Employment OR
• Hold a Diploma in Quantity Surveying or Allied Discipline and have not less than
five years Practical Experience in Approved Employment.
5.1.4 Approved Employment
Approved Employment for Affiliate Membership (unless otherwise noted) shall mean
employment in an enterprise engaged in quantity surveying, surveying, architecture,
engineering, building, valuation, project management or land economics where the
candidate is under the supervision of a Corporate Member of this Institute or of a
Recognised Institute of Quantity Surveyors. An exception may be granted for supervision
by a corporate member of an Allied Discipline.

Approved Employment requirements including supervision will only be recognised if taking


place in the ten years prior to submission of application.

5.1.5 Practical Experience


Practical experience means a significant level of experience in one of the AIQS core
competency groups, a broad range of experience over other core competency groups and
an understanding of Asset Financial Management, Specialist Management and Support
Competencies.

A candidate for this grade need not be exclusively engaged in the following activities but
should have a significant understanding of:

• Design cost advice, cost planning and cost engineering


• Contract documentation and procurement
• Contract Administration

5.1.6 Nomination
Applicants for Affiliate Membership shall be proposed by:-
• a Corporate member in Good Standing of the Institute, or
• a Corporate member in good standing of a Recognised Institute of Quantity
Surveyors, or
• a member of academic staff of a recognised education institute listed in the
Tertiary Course Guide.

5.1.7 Admission
Applicants for Affiliate membership who are not Technician members shall pay a non-
refundable Application Fee with their application. No application will be considered until
the Application fee is received.

Upon acceptance of the application the applicant shall be so advised and a notice issued
for the first annual subscription. Upon payment of the first annual subscription he/she shall
become a member.

5.1.8 Benefits
• may use post-nominal initials "AIQS (Affil.)"
• may attend and speak at any meeting of the Institute
• may serve as committee member
• eligible to apply for Retired Membership on retirement
• may receive all other benefits e.g discount schemes, publications etc.

5.1.9 Restrictions
Affiliate Members may not vote at Annual, Special, Ordinary or General Meetings of the
Institute or Chapter.

Affiliate Members are precluded from holding the office of President, Vice President,
Treasurer, Secretary or Councillor of the Institute or a Chapter.

Affiliate members may not nominate candidates for any grade.

5.1.10 Reinstated Membership


Affiliate Members who become Lapsed Members due to failure to pay annual subscription
shall be entitled to apply for reinstatement. Immediate reinstatement with continuity of
membership shall apply on payment of a Reinstatement Fee and arrears of membership
fees of up to a maximum of five years. Alternatively the member may submit a new
application for membership together with the application fee and become a member from
date of election. All applications shall be accompanied by a brief personal statement giving
details of employment, responsibilities, further qualifications obtained etc.

5.1.11 Advancement
Affiliate members considering applying for advancement to Corporate (Associate) grade
should closely study the requirements of Section 6 and 7 of these Conditions.

Particularly it should be noted that the requirements for Practical Experience, Approved
Employment etc for Affiliate membership are different to those for Associate membership.

Affiliate members may advance to Corporate (Associate) grade provided they can
demonstrate Approved Academic Qualifications (as defined), Recognised Practical
Experience, Approved Employment and completing the Assessment of Professional
Competence requirements.

5.2 APPLICATION GUIDELINES FOR AFFILIATE MEMBERSHIP

5.2.1 Generally
The Institute Council has set down the following guidelines for applicants for Affiliate
membership. These guidelines amplify the requirement contained in the Membership
Requirements but do not supersede or take precedence over those requirements.

5.2.2 Application
Candidates shall complete the application form including details of relevant academic
qualifications. The application must be signed by an approved person who is a corporate
member of the AIQS or a corporate member of an AIQS recognised professional institution
or a member of academic staff of a AIQS recognised education institute.

Applications will not be processed unless accompanied by the following separate


documents etc:
a) Copies of certificates verifying qualifications and/or membership.

b) Schedule of recognised practical experience. (Refer Clause 5.2.4(a))

c) Details of approved employment, including letter from employer. (Refer Clause


5.2.5)

d) Statement of experience. (Refer Clause 5.2.4 (b))

e) Details of Approved Supervision including names and qualification of Supervisors


and periods of approved supervision. An organisational structure may be required
to show the line responsibilities between the Candidate and the Supervisor and
letters of confirmation from the supervisor (Refer Clause 5.2.6)

f) A non-refundable Application Fee for applications from other than Technician


member applicants.

5.2.3 Application Categories


Applications can be submitted under one of the following categories:
a) Existing Technician member with five years Recognised Practical Experience.

b) Approved academic qualifications. Not less than 3 years recognised practical


experience in approved employment.

Approved academic qualification for Affiliate entry constitutes: 3 or 4 year Degree


or Diploma in a relevant discipline eg. Quantity Surveying, Architecture, Building,
Engineering, Cost Engineering, Economics, Land Economy, Management.

c) Diploma. Not less than 5 years recognised practical experience in approved


employment

Diploma for Affiliate entry constitutes: Diploma in an allied discipline eg Quantity


Surveying, Architecture, Building, Engineering, Cost Engineering, Economics,
Land Economy, Management.

5.2.4 Practical Experience


Recognised practical experience means a significant level of experience in one of the
AIQS core competency groups listed hereafter and a broad range of experience over other
listed core competency groups and an understanding of listed Specialist Support
Competencies.

Details of recognised practical experience to be provided shall comprise:

a) A schedule covering the required 3/5 year period giving:


• Names of Employers.
• Projects separately itemized with name, type and indicative cost.
• Details of the activities on each project for which the candidate was
responsible.

b) A Statement shall be provided indicating the experience activity in which the Candidate
has significant experience with substantive detail. More than one activity can be
included.

Candidates are referred to the Competency Standards for Quantity Surveyors,


Construction Economists and Cost Engineers for details of the competencies (experience)
on which the AIQS practical experience requirements are based. The following
abbreviated listing of the three core competency groups is provided for guidance only and
does not override the competency standards.

(i) Design Cost Advice, Cost Planning and Cost Engineering


Unit 1 Strategic Planning
Unit 2 Budgetary Process
Unit 3 Cost Estimating
Unit 4 Cost Planning

• Preparation of economic and financial analyses for the life of a


construction project.
• Establishment of project budget and budget reporting systems.
• Preparation of cost reports.

• Preparation and use of detailed budgets and cost plans to effectively
manage the costs of the project during the development stages.

• Cost management, giving cost advice during the progress of the works
estimating the total cost during the progress of the works reporting on the
financial effects of problems or changes arising during the progress of the
works.
• Preparation of valuation for interim certificates, recommendation of
progress claims and reporting on all matters in connection.
• Agreement and settlement of final accounts.
• Evaluation negotiation and reporting on cost claims and variations.

In addition to the above, candidates knowledge and experience of any of the following
specialist and support competencies will be taken into account in assessing Practical

5.2.5 Approved Employment
• The candidate must have been in approved employment during the ten years prior
to submission of application.

• The candidate is required to substantiate that the necessary recognised practical


experience has been gained in approved employment being an organization
engaged in quantity surveying, architecture, building, engineering, cost
engineering, economics, land economy or management.

Substantiation shall be provided in written form from the employer giving details of
the organization and its activities.

Letters of appointment or references upon termination will not be considered for


approval purposes apart from the period of employment.

5.2.6 Approved Supervision


The candidate is required to substantiate that the required recognised practical experience
has been gained under an approved supervisor who directly supervises the candidate
within the same organisation. The supervisor must be a corporate member of the AIQS or
a corporate member of an AIQS Recognised Institute of Quantity Surveyors (eg RICS,
SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS).

Exceptions may be granted by Chapter Council or the Overseas Section for supervision by
a corporate member of an Allied Discipline who directly supervises the candidate within the
same organization. Exceptions will only be considered if the candidate submits a written
statement from the proposed Supervisor outlining their own background training and
experience in Quantity Surveying and stating that the candidate has been supervised in
activities related to Quantity Surveying.

The recognised practical experience period under approved supervision shall have been
gained in the ten years prior to submission of application.

5.2.7 Other
Chapters/OSS Committee reserve the right to contact candidates, or
conduct brief interviews to substantiate or explain information provided.

6. ASSOCIATE MEMBERSHIP:
Standard Entry Route
6.1 MEMBERSHIP REQUIREMENTS

6.1.1 Definitions
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out below or if not listed those in General Conditions Clause 1.1: Definitions

Approved Academic Qualifications (unless otherwise noted) shall mean:


• Degrees from tertiary education institutes for accredited courses recognized by
the Institute and listed in the Tertiary Course Guide.

• Degrees from tertiary education institutes for accredited courses approved by


Recognised Institutes of Quantity Surveyors.

Approved Employment (unless otherwise noted) shall mean full time salaried employment
whilst obtaining recognized practical experience as necessary to complete the Assessment
of Professional Competence. Approved employment shall take place under Approved
Supervision.

Approved Supervision (unless otherwise noted) shall mean direct supervision within an
organization by a corporate member of the Institute or a corporate member of a
Recognised Institute of Quantity Surveyors.

Assessment of Professional Competence (APC) means a period of recognized practical


experience additional to time spent in gaining Approved Academic Qualifications (unless
otherwise noted) during which a diary and logbook or work experience is kept leading to a
panel interview to discuss the work experience gained.

Competencies or Competency Standards mean Competency Standards for Quantity


Surveyors, Construction Economists and Cost Engineers published by the Institute.

Quantity Surveying means the science or profession concerned with:

• building and engineering economics


• financial, resource and contractual management
• dispute resolution
• quantification of material and labour inputs.

for all types of building, construction and industrial projects.

Quantity Surveyor(s) includes but is not limited to the designations:

• Building or Construction: Economist, Cost Consultant, Cost Manager or Arbitrator.


• Cost or Budget: Analyst, Consultant, Controller, Engineer, Manager or Planner.
• Estimator.
• Project Manager or Planner.

Recognised Practical Experience unless otherwise noted means the gaining of experience
of required Competencies or Competency groups during a period of Approved Employment
under Approved Supervision.

Reasonably Balanced Experience means the gaining of a broad range of experience in the
Competencies and specific experience in two of the three competency/experience
groupings as set out and some knowledge of support competencies and specialist areas.

Supervisor (unless otherwise noted) shall mean a Quantity Surveyor who is a corporate
member of the Institute or a corporate member of a Recognised Institute of Quantity
Surveyors who directly supervises a candidate within the same organisation.

Tertiary Course Guide means the Tertiary Course Guide published annually by the Institute
setting out details of University and TAFE Courses accredited or recognised by the
Institute.

6.1.2 Generally
Associate Membership is provided for applicants who are either:

a) Institute Members who have Approved Academic Qualifications and who have
undertaken and satisfactorily completed the standard Assessment of
Professional Competence process

b) Expert and experienced Quantity Surveyors who by reason of advanced


knowledge or competence can demonstrate superior proficiency in Quantity
Surveying and who hold a position of Management Responsibility. Such
applicants shall complete a modified Assessment of Professional Competence
process.

The above entry routes are hereafter referred to as the Standard Entry Route and the
Specialist Entry Route. Requirements for the Specialist Entry Route are covered in
Section 7 of these Conditions.

6.1.3 Prerequisites
All applicants shall:

• Be engaged in the practice or teaching of Quantity Surveying


• Possess Approved Academic Qualifications
• Hold a professional position of responsibility
• Have received practical training in Quantity Surveying under Approved
Supervision
• Be able to demonstrate practical experience in two of the following areas:
- Design cost advice, cost planning and cost engineering
- Contract documentation and procurement
- Contract administration
• Have gained experience on a variety of project types
• Have passed the Assessment of Professional Competence
• Be a person of good character
• Demonstrate a willingness to take part in Institute affairs
• Once elected undertake to fulfill such Continuing Professional Development
requirements that the Institute shall require.

All applicants using the standard entry route shall:


• Be a Student, Probationer or Affiliate for not less than two years immediately
preceding application for Corporate membership OR
• Be a Corporate member in good standing of a Recognised Institute of
Quantity Surveyors and a Probationer of this Institute for not less than one
year immediately preceding application for Corporate membership

6.1.4 Assessment of Professional Competence


The Institute places a high level of importance on the need for applicants for Associate
Membership to demonstrate a satisfactory level of experience in practical Quantity
Surveying. The purpose of the Assessment of Professional Competence (APC) process is
to set requirements for the gaining of the required experience, to monitor candidates
progress in gaining that experience during employment and to confirm by way of a
structured interview that candidates have the level of professional experience expected of
a properly qualified Quantity Surveyor in day to day dealings with consultants, contractors,
clients and the like.

Prior to commencing the APC candidates will have completed theoretical studies and
become a member of the Institute in a non-corporate membership category. During the
period of the APC candidates are expected to add to their theoretical knowledge and gain
a broad range of experience and understanding of practical Quantity Surveying. The range
of subject matter for the APC is taken from the Institutes “Competency Standards for
Quantity Surveyors, Construction Economists and Cost Engineers”.

The Diary/Log that candidates are required to keep is monitored on a regular basis to
check that candidates are acquiring a suitable balance of experience. The APC process
finishes with a panel interview during which candidates are required to demonstrate their
experience and Professional Knowledge. The interview is not intended as an examination
but candidates are expected to show confidence in their abilities and commercial
awareness of what is involved in being a Quantity Surveyor.

6.1.5 Assessment of Professional Competence Requirements


APC processes FOR Standard Entry Route applicants shall be as outlined in Section 6.2 :
Assessment of Professional Competence Guidelines for APC processes. Applicants shall
have a minimum of two years Recognised Practical Experience and have completed APC
requirements comprising:

• Being in Approved Employment under Approved Supervision


• Keeping a Diary/Log book for a minimum period of 24 months (unless otherwise
noted).
• Submission of Diary/Log for inspection at six monthly intervals.
• Undertaken a panel interview to review work experience and knowledge of the
profession.

Persons who have not obtained Approved Academic Qualifications shall not commence
keeping a Diary/Log without written approval of a Chapter Council or the Overseas Section
Committee.

Applicants will only be considered eligible for a panel interview if after 24 months or such
other period as defined, their diary/log shows a satisfactory balance of experience and is
not deficient in any way. Failure to comply with any of the requirement, of the APC
Guidelines and Rules may lead to the period of assessment being extended. Should an
applicant fail the interview three times they will not be allowed a further interview.

6.1.6 Nomination
Applicants for Associate Membership under the Standard Entry Route shall be proposed
by:-
• a Corporate member in Good Standing of the Institute OR
• a member of the Chapter Council dealing with the nomination if so requested.

6.1.7 Benefits
• may use post-nominal initials "AAIQS”
• may attend and vote at any meeting of the Institute
• may serve as committee member and hold any office.
• eligible to apply for Retired Membership on retirement
• may receive all other benefits e.g. discount schemes, publications etc.

6.1.8 Reinstated Membership


Associate Members who become Lapsed Members due to failure to pay annual
subscription shall be entitled to apply for reinstatement. Immediate reinstatement with
continuity of membership shall apply on payment of a Reinstatement Fee and arrears of
membership fees of up to a maximum of a maximum of five years. Alternatively the
member may submit a new application for membership together with a non-refundable
application fee. Such application will be considered by Chapter Council with exemption
from APC requirement. All applications shall be accompanied by a brief personal
statement giving details of employment, responsibilities, further qualifications obtained etc.

6.1.9 Advancement
May advance to Fellow upon fulfillment of all the requirements for that grade.

6.2 ASSESSMENT OF PROFESSIONAL COMPETENCE GUIDELINES

6.2.1 Generally
The Institute Council has set down the following guidelines and rules for Assessment of
Professional Competence. These guidelines amplify the requirement contained in the
Conditions of Membership but do not supersede or take precedence over those
requirements.

6.2.2 Assessment Process


The Assessment of Professional Competence comprises:
• enrolment as a Student or Probationer member and acceptance by the
AIQS;
• a review of two years approved work experience in specific areas, unless
otherwise exempt;
• periodic reviews of the applicant’s diary/log of work experience; and
• an interview with an Australian or an Overseas panel to discuss the
applicant’s work experience and knowledge of the profession.
Applicants from outside Australia shall whenever possible undertake the Assessment of
Professional Competence in their country of residence.

Candidates may apply to the AIQS for a preliminary opinion on the suitability of their
proposed employment and arrangements for obtaining experience. If the AIQS is not
satisfied with the arrangements which candidates propose, the AIQS may grant recognition
for a limited period, subject to candidates obtaining wider experience elsewhere at a later
date.

6.2.3 Eligibility for Enrolment


The prerequisites to enrolment for the Assessment of Professional Competence are
detailed in Clause 4.1.2.

Candidates will not be permitted to commence their required period of approved work
experience unless they have enrolled in the AIQS as:

• a Student member as defined in Clause 6.2.7.


• a Probationer member.
• an Affiliate member.

The following candidates should enroll as Probationers:


• Holders of degrees from tertiary education institutes for accredited courses
approved by the Institute in accordance with standards and procedures published
and listed in the Tertiary Course Guide published by the Institute
• Holders of degrees from tertiary education institutes for accredited courses
approved by Recognised Institutes of Quantity Surveyors (RICS, SISV, ASAQS,
ISM, HKIS, CIQS, IQSSL or NZIQS)
Candidates must continue to hold one of the above classes of membership throughout the
prescribed period of approved work experience towards their Assessment of Professional
Competence.

The two year requirement for assessment is reduced to one year for candidates who are
corporate members of a Recognised Institute of Quantity Surveyors (RICS, SISV, ASAQS,
ISM, HKIS, CIQS, IQSSL or NZIQS). It should be noted, however, that their previous two
years of approved work experience will be taken into account and the one year period shall
commence from the date when they become a Probationer member of the Institute.

6.2.4 Professional Competence Requirement
The AIQS requires candidates to obtain a broad range of experience in and knowledge of
the quantity surveying profession.

The Competency Standards for Quantity Surveyors, Construction Economists and Cost
Engineers, as published by the Australian Institute of Quantity Surveyors, details both core
and specialist units of competency together with the appropriate performance criteria
required.

AIQS assessors realise that the range and duration of experience available to candidates
depends on their area of employment, workload and position. Where special
circumstances appear to the candidate or their employer to have adversely affected the
candidate’s opportunity to obtain reasonably balanced experience, the assessors will
consider any written statement which the candidate’s employer may wish to make in
explanation of the particular circumstances, together with their proposals to overcome the
deficiency.

Ideally, the candidate should receive an overall experience in all areas of Quantity
Surveying/Construction Economics but it is accepted by the AIQS that this may not be
possible. Candidates will need to satisfy the AIQS that they have received adequate
experience in the three defined areas of competence and the three Core Units of the
Support Competencies and a reasonably balanced experience in the Core Units of Project
Cost Management, and be able to demonstrate knowledge of the Competencies listed as
Specialisations. Such experience may be gained in professional or commercial
organisations, engaged in building, civil engineering, building engineering services,
mechanical and electrical work, process plant, mining, shipbuilding and similar activities.

NOTE: “Adequate experience” in this context means that candidates must satisfy the
AIQS that they are competent to the level outlined in the Performance Criteria and have
gained experience working on a variety of types of projects.

6.2.5 Demonstrated Areas of Competence


Candidates are referred to the Competency Standards for details of the various
competencies, elements and performance standards that make up the experience
requirement for the Assessment of Professional Competence.

Candidates are required to show Reasonably Balanced Experience in at least two of the
three groups listed below. Candidates recording more than half of their time in any one of
the groups would not generally be seen as having demonstrated the balance of experience
required. Experience areas and related Competency Standard Units are as follows:

a) Design cost advice, cost planning and cost engineering

percent) of total time. Time spent on these specialisations will be recognised by the
Interview Panel during the Specialist Knowledge part of the Interview. Specialisations

Other Specialist Units included in the Competency Standards would not normally be
expected to be carried out during the APC process. If experience is gained in these other
competencies then they can be added to the log/diary. (Refer Units 16, 17, 18, 19, 20, 24,
25, 26, 27, 29, 30, 31.)

When entering the Nature of Work carried out in the Diary/Log candidates are required to
enter the Element code reference to coincide with the Competency Standards.

6.2.6 Professional Knowledge


Candidates must be able to demonstrate knowledge and understanding of the following:-

a) AIQS Code of Professional Conduct

b) The calculation of fees and charges for Quantity Surveying and Allied Discipline
services and Conditions of Engagement for Consultants

c) Support Competencies as listed in the Competency Standards comprising:-

Tax Depreciation – Unit 23
Project Value Management – Unit 28

6.2.7 Work Experience Arrangements


Candidates should familiarise themselves with, and advise their employers or potential
employers of the requirements of becoming a Corporate Member of the AIQS. This is to
ensure candidates receive the necessary work experience to pass the Assessment. It will
also oblige employers to ensure a proper balance of experience is made available.

The AIQS must be satisfied that a candidate’s range of potential experience and the ratio
of candidates to supervisors employed in the applicant’s work area are suitable.

Changes in employment
When candidates change their employment they must immediately inform the
AIQS of their altered arrangements.
Prescribed period of work experience
All candidates (unless exempted) must achieve a period of work experience to
satisfy the AIQS.

The two years period of approved work experience applies to:
• persons who have obtained Approved Academic Qualifications commencing
from the completion date of their course of study;
• Students undertaking a course having a course length of five years or more and
leading to Approved Academic Qualifications who enter into employment
approved by the AIQS during the last two years of courses undertaken; and
who have written approval from a Chapter Council.
• Probationers commencing from date of entry to that grade.

Work experience may be obtained from:


Professional Consultants
The office of a corporate member of the AIQS or a corporate member of an AIQS
Recognised Institute of Quantity Surveyors who the AIQS Council considers
upholds sufficiently high professional and technical standards.
Government Departments, Local Authorities, Statutory Undertakings
The office of a quantity surveyor, architect or engineer where the candidate is:
• employed in a separate and properly organised quantity surveying/construction
economics department; and
• under the supervision of a corporate member of the AIQS or a corporate
member of an AIQS Recognised Institute of Quantity Surveyors and who the
AIQS Council considers upholds sufficiently high professional and technical
standards.
Builders and Contractors
A firm where the candidate is:
• employed in a separate and properly organised quantity surveying or
construction economics or estimating or measuring department; and
• under the supervision of a corporate member of AIQS or a corporate member of
an AIQS Recognised Institute of Quantity Surveyors and who the AIQS Council
considers upholds sufficiently high professional and technical standards.
Other Commercial Undertakings
Enterprises are considered on their merits in the light of the extent to which they
can provide candidates with the Recognised Practical Experience.

Supervisors
The work experience of a candidate must be supervised by a person who:
• is a corporate member of the Institute or of a Recognised Institute of Quantity
Surveyors (RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS); and
• the Council considers upholds a sufficiently high standard of professionalism
and supervision.
• Is resident in the same country as the candidate.
• Is a member of a properly structured quantity surveying section within the
candidates work place.
Supervision of candidates may be by either:-
• a Corporate member in Good Standing of the Institute, or
• a Corporate member in Good Standing of a Recognised Institute of Quantity
Surveyors (RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS).

Supervisors Duties
Prior to commencing the Diary/Log part of the APC process candidates shall ensure that
their Supervisor has a proper understanding of the Institutes requirements and the
Supervisors role in ensuring that the candidate receives the range of experience required
of the candidate. Details of relevant documentation such as APC guidelines, Competency
Standards and Diary/Log processes shall be made available to the Supervisor.

The Supervisors role is:-


• To sign off Diary pages on a monthly basis
• To sign off the Analysis sheet every three months
• To monitor the candidates progress every six months by reviewing the experience
being demonstrated by the Diary/Log and ensuring when possible that the required
balance of experience is being achieved.
• To provide regular training, support, guidance and counseling in support of the
Candidates professional development.

Mentors
Where candidates are unable to obtain approved supervision from within their normal
workplace environment the Institute may allow supervision by a Mentor from outside the
candidates workplace. Requirements for mentors comprise:-

• a mentor shall be a corporate member of the Institute or of a Recognised Institute


of Quantity Surveyors (RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS)
and satisfy the requirements for supervisors.
• A mentor’s working background should be the same as the candidates – eg
professional office, contracting organization, etc. Full time lecturers shall not be
eligible for appointment.
• A mentor shall not come from any organization (partnership or corporation) where
any personal or commercial conflict of interest may or could exist with the
organization employing the candidate.
• Candidates being supervised by a Mentor shall not commence the APC process
until approval for the Mentor appointment has been finalised.

Refer to Section 6.3 for Guidelines for the Appointment of Mentors.

6.2.8 Work Experience Diary/Log


Each candidate must maintain a work experience diary/log supplied by the AIQS, in
accordance with the following requirements:
• Entries shall be recorded in days or fractions thereof.
• Entries in the diary must indicate:
- the project type (eg: office, factory, school, plant, ship, mine, bridge, road,
highway, tunnel, etc)
- indicative value
- description of the work carried out by the candidate.
- element Code as set out in the Log section
• The candidate must also analyse the work carried out during every month (see
“log analysis”).
• When a candidate moves from one employer to another, their diary/log must be
continued in the usual way, and provide a clear indication on the appropriate
page of the diary/log when the change took place.

• The diary must be signed by both the candidate and their supervisor at the end
of every calendar month.
• The professional qualifications of the supervisor or mentor must be also shown
in each candidate’s diary.

Log analysis
The log is an integral part of the diary provided by the AIQS. Its purpose is to enable each
candidate to present an analysis of their professional experience in a chronological order
based on entries in the diary. It will assist the assessors in determining the adequacy and
balance of candidate’s professional experience. In addition, it will provide an easy
reference to any particular aspect of the experience set out in the diary.
Details must be drawn from the diary at the end of each month. The experience during
that month must be analysed and entered in days or half days under the Competency
Element reference and monthly heading of an analysis sheet. At the end of every three
months, the analysis sheet must be signed by the candidate and their supervisor or
mentor.
In addition, the professional qualifications of the supervisor or mentor must be shown in
each candidate’s log.
Inspection of diary/log
At the end of every six months of experience achieved, the candidate must submit the
original diary/log to their local Chapter or Overseas Representative or Overseas
Committee Review Panel for scrutiny and comment. (NB: Members should keep a copy).

After inspection the diary/log will be returned, and any observations provided. All
candidates will be advised of any major deficiencies in their experience and the form in
which the remainder of their experience should then take. Failure to follow the Guidelines
or observe the comments provided before the final assessment may result in the period of
Assessment being extended.

6.2.9 Interview Process


At the end of the required work experience period, candidates will be required to attend an
interview to discuss their work experience, knowledge and attributes. Following the results
of the Assessment of Professional Competence interview candidates must submit an
application for Associate membership.

Interview format - the interview will be conducted in English and include:


• a review of the candidate’s work experience based on the candidates diary/log.

• questions/discussion on the candidate’s demonstrated work experience (Section


6.2.5 Demonstrated Areas of Competence).
• questions/discussion on the candidate’s professional knowledge (Section 6.2.6
Professional Knowledge).
• review of examples of work completed by the candidate during the period of
work experience. Examples shall be submitted before the interview is held and
can take the form of copies of measurements for estimates, cost plans, Bills of
Quantities, contract variations etc., budgetary control or financial reports or
examples of other works outlined in the Diary/Log.
• Interviews will not be conducted unless the required examples of work are
received prior to the interview.
Interview/Review Panels
The Interview/Review Panel for candidates in Australia will consist wherever
possible of three corporate members of the candidate’s local Chapter membership
including:
• the Chapter President, or in his absence the Vice President or their deputies or
delegates; and

• two other members of the Chapter who have attained a position of seniority in
the profession.

For candidates outside Australia, the Interview/Review Panel of local Corporate
Members of the AIQS must be set up with the approval of the AIQS Overseas
Section Committee. In the event that no such members are available, the AIQS
Council or Executive will direct the composition and location of the Panel.

In all cases the candidate’s past and present employers and/or supervisor must be
excluded from the Interview /Review Panel.

6.2.10 Review of Unsuccessful Candidates


When candidates fail to satisfy the Interview/Review panel in one or more aspects of the
Assessment of Professional Competence they shall be notified in writing of the reasons for
the decision stating those aspects of the APC process where the candidate failed to satisfy
the panel. The stated reasons shall include feedback on the candidates performance so
as to assist the candidate to identify and rectify any weaknesses with a view to reapplying
for assessment.
Alternatively a member of the panel may elect to speak directly to the candidate to provide
the feedback and possibly to monitor the candidates progress prior to a further interview.

Candidates may be permitted to re-apply for assessment after six months. If however the
candidates work experience was considered inadequate due to not being able to
demonstrate competency to the level outlined in the performance criteria or experience
working on a variety of projects the Institute may insist that they do not apply for
assessment before a specified date. Such candidates shall continue to maintain their work
experience diary/log for the additional period.

6.2.11 Interview Panel Guidelines


The APC interview should aim to determine that applicants possess appropriate
professional communication skills and behavior befitting an Associate of the Institute. The
focus of the interview should be on allowing applicants to expand and illustrate the diversity
of their experience (as summarised in their logbook) and in so doing confirm evidence of
competence in the required areas:

Candidates are required to demonstrate reasonably balanced experience and knowledge


of two of the three experience groups set out in the log book and comprising:-

a) Design Cost advice, cost planning and cost engineering


Strategic Planning – refer Unit 1
Cost Management including:-
Budgetary Process – refer Unit 2
Cost Estimating – refer Unit 3
Cost Planning – refer Unit 4
• Preparation of economic and financial analyses for the life of a
construction project.
• Establishment of project budget and budget reporting systems
• Preparation of cost reports
• Preparation and use of cost analyses
• Preparation of estimates based on sketch plan and/or detailed design.
• Preparation and use of detailed budgets and cost plans to effectively
manage the costs of the project during the development stages.
• Calculation of projected cash flows.

b) Contract Documentation and Procurement


General Procurement Advice – refer Unit 5
Quantification, Measurement and Documentation – refer Unit 6
Tendering Process – refer Unit 7
• Provision of advice on project delivery systems and tender conditions
• Understanding of standard forms of contract
• Preparation of Bills of Quantities, knowledge of methods of

• Contractual advice on letting sub-contracts, material purchase orders
etc.
• Generation of contractual correspondence.

• Cost management giving cost advice during the progress of the works
estimating the total cost during the progress of the works reporting on

• Preparation of valuations for interim certificates, recommendation of
progress claims and reporting on all matters in connection.
• Agreement and settlement of final accounts
• Evaluation negotiation and reporting on cost claims and variations

Candidates are in addition required to demonstrate knowledge and understanding of the


various competencies etc listed in Clause 6.2.6 Profession Knowledge and comprising:-

a) AIQS Code of Professional Conduct

b) The calculation of professional fees and charges with particular reference to


the AIQS Reference Scale of Professional Charges and Conditions of
Engagement.

c) Support Competencies as listed in the Competency Standards comprising:-


• Computer Services (Unit 13) including the use of Computers to
input and access information relating to the full range of Quantity
Surveying applications.
• Construction Technology (Unit 14) including construction
processes, building materials, principals of construction etc.
• Government Regulation and Law (Unit 15) including standards
and codes relating to construction.

d) Specialisations as listed in Clause 6.2.5 above with reference to the


Competency Standards including:-
• Claims and Dispute Resolution (Unit 10) including processes for
the evaluation of and settlement of contractual claims.
• Financial Audit (Unit 11) including audit procedures in relationship
to design documentation, compliance issues and project delivery.
• Resource analysis (Unit 12) including analysis of resource
requirements, productivity and resource productivity.
• Feasibility Studies (Unit 21) including the viability of a project over
its expected life, property economics issues etc.
• Life Cycle Cost analysis (Unit 22) covering the total cost of
ownership over the whole life of a property asset.
• Tax Depreciation (Unit 23) including basic principals and methods
used in the calculation of appropriate tax depreciation write offs.
• Project Value Management (Unit 28) including understanding of
Value Management procedures and the role of the Quantity
Surveyor in Value Management focus sessions.

It should be noted that the APC interview is a confirmation that the candidate can
demonstrate experience indicated in the Diary/Log and can sufficiently demonstrate the
Professional Knowledge requirements.

6.3 GUIDELINES FOR THE APPOINTMENT OF MENTORS

6.3.1 Generally
The Institute Council has set down the following guidelines for the appointment of Mentors
for APC candidates who are unable to obtain approved supervision from within their normal
workplace environment.

6.3.2 Prerequisites
A mentor shall be a corporate member of a Recognised Institute of Quantity Surveyors and
satisfy the requirements for supervisors set out in the APC Guidelines.

AIQS office holders of the Institute or Chapter or officials of the Overseas Section may be
eligible to be Mentors but not participate in an APC interview for those they mentor.

A mentor’s working background should be the same as the candidates – eg professional


office, contracting organization etc. Full time lecturers shall not be eligible for appointment.

A mentor shall not come from any organization (partnership or corporation) where any
personal or commercial conflict of interest may or could exist with the organization
employing the candidate.

A mentor shall not be related to the candidate.

6.3.3 Appointment
Responsibility for appointment of a mentor shall be with the Chapter or, in the case of
candidates outside Australia, with the Overseas Section Committee.

Where the Overseas Section Committee has a designated overseas representative or


committee in a particular country, the responsibility for appointment shall be with that
representative or committee.

A nominee for appointment as a mentor shall complete a Mentor Appointment Form


agreeing to undertake the role.

Mentors shall be given written notification of appointment after approval of the Mentor
Appointment Form and the candidate similarly advised.

6.3.4 Responsibilities
Candidates may suggest a suitable person, but generally the finding and appointment of a
mentor is the responsibility of the Chapter or Overseas Committee (where there is no
representative or overseas representative) following written request from a candidate.

Prospective Mentors shall familiarize themselves with the Assessment of Professional


Competence Guidelines prior to completing the Mentor Appointment Form.

Immediately following appointment a mentor shall liaise with the candidate and candidates
employer to establish the suitability of the employment to provide the required level of
recognised practical experience.

The Chapter or Overseas Committee where there is no representative or overseas


representative shall be notified if it is considered that the employer cannot provide the
required level of recognized practical experience.

Mentors shall provide regular counselling, guidance, progress monitoring to candidates


and shall meet with the candidate at a minimum of once every two months. Mentors shall
sign the Diary/Log book prior to each six monthly review.

If the mentor considers a candidate is gaining insufficient variety of practical experience,


the Chapter or Overseas Committee and representative shall be informed at the earliest
possible time. Any such report whenever possible shall be submitted prior to the next
logbook inspection.

6.4 APPLICATION GUIDELINES FOR ASSOCIATE MEMBERSHIP
For Standard Entry Route

6.4.1 Generally
The Institute Council has set down the following guidelines for applicants for Associate
membership. These guidelines amplify the requirements contained in the Conditions of
Membership but do not supersede or take precedence over those requirements

6.4.2 Application
Applicants through the Standard Entry Route submitting their diary/log will automatically
request a panel interview.

6.4.3 Application Prerequisite


• All applicants shall satisfy the requirements of clause 6.1.5 AND
• Standard Entry Route applicants shall have kept a diary/log for a minimum of
24 months and successfully undertaken a panel interview to review their work
experience

6.4.4 Subscription
In addition to annual subscription adjusted to date of election, applicants who are members
of the Institute shall pay a Transfer Fee.

7. ASSOCIATE MEMBERSHIP:
Specialist Entry Route
7.1 MEMBERSHIP REQUIREMENTS

7.1.1 Definitions
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out below or if not listed those in General Conditions Clause 1.1: Definitions

Allied Discipline shall mean Architecture, Building, Engineering, Cost Engineering,


Economics, Land Economy, Management or similar discipline.

Approved Academic Qualifications (unless otherwise noted) shall mean:


• degrees from tertiary education institutes for accredited courses recognised by the
Institute and listed in the Tertiary Course Guide.

• degrees from tertiary education institutes for accredited courses approved by


Recognised Institutes of Quantity Surveyors.

Approved Employment (unless otherwise noted) shall mean full time salaried employment
whilst obtaining recognised practical experience as necessary to complete the Assessment
of Professional Competence. Approved employment shall take place under Approved
Supervision.

Approved Supervision (unless otherwise noted) shall mean direct supervision within an
organisation by a corporate member of the Institute or a corporate member of a
Recognised Institute of Quantity Surveyors.

Competencies or Competency Standards mean Competency Standards for Quantity


Surveyors, Construction Economists and Cost Engineers published by the Institute.

Degree means having undertaken theoretical study and been awarded a degree by an
accepted educational body having undertaken the equivalent of a three year full time
course.

Diploma and Diploma course level means having undertaken theoretical study and been
awarded a diploma in Quantity Surveying or in an allied discipline by an accepted
educational body having completed the equivalent of a two year full time course.

Management Responsibility (unless otherwise noted) shall mean leadership and direct
supervision of staff members within a project team, setting up systems for the effective
management of activities, managing all Quantity Surveying activities on smaller projects,
controlling project outcomes, liaising with clients and the like.

Non-Quantity Surveying Graduate shall mean a graduate in an Allied Discipline or a


graduate of a Quantity Surveying course which is not accredited.

Quantity Surveying means the science or profession concerned with:

• building and engineering economics


• financial, resource and contractual management
• dispute resolution
• quantification of material and labour inputs.

for all types of building, construction and industrial projects.

Quantity Surveyor(s) includes but is not limited to the designations:

• Building or Construction: Economist, Cost Consultant, Cost Manager or Arbitrator.


• Cost or Budget: Analyst, Consultant, Controller, Engineer, Manager or Planner.
• Estimator.
• Project Manager or Planner.

Recognised Practical Experience unless otherwise noted means the gaining of experience
of required Competencies or Competency groups during a period of Approved Employment
under Approved Supervision.

Tertiary Course Guide means the Tertiary Course Guide published annually by the Institute
setting out details of University and TAFE Courses accredited or recognised by the
Institute.

Working Experience means working as a Quantity Surveyor in Quantity Surveying.

Specialist Entry Route applicants are also referred to Section 6 Clauses 6.1.8, 6.19 and 6.2
as relevant.

7.1.2 Generally
Associate Membership is provided for applicants who are either:

c) Institute Members who have Approved Academic Qualifications and who have
undertaken and satisfactorily completed the standard Assessment of
Professional Competence process

d) Expert and experienced Quantity Surveyors who by reason of advanced


knowledge or competence can demonstrate superior proficiency in Quantity
Surveying and who hold a position of Management Responsibility. Such
applicants shall complete a modified Assessment of Professional Competence
process.

The above entry routes are hereafter referred to as the Standard Entry Route and the
Specialist Entry Route. Requirements for the Standard Entry Route are covered in
Section 6 of these Conditions.

7.1.3 Prerequisites
All applicants shall:

• Be engaged in the practice or teaching of Quantity Surveying


• Possess Approved Academic Qualifications
• Hold a professional position of responsibility
• Have received practical training in Quantity Surveying under Approved
Supervision
• Be able to demonstrate practical experience in two of the following areas:
- Design cost advice, cost planning and cost engineering
- Contract documentation and procurement
- Contract administration
• Have gained experience on a variety of project types
• Have passed the Assessment of Professional Competence
• Be a person of good character
• Demonstrate a willingness to take part in Institute affairs
• Once elected undertake to fulfill such Continuing Professional Development
requirements that the Institute shall require.

Applicants wanting to enter under the Specialist Entry Route may make application using
one of the following knowledge and competence categories. Application can be made
under one category only:

a) Academic Staff: Full-time academic staff engaged in the teaching of Quantity Surveying
subjects provided they have obtained at least two years working experience as a Quantity
Surveyor, including one year’s Recognised Practical Experience following graduation and
who have a minimum of one years teaching experience.

b) Expert Route: Holders of higher degrees in addition to graduate degrees from accredited
courses who can demonstrate at least two years Recognised Practical Experience , a
significant period of working experience at a senior level and a background in the core
competencies. Applicants who have degrees from non accredited courses or degrees of an
Allied Discipline who apply under this category may be required to undertake further
studies in Quantity Surveying subjects.

c) Executive Entry Route: Persons who’s admission to corporate membership would further
the aims of the Institute and who are deemed suitable by way of education and attainment
and who can demonstrate at least two years Recognised Practical Experience in addition
to a significant period of working experience. An example would be a senior Quantity
Surveyor running a practice with employees and able to demonstrate management
experience both within and without that practice.

d) Experienced Practitioner Route: Persons with Approved Academic Qualifications and


more than eight years Recognised Practical Experience following graduation.

e) Mature Practitioner Route: Persons who have attained the age of 40 years who have
undertaken theoretical study in Quantity Surveying or an allied discipline equivalent to a
two year full time diploma course level who have with more than six years Recognised
Practical Experience in addition to significant working experience and who holds a position
of management responsibility.

Where a specific period of Recognised Practical Experience is required this must be


gained in Approved Employment under Approved Supervision.

7.1.4 Assessment of Professional Competence


The Institute places a high level of importance on the need for applicants for Associate
Membership to demonstrate a satisfactory level of experience in practical Quantity
Surveying. The purpose of the Assessment of Professional Competence (APC) process is
to set requirements for the gaining of the required experience, to monitor candidates
progress in gaining that experience during employment and to confirm by way of a
structured interview that candidates have the level of professional experience expected of
a properly qualified Quantity Surveyor in day to day dealings with consultants, contractors,
clients and the like.

Suitably qualified applicants using the Specialist Entry Route are not required to undertake
the APC process applicable for Standard Entry Route candidates as outlined under Section
6.2. They shall however undertake a revised APC process comprising:

a. The Application: The Application requirements are as summarized and set out in
Section 7.4. The requirements to provide specific information in the format
outlined replaces the normal requirement to keep a Diary/Log. The Schedules to
be submitted as part of the Application provide the opportunity for applicants to
demonstrate their proficiency and experience and ability to qualify for this entry
route. Applicants who cannot satisfy all requirements and particularly to
demonstrate the required Recognised Practical Experience will not be deemed
eligible to proceed to the Interview.

b. The Interview: All candidates for Corporate membership are required to undertake
a panel interview. Specialist Entry Applicants only proceed to the Interview after a
successful review of their application has been conducted. During the Interview
specialist entry applicants are expected to show a greater level of knowledge and
understanding than would apply to younger candidates. Applicants are however
expected to also have knowledge of the basic requirements relating to
Demonstrated Areas of Competence, Professional Knowledge etc outlined in
Section 6.2 which apply to all interview candidates.

7.1.5 Assessment of Professional Competence Requirements.


Applicants using the Specialist Entry Route will not generally be required to keep a
diary/log but may be required to do so if their application under the Specialist Entry Route
is seen as a way of avoiding keeping the diary/log or who came from an allied discipline or
who’s recognised practical experience is not considered satisfactory. Applicants for
membership by this Specialist Entry Route should in the first instance contact the National

Applications under the Specialist Entry Route will include requirements for applicants to
submit schedules giving details of their Recognised Practical Experience, working
experience etc over the required period and formal statement setting out management
responsibility etc. Provided that these schedules are satisfactory applicants will be invited
to undertake a panel interview when the schedules will be used as a basis for examining
the applicants suitability

The interview panel will be constituted as set out in Clause 6.2.9 and the interview format
will include :

• Review of the applicants Practical Training in Approved Employment under


Approved Supervision based on schedule submitted with application as Clause
6.4.5.
• Review of applicants Recognised Practical Experience and work experience based
on schedule submitted with application under Clause 6.4.5
• Discussion on applicants professional knowledge and understanding of items set
out in Clause 6.2.11
• Discussion of the applicants employment and degree of management
responsibility

In the interview process Specialist Entry Route Applicants will be expected to demonstrate
a greater level of practical experience, knowledge and competence than younger
candidates entering through the Standard Route. A greater depth of experience in the core
competence areas in which the candidate specialises would be expected and attributes
such as :-

• Management competence
• Commercial awareness and contractual and legal understanding
• Communication skills and the ability to maintain professional relationships
• A commitment to professional standards
• Professional judgement and responsibility

Applicants under the Specialist Entry Route shall pay a non-refundable Application Fee.
No application will be considered until the Application Fee is received.

7.1.6 Nomination
Applicants for Associate Membership under the Specialist Entry Route shall be proposed
by:-

• Either five Fellows or Life Fellows, of which up to three may be Fellows of


Recognised Institute’s of Quantity Surveyors and two or more AIQS members OR
• Three Fellows or Life Fellows and two Associates of which up to two may be
members of Recognised Institute’s of Quantity Surveyors and three or more AIQS
members.

7.1.7 Benefits
• may use post-nominal initials "AAIQS”
• may attend and vote at any meeting of the Institute
• may serve as committee member and hold any office.
• eligible to apply for Retired Membership on retirement
• may receive all other benefits e.g. discount schemes, publications etc.

7.2 APPLICATION GUIDELINES FOR ASSOCIATE MEMBERSHIP
Specialist Entry Route

7.2.1 Generally
The Institute Council has set down the following guidelines for applicants for Associate
membership. These guidelines amplify the requirements contained in the Conditions of
Membership but do not supersede or take precedence over those requirements

7.2.2 Application
Specialist Entry Route applicants shall complete the application form and will be notified if
they can proceed to a panel interview. Specialist Entry Route applications shall be
nominated in accordance with Clause 7.1.6

7.2.3 Application Prerequisites


• All applicants shall satisfy the requirements of clause 7.1.5 including payment
of application fee. AND
• Specialist Entry Route applicants shall have provided all required detail of their
Practical Experience with their application and successfully undertaken a panel
interview to review their training and experience.

7.2.4 Subscription
Specialist Entry Applicants who are not members shall pay the annual subscription from
the date of passing the interview to the end of the financial year after which full annual
subscriptions will apply.

7.2.5 Specialist Entry Route Applications


Applications shall be submitted on the application form for this class of applicants
accompanied by the required information. The application must be signed by nominators
in accordance with Clause 6.1.6.

Applications will not be processed unless accompanied by the following separate


documents:

a) Certified copies of degrees and diplomas.

b) Schedule setting out details to substantiate the required period of Recognised Practical
Experience ie time spent in approved employment under approved supervision (refer
to definitions). The Schedule shall include:-

• Names of Employers and names and qualifications of supervisors. Supervisors


must be corporate members of the AIQS or a Recognised Institute of Quantity
Surveyors (ie RICS, SISV, ASAQS, ISM, HKIS, CIQS, IQSSL or NZIQS). The
period is not required to be of consecutive years.
c) Schedule outlining applicants working experience over the required period giving:
• Names of Employers
• Projects separately itemized with name, type and indicative cost.
• Details of the activities on each project for which the candidate was responsible.

The working experience schedule should be in detail and include the periods listed in the
separate Recognised Practical Experience schedule. This schedule is required to
demonstrate:-

• That the applicant has experience of a variety of project types.


• Experience in two of the three experience areas (Design cost advice etc., Contract
documentation etc., and Contract administration (refer Clause 6.2.5).
• Knowledge of the core competencies.

d) Letter from the applicant on current employment letterhead providing details of:-
• Management responsibility attaching if necessary an organisational structure
showing current position (Specialist entry applicants are required to demonstrate a
higher degree of responsibility than would be expected from a younger person
entering by the standard entry route)
• Any areas of specialization in particular competencies.
• Any Continuing Professional Development being undertaken and a commitment to
fulfill the Institute’s CPD requirements if admitted as a member.

e) Letters from Supervisors and Employers on letterhead, substantiating wherever


possible the supervision content of the above schedules and letters from employers
covering the employment content. Letters from Employers saying that “the candidate
worked for us” will not be deemed to substantiate Approved Supervision requirements
unless they incorporate the required information and state that the Supervisor was
directly responsible for the candidates supervision. No application will be considered
without some substantiation by supervisors and employers.

Applications that are not presented in the above format or do not include the required level
of detail cannot be considered and will be returned for amendment and compliance.

8. FELLOWSHIP
8.1 FELLOWSHIP REQUIREMENTS

8.1.1 Definitions
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out in General Conditions Clause 1.01: Definitions

8.1.2 Generally
Fellowship is a senior grade of membership created to recognise commitment and service
to the Institute and the profession of Quantity Surveying. Examples include
professionalism in practice, the training, teaching or examination of students, engaging in
public or community activities, or serving on committees set up by industry or government
as well as service within the Institute.

8.1.3 Prerequisites
• Have attained the minimum age of 35 years AND
• been an Associate member in good standing for not less than 10 years AND
• served the Institute or profession with distinction (ie special honour, recognition or
fame) OR
• held a senior professional position of responsibility as a Quantity Surveyor in any
private or public enterprise or as an academic OR
• obtained a post graduate award in Quantity Surveying

8.1.4 Application
Applicants for elevation to Fellowship shall complete an application form and
obtain the required Nominators. When submitting the form a personal statement
shall be included briefly outlining their recent career and including details of any
specific attainments such as those listed in Clause 8.1.3

8.1.5 Nomination
Associate members wishing to be elevated to Fellowship may:-
• Be nominated by any five Fellows or Life Fellows, of which up to three may be
Fellows of a Recognised Institute of Quantity Surveyors and two or more AIQS
members.
• Be directly nominated by Council or Overseas Section Committee.

8.1.6 Benefits
• may use post-nominal initials FAIQS
• may attend and vote at any meeting of the Institute
• may serve as a committee member and hold any office
• eligible to apply for Retired Membership on retirement
• may receive all other benefits eg discount schemes, publications etc.

8.1.7 Reinstated Membership


Fellows who become Lapsed Members due to failure to pay annual subscription shall be
entitled to apply for reinstatement. Immediate reinstatement with continuity of membership
shall apply on payment of a Reinstatement Fee and arrears of membership fees of up to a
maximum of five years. Alternatively the member may submit a new application for
membership together with a non-refundable application fee and such request to be
considered by the Council. All applications shall be accompanied by a brief personal
statement giving details of employment, responsibilities, further qualifications obtained etc.

8.2 LIFE AND HONORARY FELLOWSHIP

8.2.1 Generally
Life and Honorary Fellowships are special grades of membership created to recognise
distinctive and significant service to the Institute or profession.

Life Fellowship is for corporate members of the Institute to be awarded in recognition for
outstanding contributions over a prolonged period.

Honorary Fellowship is for other than Institute members who have rendered distinguished
(i.e. noteworthy) or public service to the Institute OR are distinguished by scientific,
academic, artistic or other eminent attainment in the construction industry.

8.2.2 Life Fellow


May be proposed by either a Chapter Council, Overseas Section Committee or the
National Council and elected by unanimous vote of the National Council.

Benefits generally as for Fellow except:

„ May use post-nomenal initials "LFAIQS"


„ No subscription payable
„ Member for natural life

8.2.3 Honorary Fellow


May be proposed by either a Chapter Council, Overseas Section Committee or the
National Council and elected by unanimous vote of the National Council.

As an Honorary member has no role in Institute affairs and cannot hold office.

„ No subscription payable
„ Member for natural life

9. RETIRED MEMBERSHIP
9.1 MEMBERSHIP REQUIREMENTS

9.1.1 Definitions
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out in General Conditions Clause 1.01: Definitions

9.1.2 Retired grades of membership are grades of membership created for Fellows, Associate or
Affiliate members who have reached the end of their working careers.

9.1.3 Prerequisites
• Fellow or Associate or Affiliate in good standing, and
• Have reached retiring age or have bona fide ceased full time remunerative
employment.

9.1.4 40+ years membership of the AIQS and its predecessors in Australia
Retired members with 40 or more years of continuous corporate and retired membership
will be exempt from paying subscription.

9.1.5 Nomination
Self-nomination

9.1.6 Benefits
• May use post-nominal initials of their grade upon retirement, viz: FAIQS, AAIQS,
AIQS (Affil.).
• may attend and speak at any meeting of the Institute
• may pay a reduced subscription
• retired corporate members may serve as a Committee member or Chapter
Councillor but not hold any office of the Institute or Chapter.
• May enjoy all the other benefits of members eg discount scheme, publications etc.

9.1.7 Restrictions
Retired members may not vote at Annual, Special, Ordinary or General Meetings of the
Institute or Chapter.

Retired members are precluded from holding the offices of President, Vice President,
Treasurer, Secretary or Councillor of the Institute or Chapter

Retired members may not nominate candidates for any grade.

9.1.8 Reinstated Membership


Retired members who become Lapsed Members due to failure to pay annual subscription
shall be entitled to apply for re-instatement. Immediate reinstatement with continuity of
membership shall apply on payment of a Reinstatement Fee and arrears of membership
fees of up to one year.

Retired Members who recommence full time employment in Quantity Surveying shall be
automatically reinstated to their previous grade on application.

10. SUBSCRIPTION AND FEES
10.1 Definition
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out in General Conditions Clause 1.01: Definitions

10.1.2 Generally
Applicants for membership undertake to pay the appropriate Annual Subscription and/or
Entrance Fee, Transfer Fee or Reinstatement Fee (as applicable on receipt of notice).

Subscription and fees are payable in advance for a financial year running from 1 July to the
following 30 June. Subscriptions and Fees are subject to annual review.

The Annual Subscriptions for each grade are listed in the Institute News Supplement (INS)
magazine each quarter.

10.1.3 Annual Subscription


Subscriptions shall be paid by 30 June for the following year. New members joining during
the year will be charged pro-rata from the month of admission to membership. Applicants
for membership only become members on payment of subscription.

Attention is drawn to the following excerpt from the Articles of Association:

“If the subscription of a member shall remain unpaid for a period of two calendar months
after it becomes due then the member may after notice of the default shall have been sent
to him by the Secretary shall be deemed to have resigned his membership and shall be
debarred from all privileges of membership”.

10.1.4 Transfer Fee


Transfer fees apply for elevation from:-
• Technician grade to Affiliate grade
• Probationer grade to Associate grade
• Affiliate grade to Associate grade
• Associate grade to Fellowship

There are no transfer fees for Students transferring to Probationer or Technician grade or
members transferring to Retired membership.

10.1.5 Reinstatement Fee


A Reinstatement Fee will be charged when any subscription remains unpaid later than two
months after the due date. The Reinstatement Fee will apply to any lapsed membership.

10.1.6 Application Fee


Application fees must be submitted with the application and are non-refundable and apply:

• Technician applicants who are not Student members.


• Probationer applicants who are not Student members.
• Affiliate applicants who are not Technician members.
• Lapsed Probationer, Affiliate, Associate or Fellows submitting a new application
for membership.

No application requiring application fees can be considered until the fee is received.

10.1.7 Sundry Fees


Applicants using the Specialist Entry Route for Associate membership shall pay a non-
refundable application fee.

Persons wanting a formal appeal on membership matters shall pay an application fee
which is non-refundable for unsuccessful appeals and refundable if the appeal is upheld.

11. APPEAL PROCESSES
11.1 Definition
Terms used hereafter and shown in italic script shall be deemed to have the meanings set
out in General Conditions Clause 1.1: Definitions

11.1.2 Generally
Appeal Processes have been established to set out procedures for the submission and
review of appeals on membership matters covered by the Conditions of Membership. Such
processes are necessary to:

• Allow any errors to be redressed.


• Enable the Institute to monitor the effectiveness of its procedures and ensure
continuous improvement.
• Protect both the Institute and the individual against perceptions of bias.
• Reduce the likelihood of frivolous appeals or time consuming complaints arising
from misunderstanding of membership matters.
• Demonstrate that Membership processes are fair, transparent, workable and
reflect the principals of natural justice.

11.1.3 Grounds for Appeal


The Appeal Processes shall apply equally to persons seeking to become members of the
Institute and financial members seeking to advance to a superior grade of membership.
Such persons shall have the right to appeal against rejected applications on the grounds
that:

• An administrative error may have occurred in the processing of an application.


• The process used in considering an application was demonstratedly flawed in that
it did not take into account specific requirements of the Conditions of Membership.

11.1.4 Limitations of Appeal Processes


Appeal processes shall not apply to:

• Academic or skill standards set by the Institute


• Candidates who may disagree with an assessment outcome but are unable to
demonstrate that there has been a flaw in the process.
• Claims that the Institute’s standards or requirements are unreasonable.
• Candidates who have been unsuccessful in satisfying all requirements of the
Assessment of Professional Competence process unless they can demonstrate
error or flaw in the process. An appeal based on a Candidates assertion that
because he or she had been in Approved Employment for the requisite period the
Interview Panel was at fault in not accepting that the candidate had the required
level of experience would not be accepted. An appeal based on the candidate not
having been told of the reasons for being unsuccessful in the APC process and not
being given an opportunity for a further interview would however be grounds for an
appeal.
• Matters where the intent of an appeal is based on circumventing a requirement of
the Conditions of Membership.
• Matters outside the Institute’s jurisdiction or areas of interest.

11.1.5 Submission of Appeals


Appeals shall be submitted in writing and addressed to the National Membership Officer of
the Institute. The appeal shall:

• State that it is an appeal submitted in accordance with the requirements of Section


10 of the Conditions of Membership.
• Provide details of correspondence from the Institute against which the appeal is
being made.
• Give details of the appeal including grounds for the appeal with reference to the
relevant clauses of the Conditions of Membership.

11.1.6 Review of Appeals
A four stage review process will apply for membership appeals:

a) Administrative Review
An initial check will be carried out to determine whether any errors have occurred
and whether they can be easily rectified or whether the matter should be referred
for formal review. For simply rectified matters a written response will be made
finalizing the matter at no cost to the Appellant. For more complex matters a
review process will be recommended. The Appellant will be advised of this in
writing and an application fee will apply.

b) Management Review
Appeals requiring determination will be referred to the Vice President responsible
for membership matters. He shall either determine the issue or refer it to a Review
Committee to look into the matter and report back.

c) Review Committee
The Vice President may appoint an independent Committee of up to three persons
experienced in membership matters to make a determination on the appeal. The
Committee shall not include any person involved in the original assessment and
will report in writing to the Vice President.

d) Provision of Feedback
The Appellant shall be advised in writing of the result of the appeal. Where the
appeal is unsuccessful the Appellant shall be advised of the result and be given an
explanation of the review process undertaken and suggestions if possible as to
how to proceed the application.

11.1.7 Time limits for Appeals


Appeals shall be made within three calendar months of the date of the initial event or
communication from the Institute that resulted in the appeal. After that time the right to
appeal will lapse.

11.1.8 Cost of Appeals


Persons making an appeal shall be responsible for any and all of their own costs involved
in the appeal. An application fee will be charged for appeals and the Appeal Process will
not commence until the fee is received. The fee is non-refundable for un-successful
appeals but will be refunded should the appeal be upheld.
