³`East´ and `West´ must encounter somewhere´

In the course of my life as a university student I¶ve been able to listen and
debate different philosophical and sociological ideas; as well as this modest
experience, as a Law School student I¶ve also had the opportu nity of watching
these ideas and values, existent in the real world , ÷    
   in
my country and others.

Now, the range of comparison I¶ve had includes only western - specifically
Peruvian - ideas 1, having this situation as a result of my lack of knowledge of
eastern culture and values - specifically China¶s. On the other side, since
philosophical and political ideas exist everywhere, it´s only natural t hey
responded to the needs and reality of each culture; then, as we gather both
western and eastern socio-political ideas together, we can have some surprises
in legislative regulation .

In ancient Greece, the cradle of democracy, the political labour ancient Greeks
did was free of charge, the importance and status of deciding the course of your
society was enough for most people. Nowadays, politics are powerfully linked to
power, corruption, and money; this reality has an unlucky consequence: the
harm of people´s interests. In my point of view this fact is universal, so it doesn´t
matter whether we come from east or west: corruption hurts us both even.

Nevertheless, China seems to have been using an effective method for its
development 2, it doesn´t matter the world gets harm ed by an economical crisis,
the organization of China impresses the world more and more since it
accomplishes to maintain the economical growth.

This establishes the question, what can we, Peruvians, copy from China?

We could begin the answer to this question by establishing the things we cannot
copy from China. The first idea is the 
     China has. The
rural condition of the majority of Chinese population through history has
established this fact: Chinese people have been self sufficient in order to
survive and maintain a dignified life 3.

Politic theory establishes the beginning of society as a need for individuals to


survive, not to be consumed by the ³evil neighbour´; but, since in China the self
sufficiency4 is a rule, society appears spontaneously as a better way of life.
Then, this statement can be truly meant: ³The existence of the government is
people´s welfare´, since they don¶t really need it anyway .

A second factor we cannot copy from China is the ÷ 


  
 
we have. Now, this difference isn¶t exclusive from China or other eastern
cultures, each culture are different; but, China has the    



. This lack is vital; it provides China with true politics of help and
increase of the value of the people´s life in order to make China (nation) the
greatest.

This true, politic directed to the welfare of the people has been tried to
accomplish in modern societies by human rights5, religion, and many internal
polities directed to avoid violence, existence of excessive difference of rights,
etc. Peru, for example, being the consequence of the establishment of Spanish
colonies at the beginning of the 16 th century, has a high rate of class
differences, which carries also differences in legal treatments and
opportunities 6, procedures which should protect people.

These are the two great differences between China and the rest of the world, in
social political conditions.

On the other hand, there are other characteristics of Ch inese social structure
which can be compatible with Peru. The first of these is the '

 , specifically the representatives of it; which must be
analyzed with the second: the
   
of China.

In fact, China has a clear method of meritocracy for the selection of the officials;
this method carries along other institutions in China, like the communist party 7,
which establishes the healthiest justification of power in a society: the people´s
support and respect.

This system works; people postulate to government positions and can


determine their future by hard work. Of course, this couldn¶t be possible without
the existence of the lack of class differences 8, but more important the possibility
for each Chinese person to work hard and achieve his dreams.

Since this system works, the ideal of the society is not corrupted, it¶s the
people¶s welfare which matters at the end; that¶s the reason people work so
hard, to maintain that line of opportunities for next generations. Now, societies
like the Peruvian have forgotten that ideal, if they ever truly had it9; people have
been consumed in individualism, and loose themselves in ideas like class
differences, feeling more or les s than equal individuals.

Since living in a reality like the Peruvian, it¶s amazing the way diverse social
structures can develop such great differences at the time when globalization
grants development to nations with Chinese characteristics: hard work, tradition,
and confidence in facts; establishing like that the major e conomical potencies in
the actual world.

It¶s these four characteristics: China¶s unique traditional policy, its lack of class
differences, their government structure and educational system; which I hope
Peru will be able to copy someday.
